MGP Project (2001)<br />
• Left Front Govt of 96-2001 period <strong>in</strong>vited <strong>ADB</strong> to <strong>Kerala</strong><br />
• Project for Modernisation of Government programme was implimented<br />
without any discussion on state assembly. The areas identified for<br />
reform <strong>in</strong>clude – public f<strong>in</strong>ance, state-level public enterprises,<br />
power sector, road sector, decentralized plann<strong>in</strong>g,<br />
adm<strong>in</strong>istrative reforms and municipal corporations<br />
• Project says “The MGP aims to make government transparent<br />
and accountable.” and implement<strong>in</strong>g <strong>in</strong> 90 <strong>in</strong>stitutions <strong>in</strong><br />
<strong>Kerala</strong>. But the project itself is not at all transparent<br />
• New Terms Contributed to state Contract Term<strong>in</strong>ologies Legal<br />
Back<strong>in</strong>g for BOT, BOOT, SPV etc are <strong>in</strong>troduced dur<strong>in</strong>g this<br />
time.<br />
