• possibility to develop and distribute European<br />

insurance policies even for mass risks<br />

= risks and costs of dealing with 27 different<br />

legal systems can be avoided<br />

• the market decides<br />

= costs of transition are only incurred by those<br />

who want to use the optional instrument<br />

• leaves national law untouched<br />

= no break with national legal traditions<br />
