GENERAL INTRODUCTION<br />

The <strong>Department</strong> <strong>of</strong> <strong>Local</strong> <strong>Government</strong> <strong>Technical</strong> <strong>Services</strong> (DLGTS) was formed<br />

on the 1st <strong>of</strong> April 2007. Its mandate is to provide technical and advice to <strong>Local</strong><br />

Authorities and other departments <strong>of</strong> the ministry on matters pertaining to the<br />

development <strong>of</strong> infrastructure. It is mandated to implement programmes for<br />

infrastructure development; albeit the majority <strong>of</strong> projects are implemented<br />

through the <strong>Local</strong> Authorities and their institutions, the coordination <strong>of</strong> the<br />

programmes nationally is done from the department. The department is<br />

responsible for policy guidance, facilitation <strong>of</strong> funding, monitoring the use <strong>of</strong> funds<br />

and progress on projects.<br />

UNITS OF THE DEPARTMENT<br />

The DLGTS is charged with the responsibility <strong>of</strong> developing and maintaining a<br />

rapidly growing modern infrastructure that includes roads, village water supplies,<br />

schools, municipal and recreational facilities. This is done via the pr<strong>of</strong>essional<br />

engineering, architectural and quantity surveying skills being provided by:<br />

1.1. Land Servicing Unit<br />

Facilitates for the provision <strong>of</strong> serviced land for residential, commercial and<br />

industrial development.<br />

1.2 Water Unit<br />

Facilitates District Councils water supply projects.<br />

It is also responsible for building the capacity <strong>of</strong> District Councils in areas <strong>of</strong><br />

design, construction, operation and maintenance <strong>of</strong> rural water supply and<br />

village sewerage systems.<br />

1.3 While the District Roads Unit:<br />

Facilitate the implementation <strong>of</strong> tertiary and access road projects in rural areas.<br />

It is further charged with facilitating for employment creation by utilizing<br />

village labour for the construction <strong>of</strong> low traffic earth roads.<br />

1.4 The Architecture and Building Unit.<br />

Provides technical support and manages design and construction <strong>of</strong> building s<br />

on behalf <strong>of</strong> the <strong>Local</strong> Authorities and other MLG departments.<br />

1.5 <strong>Department</strong>al Management Unit<br />

Provides administrative support to all the Units <strong>of</strong> the department.<br />

Maun Council Chamber<br />

A modern state <strong>of</strong> the art council chamber. This is one <strong>of</strong> the few <strong>of</strong> its kind<br />

in Botswana. A very spacious chamber with glittering interior befitting local<br />

authorities.<br />

These facilities are provided to facilitate and create an environment that<br />

encourages the pursuit <strong>of</strong> excellence in project review and prioritisation to enhance<br />

productivity in National Development Plan projects.<br />

Maun Bus Rank<br />

District Transportation Hub providing Interconnectivity to allow easy and safe<br />

movement <strong>of</strong> people and goods from place to place in Maun. It adds to already<br />

existing tourism infrastructure.<br />

DISASTER PREPAREDNESS<br />

To ensure a safe and secure nation, <strong>Local</strong> government continues to provide well<br />

planned systems to counter the effects <strong>of</strong> natural disasters such as fire. An example<br />

is the building <strong>of</strong> dumela fire station in Francistown.<br />

HEALTH<br />

In its quest to provide a compassionate, just and caring nation, <strong>Local</strong> Governemnt<br />

continues to ensure that all Batswana have access to good quality health facilities.<br />

This includes both primary and curative services located within reasonable<br />

travelling distance.<br />

EDUCATION<br />

By the year 2016 Botswana will have a system <strong>of</strong> quality education that is able to<br />

adapt to the changing needs <strong>of</strong> the country. The education system will empower<br />

citizens to become the best producers <strong>of</strong> goods and services. this will be achieved<br />

through the provision <strong>of</strong> computers and computer based communications such as<br />

the internet. the pictures below illustrate some <strong>of</strong> the milestones reached towards<br />

building an educated informed nation.<br />

WATER<br />

Vision 2016 clearly pronounces the need for a prosperous, productive and<br />

innovative nation. It is our conviction that all these principles come with the<br />

provision <strong>of</strong> clean water. <strong>Local</strong> government continues to ensure adequate supply <strong>of</strong><br />

safe drinking water for all citizens. This has been achieved by making full use <strong>of</strong> rain<br />

water through water harvesting technique, construction <strong>of</strong> dams where feasible<br />

and adoption <strong>of</strong> water conservative measures such as drip feed irrigation.<br />

Maitengwe Telemetry Control Station<br />

A highly modernized facility that monitors and controls the three pump<br />

stations and boreholes at Maitengwe village.<br />

ROADS<br />

Transport services are important for national economic growth. Well maintained<br />

roads are necessary for efficient and safe traffic management. Good infrastructure<br />

contributes to the growth <strong>of</strong> our tourism industry. It is the mandate <strong>of</strong> the <strong>Local</strong><br />

government to provide tarred roads, storm water drainage and streetlights to<br />

ensure safety <strong>of</strong> the citizens at night and ensure efficient flow <strong>of</strong> traffic.<br />

The road was constructed as part <strong>of</strong> our desire to improve all our road networks<br />

under the Roads Programme. It is our aspiration to make all the service centres<br />

accessible to our communities in developing both <strong>Local</strong> & Urban Areas Road<br />

Networks as a measure <strong>of</strong> ensuring equitable distribution <strong>of</strong> services .<br />

Upgrading <strong>of</strong> Infrastructure – Monarch<br />

As a people centered ministry, we intend to provide Monarch community house<br />

connection to water and Sewer system, bituminized access roads, storm water<br />

drains and street lights for safety and quality living. Our wish is to provide our<br />

communities with first class infrastructure to encourage dignified living standards.<br />

Gabions<br />

Poor drainage system will now be a thing <strong>of</strong> the past. With this modern designs<br />

<strong>of</strong> flood preventive structures, storm water drainage system will be improved by<br />

allowing the water to flow fast towards a desired direction without flooding the<br />

neighborhoods.<br />
