In the letter read above, the <strong>Tamil</strong> <strong>Nadu</strong> Public <strong>Service</strong> Commission has<br />
forwarded the name of follow<strong>in</strong>g 26 candidates selected through competitive<br />
exam<strong>in</strong>ation under Group-I <strong>Service</strong>s for appo<strong>in</strong>tment to the post of Assistant Director of<br />
Rural <strong>Development</strong> / Personal Assistant to Collector (<strong>Development</strong>) by direct<br />
recruitment for the year 2006-07, subject to the result of the Writ Petitions pend<strong>in</strong>g<br />
before the High Court of Madras and Madurai Bench of Madras High Court.<br />
2. The Government approve the selection of candidates as communicated by<br />
the <strong>Tamil</strong> <strong>Nadu</strong> Public <strong>Service</strong> Commission for appo<strong>in</strong>tment as Assistant Director of<br />
Rural <strong>Development</strong>/ Personal Assistant to collector (<strong>Development</strong>) <strong>in</strong> the <strong>Tamil</strong> <strong>Nadu</strong><br />
<strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong> for the year 2006-07.<br />
3. The follow<strong>in</strong>g 26 candidates are hereby regularly appo<strong>in</strong>ted as Assistant<br />
Director / Personal Assistant to Collector (<strong>Development</strong>) by Direct Recruitment <strong>in</strong> the<br />
<strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong> <strong>in</strong> the scale of pay of Rs.8,000-275-13500<br />
(Pre-revised scale) and posted for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the Districts noted aga<strong>in</strong>st each as<br />

4. The above 26 appo<strong>in</strong>tees shall be on probation for a total period of two<br />
years with<strong>in</strong> a cont<strong>in</strong>uous period of three years.<br />
5. Dur<strong>in</strong>g the period of probation, they should pass the Departmental Test for<br />
Officers of <strong>Panchayat</strong> <strong>Development</strong> Department and the <strong>Panchayat</strong> <strong>Development</strong><br />
Account Test conducted by the <strong>Tamil</strong> <strong>Nadu</strong> Public <strong>Service</strong> Commission as prescribed <strong>in</strong><br />
Rule 5 of the Special Rules for the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong>.<br />
6. The probationers shall also undergo the Foundational Course -B for a<br />
period of five weeks at the Civil <strong>Service</strong> Tra<strong>in</strong><strong>in</strong>g Institute, Bhavanisagar and pass the<br />
Test conducted at the end of the tra<strong>in</strong><strong>in</strong>g as prescribed <strong>in</strong> Rule 6(b) of the Special Rules<br />
for <strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong>. The pass<strong>in</strong>g of above test is a<br />
pre-condition for declaration of probation and the period of tra<strong>in</strong><strong>in</strong>g undergone will count<br />
for probation and <strong>in</strong>crements. Each probationer should also undergo 54 weeks field<br />
tra<strong>in</strong><strong>in</strong>g (<strong>in</strong>clusive of the Foundation Course-B) from gross-root level of the Department.<br />
The tra<strong>in</strong><strong>in</strong>g schedule for total period of 54 weeks is given <strong>in</strong> the Annexure. The<br />
Commissioner of Rural <strong>Development</strong> (Tra<strong>in</strong><strong>in</strong>g) is requested to co-ord<strong>in</strong>ate and arrange<br />
for the tra<strong>in</strong><strong>in</strong>g <strong>in</strong> one batch as detailed <strong>in</strong> the Annexure.<br />
7. The probationers shall draw their pay <strong>in</strong> the m<strong>in</strong>imum of time scale of pay<br />
applicable to Assistant Director of Rural <strong>Development</strong> dur<strong>in</strong>g the period of tra<strong>in</strong><strong>in</strong>g.<br />
8. Dur<strong>in</strong>g the period of tra<strong>in</strong><strong>in</strong>g, they shall also be entitled to draw Dearness<br />
Allowance and other allowances admissible under the Rules <strong>in</strong> force.<br />
9. The probationers shall be eligible to draw their first <strong>in</strong>crement <strong>in</strong> the time<br />
scale of pay of Assistant Director of Rural <strong>Development</strong> as per orders <strong>in</strong> force.<br />
10. The appo<strong>in</strong>tee should first report to the District Collector of the respective<br />
districts to which he/she is posted for tra<strong>in</strong><strong>in</strong>g immediately along with physical fitness<br />
certificate. The appo<strong>in</strong>tee is <strong>in</strong>formed that no k<strong>in</strong>d of representation regard<strong>in</strong>g jo<strong>in</strong><strong>in</strong>g<br />
duty would be enterta<strong>in</strong>ed and that failure to jo<strong>in</strong> duty with<strong>in</strong> the specified time and at<br />
the specified place would result <strong>in</strong> his / her name be<strong>in</strong>g removed from the approved list.<br />
11. Orders regard<strong>in</strong>g the <strong>in</strong>ter-se-seniority of the above said persons<br />
appo<strong>in</strong>ted by direct recruitment and the transferees will be issued separately.
12. The District Collectors concerned are requested to report the date on<br />
which the above direct recruits report for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the District with a copy to the<br />
Commissioner of Rural <strong>Development</strong> and <strong>Panchayat</strong> Raj and Personnel and<br />
Adm<strong>in</strong>istrative Reforms Department (Tra<strong>in</strong><strong>in</strong>g).<br />

In the Government Order first and second read above, the Government have<br />
prescribed the guidel<strong>in</strong>es for the permanent retention of temporary posts which have<br />
been <strong>in</strong> cont<strong>in</strong>uous existence for a period of over three years.<br />
2. In pursuant of the orders, the Commissioner of Rural <strong>Development</strong> and<br />
<strong>Panchayat</strong> Raj <strong>in</strong> his letter 3 rd read above has stated that the cadre strength for the<br />
posts of Assistant Directors of Rural <strong>Development</strong> is 392 at present. These 392 posts<br />
<strong>in</strong>clude 212 permanent posts and 180 temporary posts. Among these posts, the posts<br />
of Personal Assistant(<strong>Development</strong>) to Collector, Assistant Director (<strong>Panchayat</strong>s),<br />
Assistant Director(Audit) and District <strong>Panchayat</strong> Secretary are the key posts which need<br />
to be <strong>in</strong>tr<strong>in</strong>sically permanent. It is, however, seen that despite the key importance of the<br />
posts of Personal Assistant(<strong>Development</strong>) to Collector, Assistant Director (<strong>Panchayat</strong>s),<br />
Assistant Director (Audit) and District <strong>Panchayat</strong> Secretary, some of these posts are still<br />
categorized as temporary posts. The status of these Assistant Director of Rural<br />
<strong>Development</strong> posts i.e., permanent and temporary is as below:-<br />

3. The Commissioner of Rural <strong>Development</strong> and <strong>Panchayat</strong> Raj has stated that<br />
all the above temporary posts are essential and important <strong>in</strong> view of their <strong>in</strong>tr<strong>in</strong>sically<br />
permanent nature and further stated that the posts of Personal Assistant<br />
(<strong>Development</strong>) were created more than 47 years back. Likewise the posts of Assistant<br />
Director (<strong>Panchayat</strong>s) and Assistant Director (Audit) were redesignated from the<br />
erstwhile Divisional <strong>Development</strong> Officer (D.D.O.) posts which were created <strong>in</strong> 1974.<br />
The posts of Secretary, District <strong>Panchayat</strong> were also redesignated from the erstwhile<br />
Divisional <strong>Development</strong> Officer posts <strong>in</strong> many Districts.<br />
4. The Commissioner of Rural <strong>Development</strong> and <strong>Panchayat</strong> Raj has therefore<br />
requested the Government that the above 86 temporary posts <strong>in</strong> the category of<br />
Personal Assistant(<strong>Development</strong>) to Collector, Assistant Director (<strong>Panchayat</strong>s),<br />
Assistant Director (Audit) and District <strong>Panchayat</strong> Secretary posts may be made<br />
permanent, s<strong>in</strong>ce the said 86 temporary posts <strong>in</strong> the cadre of Assistant Director of<br />
Rural <strong>Development</strong> are <strong>in</strong> existence for more than 35 years and they were created to<br />
attend the day to day adm<strong>in</strong>istrative work <strong>in</strong> the respective Collectorates. All the above<br />
86 temporary posts are allowed to cont<strong>in</strong>ue up to 30.6.2010 vide G.O.(D) No.39, Rural<br />
<strong>Development</strong> and <strong>Panchayat</strong> Raj(E5) Department, dated 23.1.2008 and these posts<br />
are absolutely essential <strong>in</strong> the future years also for the speedy implementation of<br />
Central and State Government Schemes <strong>in</strong> all the Districts.<br />
5. The Government have exam<strong>in</strong>ed the proposal of the Commissioner of Rural<br />
<strong>Development</strong> and <strong>Panchayat</strong> Raj and consider that all the 86 temporary posts of<br />
Assistant Director of Rural <strong>Development</strong> as shown <strong>in</strong><br />
(P.T.O)

the Annexure have been <strong>in</strong> existence cont<strong>in</strong>uously for between 5 years and 47 years<br />
and therefore these posts deserve to be made permanent. The Government<br />
accord<strong>in</strong>gly decided to accept the proposal of the Commissioner of Rural <strong>Development</strong><br />
and <strong>Panchayat</strong> Raj and accord sanction for the permanent retention of the 86 temporary<br />
posts of Assistant Director of Rural <strong>Development</strong> as shown <strong>in</strong> the Annexure to this<br />
order, which were orig<strong>in</strong>ally sanctioned and have been cont<strong>in</strong>ued <strong>in</strong> the Government<br />
Orders noted aga<strong>in</strong>st each. Consequent on the above permanent retention of 86<br />
temporary posts, the total number of permanent posts <strong>in</strong> the category of Assistant<br />
Director of Rural <strong>Development</strong> (which is presently 212) shall be (212+86)298 posts and<br />
the posts of Personal Assistant(<strong>Development</strong>) to Collector, Assistant Director of Rural<br />
<strong>Development</strong> (<strong>Panchayat</strong>), Assistant Director of Rural <strong>Development</strong> (Audit) the<br />

ORDER :<br />
In the letter third read above, the <strong>Tamil</strong> <strong>Nadu</strong> Public <strong>Service</strong> Commission has<br />
forwarded the name of Thiru.M.Jayaraman, selected through competitive exam<strong>in</strong>ation<br />
under Group-I <strong>Service</strong>s for appo<strong>in</strong>tment to the post of Assistant Director of Rural<br />
<strong>Development</strong>/Personal Assistant to Collector(<strong>Development</strong>) by direct recruitment for the<br />
year 2006-07, subject to the result of the Writ Petitions pend<strong>in</strong>g before the High Court of<br />
Madras and Madurai Bench of Madras High Court, relat<strong>in</strong>g to this recruitment as the<br />
conditions mentioned <strong>in</strong> the letter first read above.<br />
2. The Government approve the selection of candidate mentioned <strong>in</strong> para 1<br />
above as communicated by the <strong>Tamil</strong> <strong>Nadu</strong> Public <strong>Service</strong> Commission for appo<strong>in</strong>tment<br />
as Assistant Director of Rural <strong>Development</strong>/Personal Assistant (<strong>Development</strong>) to<br />
Collector <strong>in</strong> the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong> for the year 2006-07.<br />
3. Thiru.M.Jayaraman is hereby regularly appo<strong>in</strong>ted as Assistant<br />
Director/Personal Assistant (<strong>Development</strong>) to Collector by Direct Recruitment <strong>in</strong> the<br />
<strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong> <strong>in</strong> the revised Pay Band of<br />
PB3-Rs.15600-39100+Rs.5400(Grade Pay) and posted for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> Kanniyakumari<br />
District subject to the result of the Writ Petitions pend<strong>in</strong>g before the High Court of<br />
Madras and Madurai Bench of Madras High Court.<br />
4. The above appo<strong>in</strong>tee shall be on probation for a total period of two years<br />
with<strong>in</strong> a cont<strong>in</strong>uous period of three years.
5. Dur<strong>in</strong>g the period of probation he should pass the Departmental Test for<br />
Officers of <strong>Panchayat</strong> <strong>Development</strong> Department and the <strong>Panchayat</strong> <strong>Development</strong><br />
Account Test conducted by the <strong>Tamil</strong> <strong>Nadu</strong> Public <strong>Service</strong> Commission as prescribed <strong>in</strong><br />
Rules 5 of the Special Rules for the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong>.<br />
6. The probationer shall also undergo the Foundational Course –B for a period<br />
five weeks at the Civil <strong>Service</strong> Tra<strong>in</strong><strong>in</strong>g Institute, Bhavanisagar and pass the Test<br />
conducted at the end of the tra<strong>in</strong><strong>in</strong>g as prescribed <strong>in</strong> Rule 6(b) of the Special Rules for<br />
<strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong> <strong>Service</strong>. The pass<strong>in</strong>g of above test is a precondition<br />
for declaration of probation and the period of tra<strong>in</strong><strong>in</strong>g undergone will count for<br />
probation and <strong>in</strong>crements. He should also undergo 54 weeks field ra<strong>in</strong><strong>in</strong>g (<strong>in</strong>clusive of<br />
the Foundation Course-B) from gross-root level of the Department. The tra<strong>in</strong><strong>in</strong>g<br />
schedule for total period of 54 weeks is given <strong>in</strong> the Annexure. The Commissioner of<br />
Rural <strong>Development</strong> (Tra<strong>in</strong><strong>in</strong>g) is requested to co-ord<strong>in</strong>ate and arrange for the tra<strong>in</strong><strong>in</strong>g as<br />
detailed <strong>in</strong> the Annexure.<br />
7. The probationers shall draw his pay <strong>in</strong> the m<strong>in</strong>imum of time scale of pay<br />
applicable to Assistant Director of Rural <strong>Development</strong> dur<strong>in</strong>g the period of tra<strong>in</strong><strong>in</strong>g.<br />
8. Dur<strong>in</strong>g the period of tra<strong>in</strong><strong>in</strong>g, he shall also be entitled to draw Dearness<br />
Allowance and other allowances admissible under the Rules <strong>in</strong> force.<br />
9. The probationers shall be eligible to draw his first <strong>in</strong>crement <strong>in</strong> the time scale<br />
of pay of Assistant Director of Rural <strong>Development</strong> as per orders <strong>in</strong> force.<br />
10. The Government sanction the creation of one temporary supernumerary post<br />
of Assistant Director of Rural <strong>Development</strong> <strong>in</strong> the <strong>Tamil</strong> <strong>Nadu</strong> <strong>Panchayat</strong> <strong>Development</strong><br />
<strong>Service</strong> <strong>in</strong> Kanniyakumari District <strong>in</strong> the time scale of pay of revised Pay Band of PB-3<br />
Rs.15600-39100+5400(Grade Pay) for a period of 54 weeks from the date on which the<br />
candidate commences his tra<strong>in</strong><strong>in</strong>g so as to enable him to undergo tra<strong>in</strong><strong>in</strong>g referred to <strong>in</strong><br />
paragraph-6 above and <strong>in</strong> the Annexure to this order subject to the result of the Writ<br />
Petitions pend<strong>in</strong>g before the High Court of Madras and Madurai Bench of Madras High<br />
Court relat<strong>in</strong>g to this recruitment.<br />
11. The one temporary supernumerary post of Assistant Director of Rural<br />
<strong>Development</strong> sanctioned above shall stand abolished with effect from the date of which<br />
the <strong>in</strong>dividual takes <strong>in</strong>dependent charge as Assistant Director of Rural <strong>Development</strong> and<br />
shall be appo<strong>in</strong>ted <strong>in</strong> the regular post of Assistant Director of Rural <strong>Development</strong> by<br />
keep<strong>in</strong>g one vacant post of Assistant Director of Rural <strong>Development</strong>.<br />
12. The expenditure should be debited to the Head of Account “2515-00-Other<br />
Rural <strong>Development</strong> Programmes-001. Direction and Adm<strong>in</strong>istration-1. Non-Plan-AC<br />
<strong>Development</strong> Staff <strong>in</strong> Collectorates-01. Salaries” (D.P.C. No.2515 00 001 AC 0106)<br />
13. The appo<strong>in</strong>tee should first report to the Collector of Kanniyakumari District<br />
to which he is posted for tra<strong>in</strong><strong>in</strong>g immediately. The appo<strong>in</strong>tee is <strong>in</strong>formed that no k<strong>in</strong>d of<br />
representation for extension of times to jo<strong>in</strong> duty would be enterta<strong>in</strong>ed under any
circumstances and that failure to jo<strong>in</strong> duty at the specified place would result <strong>in</strong> his<br />
name be<strong>in</strong>g removed from the approved list.<br />
14. The District Collector Kanniyakumari is requested to report the date on which<br />
the above direct recruitee a report for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the District with a copy to the<br />
Commissioner of Rural <strong>Development</strong> and <strong>Panchayat</strong> Raj and Personnel and<br />
Adm<strong>in</strong>istrative Reforms Department (Tra<strong>in</strong><strong>in</strong>g).<br />
