This Adm<strong>in</strong>istration did, however, craft and implement a<br />

series of <strong>in</strong>itiatives <strong>to</strong> use our limited resources better -- and<br />

<strong>in</strong> a more coord<strong>in</strong>ated way -- <strong>to</strong> fight organized crime and drug<br />

traffick<strong>in</strong>g.<br />

We reorganized the Drug Enforcement Adm<strong>in</strong>istration. And<br />

for the first time, just one year ago, the FBI was brought fully<br />

<strong>in</strong><strong>to</strong> the fight aga<strong>in</strong>st the number one crime problem <strong>to</strong> complement<br />

the excellent work of the DEA. Thereby, we ga<strong>in</strong>ed not only the<br />

FBI's resources, but also its years of experience <strong>in</strong> fight<strong>in</strong>g<br />

organized crime. In January of 1982, the FBI had less than 100<br />

significant drug <strong>in</strong>vestigations underway. This January, the FBI<br />

has 1,115 -- nearly twelve times as m<strong>any</strong> -- and about one-third<br />

<strong>are</strong> jo<strong>in</strong>t <strong>in</strong>vestigations with the DEA.<br />

We have scored dramatic successes aga<strong>in</strong>st organized<br />

crime.<br />

Work<strong>in</strong>g with the Justice Department's Organized Crime<br />

Strike Forces, the FBI, other Federal, state, and local<br />

<strong>in</strong>vestigative agencies, and our United States At<strong>to</strong>rneys, we have<br />

<strong>in</strong>dicted and convicted numerous high-level members of syndicate<br />

families -- <strong>in</strong> some cities <strong>in</strong>clud<strong>in</strong>g the <strong>to</strong>p structure of<br />

organized crime families regarded as un<strong>to</strong>uchable a few short years<br />

ago.<br />

Dur<strong>in</strong>g fiscal year 1981, there were 515 organized crime<br />

convictions.<br />

Dur<strong>in</strong>g fiscal year 1982, there were 763 -- nearly a<br />

fifty percent <strong>in</strong>crease. And annualiz<strong>in</strong>g the number of convictions<br />

dur<strong>in</strong>g the first <strong>three</strong> months of this fiscal year shows further<br />

<strong>in</strong>creases.<br />

In <strong>to</strong>tal, there have been about 1400 federal organized<br />

crime convictions <strong>in</strong> just the last two and one-quarter years.<br />
