Sub: Dovetailing of relief work with DPIP.<br />

The following relaxation is hereby accorded in respect of sanction of sub-projects<br />

under DPIP pertaining to community infrastructure works:<br />

The sub-projects under DPIP may be dovetailed with relief works, subject to the<br />

following conditions:<br />

1. The project will be implemented in sub-project mode in which stake of poor<br />

will be protected by way of providing short term wage employment and long<br />

term livelihood support for the poor.<br />

2. Only one community infrastructure work in one village would be taken up with<br />

maximum allocation of Rs. 1.50 lacs.<br />

3. Fund will be transferred in a separate bank account opened for this purpose.<br />

4. Funding pattern will be as follows:<br />

Material component (Fixed assets) 100% DPIP<br />

Labour component<br />

100% Department of relief<br />

5. Beneficiary's contribution shall not be required since SGRY special component<br />

(wheat) will be treated as contribution.<br />

6. No dovetailing will be allowed in the villages where community infrastructure has<br />

already done under DPIP.<br />

7. The work would only be allowed in notified villages of districts (list attached).<br />

8. The work proposed would be as per the works permitted under DPIP and should<br />

benefit the poor in particular. A demand from the poor persons in the village for the<br />

said work is a pre-requisite.<br />

9. For such works, and its implementation, the Village Development Association<br />

(VDA), under the chairmanship of the Sarpanch, could be the CIG for the sub-project.<br />

Panchayat and CIGs could also take up these works.<br />

10. The estimates for the work be prepared by technical official designated by the<br />

Collector. NGO and DPMU staff will assist them in preparation of the sub-project<br />

proposal as per the formats etc. prescribed.<br />

11. Adherence to DPIP guidelines on procurement would be ensured by such agency.<br />

Moreover, the CIG (or VDA as CIG or GP) would need to sign the prescribed sub-


project agreement with such agency. The component of financing under relief and<br />

under DPIP needs to clearly spelt out.<br />

12. Dovetailing work would be taken up with the facilitation of NGOs. NGO will also<br />

look after community mobilization work and need assessment.<br />

13. Work will be selected in an open meeting (Gram Sabha), in which presence of at least<br />

70 % BPL will be ensured, proof of which will be submitted with the proposal.<br />

14. To ensure sustainability and better use of assets/infrastructure created during relief<br />

work dovetailing with DPIP formal training will be required for implementing agency<br />

(CIG/VDA/GP).<br />

15. Only need based and limited sub- projects shall be dovetailed with famine relief work<br />

as given below:<br />
