Message from the <strong>Shire</strong> President<br />

On 27 November 1883, <strong>Broome</strong> was <strong>of</strong>ficially gazetted as a town site. The <strong>Shire</strong> <strong>of</strong> <strong>Broome</strong> staged an event<br />

to celebrate its 125th Anniversary in 2009.<br />

Looking through historical documents in the lead up to the event,<br />

I discovered that while <strong>Broome</strong> Councillors faced a different set <strong>of</strong><br />

issues to today’s elected members, one thing remained the same<br />

- meeting the needs and expectations <strong>of</strong> our community while<br />

planning for the future is always a financial challenge.<br />

While the impact <strong>of</strong> the global financial crisis didn’t have as much<br />

impact on <strong>Broome</strong> as some other communities, Council diligently<br />

adhered to a budget driven strategy during <strong>2008</strong>/2009.<br />

While we minimised the rate increase compared to the previous<br />

year it still remained in line with the <strong>Shire</strong>’s long term financial<br />

plan and Council acted with considerable constraint given the<br />

community demand for services and new projects..<br />

Community consultation was encouraged on developing a shared<br />

cultural vision for Town Beach and community input was sought<br />

on the Draft Cable Beach 20 Year Foreshore Development Plan.<br />

A review <strong>of</strong> the town planning scheme was also addressed in<br />

<strong>2008</strong>/2009.<br />

Highlights <strong>of</strong> the year included the opening <strong>of</strong> the Father<br />

McMahon and Joseph “Nipper” Roe Sports Fields at the <strong>Broome</strong><br />

Recreation and Aquatic Centre.<br />

The Helping Young People Engage (HYPE) program celebrated five<br />

years <strong>of</strong> operation and some $81,000 <strong>of</strong> <strong>Shire</strong> sponsorship was<br />

provided to community groups to stage a number <strong>of</strong> events and<br />

programs to benefit the town.<br />

At a national level, Cable Beach was awarded with a commendation<br />

for environmental innovation. Cable Beach was also named the<br />

overall state winner <strong>of</strong> the WA Cleanest Beach Award as well as<br />

taking out the Community Action Award at a State level.<br />

My fellow Councillors have faced many challenges and dealt with<br />

many controversial issues over the past financial year. The time<br />

and energy Councillors invest in reading agendas, researching<br />

information, attending workshops and talking with residents<br />

cannot be underestimated, and I thank them for their strong<br />

commitment to the community they serve.<br />

<strong>Broome</strong> is at a crossroads and the decisions Council makes now<br />

will have an impact on the future <strong>of</strong> the town and its people. We<br />

look backward at what we have achieved and look forward to the<br />

challenges that lie ahead.<br />
