THE CONTRIBUTION OF VOCATIONAL EDUCATION AND TRAINING IN ROMANIA<br />
Teacher status is currently low, but<br />
career prospects are improving<br />
Despite the new developments, teaching is<br />
still not considered an attractive profession;<br />
the gross salary of a senior schoolteacher<br />
is 20% lower than the average salary in<br />
Romania. A recent regulation specifies an<br />
average salary increase of 5% for teaching<br />
staff in pre-university education, an amount<br />
that is not sufficient to increase the appeal<br />
of the profession.<br />
The low salary level has also brought about<br />
a certain depreciation in the status of<br />
teaching staff, in particular in urban areas,<br />
together with a decline in professional<br />
motivation. Nonetheless, in the aftermath<br />
of the decline of the Romanian industrial<br />
sector, many engineers and supervisors<br />
have chosen a career in teaching, attracted<br />
by its job security. Over the past 10 years<br />
the number of teaching staff (teachers and<br />
teacher instructors) has increased at all<br />
teaching levels (by around 30% in high<br />
school education and by almost three times<br />
in post-high school education). With<br />
reference to the pre-service requirements<br />
for VET teacher instructors, a new<br />
condition has been laid down: studies in<br />
short-term academic education must have<br />
been completed. As a result, it is expected<br />
that there will be on the one hand, a better<br />
quality of practical training, and on the<br />
other, an increase in the professional<br />
status of teacher instructors (including in<br />
their remuneration) and multiple<br />
career-development opportunities.<br />
