With the passage of new water conservation<br />

legislation last session, agricultural<br />

water suppliers must implement specified<br />

efficient water management practices,<br />

including measuring the quantity of water<br />

delivered and adopting a pricing structure<br />

based “at least in part” on the quantity<br />

delivered. Although the legislation does<br />

not prescribe demand reduction targets for<br />

agricultural water suppliers as had been<br />

proposed, many agencies will find it both<br />

technically and politically challenging to<br />

implement SBX7 7.<br />
