GUIDELINES ON NARCOTICS AND CONTROLLED DRUGS In view of this, all psychotropic substances are referred to as controlled drugs, which are classified as narcotics, while the ordinary drugs are not controlled because these are none hard drugs. 1. All ordinary medicines must be displayed in the hospital cabin or locker on a well arranged form and should be numbered for easy and proper identification. 2. It is a breach of law (offence) if any ordinary medicines is found or detected in a mix of controlled drugs, i.e. Captain’s cabin and vice-versa. 3. All controlled drugs are expected to be in the custody of the captain and not medicines referred to as ordinary medicines in order to conform with the provision of article “30” of 1961 convention of United Nations as referred to as international regulations 4. All controlled drugs must be declared in a separate list, having their headings as controlled drugs as “Narcotic list” and for the ordinary medicines as “hospital inventory list” or medicine chest inventory list”. 5. All drugs should have a well designed manufacturer stamp indicating the expiring and manufacturing date on it. Any form of hand printing on any medicine will be viewed as total breakdown of law and order and shall be compelled to face the laws squarely as provided on the said article. 6. All expired drugs or medicines are not allowed to be sighted on board. 7. All records of either controlled drugs or medicines are expected to be recorded in the medicine log book and presented for check. 8. On no account shall drugs be brought ashore 9. It should be borne in mind that the article “30” of single convention on “narcotics drugs control’ of 1961 frowns at theft and diversion of stocks of controlled drugs. Therefore captains are to be held responsible if there should be any contradiction of any form. Note: 1, Section 8 subsection b-d (S,8 (b) of NDLEA Act cap 30 laws pof federation as amended in 2004 empowers NDLEA Officers to be: (a) Working in collaboration with the department of customs and excise in monitoring the movement of drugs and persons in any custom area, custom stations, customs ports or airports, searching cargoes and out
going vessels, including pleasure craft, and fishing vessels as well as aircraft and vehicles and when appropriate searching crew members passengers and their baggage. (b) Detecting consignments suspected of containing narcotic drugs and psychotropic substances coming into or of a customs station customs port or customs airport © Maintaining surveillance in harbor and dock areas and at airport and border control point. 2. Any person who with or without lawful authority engages on the production, manufacture, extraction, preparation, offering for sale, distribution, sale, delivery on any term whatsoever breakage, dispatch in transit, transportation or exportation on any Narcotic drug or any psychotropic substance contrary to the provision of the 1961 convention and protocols or the 1971 convention against illicit traffic in Narcotic drugs and psychotropic substances 1989 will be imprison for life. 3. The NDLEA operatives on board any vessel have the statutory obligations to enforce these laws in totality in order to clear this great nation Nigeria from illegal trafficking in narcotic drugs and psychotropic substances. The captain agent will be held responsible for breach of any aforementioned laws. or Please be warned! These medicines treated as narcotics (controlled drugs) according to Nigerian international regulations including all kinds of under listed controlled drugs.
