A Message from <strong>the</strong> Executive Director<br />

Dear Friends, Supporters and Advocates:<br />

This past year was a devastating time for <strong>the</strong> Minnesota<br />

workforce. From <strong>the</strong> structurally unemployed to dislocated<br />

workers, 2009 was a year of pain and uncertainty for <strong>the</strong><br />

people HIRED serves.<br />

The unemployment rate in Minnesota soared to nearly<br />

9% last year. That translates to more than 263,000 people<br />

out of work and unable to support <strong>the</strong>mselves and <strong>the</strong>ir<br />

families. People who are structurally unemployed – those<br />

who have been unemployed and living in poverty since<br />

long before <strong>the</strong> recession – are falling even fur<strong>the</strong>r behind<br />

with each passing day. And once a person falls into deep<br />

poverty, it is all <strong>the</strong> more difficult to climb back out. Dislocated workers – those employees<br />

who have been laid off from <strong>the</strong>ir jobs – will find it very difficult to reach <strong>the</strong>ir previous income<br />

levels. This is especially true of those who have been laid off later in <strong>the</strong>ir careers. The impact<br />

of unemployment and poverty on families, support systems and communities is both immediate<br />

and far reaching.<br />

Never before has <strong>the</strong>re been a more critical time for HIRED’s services. And HIRED is responding.<br />

From North Minneapolis to Burnsville and from St. Paul to Bloomington, we are making a<br />

positive difference in <strong>the</strong> lives of job seekers.<br />

<strong>At</strong> HIRED, we are experts at connecting people to <strong>the</strong> labor market and connecting employers<br />

with potential employees. We work with clients to form an effective employment plan that points<br />

<strong>the</strong>m to <strong>the</strong> appropriate resources and provides <strong>the</strong>m with <strong>the</strong> right tools to make important<br />

decisions. We know that <strong>the</strong>re are simply not enough jobs for everyone right now. People are<br />

panicking and some are beginning to lose hope. We serve as a calming influence and a voice of<br />

encouragement to help people develop short-term solutions to maintain self-sufficiency while<br />

preparing for <strong>the</strong> long term. And each day we do help our clients to get jobs.<br />

I believe that <strong>the</strong> best social service program is a job – providing daily structure and stability for<br />

a worker and his or her family. That’s why we exist. Across <strong>the</strong> <strong>Twin</strong> <strong>Cities</strong> our job counselors,<br />

trainers, program managers, directors, employment coordinators and o<strong>the</strong>rs work one-to-one,<br />

face-to-face with those directly impacted by unemployment, and with those making policy<br />

decisions that directly affect workforce development.<br />

We serve as advocates, bringing programs like YouthLEAD to <strong>the</strong> state Capitol so that participants<br />

can meet with policy makers, allowing <strong>the</strong> voice of our youth to be heard. Our Government<br />

Relations Committee brings elected government officials to our sites, giving HIRED clients direct<br />

access to those making decisions affecting <strong>the</strong>m. And our advocacy work helps pass laws like<br />

<strong>the</strong> recent “Second Chance” legislation that reduces <strong>the</strong> barriers to employment caused by<br />

criminal records.<br />

During such desperate times, <strong>the</strong> hope for a better future may be <strong>the</strong> only thing that holds our<br />

clients’ lives toge<strong>the</strong>r. And in many cases <strong>the</strong> only place <strong>the</strong>y can find that hope is through a<br />

connection with HIRED. Whe<strong>the</strong>r a donor, policy maker, staff member, volunteer or community<br />

leader, you play a vital role in helping HIRED bring hope to those we serve. Thank you for your<br />

It’s a simple fact: <strong>the</strong> need for HIRED’s services is greater than its ability to meet those needs.<br />

The sad truth is that HIRED has to turn people away every day. And without a job, <strong>the</strong>ir needs<br />

are great. The majority continue to rely on social benefit programs, straining an already<br />

strained system.<br />

Not surprisingly, 2009 saw a massive surge in <strong>the</strong> need for HIRED’s services. In an effort to<br />

better meet <strong>the</strong> needs of <strong>the</strong> hundreds of people who – quite literally – walked into HIRED’s<br />

offices off <strong>the</strong> streets, <strong>the</strong> organization sought emergency financial support from local funders.<br />

One of <strong>the</strong> foundations that partnered with HIRED was <strong>the</strong> Pohlad Family Foundation.<br />

The Pohlad Family Foundation awarded a grant of $60,000, making it possible for HIRED’s office<br />

in <strong>the</strong> Sabathani Community Center to serve 600 additional people. In addition to helping<br />

job seekers set up an e-mail address and a voicemail message for use in a job search, HIRED<br />

counselors worked one-to-one with <strong>the</strong>m to fill out job applications and prepare for interviews.<br />

Counselors were also able to meet a critical need of clients in this particular South Minneapolis<br />

neighborhood: transportation. With many people relying on public transportation to get<br />

to and from interviews, many HIRED counselors tailored <strong>the</strong>ir clients’ job searches to those<br />

positions located on a bus route and were <strong>the</strong>n<br />

able to provide bus passes to ease <strong>the</strong> financial<br />

burden of <strong>the</strong> search.<br />

“This funding was absolutely essential. Think<br />

about it … we were able to serve 600 additional<br />

people! We are so grateful for <strong>the</strong> Pohlad Family<br />

Foundation’s support. It afforded us <strong>the</strong> flexibility<br />

to serve those people who have been hardest<br />

hit … those who really need it most.”<br />

Helping Youth<br />

Find Hope<br />

<strong>Work</strong>ing with young men in<br />

St. Paul’s Boys Totem Town correctional<br />

facility isn’t <strong>the</strong> job for everyone,<br />

but HIRED counselors Rachel<br />

Grosskurth and Carrie Yeager have<br />

proven it’s a perfect match for <strong>the</strong>ir<br />

skill sets. They are also keenly aware<br />

that <strong>the</strong>ir success is a direct result<br />

of <strong>the</strong>ir ability to quickly build trust<br />

with <strong>the</strong>ir clients.<br />

“We deal with kids with some rough<br />

backgrounds,” says Yeager. “Everything<br />

from attempted murder to possession<br />

of a firearm, but despite all<br />

of that stuff, we refuse to believe that<br />

<strong>the</strong>ir situations are hopeless. We’re<br />

always looking to help <strong>the</strong>m out in<br />

whatever way we can.”<br />

Grosskurth and Yeager work oneto-one<br />

with <strong>the</strong> young men to find<br />

employment opportunities that<br />

match <strong>the</strong>ir interests, and <strong>the</strong>n bring<br />

<strong>the</strong>m offsite to apply and interview<br />

for jobs, a critical element to seeing<br />

that <strong>the</strong>ir transition to life outside of<br />

<strong>the</strong> correctional facility is successful.<br />

They’ve helped kids land jobs working<br />

in a warehouse and an ice cream<br />

shop, at a barber shop and on an<br />

assembly line, among o<strong>the</strong>rs.<br />

Grosskurth says, “It’s really important<br />

to us that our clients know that we<br />

will always keep our word. If we<br />

say we’re going to be <strong>the</strong>re, we’ll<br />

be <strong>the</strong>re. The consistency is quite<br />

shocking to <strong>the</strong>m at first, but once<br />

<strong>the</strong>y see it, <strong>the</strong>y know that we’re <strong>the</strong><br />

real deal.”<br />

Stimulus Dollars at <strong>Work</strong> in St. Paul<br />

Are stimulus dollars having an impact? Are <strong>the</strong>y making a difference? The answer is an irrefutable<br />

yes. Just ask <strong>the</strong> 160 HIRED YouthLEAD participants who received subsidized internships<br />

last summer.<br />

HIRED’s Ramsey County YouthLEAD program received <strong>the</strong> stimulus dollars to help fund <strong>the</strong><br />

internships – real-life, on-<strong>the</strong>-job, paid work experience – as well as to provide employment<br />

readiness training. Résumé writing, interviewing skills, application assistance and job search<br />

guidance gave participants <strong>the</strong> tools <strong>the</strong>y needed to remain in <strong>the</strong> workforce following <strong>the</strong>ir<br />

internships.<br />

Jan West, HIRED Senior Program Manager, says, “The stimulus money gave us <strong>the</strong> opportunity<br />

to put <strong>the</strong>se kids to work. That means <strong>the</strong>y were able to gain real work experience and skills.<br />

They learned responsibility, work ethic, teamwork and more. And most importantly <strong>the</strong>y now<br />

know what it means to hold a job. Which makes <strong>the</strong>m much more likely to want, to find and<br />

to hold a job in <strong>the</strong> future.”<br />

HIRED YouthLEAD participants gained employment<br />

experience at St. Paul’s Central High School<br />

There’s no doubt Dawn Hall is willing to go <strong>the</strong><br />

extra mile for her clients. As a counselor for<br />

HIRED’s Fostering Lives program in Hennepin<br />

County, Dawn can be found traveling across<br />

<strong>the</strong> county to meet her young clients – youth<br />

ages 16 to 21 who are a part of <strong>the</strong> foster care<br />

system – where <strong>the</strong>y are. Without HIRED’s<br />

help, many of <strong>the</strong>se clients would age out of<br />

<strong>the</strong> system, unable to suport <strong>the</strong>mselves.<br />

With an ultimate goal of helping <strong>the</strong> youth she<br />

serves gain <strong>the</strong> skills <strong>the</strong>y need to land a job,<br />

Dawn works with her clients to practice interviewing<br />

skills, complete applications, create a<br />

résumé and search for jobs. Dawn says, “I am<br />

amazed at <strong>the</strong> resilience of our youth. They are<br />

amazing survivors who oftentimes have multiple<br />

barriers to overcome. Many of <strong>the</strong>m have<br />

moved around <strong>the</strong>ir whole lives and have not<br />

Central High School. West says, “We heard<br />

that St. Paul Central High School was looking<br />

for clerical and janitorial help while summer<br />

school classes were taking place, and it turned<br />

out to be a perfect fit for our participants.”<br />

Mary Mackbee, Central High School’s Principal,<br />

says, “The help <strong>the</strong>se kids provided was invaluable<br />

to <strong>the</strong> school. The HIRED program made it<br />

possible for our staff to focus on o<strong>the</strong>r projects,<br />

knowing that <strong>the</strong>y had this additional help. And<br />

program participants did a great job; it was<br />

fantastic to see <strong>the</strong> enthusiasm and energy <strong>the</strong>y<br />

brought to <strong>the</strong>ir work.”<br />

A Partnership Designed for Results Fostering Lives in Hennepin County<br />

“Quite simply, we couldn’t have done it without HIRED’s help,”<br />

remarks Community Action Partnership for Suburban Hennepin<br />

(CAPSH) Director of Planning and Development Marcy Harris.<br />

With a growing number of residents in capsh’s service area looking<br />

for solutions that would put <strong>the</strong>m back to work, <strong>the</strong> organization<br />

sought stimulus funding through <strong>the</strong> American Recovery and<br />

Reinvestment Act (ARRA) to boost suburban Hennepin’s economy.<br />

If awarded <strong>the</strong> grant, capsh was required to act quickly to implement<br />

employment programs that would have an immediate impact<br />

on its clients, an obligation <strong>the</strong>y could confidently uphold given<br />

<strong>the</strong>ir partnership with HIRED.<br />

Harris says, “Our experience with HIRED has always been very<br />

positive and we knew that if we were awarded <strong>the</strong> funding, we’d<br />

have top-notch employment programming up and running right<br />

away. HIRED is a knowledgeable agency with a great breadth<br />

and depth to its work. There’s a good reason we’ve partnered with<br />

<strong>the</strong>m for <strong>the</strong> better part of six years.”<br />

Adult Options, and Jewish<br />

Family and Children’s Service<br />

in place, SHARRA was<br />

developed, a program in<br />

Rich Zierdt, Executive Director of<br />

CAPSH, and Judy Swanson of HIRED<br />

which experienced workers are supported in <strong>the</strong>ir job searches<br />

through a weekly networking group. Judy Swanson, HIRED Program<br />

Manager, says, “The group we’re serving here is very unique.<br />

Many of <strong>the</strong>m are skilled workers in <strong>the</strong>ir 50s or 60s who have<br />

some post-secondary education. These clients have solid résumés<br />

and know how to search for work online, but <strong>the</strong>y’re looking to<br />

connect with people who might have some leads <strong>the</strong>y can follow.”<br />

“It’s great to have HIRED on board,” says Harris, “<strong>the</strong>re’s a great<br />

synergy amongst our teams and toge<strong>the</strong>r we’re really able to leverage<br />

<strong>the</strong> power of our partnership for <strong>the</strong> benefit of <strong>the</strong> suburban<br />

Hennepin community.”<br />

Youth Rally AT <strong>the</strong><br />

Capitol<br />

In early 2009, participants in<br />

HIRED’s YouthLEAD program<br />

celebrated Rally for Minnesota<br />

Youth Day at <strong>the</strong> Capitol to bring<br />

awareness to some of <strong>the</strong> issues<br />

that impact our young adults.<br />

These issues include homelessness,<br />

a lack of mentors, and assistance<br />

in finding and planning for<br />

employment. Jan West, HIRED<br />

Senior Program Manager, says,<br />

“There was great energy throughout<br />

<strong>the</strong> entire day. It takes a lot for<br />

<strong>the</strong>se kids to show up to a new<br />

sort of situation and I couldn’t help<br />

but be proud of <strong>the</strong>m for getting<br />

involved. The experience gave<br />

<strong>the</strong>m important insight into <strong>the</strong><br />

workings of our government and<br />

motivated many of <strong>the</strong>m to look at<br />

<strong>the</strong>mselves as active participants in<br />

our policy-making process.”<br />

<strong>At</strong> <strong>Work</strong> at <strong>the</strong> Capitol<br />

HIRED Government Relations:<br />

Engaged and Effective<br />

The HIRED Government Relations Committee, made up of 12 staff members from across HIRED’s<br />

<strong>Twin</strong> <strong>Cities</strong> locations, meets on a regular basis and is responsible for some of <strong>the</strong> most important,<br />

if behind-<strong>the</strong>-scenes, initiatives in <strong>the</strong> field of workforce development. Unique in <strong>the</strong> areas of<br />

experience and expertise, this group shapes public policy while helping public officials connect<br />

with those affected most by <strong>the</strong> decisions <strong>the</strong>y make. Below are just a few examples of <strong>the</strong> work<br />

HIRED’s Government Relations Committee is doing.<br />

• Last year HIRED hosted Hennepin County Commissioners Peter McLaughlin and Gail Dorfman.<br />

The site visits gave HIRED clients an opportunity to meet local public officials, share<br />

<strong>the</strong>ir concerns and influence change in <strong>the</strong>ir communities.<br />

• In part because of HIRED’s advocacy work, Governor Pawlenty signed<br />

into law “Second Chance” legislation to reduce <strong>the</strong> barriers to employment<br />

created by criminal records. The law also encourages a focus on<br />

vocational training and employment services for offenders.<br />

• HIRED counselors helped more than 200 people register to vote for <strong>the</strong> 2008 election. The<br />

fact that <strong>the</strong> Minnesota Senate race came down to just a few hundred<br />

voters – literally – is evidence of <strong>the</strong> impact of each and every vote<br />

and <strong>the</strong> importance of HIRED’s efforts.<br />

• Recognizing that one of <strong>the</strong> most significant<br />

barriers facing low-income<br />

people in <strong>the</strong> voting process is a lack<br />

of access to information, HIRED staff<br />

volunteered to phone new registrants<br />

before Election Day, reminding <strong>the</strong>m<br />

to vote and helping <strong>the</strong>m locate <strong>the</strong>ir<br />

nearest polling place.<br />

• HIRED has been a strong proponent of<br />

an emergency jobs bill, advising many<br />

of our elected officials here in Minnesota<br />

Anybody’s Neighbor<br />

Having grown up in <strong>the</strong> New Hope–Plymouth<br />

area, Steve Kvasnik’s life was just as he imagined<br />

– a high school diploma, a college degree,<br />

a job that he loved and a beautiful wife. After<br />

a short stint in California as a successful commercial<br />

property manager, Steve and his wife<br />

decided to move back to Minnesota to raise<br />

<strong>the</strong>ir daughter. Though he was able to find work<br />

when he arrived in <strong>the</strong> <strong>Twin</strong> <strong>Cities</strong>, it wasn’t<br />

long before <strong>the</strong> real estate market crashed and<br />

Steve’s employer had to let him go.<br />

“It was a very stressful,” says Steve. “I was job<br />

searching on my own, going to all of <strong>the</strong> networking<br />

events, filling out applications, but<br />

it seemed like nothing was working. I wasn’t<br />

getting <strong>the</strong> interviews.”<br />

On a whim, Steve’s mom suggested he contact<br />

HIRED for help. “I was desperate. I learned a<br />

lot of things in school, but I wasn’t taught who<br />

to call if I was out of work.”<br />

Soon after contacting HIRED, Steve connected<br />

with Project Manager Ken Roberts. “Ken<br />

assured me that I was doing all <strong>the</strong> right things<br />

and that I just had to be patient. He was a<br />

huge source of encouragement. He was actually<br />

<strong>the</strong> one who suggested I pursue a career<br />

in sales.”<br />

Exactly one year after losing his job, Steve was<br />

offered a new opportunity as a sales manager<br />

at a local telecom company. When thinking<br />

about his time unemployed, Steve has this to<br />

say: “I never thought this would happen to<br />

me. I’m a smart guy and I work hard. The truth<br />

is, I could be anybody’s neighbor … I believe<br />

wholeheartedly in HIRED and I’m so grateful<br />

for Ken’s support.”<br />

Steve’s story is more common today<br />

than ever before. According<br />

to HIRED Senior Program Manager<br />

Matt Derosier, many of <strong>the</strong><br />

dislocated worker clients HIRED<br />

is serving have a solid educational<br />

background, a significant<br />

amount of work experience and<br />

a good skill set. But because of<br />

<strong>the</strong> economic crisis, <strong>the</strong>ir positions<br />

have been eliminated.<br />

In 2009, HIRED served nearly<br />

3,000 dislocated workers, many<br />

of whom, like Steve, never<br />

thought <strong>the</strong>y would be in a position<br />

to accept unemployment<br />

assistance. Derosier says, “But<br />

what makes HIRED unique is<br />

our ability to serve people from<br />

all walks of life – from business<br />

owners to financial planners to mechanics<br />

and assembly line workers. We meet our clients<br />

where <strong>the</strong>y’re at and do everything we<br />

can to see that <strong>the</strong>y get back on <strong>the</strong>ir feet and<br />

find stable employment to support <strong>the</strong>mselves<br />

and <strong>the</strong>ir families.”<br />

New Technology<br />

Improves Efficiency<br />

Resources – both time and money –<br />

are limited, and with an increased<br />

demand for services, HIRED set<br />

out to improve <strong>the</strong> technology<br />

behind its internal client database<br />

in order to free up counselors to<br />

serve more clients. Fortunately for<br />

HIRED, two experienced information<br />

technology consultants, Chuck<br />

Bies of Aeritae Consulting and Dave<br />

Folsom of EXAD, jumped on board<br />

to lend a hand, and GNet Group, a<br />

St. Paul-based technology solutions<br />

company, offered its system design<br />

services. Bies says, “Right away I<br />

was impressed with Jane Samargia’s<br />

vision, commitment and compassion.<br />

HIRED is an inspiring organization<br />

that is unlike any o<strong>the</strong>r.”<br />

Toge<strong>the</strong>r with HIRED’s Information<br />

Technology Director Jim Thibodeau,<br />

Bies and Folsom worked to implement<br />

a new client database system –<br />

Internal Client Information System<br />

(ICIS) – which would save counselors<br />

a significant amount of time when<br />

entering data. Instead of putting information<br />

into two separate systems,<br />

would interact seamlessly with <strong>the</strong><br />

state’s structure – <strong>Work</strong>force One.<br />

Folsom says, “HIRED is doing important<br />

work in our community and<br />

we wanted <strong>the</strong>m be as productive<br />

and efficient as possible … ICIS has<br />

definitely achieved <strong>the</strong> goal.”<br />

The system, which is receiving <strong>the</strong><br />

attention of government officials and<br />

agencies across <strong>the</strong> nation, allows<br />

HIRED counselors to focus on <strong>the</strong><br />

work most important to <strong>the</strong>m – helping<br />

people secure employment.

Help for Young Parents in Ramsey County<br />

Angel Navy has many reasons to celebrate.<br />

She is <strong>the</strong> mo<strong>the</strong>r of a healthy one-year-old boy. She has a good job working at SuperAmerica.<br />

She’s enrolled in an administrative training program offered by Crown College. And her future is<br />

brighter than at any o<strong>the</strong>r point in her young life. But it wasn’t always that way.<br />

When HIRED Employment Counselor Emily Johnson first met Angel Navy, a 19-year-old from<br />

St. Paul, Angel was nine months pregnant. In addition to dealing with <strong>the</strong> stresses that come<br />

with <strong>the</strong> birth of a child, Angel was homeless and hopping from one friend’s couch to ano<strong>the</strong>r.<br />

As a client in HIRED’s Ramsey County Young Parents Program, which serves young adults ages<br />

18 to 21, Emily worked with Angel to provide support and encouragement. Through <strong>the</strong> program<br />

Angel was eligible to attend workshops that deal with issues like healthy eating, parenting<br />

and developing supportive relationships. Additionally, Angel was able to take part in HIRED’s<br />

unique “Hour of Optimism” workshops, highly popular and effective classes that provide encouragement<br />

and inspiration – as well as clarity and focus – for young parents as <strong>the</strong>y seek<br />

employment and stability.<br />

Emily says, “Despite all of <strong>the</strong> stuff going on in Angel’s<br />

life, she’s achieved her stated goals: 1) to get<br />

a job and 2) to enroll in an administrative training<br />

program. She was persistent and driven, and took<br />

daily small steps toward her larger goals. She’s<br />

now employed with stable housing and childcare.<br />

Once she finishes her administrative training,<br />

she’s positioned herself well to transition off public<br />

assistance. There’s no doubt in my mind she’ll<br />

be one of <strong>the</strong> many HIRED success stories.”<br />

Reason, who brought HIRED’s<br />

program into <strong>the</strong> Stillwater and<br />

Faribault correctional facilities<br />

to serve young adults ages 18 to<br />

24, says, “My clients face a lot of<br />

barriers, but I tell <strong>the</strong>m over and<br />

over that I’m not going away. I want<br />

to see <strong>the</strong>m grow to be productive<br />

citizens. And you know what? They<br />

do. They’re makin’ it.”<br />

Inside <strong>the</strong> Shakopee correctional<br />

facility, Macon is known to many<br />

as <strong>the</strong> one guy who cared enough<br />

about <strong>the</strong>m to see a change. For<br />

Macon, one thank you note from<br />

a client sums it up. She writes,<br />

“Thanks for helping me out and<br />

showing me it’s not too late.”<br />

Minnesota Family Investment Program (MFIP) participants who have criminal backgrounds and<br />

live in Hennepin County have two advantages over those living in a different county: HIRED<br />

staff members Chris Mba and Debbie Ebert. Their dedication is unlike any o<strong>the</strong>r and <strong>the</strong>ir mission<br />

begins ra<strong>the</strong>r simply, as Chris says: “build a relationship of trust and never give up.” With<br />

clients in Minneapolis and o<strong>the</strong>r cities across Hennepin County, Chris and Debbie work toge<strong>the</strong>r<br />

to – first and foremost – help improve <strong>the</strong>ir clients’ attitudes.<br />

Chris continues, “Many people walk into our four-week workshop series with feelings of anger,<br />

disappointment and frustration. But by <strong>the</strong> end, <strong>the</strong> transformation is quite remarkable.” He<br />

explains that HIRED begins with matter-of-fact discussions<br />

about careers that will and will not accept people with felony<br />

convictions and a bit of coaching on how to best explain<br />

an offense to a prospective employer. Through <strong>the</strong>se conversations<br />

– coupled, of course, with HIRED’s sheer determination<br />

to see each and every client succeed – clients begin<br />

to come around and are better equipped to job search.<br />
