7. Third-party comments were received from <strong>the</strong> Nor<strong>the</strong>rn Ireland<br />

Human Rights Commission on 23 March 2000, which had been given leave<br />

by <strong>the</strong> President to intervene in <strong>the</strong> written procedure (Article 36 § 2 of <strong>the</strong><br />

Convention and Rule 61 § 3).<br />

8. A hearing took place in public in <strong>the</strong> Human Rights Building on<br />

4 April 2000.<br />
