A Message from the Executive Director
Dear Friends, Supporters and Advocates:
This past year was a devastating time for the Minnesota
workforce. From the structurally unemployed to dislocated
workers, 2009 was a year of pain and uncertainty for the
people HIRED serves.
The unemployment rate in Minnesota soared to nearly
9% last year. That translates to more than 263,000 people
out of work and unable to support themselves and their
families. People who are structurally unemployed – those
who have been unemployed and living in poverty since
long before the recession – are falling even further behind
with each passing day. And once a person falls into deep
poverty, it is all the more difficult to climb back out. Dislocated workers – those employees
who have been laid off from their jobs – will find it very difficult to reach their previous income
levels. This is especially true of those who have been laid off later in their careers. The impact
of unemployment and poverty on families, support systems and communities is both immediate
and far reaching.
Never before has there been a more critical time for HIRED’s services. And HIRED is responding.
From North Minneapolis to Burnsville and from St. Paul to Bloomington, we are making a
positive difference in the lives of job seekers.
At HIRED, we are experts at connecting people to the labor market and connecting employers
with potential employees. We work with clients to form an effective employment plan that points
them to the appropriate resources and provides them with the right tools to make important
decisions. We know that there are simply not enough jobs for everyone right now. People are
panicking and some are beginning to lose hope. We serve as a calming influence and a voice of
encouragement to help people develop short-term solutions to maintain self-sufficiency while
preparing for the long term. And each day we do help our clients to get jobs.
I believe that the best social service program is a job – providing daily structure and stability for
a worker and his or her family. That’s why we exist. Across the Twin Cities our job counselors,
trainers, program managers, directors, employment coordinators and others work one-to-one,
face-to-face with those directly impacted by unemployment, and with those making policy
decisions that directly affect workforce development.
We serve as advocates, bringing programs like YouthLEAD to the state Capitol so that participants
can meet with policy makers, allowing the voice of our youth to be heard. Our Government
Relations Committee brings elected government officials to our sites, giving HIRED clients direct
access to those making decisions affecting them. And our advocacy work helps pass laws like
the recent “Second Chance” legislation that reduces the barriers to employment caused by
criminal records.
During such desperate times, the hope for a better future may be the only thing that holds our
clients’ lives together. And in many cases the only place they can find that hope is through a
connection with HIRED. Whether a donor, policy maker, staff member, volunteer or community
leader, you play a vital role in helping HIRED bring hope to those we serve. Thank you for your
continued support of HIRED’s mission. We sincerely appreciate your partnership.
600 More Served in South Minneapolis
It’s a simple fact: the need for HIRED’s services is greater than its ability to meet those needs.
The sad truth is that HIRED has to turn people away every day. And without a job, their needs
are great. The majority continue to rely on social benefit programs, straining an already
strained system.
Not surprisingly, 2009 saw a massive surge in the need for HIRED’s services. In an effort to
better meet the needs of the hundreds of people who – quite literally – walked into HIRED’s
offices off the streets, the organization sought emergency financial support from local funders.
One of the foundations that partnered with HIRED was the Pohlad Family Foundation.
The Pohlad Family Foundation awarded a grant of $60,000, making it possible for HIRED’s office
in the Sabathani Community Center to serve 600 additional people. In addition to helping
job seekers set up an e-mail address and a voicemail message for use in a job search, HIRED
counselors worked one-to-one with them to fill out job applications and prepare for interviews.
Counselors were also able to meet a critical need of clients in this particular South Minneapolis
neighborhood: transportation. With many people relying on public transportation to get
to and from interviews, many HIRED counselors tailored their clients’ job searches to those
positions located on a bus route and were then
able to provide bus passes to ease the financial
burden of the search.
Shantel Kellum welcomes clients to HIRED
Carol Aharoni, HIRED Division Director, says,
“This funding was absolutely essential. Think
about it … we were able to serve 600 additional
people! We are so grateful for the Pohlad Family
Foundation’s support. It afforded us the flexibility
to serve those people who have been hardest
hit … those who really need it most.”
Find Hope
Working with young men in
St. Paul’s Boys Totem Town correctional
facility isn’t the job for everyone,
but HIRED counselors Rachel
Grosskurth and Carrie Yeager have
proven it’s a perfect match for their
skill sets. They are also keenly aware
that their success is a direct result
of their ability to quickly build trust
with their clients.
“We deal with kids with some rough
backgrounds,” says Yeager. “Everything
from attempted murder to possession
of a firearm, but despite all
of that stuff, we refuse to believe that
their situations are hopeless. We’re
always looking to help them out in
whatever way we can.”
Grosskurth and Yeager work oneto-one
with the young men to find
employment opportunities that
match their interests, and then bring
them offsite to apply and interview
for jobs, a critical element to seeing
that their transition to life outside of
the correctional facility is successful.
They’ve helped kids land jobs working
in a warehouse and an ice cream
shop, at a barber shop and on an
assembly line, among others.
Grosskurth says, “It’s really important
to us that our clients know that we
will always keep our word. If we
say we’re going to be there, we’ll
be there. The consistency is quite
shocking to them at first, but once
they see it, they know that we’re the
real deal.”
Rachel Grosskurth and Carrie Yeager
Stimulus Dollars at Work in St. Paul
Are stimulus dollars having an impact? Are they making a difference? The answer is an irrefutable
yes. Just ask the 160 HIRED YouthLEAD participants who received subsidized internships
last summer.
HIRED’s Ramsey County YouthLEAD program received the stimulus dollars to help fund the
internships – real-life, on-the-job, paid work experience – as well as to provide employment
readiness training. Résumé writing, interviewing skills, application assistance and job search
guidance gave participants the tools they needed to remain in the workforce following their
internships.
Jan West, HIRED Senior Program Manager, says, “The stimulus money gave us the opportunity
to put these kids to work. That means they were able to gain real work experience and skills.
They learned responsibility, work ethic, teamwork and more. And most importantly they now
know what it means to hold a job. Which makes them much more likely to want, to find and
to hold a job in the future.”
HIRED YouthLEAD participants gained employment
experience at St. Paul’s Central High School
There’s no doubt Dawn Hall is willing to go the
extra mile for her clients. As a counselor for
HIRED’s Fostering Lives program in Hennepin
County, Dawn can be found traveling across
the county to meet her young clients – youth
ages 16 to 21 who are a part of the foster care
system – where they are. Without HIRED’s
help, many of these clients would age out of
the system, unable to suport themselves.
With an ultimate goal of helping the youth she
serves gain the skills they need to land a job,
Dawn works with her clients to practice interviewing
skills, complete applications, create a
résumé and search for jobs. Dawn says, “I am
amazed at the resilience of our youth. They are
amazing survivors who oftentimes have multiple
barriers to overcome. Many of them have
moved around their whole lives and have not
The job site for the internships was St. Paul’s
Central High School. West says, “We heard
that St. Paul Central High School was looking
for clerical and janitorial help while summer
school classes were taking place, and it turned
out to be a perfect fit for our participants.”
Mary Mackbee, Central High School’s Principal,
says, “The help these kids provided was invaluable
to the school. The HIRED program made it
possible for our staff to focus on other projects,
knowing that they had this additional help. And
program participants did a great job; it was
fantastic to see the enthusiasm and energy they
brought to their work.”
A Partnership Designed for Results Fostering Lives in Hennepin County
“Quite simply, we couldn’t have done it without HIRED’s help,”
remarks Community Action Partnership for Suburban Hennepin
(CAPSH) Director of Planning and Development Marcy Harris.
With a growing number of residents in capsh’s service area looking
for solutions that would put them back to work, the organization
sought stimulus funding through the American Recovery and
Reinvestment Act (ARRA) to boost suburban Hennepin’s economy.
If awarded the grant, capsh was required to act quickly to implement
employment programs that would have an immediate impact
on its clients, an obligation they could confidently uphold given
their partnership with HIRED.
Harris says, “Our experience with HIRED has always been very
positive and we knew that if we were awarded the funding, we’d
have top-notch employment programming up and running right
away. HIRED is a knowledgeable agency with a great breadth
and depth to its work. There’s a good reason we’ve partnered with
them for the better part of six years.”
With funding in hand and
partnerships with HIRED,
Adult Options, and Jewish
Family and Children’s Service
in place, SHARRA was
developed, a program in
Rich Zierdt, Executive Director of
CAPSH, and Judy Swanson of HIRED
which experienced workers are supported in their job searches
through a weekly networking group. Judy Swanson, HIRED Program
Manager, says, “The group we’re serving here is very unique.
Many of them are skilled workers in their 50s or 60s who have
some post-secondary education. These clients have solid résumés
and know how to search for work online, but they’re looking to
connect with people who might have some leads they can follow.”
“It’s great to have HIRED on board,” says Harris, “there’s a great
synergy amongst our teams and together we’re really able to leverage
the power of our partnership for the benefit of the suburban
Hennepin community.”
seen regular, successful work habits. Not only
that, they’re competing for some of the same
jobs adults are seeking. This program is proof
that we make a direct positive impact on the
community, one client at a time.”
Youth Rally AT the
Capitol
In early 2009, participants in
HIRED’s YouthLEAD program
celebrated Rally for Minnesota
Youth Day at the Capitol to bring
awareness to some of the issues
that impact our young adults.
These issues include homelessness,
a lack of mentors, and assistance
in finding and planning for
employment. Jan West, HIRED
Senior Program Manager, says,
“There was great energy throughout
the entire day. It takes a lot for
these kids to show up to a new
sort of situation and I couldn’t help
but be proud of them for getting
involved. The experience gave
them important insight into the
workings of our government and
motivated many of them to look at
themselves as active participants in
our policy-making process.”
HIRED Government Relations:
Engaged and Effective
The HIRED Government Relations Committee, made up of 12 staff members from across HIRED’s
Twin Cities locations, meets on a regular basis and is responsible for some of the most important,
if behind-the-scenes, initiatives in the field of workforce development. Unique in the areas of
experience and expertise, this group shapes public policy while helping public officials connect
with those affected most by the decisions they make. Below are just a few examples of the work
HIRED’s Government Relations Committee is doing.
• Last year HIRED hosted Hennepin County Commissioners Peter McLaughlin and Gail Dorfman.
The site visits gave HIRED clients an opportunity to meet local public officials, share
their concerns and influence change in their communities.
• In part because of HIRED’s advocacy work, Governor Pawlenty signed
into law “Second Chance” legislation to reduce the barriers to employment
created by criminal records. The law also encourages a focus on
vocational training and employment services for offenders.
• HIRED counselors helped more than 200 people register to vote for the 2008 election. The
fact that the Minnesota Senate race came down to just a few hundred
voters – literally – is evidence of the impact of each and every vote
and the importance of HIRED’s efforts.
• Recognizing that one of the most significant
barriers facing low-income
people in the voting process is a lack
of access to information, HIRED staff
volunteered to phone new registrants
before Election Day, reminding them
to vote and helping them locate their
nearest polling place.
• HIRED has been a strong proponent of
an emergency jobs bill, advising many
of our elected officials here in Minnesota
and in Washington on the most
efficient and effective ways to have an
immediate impact on the economy. The
“Cash for Jobs” bill
by Senator Franken
is a direct result of
the advocacy work
of HIRED and its
partners.
HIRED staff and
clients with Hennepin
County Commissioner
Gail Dorfman
Anybody’s Neighbor
Having grown up in the New Hope–Plymouth
area, Steve Kvasnik’s life was just as he imagined
– a high school diploma, a college degree,
a job that he loved and a beautiful wife. After
a short stint in California as a successful commercial
property manager, Steve and his wife
decided to move back to Minnesota to raise
their daughter. Though he was able to find work
when he arrived in the Twin Cities, it wasn’t
long before the real estate market crashed and
Steve’s employer had to let him go.
“It was a very stressful,” says Steve. “I was job
searching on my own, going to all of the networking
events, filling out applications, but
it seemed like nothing was working. I wasn’t
getting the interviews.”
Steve Kvasnik and Ken Roberts
On a whim, Steve’s mom suggested he contact
HIRED for help. “I was desperate. I learned a
lot of things in school, but I wasn’t taught who
to call if I was out of work.”
Soon after contacting HIRED, Steve connected
with Project Manager Ken Roberts. “Ken
assured me that I was doing all the right things
and that I just had to be patient. He was a
huge source of encouragement. He was actually
the one who suggested I pursue a career
in sales.”
Exactly one year after losing his job, Steve was
offered a new opportunity as a sales manager
at a local telecom company. When thinking
about his time unemployed, Steve has this to
say: “I never thought this would happen to
me. I’m a smart guy and I work hard. The truth
is, I could be anybody’s neighbor … I believe
wholeheartedly in HIRED and I’m so grateful
for Ken’s support.”
Steve’s story is more common today
than ever before. According
to HIRED Senior Program Manager
Matt Derosier, many of the
dislocated worker clients HIRED
is serving have a solid educational
background, a significant
amount of work experience and
a good skill set. But because of
the economic crisis, their positions
have been eliminated.
In 2009, HIRED served nearly
3,000 dislocated workers, many
of whom, like Steve, never
thought they would be in a position
to accept unemployment
assistance. Derosier says, “But
what makes HIRED unique is
our ability to serve people from
all walks of life – from business
owners to financial planners to mechanics
and assembly line workers. We meet our clients
where they’re at and do everything we
can to see that they get back on their feet and
find stable employment to support themselves
and their families.”
New Technology
Improves Efficiency
Resources – both time and money –
are limited, and with an increased
demand for services, HIRED set
out to improve the technology
behind its internal client database
in order to free up counselors to
serve more clients. Fortunately for
HIRED, two experienced information
technology consultants, Chuck
Bies of Aeritae Consulting and Dave
Folsom of EXAD, jumped on board
to lend a hand, and GNet Group, a
St. Paul-based technology solutions
company, offered its system design
services. Bies says, “Right away I
was impressed with Jane Samargia’s
vision, commitment and compassion.
HIRED is an inspiring organization
that is unlike any other.”
Together with HIRED’s Information
Technology Director Jim Thibodeau,
Bies and Folsom worked to implement
a new client database system –
Internal Client Information System
(ICIS) – which would save counselors
a significant amount of time when
entering data. Instead of putting information
into two separate systems,
Jim Thibodeau
the team built a secure database that
would interact seamlessly with the
state’s structure – Workforce One.
Folsom says, “HIRED is doing important
work in our community and
we wanted them be as productive
and efficient as possible … ICIS has
definitely achieved the goal.”
The system, which is receiving the
attention of government officials and
agencies across the nation, allows
HIRED counselors to focus on the
work most important to them – helping
people secure employment.

Help for Young Parents in Ramsey County
Angel Navy has many reasons to celebrate.
She is the mother of a healthy one-year-old boy. She has a good job working at SuperAmerica.
She’s enrolled in an administrative training program offered by Crown College. And her future is
brighter than at any other point in her young life. But it wasn’t always that way.
When HIRED Employment Counselor Emily Johnson first met Angel Navy, a 19-year-old from
St. Paul, Angel was nine months pregnant. In addition to dealing with the stresses that come
with the birth of a child, Angel was homeless and hopping from one friend’s couch to another.
As a client in HIRED’s Ramsey County Young Parents Program, which serves young adults ages
18 to 21, Emily worked with Angel to provide support and encouragement. Through the program
Angel was eligible to attend workshops that deal with issues like healthy eating, parenting
and developing supportive relationships. Additionally, Angel was able to take part in HIRED’s
unique “Hour of Optimism” workshops, highly popular and effective classes that provide encouragement
and inspiration – as well as clarity and focus – for young parents as they seek
employment and stability.
Emily says, “Despite all of the stuff going on in Angel’s
life, she’s achieved her stated goals: 1) to get
a job and 2) to enroll in an administrative training
program. She was persistent and driven, and took
daily small steps toward her larger goals. She’s
now employed with stable housing and childcare.
Once she finishes her administrative training,
she’s positioned herself well to transition off public
assistance. There’s no doubt in my mind she’ll
be one of the many HIRED success stories.”
Angel with her counselor, Emily
New Beginnings in
fARIBAult, Shakopee
and StillWATER
Since its founding in 1968, HIRED
has been committed to helping
ex-offenders find new beginnings.
Working inside area correctional
facilities, Project Manager Jim
Reason and Trainer Brandon
Macon are showing their clients
that dramatic change is absolutely
possible.
Reason, who brought HIRED’s
M-Powered manufacturing training
program into the Stillwater and
Faribault correctional facilities
to serve young adults ages 18 to
24, says, “My clients face a lot of
barriers, but I tell them over and
over that I’m not going away. I want
to see them grow to be productive
citizens. And you know what? They
do. They’re makin’ it.”
Inside the Shakopee correctional
facility, Macon is known to many
as the one guy who cared enough
about them to see a change. For
Macon, one thank you note from
a client sums it up. She writes,
“Thanks for helping me out and
showing me it’s not too late.”
Minnesota Family Investment Program (MFIP) participants who have criminal backgrounds and
live in Hennepin County have two advantages over those living in a different county: HIRED
staff members Chris Mba and Debbie Ebert. Their dedication is unlike any other and their mission
begins rather simply, as Chris says: “build a relationship of trust and never give up.” With
clients in Minneapolis and other cities across Hennepin County, Chris and Debbie work together
to – first and foremost – help improve their clients’ attitudes.
Chris continues, “Many people walk into our four-week workshop series with feelings of anger,
disappointment and frustration. But by the end, the transformation is quite remarkable.” He
explains that HIRED begins with matter-of-fact discussions
about careers that will and will not accept people with felony
convictions and a bit of coaching on how to best explain
an offense to a prospective employer. Through these conversations
– coupled, of course, with HIRED’s sheer determination
to see each and every client succeed – clients begin
to come around and are better equipped to job search.
Chris Mba
Debbie says, “Our clients … they’re trying to do their best …
really, the very best they can. They want to take care of
their families and they desperately want to be a part of the
community. Our job is to help them obtain the fresh start
they deserve.”
Brandon Macon
After more than 40 years, HIRED
is staying close to its roots, helping
ex-offenders prepare for work,
ultimately making our community a
better place to live.
