<str<strong>on</strong>g>We</str<strong>on</strong>g>lcome to our first editi<strong>on</strong> of Homeseeker News which gives<br />
you all <strong>the</strong> latest informati<strong>on</strong> <strong>on</strong> our Homeseeker scheme.<br />
From 1st January 2011 we will be making some important changes to <strong>the</strong><br />
Homeseeker scheme. The current scheme has been in operati<strong>on</strong> since January<br />
2008. Because of changes in <strong>the</strong> <strong>housing</strong> market in <strong>Barnsley</strong> over <strong>the</strong> last three<br />
years, <strong>the</strong> council has asked us to review <strong>the</strong> Homeseeker lettings policy to make<br />
sure that it is still fit for purpose.<br />
It is important in <strong>the</strong> fast changing <strong>housing</strong> world that <strong>the</strong> lettings policy is<br />
regularly reviewed to make sure that it reflects any changes in <strong>the</strong> law and<br />
makes <strong>the</strong> best use of <strong>the</strong> council homes in <strong>Barnsley</strong><br />
Over <strong>the</strong> last few m<strong>on</strong>ths we <str<strong>on</strong>g>have</str<strong>on</strong>g> been asking customers,<br />
support agencies and <strong>Council</strong>lors <strong>the</strong>ir views <strong>on</strong> <strong>the</strong> Homeseeker lettings policy.<br />
As a result <strong>the</strong> council <str<strong>on</strong>g>have</str<strong>on</strong>g> agreed to some minor changes to <strong>the</strong> lettings policy.<br />
The changes will come in from 1st January<br />
2011 and will affect some people <strong>on</strong> <strong>the</strong><br />
<strong>housing</strong> <strong>register</strong>.<br />
Full details of <strong>the</strong> changes are shown <strong>on</strong><br />
<strong>the</strong> chart <strong>on</strong> pages two and three of this<br />
newsletter.<br />

Changes to our lettings policy... and how <strong>the</strong>y might affect you.<br />
Homeseeker before 1 January 2011<br />
Applicants local c<strong>on</strong>necti<strong>on</strong> with <strong>Barnsley</strong><br />
The lettings policy says that some<strong>on</strong>e has a local<br />
c<strong>on</strong>necti<strong>on</strong> with <strong>Barnsley</strong> if:<br />
• They are, or were in <strong>the</strong> past normally a resident<br />
in <strong>Barnsley</strong><br />
• They are employed in <strong>Barnsley</strong><br />
• They <str<strong>on</strong>g>have</str<strong>on</strong>g> family associati<strong>on</strong>s in <strong>Barnsley</strong><br />
• They <str<strong>on</strong>g>have</str<strong>on</strong>g> o<strong>the</strong>r special circumstances that<br />
c<strong>on</strong>nect <strong>the</strong>m with <strong>Barnsley</strong>.<br />
Reas<strong>on</strong> for <strong>the</strong> change<br />
An increasing number of people are establishing<br />
a local c<strong>on</strong>necti<strong>on</strong> with <strong>Barnsley</strong> who <str<strong>on</strong>g>have</str<strong>on</strong>g> no<br />
family in <strong>the</strong> area and <str<strong>on</strong>g>have</str<strong>on</strong>g> not lived in <strong>Barnsley</strong><br />
for many years. <str<strong>on</strong>g>We</str<strong>on</strong>g> feel that it is fairer that people<br />
with a real local c<strong>on</strong>necti<strong>on</strong> with <strong>Barnsley</strong> are<br />
given <strong>the</strong> benefit of this status.<br />
Young applicants leaving council care in <strong>Barnsley</strong><br />
Young people leaving council care are awarded<br />
Band 1 priority for bedsit, <strong>on</strong>e and two bedroom<br />
homes when <strong>the</strong>y are ready to manage <strong>the</strong>ir own<br />
home.<br />
Applicants leaving HM Forces<br />
Band 3 priority is awarded to people leaving<br />
HM forces accommodati<strong>on</strong> within <strong>the</strong> next 12<br />
m<strong>on</strong>ths.<br />
People in Band 4 & 5 who c<strong>on</strong>tinually refuse<br />
offers of accommodati<strong>on</strong><br />
People in Band 4 & 5 who refuse a reas<strong>on</strong>able<br />
offer of accommodati<strong>on</strong> do not <str<strong>on</strong>g>have</str<strong>on</strong>g> <strong>the</strong>ir<br />
applicati<strong>on</strong> and priority reviewed.<br />
10% of vacancies to people in Band 4<br />
Currently 10% of all vacancies are advertised with<br />
priority given to people in Band 4.<br />
There is a shortage of family homes for people<br />
with children. <str<strong>on</strong>g>We</str<strong>on</strong>g> need to make sure that we<br />
make best use of <strong>the</strong> homes we <str<strong>on</strong>g>have</str<strong>on</strong>g> and where<br />
possible offer 2 bedroom homes to those<br />
needing this number of bedrooms.<br />
Our armed forces pers<strong>on</strong>nel are currently involved<br />
in a number of c<strong>on</strong>flicts. <str<strong>on</strong>g>We</str<strong>on</strong>g> feel that we should<br />
do everything we can to assist people leaving HM<br />
Forces and returning to <strong>Barnsley</strong> in finding a new<br />
home as so<strong>on</strong> as possible.<br />
<str<strong>on</strong>g>We</str<strong>on</strong>g> <str<strong>on</strong>g>have</str<strong>on</strong>g> a small number of people in Band 4 & 5<br />
who <str<strong>on</strong>g>have</str<strong>on</strong>g> applied for and subsequently refused a<br />
large number of homes for no reas<strong>on</strong>able reas<strong>on</strong>.<br />
Quite often <strong>the</strong>y <str<strong>on</strong>g>have</str<strong>on</strong>g> refused without viewing<br />
<strong>the</strong> home. By c<strong>on</strong>tinually refusing a home, <strong>the</strong>se<br />
people are costing us a c<strong>on</strong>siderable amount in<br />
lost rent and more importantly are delaying <strong>the</strong><br />
re<strong>housing</strong> of o<strong>the</strong>r people <strong>on</strong> <strong>the</strong> <strong>housing</strong> <strong>register</strong>.<br />
The system of giving priority to applicants in Band<br />
4 for 10% of all vacancies has created an anomaly<br />
under which for 2/3 bedroom homes applicants<br />
in Band 4 <str<strong>on</strong>g>have</str<strong>on</strong>g> a greater chance of finding a home<br />
than people in <strong>the</strong> higher priority Band 3.<br />
Applicants under occupying council or <strong>housing</strong><br />
associati<strong>on</strong> homes<br />
Applicants currently under-occupying <strong>the</strong>ir<br />
home are awarded Band 3 priority if <strong>the</strong>y will<br />
c<strong>on</strong>sider <strong>the</strong> smallest property types eg. a single<br />
pers<strong>on</strong> c<strong>on</strong>sidering a bedsit or <strong>on</strong>e bedroom<br />
home.<br />
There is a shortage of family type homes. <str<strong>on</strong>g>We</str<strong>on</strong>g><br />
need to give priority to people currently living in a<br />
home too large for <strong>the</strong>ir needs in order to release<br />
that home for a family <strong>on</strong> <strong>the</strong> <strong>housing</strong> <strong>register</strong>.
3<br />
Homeseeker after 1 January 2011<br />
A local c<strong>on</strong>necti<strong>on</strong> with <strong>Barnsley</strong> is:<br />
• They <str<strong>on</strong>g>have</str<strong>on</strong>g> lived for 2 out of <strong>the</strong> last 5 years in<br />
<strong>Barnsley</strong> or <str<strong>on</strong>g>have</str<strong>on</strong>g> lived in <strong>Barnsley</strong> 6 m<strong>on</strong>ths<br />
out of <strong>the</strong> last 12 m<strong>on</strong>ths<br />
• They are currently employed in <strong>Barnsley</strong> or<br />
<str<strong>on</strong>g>have</str<strong>on</strong>g> been offered a permanent job in <strong>Barnsley</strong><br />
• They <str<strong>on</strong>g>have</str<strong>on</strong>g> close family who currently live in<br />
<strong>Barnsley</strong>. Close family includes parents,<br />
grandparents, s<strong>on</strong>s & daughters and<br />
bro<strong>the</strong>rs & sisters<br />
• They are leaving HM Forces and lived in<br />
<strong>Barnsley</strong> immediately before joining <strong>the</strong> forces<br />
• They <str<strong>on</strong>g>have</str<strong>on</strong>g> special circumstances that c<strong>on</strong>nect<br />
<strong>the</strong>m to <strong>Barnsley</strong><br />
• They <str<strong>on</strong>g>have</str<strong>on</strong>g> a local c<strong>on</strong>necti<strong>on</strong> to <strong>Barnsley</strong><br />
under Homelessness law.<br />
Young people leaving care will <strong>on</strong>ly receive Band<br />
1 priority for bedsit and <strong>on</strong>e bedroom homes,<br />
unless <strong>the</strong>re is a need for a two bedroom home.<br />
People leaving council care can still be c<strong>on</strong>sidered<br />
for two bedroom homes but will receive a lower<br />
priority.<br />
Band 2 priority will be awarded to members of HM<br />
Forces returning to <strong>Barnsley</strong>, within 13 weeks of<br />
leaving tied accommodati<strong>on</strong>.<br />
People in Band 4 & 5 who refuse five<br />
reas<strong>on</strong>able offers of accommodati<strong>on</strong> without<br />
good reas<strong>on</strong> will <str<strong>on</strong>g>have</str<strong>on</strong>g> <strong>the</strong>ir <strong>housing</strong> applicati<strong>on</strong>s<br />
suspended for 6 m<strong>on</strong>ths. This means that <strong>the</strong>y<br />
will not be able to apply for vacancies during this<br />
period.<br />
If this applies to me, do I need to do anything<br />
No. <str<strong>on</strong>g>We</str<strong>on</strong>g> will automatically assess a new applicant’s<br />
local c<strong>on</strong>necti<strong>on</strong> with <strong>Barnsley</strong> as part of our<br />
assessment processes.<br />
This change will not affect people who are<br />
already <strong>on</strong> <strong>the</strong> <strong>housing</strong> <strong>register</strong> and <str<strong>on</strong>g>have</str<strong>on</strong>g><br />
established a local c<strong>on</strong>necti<strong>on</strong> under <strong>the</strong> previous<br />
lettings policy.<br />
No. <str<strong>on</strong>g>We</str<strong>on</strong>g> will automatically advise young people<br />
leaving care that <strong>the</strong>y will <strong>on</strong>ly receive Band 1<br />
priority for bedsit and <strong>on</strong>e bedroom homes. You<br />
should be actively applying for vacant homes.<br />
Yes. Please let us know if you are leaving tied<br />
accommodati<strong>on</strong> in HM Forces within 13 weeks<br />
of discharge. You should be actively applying for<br />
vacant homes.<br />
No. <str<strong>on</strong>g>We</str<strong>on</strong>g> will assess this when people in Band 4 & 5<br />
refuse five offers of accommodati<strong>on</strong>. You should<br />
<strong>on</strong>ly apply for vacancies you are really interested<br />
in.<br />
The majority of homes will be re-let based <strong>on</strong> <strong>the</strong><br />
priority band you are currently in. However, 10%<br />
of all vacancies will be advertised with priority<br />
given to people in Bands 1-4, who <str<strong>on</strong>g>have</str<strong>on</strong>g> been <strong>on</strong><br />

not matter whe<strong>the</strong>r you are currently in any of <strong>the</strong><br />
Bands 1-4.<br />
Current <strong>Barnsley</strong> <strong>Council</strong> or Housing Associati<strong>on</strong><br />
applicants moving to smaller homes will be<br />
awarded Band 3 priority when releasing 1<br />
bedroom and Band 2 priority if releasing 2 or<br />
more bedrooms.<br />
No. Our property advertisements will indicate<br />
where priority is given based <strong>on</strong> <strong>the</strong> date of your<br />
original <strong>housing</strong> applicati<strong>on</strong>.<br />
No. <str<strong>on</strong>g>We</str<strong>on</strong>g> will reassess <strong>the</strong> <strong>housing</strong> applicati<strong>on</strong>s from<br />
existing council and <strong>housing</strong> associati<strong>on</strong> tenants<br />
to reflect <strong>the</strong> changes. New applicants will<br />
automatically be assessed under <strong>the</strong> new rules<br />
after 1st January 2011.

What are <strong>the</strong> priority bands<br />
<str<strong>on</strong>g>We</str<strong>on</strong>g> <str<strong>on</strong>g>have</str<strong>on</strong>g> five priority bands 1-5. Band 1 is <strong>the</strong> highest<br />
priority and band 5 is <strong>the</strong> lowest priority. The<br />
majority of homes are let to people in <strong>the</strong> highest<br />
priority bands. 10% of all vacancies are offered based<br />
<strong>on</strong> <strong>the</strong> original date of applicati<strong>on</strong> <strong>on</strong> <strong>the</strong> <strong>housing</strong><br />
<strong>register</strong> and not <strong>on</strong> <strong>the</strong> priority band you are in.<br />
How will I know what band I <str<strong>on</strong>g>have</str<strong>on</strong>g> been placed in<br />
When you originally applied to join Homeseeker we<br />
c<strong>on</strong>tacted you and advised you of your priority band.<br />
If your circumstances change, you submit a medical<br />
form etc and your priority changes we will write and<br />
let you know what band your applicati<strong>on</strong> is in.<br />
What if I d<strong>on</strong>’t agree with <strong>the</strong> band I <str<strong>on</strong>g>have</str<strong>on</strong>g> been<br />
placed in<br />
If you feel that your band is wr<strong>on</strong>g you can appeal.<br />
However, you must c<strong>on</strong>tact us within 6 weeks of<br />
being notified of <strong>the</strong> decisi<strong>on</strong>.<br />
What if my circumstances change<br />
If your circumstances <str<strong>on</strong>g>have</str<strong>on</strong>g> changed you should<br />
notify us. <str<strong>on</strong>g>We</str<strong>on</strong>g> <str<strong>on</strong>g>have</str<strong>on</strong>g> recently introduced an <strong>on</strong>line<br />
change of circumstances form which you can<br />
complete and submit to us <strong>on</strong>line at<br />
www.berneslaihomes.co.uk If you do not <str<strong>on</strong>g>have</str<strong>on</strong>g><br />
internet access you can get a change of<br />
circumstances form from any <strong>Barnsley</strong> C<strong>on</strong>nects<br />
office or by ringing 01226 775555.<br />
Why doesn’t Berneslai Homes notify me that I <str<strong>on</strong>g>have</str<strong>on</strong>g><br />
been unsuccessful when I apply for a vacancy<br />
Unfortunately, we cannot notify unsuccessful<br />
applicants. <str<strong>on</strong>g>We</str<strong>on</strong>g> advertise up to 40 vacancies every<br />
week and can receive up to 200 applicati<strong>on</strong>s for<br />
some of <strong>the</strong> more popular vacancies. If you <str<strong>on</strong>g>have</str<strong>on</strong>g><br />
made an applicati<strong>on</strong> and you <str<strong>on</strong>g>have</str<strong>on</strong>g> not been<br />
c<strong>on</strong>tacted within 5 days of <strong>the</strong> closing date for<br />
applicati<strong>on</strong>s, you can assume that you <str<strong>on</strong>g>have</str<strong>on</strong>g> been<br />
unsuccessful.<br />
What happens if I refuse an offer of accommodati<strong>on</strong><br />
If you are in priority bands 1 to 3 and refuse a<br />
reas<strong>on</strong>able offer of accommodati<strong>on</strong> you could <str<strong>on</strong>g>have</str<strong>on</strong>g><br />
your priority reduced by <strong>on</strong>e band. For example if<br />
you are in Band 1 and refuse a reas<strong>on</strong>able offer of<br />
accommodati<strong>on</strong>, your band could be reduced to<br />
Band 2.<br />
If you are in Band 4 and make applicati<strong>on</strong>s and are<br />
offered five properties and subsequently refuse<br />
<strong>the</strong>m, your applicati<strong>on</strong> could be suspended for six<br />
m<strong>on</strong>ths. This means that you will not be able to apply<br />
for homes during this period.<br />

The cost of running a new home<br />
Moving into your new home can be an<br />
exciting time - but also an expensive <strong>on</strong>e.<br />
If you <str<strong>on</strong>g>have</str<strong>on</strong>g> managed household bills before, you will<br />
already know about <strong>the</strong> costs involved in running a<br />
home. If you are managing a household budget for<br />
<strong>the</strong> first time, you will need to think very carefully<br />
about how much m<strong>on</strong>ey you will need to set up your<br />

D<strong>on</strong>’t be tempted to borrow from a doorstep seller or<br />
illegal m<strong>on</strong>ey lender to buy things. The interest rates<br />
charged are very high and this can make it<br />
difficult to pay off <strong>the</strong> loan. Avoid furniture stores that<br />
charge high rates of interest. You will pay more than<br />

Improving your chances of finding a new home<br />
It is true that most homes are offered to people with high levels of <strong>housing</strong><br />
need in priority Bands 1-3. However if you are in Band 4 all is not lost.<br />
During 2009/2010 over 25% of all homes were allocated to people in Band 4.<br />
If you are in Band 4, your chances of finding a home could be increased by:<br />
v Applying for vacancies in as many localities as possible. If you <strong>on</strong>ly apply for<br />
vacancies in <strong>on</strong>e area your chances of success will be much lower.<br />
In 2009/10 we<br />
received <strong>on</strong> average<br />
37 applicati<strong>on</strong>s for<br />
each property<br />
advertised.<br />
v C<strong>on</strong>sidering all types of home - houses, flats and bungalows. <str<strong>on</strong>g>We</str<strong>on</strong>g> find that we receive fewer applicati<strong>on</strong>s for<br />
vacant flats and <strong>on</strong>e bedroom bungalows. Houses and two bedroom bungalows tend to be in very high<br />
demand in all areas of <strong>Barnsley</strong>.<br />
v C<strong>on</strong>sider o<strong>the</strong>r landlords. Our weekly property advertisement frequently includes Housing Associati<strong>on</strong> and<br />
private rented homes. While <strong>the</strong>se may be slightly more expensive than council rents, if your circumstances<br />

additi<strong>on</strong>al m<strong>on</strong>ey from <strong>the</strong> Government to crack<br />
down <strong>on</strong> <strong>the</strong> unlawful subletting of council or<br />
<strong>housing</strong> associati<strong>on</strong> properties, and <strong>on</strong> people<br />
getting a council or <strong>housing</strong> associati<strong>on</strong> property<br />
under false pretences. Committing this type of<br />
<strong>housing</strong> fraud is wr<strong>on</strong>g and it means that ano<strong>the</strong>r<br />
family <strong>on</strong> <strong>the</strong> <strong>housing</strong> <strong>register</strong> is being denied <strong>the</strong>ir<br />
chance of a home. That could be your s<strong>on</strong>, daughter,<br />
your parents or you who is having to wait l<strong>on</strong>ger!<br />

out regular inspecti<strong>on</strong>s of our homes and we d<strong>on</strong>’t feel<br />
