Transforming Urban Mobility: Expanding Capacity, Improving Efficiency A comprehensive and efficient transportation network has always been an indicator of a city’s economic vibrancy and quality of life. Tremendous focus has been placed on Malaysia’s public transportation network in recent years, highlighting its role as a lifeline that supports the country’s economic & population growth by connecting urban/sub-urban centres and mobilizing its people to enable economic activities. We realize that a massive shift to public transport is required in cities such as Kuala Lumpur, Penang and Johor Bahru in order to achieve and sustain a competitive edge in attracting business & investments, human talent & visitors. Although there have been endeavours to improve public transport in the past, we are now seeing a more concerted effort by the government who has identified Urban Public Transport as <strong>National</strong> Key Result Area under its transformation plan, spelling out in stages various targets and timelines up to 2012 and beyond. This is complemented by strategies and action plans under the 9MP, economic stimulus packages during 2008/09 and subsequently 10MP, which have all consistently placed due emphasis on public transportation. In addition, with the newly formed Land Public Transport Commission, there is now a single industry captain who would coordinate efforts across the entire public transport system. Set against this promising backdrop, we stand a good chance in transforming our public transportation system if we could avoid the pitfalls of previous attempts such as an inefficient regulatory system & licensing regime, poor planning & coordination among stakeholders and a physical planning methodology that prioritized vehicles, roads & highways rather than commuters & pedestrians. Hence the <strong>National</strong> <strong>Summit</strong> on Urban Public Transport 2010 aims to provide a platform in bringing together key players from the government, private sector, civil societies and consumer bodies to brainstorm on possible collaborative efforts and generate new ideas on improving urban public transport. The <strong>Summit</strong> will deliver an impactful programme by opening up discussions on public transport regulation, planning & development, multimodal transport solution and integration, increasing public transport utilisation as well as sustainable & smart solutions for public transportation. Indeed, boosting the rail transportation through Greater KL is a major building block in improving public transportation under the 10MP. This session will focus on expansion of rail based transport and its integration with other modes to form a comprehensive multimodal transport network. • What are the critical success factors that will make for a public transport network that is fit for the worldclass city that KL aspires to become? • What is envisioned for the future rail-based public transport network of Greater KL? What sort of improvement can we expect in terms of connectivity, capacity and efficiency? • How will rail networks be integrated with and supported by other transport modes & facilities (covered walkways, pedestrian bridges, parking bays, bus/taxi stops) to ensure they are commuter & pedestrian friendly? • How will the ‘hardware’ of public transport (infrastructure) be complemented by ‘software’ (policies, travel demand management, etc) to ensure success? 11:20 am SESSION 2: Commuter Centric Public Transportation – Planning and Development Commuters are the ‘public’ in term ‘public transportation’, implying that the infrastructure is primarily meant for the use of the masses. Indeed, the 10MP advocates that transport should be restructured around the rakyat, hence making it the choice mode of travel for all. This session will focus on planning and development of public transport such as: • How can limitations such as integration, accessibility and efficiency be alleviated given that key public transport planning and development are done with commuters’ needs in mind? • Embedding public transport planning into development master plans - synergy in policy & plan formation and implementation between key stakeholders • Understanding the public’s commuting and lifestyle needs for effective planning 12:30 pm LUNCHEON KEYNOTE ADDRESS Managing Mobility – Public Transportation for Greater Kuala Lumpur 1:00 pm Lunch 2:00 pm SESSION 3: Smart & Sustainable Transport Solution Increasing demand and expectations on the public transport network means that a monitoring system need to be in-place to stay ahead of problems such as capacity & congestion, operational efficiency & reliability, safety & security. How can technology be employed in these areas? • Energy efficient transportation solutions • Using information technology to improve transport management • Transportation system advancements • Management support system and operating support system for public transportation 3:10 pm SESSION 4: Expanding the Roles of Buses in the Public Transportation System While much emphasis has been placed on our rail network, buses have traditionally been the backbone of our public transport and continue to play a complementary role to the higher capacity rail-based mode. Under the targeted 25% public transport modal share by 2012, buses are expected to contribute 43% to the network’s overall passenger capacity. This session will highlight the potential and advantages of buses as a public transport mode. • Advantages of buses – BRT & BET systems, cost, accessibility, flexibility, environmental impact • Buses as the transport solution for small & medium sized cities/towns and rural areas • What are the challenges faced by bus operators and how can the business model be improved? i.e. competition & business viability, escalating costs, manpower, profitable vs. non-profitable routes, etc. 4:20 pm SESSION 5: Making Public Transportation the Choice Mode of Travel – A Changing Mobility Lifestyle Public transport has to integrate itself seamlessly into the lives of commuters, who will in turn, embrace public transport as a lifestyle choice. Public transport services need to be conveniently accessible, affordable in playing the role of transporting people between points A to B to fulfil their daily professional & social engagements. This session will focus on various efforts to encourage higher the use of public transport among the people: • Understanding the travel patterns and lifestyle needs for affordable & convenient integrated ticketing to increase patronage • Addressing commuter’s concerns – security, service levels, special needs passengers • Engaging the masses – what can be done in terms of public education & awareness, community engagement, branding and marketing to increase desirability of public transport • Engaging the right partners – community leaders, employers, managements of high-rise properties, event planners, etc. 5:30 pm Afternoon Refreshments & End of <strong>Summit</strong>
