V. Objectives, Strategies, and Actions<br />
The 2005 <strong>Adirondack</strong> <strong>Park</strong> Aquatic Nuisance Species Management Plan (the Plan) was<br />
developed with close attention to the New York State Aquatic Nuisance Species Management<br />
Plan and the <strong>Lake</strong> Champlain Aquatic Nuisance Species Management Plan. The Plan<br />
incorporates many of the same concepts to ensure coordination, continuity, and consensus-based<br />
activities. The following Objectives (modeled largely after key themes in the Final Report of<br />
the New York State Invasive Species Task Force) provide a framework for the Strategies and<br />
Actions to accomplish the Plan Goals: to prevent new ANS introductions, to limit the spread of<br />
established ANS populations, and to abate impacts of ANS, as identified under Section II:<br />

B. Enforcement and Legislation<br />
C. Education and Outreach<br />
D. Early Detection and Monitoring<br />
E. Management<br />
F. Restoration<br />
G. Research<br />
Although these Objectives are not listed in order of priority, it is generally accepted that the first<br />
line of defense for minimizing impacts of ANS is to prevent future introductions and further<br />
spread of ANS. Each objective is inextricably linked to spread prevention. In addition, central<br />
to all of the Actions of this Plan are the ANS Coordinator (see Action A1a) and the ANS<br />
Advisory Committee (see Action A1c) whose roles will be to coordinate implementation of the<br />
Actions and to coordinate development of future iterations of this management plan. The Plan<br />
Objectives, Strategies, and Actions are as follows:<br />
Objective A. Coordination<br />
Strategy A1. Strengthen Coordination of Plan Implementation and other ANS<br />
Efforts at the <strong>Park</strong>-wide, State, and Regional Levels<br />
Issue Statement: Effective implementation of the <strong>Adirondack</strong> <strong>Park</strong> ANS Management Plan<br />
requires <strong>Park</strong>-wide coordination and oversight to:<br />
1. ensure that all Plan objectives and obligations are met;<br />
2. ensure information is expeditiously and accurately shared among all individuals and<br />
organizations involved in the implementation; and<br />
3. minimize redundancy of activities.<br />
Coordination with state, regional, and national ANS management efforts will also ensure<br />
that efforts within the <strong>Park</strong> are informed by and shared among managers throughout the<br />
Northeast and the U.S. Coordinating implementation of the Plan is essential for the<br />
fulfillment of all three Plan Goals.<br />
