It’s an exciting time for our company! We are seeing an increase in repeat business<br />
and felt it was a good time to examine why we are experiencing the trend.<br />
Naturally the company name is much more commonly known than in the first<br />
few years of the firm’s operation. But familiarity is not the key factor to establishing<br />
repeat business - exceptional client relationships are.<br />
Over the years we’ve been in business we’ve had the good fortune to build lasting<br />
relationships with our partners in governing bodies, agencies and companies<br />
around the world. It is an enormous vote of confidence each time one of these<br />
decision makers chooses to do business with us again.<br />
A few examples of these client partners are: San Francisco County Transportation<br />
Authority, Valley METRO Rail, San Diego Association of Governments, the City<br />
of Los Angeles, and the City and County of Honolulu (and its successor agency<br />
Honolulu Authority for Rapid Transit {HART}). We’re grateful for the opportunities<br />
they provide us and continue to strive to deliver the best work products and<br />
service possible to our long-term clients as well as those with whom we are establishing<br />
new relationships.<br />
InfraConsult Opens Fifth Office<br />
Albuquerque, New Mexico - home of the fifth<br />
InfraConsult office.<br />
Yes, you read that headline right! It<br />
is so similar to the one from the last<br />
newsletter when the fourth company<br />
office was announced, it might<br />
have had you wondering! But it’s<br />
true - InfraConsult has now established<br />
offices in five U.S. cities.<br />
The office will house staff working<br />
on the new ABQ RIDE contract to<br />
provide engineering consulting services<br />
for an Alternatives Analysis, NEPA documentation and other work related to<br />
the state’s first bus rapid transit project. Among the staff located at this office are<br />
Andres Viamonte, project manager and David Leard, engineering and conceptual<br />
design manager.<br />
InfraConsult is the prime contractor on this project. Other members of the project<br />
team are: Parsons Brinckerhoff, Dekker Perrich Sabatini, Sharon Greene + Associates,<br />
Planning Technologies, Terracon Consultants, Tom Mann and Associates,<br />
and TBE Group.<br />

In September, David Calver<br />
joined InfraConsult as a principal<br />
consultant and design<br />
manager on the San Diego<br />
Mid-Coast project. David has<br />
over 38 years of rail transit<br />
project management experience,<br />
including work on key<br />
projects in the UK, Canada and<br />
Western US. He has held senior<br />
positions with leading consultant firms and transit clients.<br />
David and his wife Suzanne, an attorney, have a permanent<br />
home in a historic building in downtown Portland,<br />
OR. Their extended family includes sons Mark, Brook,<br />
Robin and Duncan; daughter Katie; granddaughter Francis;<br />
and grandson Pitt. To balance out their busy lives, they<br />
love to go to the Oregon coast, golf, hike, read and support<br />
various musical and arts events.<br />

Husain is a recent transplant<br />
from the East Coast pursuing a<br />
Master’s degree in urban planning<br />
at UCLA’s Luskin School<br />
of Public Affairs. She hopes to<br />
combine her engineering and<br />
planning degrees in a future career<br />

she’s usually outside running, biking, or in search of great<br />
LA food.<br />
In September, Joanna Morsicato<br />
joined the InfraConsult<br />
team as a senior environmental<br />
manager. She is serving as deputy<br />
environmental and planning<br />
manager on the Honolulu<br />
Rail Transit Project. Joanna has<br />
over 30 years of experience in<br />
transportation project management<br />
with a focus on planning<br />
and environmental compliance. She has four nearlygrown<br />
children; the youngest is a high school senior at<br />
the Denver School of the Arts.<br />
Welcome<br />
At the start of the new year, Linda Walsh joined Infra-<br />
Consult’s Scottsdale office as an independent marketing<br />
consultant. Linda has provided marketing and business<br />
development services to the A/E/C industry for over 17<br />
years. Her transportation/transit experience includes<br />
planning, design, and construction projects in Arizona,<br />
California, Texas, New Mexico,<br />
Utah, and Colorado. Linda also<br />
has experience in the pursuit<br />
of water resource, water/wastewater,<br />
urban planning, environmental,<br />
survey, and construction<br />
management projects.<br />
Linda’s interests include hiking,<br />
reading, and traveling.<br />
After working for InfraConsult for the past year as a consultant,<br />
David Leard has become an InfraConsult employee.<br />
He will be working as the engineering and conceptual<br />
design manager on the<br />
Albuquerque project. His 20-<br />
year transit career has included<br />
bus planning and operation;<br />
and planning, designing, constructing<br />
and operating a New<br />
Start rail project. He is an alumni<br />
of The Ohio State University and<br />
holds a BS in Business, a MS in<br />
Civil Engineering and a MS in<br />
City and Regional Planning. He lives in Seattle with his<br />
wife, daughter and their two French bulldogs. He also enjoys<br />
golfing, home remodeling, investing and listening to<br />
AC/DC.<br />

Avoid Getting the Office Cold or Flu<br />
Can you stay cold- and flu-free<br />
while working in an office The<br />
Centers for Disease Control and<br />
Prevention (CDC) say getting<br />
plenty of sleep, being physically<br />
active, managing your stress,<br />
drinking plenty of fluids, and eating<br />
nutritious food are the healthy habits<br />
that will keep you healthy during flu season and all year.<br />
That may sound like a tall order, so while working those<br />
new habits in to your routine, here are a few simple ideas<br />
that can help, too..<br />
Quick Tips for Staying Healthy<br />

Wash your hands often. You may take care to cover<br />
your mouth and nose when coughing or sneezing<br />
but others may not. If you use someone else’s<br />
telephone at your work place, wash your hands after<br />
doing so. The CDC advises “Lather with soap<br />
and warm water, then rub your hands vigorously<br />
together and scrub all surfaces. Wash for 15 to 20<br />
seconds. It is the soap combined with the scrubbing<br />
action that helps dislodge and remove germs.”<br />

Cover your mouth and nose when you sneeze or<br />
cough. Better to use a sleeve, than a hand. Keep a box<br />
of tissues on your desk so you can grab one quickly<br />
when necessary. If you sneeze before you can grab a<br />
tissue, do not touch your nose or face, instead wash<br />
your hands immediately.<br />
Do not keep used tissues on your desk. If you do not<br />
have a waste paper basket near you use a small plastic<br />
bag to dispose of used tissues.<br />
Keep alcohol-based disposable hand wipes or gel<br />
sanitizers at your desk. The gel is easy to use; rub it<br />
on your hands until your hands are dry. The alcohol in<br />
the hand wipes and the gel will help to kill the germs.<br />
Use a paper towel to open the door of a public lavatory<br />
after you have washed your hands. Door handles<br />
are laden with germs.<br />
Finally, if you do find that you have caught a cold or the flu,<br />
take the CDC’s practical advice: Stay home and get plenty<br />
of rest. Don’t forget to call and get advice from your doctor<br />
if you are not feeling better after a few days.<br />
Sustainability Program Update<br />
The year 2011 was an exciting year for the firm, not only<br />
because of the increase in business opportunities and<br />
exciting project milestones, but in 2011 we also<br />
made great strides in our commitment to<br />
sustainability.<br />
The 2011 Annual APTA Sustainability<br />
Commitment Survey results are in and<br />
they show marked improvement in a<br />
number of categories. Here are a few<br />
interesting highlights:<br />
Recycling<br />
Conserving wood-related resources is a key element<br />
of sustainability. Contributing toward that conservation,<br />
100% of employees use the paper recycling<br />
bins and 64% of employees report they use the bins for<br />
more than half of their paper waste.<br />
Use of Plastic<br />
To reduce plastic waste, 67% of employees use permanent<br />
utensils rather than disposable, plastic<br />
utensils in the office.<br />
Printing<br />
Reducing hardcopy printing helps<br />
conserve paper products, reduce environmentally-unfriendly<br />
ink and ink<br />
cartridges, and saves energy. At Infra-<br />
Consult, 63% of employees print fewer<br />
than 50 pages of paper per week.<br />
Energy<br />
Turning off lights when not in use has become commonplace.<br />
But, computers also require energy when left on. To<br />
conserve that energy, 97% of employees leave their computers<br />
off or in sleep mode when out of the office.<br />

Project Updates<br />
Albuquerque Ride Bus Rapid Transit Project: In February, InfraConsult will begin<br />
work on this new project to prepare an Alternatives Analysis (AA) and a NEPA document,<br />
among other tasks, for ABQ RIDE. The project was awarded after the Albuquerque<br />
City Council voted to accept RIDE’s recommendation for the InfraConsult<br />
team to lead the effort.<br />
METRO Public Involvement Services - Phoenix West Extension: InfraConsult recently received a 6-month extension<br />
to the contract; the second extension given to the firm on this project to extend Phoenix’s METRO light rail<br />
system. Over the past several months, project staff have been working to update the city’s newly-elected Mayor and<br />
council members on the project. The project is in the Alternatives Analysis phase of development and is expected to<br />
bring a Locally Preferred Alternative recommendation to decision-making groups in the next few months.<br />
Honolulu Rail Transit Project (formerly Honolulu High Capacity<br />
Transit Corridor Project [HHCTCP]): The Honolulu Rail Transit<br />
Project achieved a major milestone with its approval to enter into<br />
Final Design. The green light from the FTA marks the final stage of<br />
pre-construction development. Construction will soon advance to<br />
include the foundations and columns for the elevated guideway of<br />
the 20-mile transit line.<br />
In the months ahead, InfraConsult’s Honolulu team will help the project chart its course to secure a Full Funding<br />
Grant Agreement (FFGA) with the FTA. That FFGA will solidify $1.55 billion in federal funding for the $5.17-billion<br />
transit project. The Honolulu Rail Transit Project, formerly referred to as the Honolulu High-Capacity Transit Corridor<br />
Project, is the largest public works project in Hawaii’s history. It is also InfraConsult’s first major engagement --- the<br />
company was established in 2006 and it was selected as the Program Management Support Consultant for the Honolulu<br />
project in early 2007.<br />
Los Angeles Streetcar Project: Project Manager Tom Jenkins reports that the Alternatives<br />
Analysis has been submitted to FTA for this project to restore historic streetcar<br />
service to downtown Los Angeles. Project staff also notes that LA Metro expects<br />
to act on a Locally Preferred Alternative during March or April 2012. The process and<br />
possible local funding options have become very complicated because of the action<br />
by the State of California to discontinue redevelopment agencies.<br />
METRO Consulting Support Services: InfraConsult, as a subcontractor to ARCADIS, is providing safety and security<br />
services to Valley Metro Rail (METRO) on the agency’s 3.1-mile Mesa light rail extension. Led by Larry Engleman,<br />
Larry and Henry Miranda are working with METRO as they prepare to begin the Valley’s first Design/Build contract. In<br />
addition this contract allows InfraConsult to provide similar services on additional extensions to Metro’s LRT system.<br />

Western High Speed Rail Alliance (WHSRA) Rail Ahead Conference: In November,<br />
InfraConsult staff traveled to Las Vegas to assist the members of the WHSRA in conducting<br />
their second annual conference. The conference was a great success bringing<br />
members of high speed rail organizations together from around the world. With<br />
presenters from Europe and Asia, as well as an exciting pre-conference address from<br />
Nevada Governor Brian Sandoval, the conference was a well-balanced, informative<br />
and inspirational event. The day prior to the conference the Federal Railway Administration<br />
(FRA) hosted a workshop in conjunction with the Nevada Department of Transportation.<br />
Workshop participants had the opportunity to brainstorm potential routes<br />
for a high-speed rail network in Nevada, California and Arizona. For more information<br />

I-405 Managed Lanes Study: This project, also known as the San Diego Freeway (I-405) Improvement Project proposes<br />
to add new lanes to Interstate 405 between State Route 73 and the San Gabriel River Freeway (Interstate 605),<br />
To date InfraConsult has analyzed the traffic and revenue forecast and construction cost estimate and revised them<br />
to reflect the project strategy developed jointly with the Orange County Transportation Authority (OCTA). InfraConsult<br />
has also prepared independent estimates of express lane operation and maintenance costs, and expected nontoll<br />
revenue. This information has been provided to Sperry Capital and KPMG who are both running financial models<br />
for the feasibility study. A presentation of results to the OCTA board is expected in March.<br />
High Speed Rail/Intercity Rail Planning for San Francisco County<br />
Transportation Authority: In October, project staff facilitated and reported<br />
on a design charette in San Francisco related to this project to<br />
deliver higher speed service along the CalTrain alignment with an earlier<br />
delivery date than currently planned. InfraConsult also recently delivered<br />
the draft report on cost-saving alternatives. In November, staff attended<br />
the CHSRA November 2011 Board Meeting where the key features of the<br />
California High-Speed Rail Program Draft 2012 Business Plan were presented.<br />
Subsequent to that, staff provided comments on the Draft Business<br />
Plan on behalf of SFCTA.<br />
Currently the project team is working with SFCTA on a cost-effective delivery mechanism and strategy for the Caltrain/CAHSR<br />
Peninsula Initial Operating Section (PIOS) which will integrate CAHSR services with the existing Caltrain<br />
services to bring high speed rail into downtown San Francisco from San Jose, using a “blended” operation. This<br />
“blended” system is expected to utilize current Caltrain right-of-way and infrastructure. The project team is awaiting<br />
comments on the feasibility study draft report that was submitted to SFCTA last month.<br />
605 Hot Spots: At this point in our work to assist the Gateway Cities Council of Governments with developing an<br />
improvement plan for the I-605, SR-91, I-405, and I-105 freeway corridors and preparing a Transportation Strategic<br />
and Funding Plan, project staff has identified the full list of planned and potential transportation projects in the<br />
Gateway Cities area including available information on project cost and development status, and identified possible<br />
funding sources for the types of projects in the list. The project team will soon be evaluating the relationships<br />
between the major projects and other projects on the list. The draft Transportation Strategic Plan (Phase I) will be<br />
submitted in April.<br />

Mid-Coast Corridor Project: The Mid-Coast Corridor Transit Project – an LRT<br />
extension of the San Diego Blue Line from the Santa Fe depot to University<br />
City via UCSD – is moving along on schedule. The FTA gave the formal approval<br />
for the project to move into the Preliminary Engineering phase in September<br />
of 2011. Since that time project staff has been working to prepare the<br />
Draft SEIS/SEIR. Project management staff indicates these documents will be<br />
ready for public review in late summer 2012.<br />

Scottsdale Office Doubles in Size<br />
Due to new projects and an increasing staff, the Scottsdale InfraConsult office is<br />
undergoing a much-needed expansion in this month. The expansion adds 1,351<br />
