AUTHOR'S ANSWER TO THE REFEREES COMMENTS (FIRST AND SECOND REFEREES)<br />

ON THE PAPER "NEW MEASUREMENT OF THE EARTH'S ABSOLUTE VELOCITY WITH<br />

THE HELP OF THE 'COUPLED SHUTTERS' EXPERIMENT"<br />

I give my answer to both referees together because this will spare me time.<br />

<strong>The</strong> FIRST REFEREE writes:<br />

Firstly, the suggestions that the experiment lay beyond the expertise <strong>of</strong> JILA<br />

in the University <strong>of</strong> Colorado are I believe a strong overstatement <strong>of</strong> some<br />

comments by one <strong>of</strong> the research workers <strong>of</strong> that laboratory. I have spoken<br />

with him about this, and we both feel that if the paper were to be published<br />

such statements must be removed or corrected.<br />

<strong>The</strong> SECOND REFEREE writes:<br />

<strong>The</strong> author has an idea for an experiment which could have dramatic results.<br />

What is necessary, beyond this, is a practical realisation <strong>of</strong> an apparatus<br />

that can do the experiment and which is also able to answer all critics with<br />

demonstrations that the obvious problems - bearing precision, vibration,<br />

non-uniform illumination, temperature drift, etc, are not larger than the effect<br />

sought. Until this is achieved the existing scientific "orthodoxy" concerning<br />

the velocity <strong>of</strong> light will conmand much greater credibility than the<br />

measurement reported here. It is my considered opinion that, very sadly, the<br />

JILA team are right and the experiment is, at present, beyond the reach <strong>of</strong><br />

the best <strong>of</strong> modern experimental techniqueT<br />

<strong>The</strong> statement <strong>of</strong> the first referee is exactly opposite to the statement (underlined<br />

by me) <strong>of</strong> the second referee. <strong>The</strong> Editorial Board cannot reject a paper on the basis<br />

<strong>of</strong> two diametrically opposite criticisms. Thus the paper must be printed. But I shall<br />

not follow the suggestion <strong>of</strong> the first referee to delete the opinion which the scientific<br />

co-workers <strong>of</strong> JILA seminate in the WORLD with the aim <strong>of</strong> blocking the appearance<br />

<strong>of</strong> my papers in the press. This correction can be done ONLY BY THE CO-WORKERS OF JILA<br />

in the PRESS.<br />

<strong>The</strong> first referee writes: "I find the overall tone <strong>of</strong> the paper annoying." My book<br />

VADE RETRO, SATANAS! (in Bulgarian and Russian) is considered as the best satyrical<br />

book ever published in Bulgaria. I write poetries on six languages (see my collection<br />

JllCr OTBPyJIEH, Heter-Peter Editors, Washington, 1978). I beg the referee to let to me<br />

to know what is annoying tone and what is not. <strong>The</strong> reference in NATURE can be found<br />

on the cited locus. Am I guilty when the referee cannot find a publication in NATURE<br />

At any rate to spare his time, I send him a reprint <strong>of</strong> that publication, for which I<br />

paid to Dr. Maddox % 1,500 .<br />

<strong>The</strong> first referee writes:<br />

He certainly finds a 24 periodicity in the differential velocity signal but<br />

one has to be extremely careful about such an effect. For example I believe<br />

it could perhaps arise from a diurnal variation in the power or the pointing<br />

direction <strong>of</strong> the beam from the argon laser used. Such laser fluctuations can<br />

result from a) cyclic fluctuations in the temperature and pressure <strong>of</strong> the cooling<br />

water and b) power line voltage fluctuations.<br />

This is a typical example <strong>of</strong> annoying irrelevant rumanation <strong>of</strong> a man who has not<br />

grasped the essence <strong>of</strong> the experiment. Dear referee, the source for both light beams<br />

is the same. <strong>The</strong> fluctuations <strong>of</strong> its intensity lead to synchronous and equal fluctuations<br />

in both beams. <strong>The</strong> effect comes from the difference <strong>of</strong> both illuminations. In<br />

the mathematics there is a rule: if one adds the same number to two numbers, the difference<br />

<strong>of</strong> those two numbers remains the same.<br />

<strong>The</strong> first referee writes:<br />

I should be much more convinced if Marinov has searched for and failed to find<br />

a 24 hour periodicity with rotating shutters held at rest.<br />

This suggestion is good. But who will clean my horses when I shall search for the<br />

lack <strong>of</strong> diurnal periodicity But even at the availability <strong>of</strong> such a diurnal fluctua-
