between <strong>the</strong> Bible Societies and <strong>the</strong> Western governments. This is illustrated<br />
<strong>in</strong> <strong>the</strong> l<strong>in</strong>es that he dictated to his private secretary:<br />
In England, Russia and France <strong>the</strong>re exist Bible Societies which become exceed<strong>in</strong>gly<br />
rich through <strong>the</strong> donations <strong>of</strong> wealthy and fanatical Christians who bequeath all <strong>the</strong>ir<br />
wealth to <strong>the</strong>m <strong>in</strong> <strong>the</strong>ir wills . . . although <strong>the</strong> English, Russian, and French governments<br />
seem not to be directly <strong>in</strong>volved <strong>in</strong> <strong>the</strong>ir activities, <strong>the</strong>y secretly aid and abet<br />
<strong>the</strong>m <strong>in</strong> send<strong>in</strong>g missionaries even <strong>in</strong>to darkest Africa. In this way <strong>the</strong>y spread <strong>the</strong>ir<br />
beliefs among <strong>the</strong> local population. By <strong>in</strong>cre<strong>as</strong><strong>in</strong>g <strong>the</strong> numbers <strong>of</strong> <strong>the</strong>ir followers this<br />
religious <strong>in</strong>fluence is <strong>the</strong>n transformed <strong>in</strong>to political leverage. . . . Recently <strong>the</strong>y have<br />
been reported <strong>in</strong> Mosul, and <strong>the</strong>ir books and pamphlets have even appeared <strong>in</strong> Istanbul.<br />
Although it is obviously desirable to take firm me<strong>as</strong>ures aga<strong>in</strong>st <strong>the</strong>m, if open opposition<br />
is brought to bear, <strong>the</strong> Sublime Porte will suffer <strong>the</strong> vex<strong>in</strong>g <strong>in</strong>tervention <strong>of</strong> <strong>the</strong><br />
three powers' amb<strong>as</strong>sadors. Thus, <strong>the</strong> only way to fight aga<strong>in</strong>st <strong>the</strong>m is to <strong>in</strong>cre<strong>as</strong>e <strong>the</strong><br />
Islamic population and spread <strong>the</strong> belief <strong>in</strong> <strong>the</strong> Holiest <strong>of</strong> Faiths.50<br />
Given that such concern w<strong>as</strong> ev<strong>in</strong>ced at <strong>the</strong> highest level, it is not surpris<strong>in</strong>g<br />
to f<strong>in</strong>d numerous <strong>in</strong>stances <strong>in</strong> <strong>the</strong> Ottoman records <strong>of</strong> local <strong>of</strong>ficials <strong>in</strong> <strong>the</strong> field<br />
react<strong>in</strong>g to missionary subversion. One method <strong>of</strong> deal<strong>in</strong>g with <strong>the</strong> problem<br />
w<strong>as</strong> a systematic programme <strong>of</strong> conversion to Sunni Hanefi orthodoxy, which<br />
w<strong>as</strong> applied particularly among <strong>the</strong> marg<strong>in</strong>al elements, such <strong>as</strong> <strong>the</strong> Shi'ites,<br />
<strong>the</strong> Nusayri, and <strong>the</strong> Yezidi Kurds.<br />
In one such <strong>in</strong>stance, Muhammed H<strong>as</strong>sa, <strong>the</strong> Mut<strong>as</strong>arrtf <strong>of</strong> Lazkiye<br />
(Latakia) <strong>in</strong> Syria, wrote to Istanbul on 26 June 1890, to report that <strong>the</strong><br />
Nusayri <strong>of</strong> Sahyun district had expressed a collective desire to be converted to<br />
<strong>the</strong> Hanefi mezheb. This event had been preceded by <strong>the</strong> conversion <strong>of</strong> <strong>the</strong><br />
Nusayris <strong>of</strong> Markab and Cebele <strong>in</strong> <strong>the</strong> same region. <strong>The</strong> Nusayri leaders <strong>of</strong><br />
Sahyun, <strong>the</strong> <strong>of</strong>ficial reported, had signed a petition request<strong>in</strong>g that <strong>the</strong> state<br />
provide <strong>the</strong>m with schools and mosques (mescids) and teachers to <strong>in</strong>struct<br />
<strong>the</strong>m <strong>in</strong> <strong>the</strong> Hanefi belief. Fifteen schools and ten mescid were needed for <strong>the</strong><br />
district <strong>of</strong> Sahyun. <strong>The</strong> matter w<strong>as</strong> one <strong>of</strong> utmost urgency because missionaries<br />
were active among <strong>the</strong> Nusayri population:<br />
If <strong>the</strong> Sublime State f<strong>in</strong>ds itself unable to make <strong>the</strong> necessary sacrifices <strong>in</strong> terms <strong>of</strong><br />
resources to grant <strong>the</strong> requests <strong>of</strong> <strong>the</strong>se people, and abandons <strong>the</strong>m to <strong>the</strong>ir forlorn state<br />
<strong>of</strong> ignorance, this can only have grievous consequences. This will only butter <strong>the</strong> bread<br />
<strong>of</strong> <strong>the</strong> foreigners who have already gone so far <strong>as</strong> to pay regular salaries to <strong>the</strong> Nusayri<br />
leaders. [If <strong>the</strong>ir request is not granted] <strong>the</strong> foreigners will be able to tell <strong>the</strong>m, 'see,<br />
your government is unable to take care <strong>of</strong> you' and this will lead to an <strong>in</strong>cre<strong>as</strong>e <strong>of</strong> <strong>the</strong>ir<br />
already present <strong>in</strong>fluence.51<br />
