After Inward clearance yellow flaghas to be removed.- Contact Pemba port Pilot, VHF CHANNEL 16, authorization to enter the bay.- Contact Pemba port pilot, VHF CHANNEL 16, to receive berthing instructions.4) Documents to be available for Inward clearance:- Clearance from Last Port ( 1 original and 5 copies);- Ship’s certificates;- Cargo manifest ;- Inventory of material on board (3 copies);- Crew list (6 copies);- Technician list (6 copies);- Passengers list (6 copies);- Crew effects declaration (4 copies);- Nil List (6 copies);- Stowaway list (6 copies);- Narcotics list (6 copies);- Vaccination list (6 copies);- Health Maritime Declaration (6 copies);- Animal List (6 copies);- Port of Call list (6 copies);- Bonded stores list (6 copies);- Ship’s Particulars ( 6 copies);- Passports; seaman’s book and vaccinations book;5) During Inward clearance following authorities will go on board:


- Immigration officer- Health officer- Fiscal Police officer- Customs officer- Harbour Master officer- Maritime officer- Agent6) What will happen during the Inward clearance?- Immigration officer will ask for passports and seaman’s book ( If coming from foreignwaters Passports and/or crew list have to be stamped out from immigration at port oforigin)- The agent will distribute forms for Captain to fill in for Port, Customs and Harbour Master;- Copy of crew/passengers lists to be delivered to Captain;- Customs or Fiscal officer will visit bonded store;7) During permanency on Pemba Port don’t forget that:- Safety nets need to be installed at gangways.- Life vests need to be available for individual boarding/leaving vessel.- Mooring lines need to be equipped with anti-rats devices.- Photographic/ Video equipment is forbidden.- Crews/Passengers must obtain authorization/shore pass to go onshore.- Maintenance works (paints, hot works, etc) needs a pre- approval from Port and Maritime.- Draining of ballast water is forbidden.- Fishing is strictly forbidden.8) If these rules are not respected, may result on:- Penalties;- Confiscation of documentation;- Detention at police quarters.9) Before departure:- Immigration, Customs, Health and Maritime clearance should be delivered on board.- Crew list/ Passengers list/ Passports should be submitted to Immigration.10) If embarking/ disembark crew or passengers while on Port:- Embark/ Disembark Visa should be issued.

Vaccination Requirements:-Should have yellow fever vaccination certificate.Navigational aids and information - Light houses:-Navigation aids are well documented on the tide table chart, which can be made available on request. Ships canobtain information relating to navigation though the signal station /light house on VHF channel16.Local port regulation regarding reporting and clearing:-Ships arrival is required to be registered within 48 of arrival and the port updated of eta changes by the agent.Berthing plans are made day before arrival.The agents make payments of all dues to the port to obtain sailing clearance.Tourism including bus and train services:-Pemba other than being a port city is also a tourist destination due to the numerous white beaches.Tourism is serviced through private operators by shuttle buses, mini buses, and 4 wheel drive vehicles.Cost of Living rate of exchange:-Rate of inflation is relatively high though by developed countries standard it is deemed reasonable. The Mozambicancurrency fluctuates a lot against the major currencies the Dollar, euro and the pound sterling.Currently it is exchanging 29.40 mzn=1$ / 39.00 mzn= 1EuroAvailability of berths, cranes and bunkering services:-There is only one berth total meter 182mts, availability is on first come basis with priority to navy vessel andcommercial cargo ships.No night berthing but unberthing is 24hrs.No on-shore crane available.Bunkers supplied through either shore line or by trucks, same like fresh water can either be supplied by hose pipe ortrucks.Bunkers are supplied by Petromoc, a local supplier and fresh water is supplied by the port.Use of pilots, tugs linesmen, fenders, regulations, clearance:-Pilotage is compulsory and is on a 24 hrs basis.No tugs available.Linesmen available on ships berthing.Berth is poorly fendered.No yokohama fenders but only tyres.Radio communication network systems and call signs:-Arrivals are communicated to the port by the agents as early as possible and the port register will indicate up to 14days. Registration of arrival and ships particulars are done at least 48hrs of ships arrivalThe ship can communicate with the pilot station on VHF channel 16.Availability and restrictions regarding supply of fresh water, fuel and telephones:-Fresh water is available by hose line and a 4m3 trucks through Port authority.Bunkers are available and supply is daylight only.Cell phones can be made available for use on hire basis.No seamen club except some bars close to the port.
