Second Chamber elections<br />
Wednesday, September 12 th 2012<br />
On September 12 th , 2012 the people of the<br />
Dutch Caribbean will participate for the<br />
first time in the election of the members<br />
Second Chamber (Tweede Kamer - Dutch<br />
Parliament). The Second Chamber consists<br />
of 150 members; they represent the<br />
Dutch population, thus you too. The<br />
Second Chamber has as a task to monitor<br />
the government and to make new<br />
laws together with the government. By<br />
voting you determine, along with other<br />
voters, who will gain a seat in the Second<br />
Chamber. The Second Chamber decides<br />
on topics that are important for you.<br />
The Second Chamber is the representation<br />
of the people at national level. The<br />
main task of the Second Chamber is to<br />
make laws together with the government<br />
and monitor the implementation thereof<br />
by the government. The members of<br />
the Second Chamber may also propose<br />
laws and adapt legislative proposals<br />
of the government. They can also pass<br />
motions to call unto the government to<br />
adjust policy. In addition, the Second<br />
Chamber carries out surveys to investigate<br />
the policy of the government aerwards.<br />
By voting you determine, along<br />
with other voters, which parties will gain<br />
a seat in the Second Chamber. You exert<br />
influence on the decision-m<strong>aki</strong>ng of the<br />
Second Chamber for the coming four<br />
years.<br />
In this information folder you will find very important<br />
information that will keep you informed<br />
on the coming Second Chamber elections. Just as<br />
with the Island Council Elections of 2011, this time<br />
again there will be important changes that you<br />
as a person eligible to vote should be aware of.<br />
Below you will find the most important changes<br />
and some other relevant information. In this way<br />
you will know precisely what awaits you coming<br />
September 12th.<br />
AM I ALLOWED TO VOTE?<br />
For the first time the people of Bonaire, Saba<br />
and St. Eustatius are allowed to vote for the<br />
members of the Second Chamber.:<br />
Eligible to vote for these elections are:<br />
Ñ inhabitants of the public entity,<br />
Ñ of Dutch nationality,<br />
Ñ who on the day of the elections<br />
(September 12 th , 2012) are 18 years or older.<br />
For all is applicable that they may not be excluded<br />
from the right to vote.<br />
The public entity derives the right to vote<br />
from the population administration. If<br />
you are registered and you comply with<br />
the above mentioned criteria, you will<br />
automatically receive a notice (the voting<br />
pass) which will be sent to you. You can<br />
go directly to the Executive Council to find<br />
out whether or not you are registered as<br />
a voter. If you are not registered and you<br />
believe that you do comply with the above<br />
mentioned criteria, in that case you can<br />
submit a request to revise the registration<br />
and consider you as an eligible voter,<br />
whereby you will have to submit evidence<br />
which shows that you do comply with the<br />
criteria.<br />

Important for you too<br />
You’ll be voting too, right?
Persons, of whom the right to vote has been<br />
removed by a judge as an additional punishment<br />
to a conviction by the criminal justice,<br />
are not allowed to vote. Persons whom have a<br />
legal restrain because of a mental limitation,<br />
will receive a voting pass as usual.<br />
HOW DO I VOTE?<br />
With your voting pass and your proof of identification<br />
you can cast your vote at any polling station<br />
on the island of Saba. On St. Eustatius there<br />
is only one polling station. You vote by marking<br />
the white box in front of the candidate sheet<br />
with red on the ballot. The polling stations are<br />
opened on Wednesday, September 12th from<br />
7:30 to 21:00 hrs. This is different than what you<br />
are used to. The election takes place on Wednesday<br />
and not on Friday, as you are accustomed.<br />
Information about the location of the polling<br />
station is provided by your public entity; and is<br />
noted on the back of the candidate’s lists which<br />
is distributed door to door.<br />
WHAT IS A VOTING PASS?<br />
The voting pass is your proof of participation to the elections. Without a voting pass you cannot<br />
cast your vote. For the polling station having a voting pass constitutes the proof that you<br />
have not yet cast a vote. On the voting pass authenticity features and a unique number are<br />
placed.<br />
WHAT DO I NEED TO BRING<br />
WITH ME IN ORDER TO<br />
VOTE?<br />
In order to vote, you must bring your voting<br />
pass and a proof of identification. Without<br />
your voting pass and your proof of identification,<br />
you are not allowed to vote. Thus bring<br />
along a proof of identification. The following<br />
documents are accepted: a Dutch passport, ID<br />
card (sédula) and a driving license. Your proof<br />
of identification may be expired for a maximum<br />
of five years, thus valid till September<br />
13 th , 2007 or later.<br />
When you discover before the election that<br />
your proof of identification has expired for<br />
more than five years, you can request a new<br />
proof of identification at the Census Office.<br />
If you discover only on September 12th that<br />
your proof of identification has expired for<br />
more than five years, you cannot vote. Voting<br />
without identification is not possible.<br />
WHAT SHOULD I DO IF I<br />
DON’T HAVE A VOTING PASS<br />
(ANYMORE)?<br />
In case you lost your voting pass or if this is<br />
torn, then request a new voting pass as soon as<br />
possible at your public entity. The deadline for<br />
requesting a replacement voting pass is September<br />
10th. On September 12th you will not<br />
be able to receive a replacement voting pass.<br />
In case you did not receive your voting pass<br />
about 14 days before the elections, direct yourself<br />
to the Census Office. Most probably your<br />
voting pass could not be delivered, and is still<br />
available for you at the Census Office. You can<br />
collect your voting pass at the usual address.<br />
Do this as soon as possible. In the worst case,<br />
you can still collect your voting pass before<br />
September 12 th .<br />
DO I HAVE TO VOTE?<br />
No, you are not obliged to vote. Voting is a<br />
right; you are allowed to determine whether<br />
you are going to make use of it. The right to<br />
vote is the foundation of our democracy. By<br />
voting you also exert influence on how you are<br />
being represented in the Second Chamber. If<br />
you do want to vote, but are not able to do so<br />
on the day itself, you can let someone else vote<br />
on your behalf.<br />
WHAT SHOULD I DO IF I<br />
CANNOT VOTE?<br />
If on the day of the election you cannot vote<br />
yourself, you can let someone else vote for you<br />
(give someone else a proxy):<br />
• by means of a wrien proxy<br />
• by means of a private proxy<br />
Make use of this possibility only if you are<br />
not able to vote yourself. The Elections Law<br />
prohibits voters to grant a proxy in return for<br />
a bribe in the form of a gi or promise. The<br />
person that allows others to bribe him/her is<br />
punishable as well, based on the Elections Law.<br />
Wrien proxy<br />
You can grant a wrien proxy to someone who<br />
resides within your own public entity when:
Ñ you know you will not be present on the day<br />
of the elections<br />
Ñ you have not received your voting pass yet<br />
Ñ or you do not have a proof of identification<br />
Ñ your proof of identification has expired for<br />
more than five years<br />
If you want to use the wrien proxy, you must<br />
request one at your public entity no later than<br />
Wednesday, August 29th. Forms for a wrien<br />
proxy are available at your public entity. Both<br />
the signatures of you and the person you are<br />
authorizing to vote for you (your representative)<br />
should be on the form. If you choose to<br />
give a wrien proxy, you will not have to present<br />
a copy of your identification. Your voting<br />
pass will be sent directly to your representative.<br />
The person who is voting on your behalf<br />
(the person who holds the proxy) does not<br />
need to present a copy of your proof of identification<br />
at the polling station.<br />
Important:<br />
Ñ Avoid misuse of your identification by<br />
requesting back the copy and/or by marking<br />
it as destined to use only for the proxy<br />
voting.<br />
Ñ The person who is voting on your behalf,<br />
can do so only when he or she is casting<br />
his/her vote.<br />
Ñ A representative is allowed to vote for a<br />
maximum of two other persons.<br />
Warning:<br />
Ñ Give a power of aorney only if you are not<br />
able to vote yourself.<br />
Ñ The Electoral Law prohibits the bribe of<br />
voters, through gis and promises, to give<br />
the Power of Aorney.<br />
Ñ Also the person who accepts bribery is<br />
prosecutable by the Electoral Law.<br />
WHO CAN I VOTE ON?<br />
In the coming Second Chamber elections,<br />
you will vote for the members of the Second<br />
Chamber. There are a total of 150 seats to be<br />
distributed. You can find the names of the<br />
candidates on the candidates’ lists. These will<br />
be delivered door to door no later than September<br />
10th. The parties participating to the<br />
Second Chamber elections are different from<br />
the ones you know from the Island Council<br />
elections. Most (and maybe even all of the)<br />
participating lists are established in the European<br />
part of the Netherlands. However, possibly<br />
there are candidates on the lists who have a<br />
special relationship with the Caribbean part of<br />
the Netherlands. Familiarize yourself with the<br />
programs of the different parties. Therein you<br />
will find the opinions of the parties concerning<br />
a lot of issues that are important to you.<br />
The programs of the political parties can be<br />
found on the internet. There are also various<br />
voting indicators, which can help you to make<br />
a decision.<br />
The number one on the list is the party leader.<br />
The political party decides who that is. The<br />
names of the other candidates follow under<br />
the name of the party leader. You can also vote<br />
for one of them: that is called the preference<br />
vote. If this candidate obtains 25% of the number<br />
of votes that is necessary for the electoral<br />
threshold, he is directly elected in preference<br />
before the candidates higher on the list. Your<br />
vote is not lost if you vote for a candidate who<br />
has ultimately not been chosen. Your vote will<br />
then benefit the other candidates on the same<br />
list.<br />
THE BALLOT SHEET<br />
The ballot sheet looks different than you are<br />
used to. It is black and white and it does not<br />
contain pictures of the candidates. Many parties<br />
are participating in the Second Chamber<br />
Private proxy<br />
You can grant a private proxy to someone<br />
who resides within your own public entity<br />
when:<br />
Ñ you know that on election day you have<br />
no possibility to vote<br />
Ñ you have already received your voting pass<br />
Ñ you have a proof of identification<br />
You can give a private proxy by completing<br />
the form on the back of the voting pass<br />
you received and by signing it. By doing<br />
this you become the warrantor. The voter<br />
that will be voting for you is the representative.<br />
The representative should be living<br />
on the same public entity as you do! You<br />
should give to the representative your<br />
voting pass and (a copy of a) proof of your<br />
identification. This is necessary; otherwise<br />
your representative will not be allowed to<br />
cast your proxy vote for you!<br />
elections, with names that are unknown for<br />
you. What is more, parties can place up to 80<br />
candidates on just one list.<br />
Each party has its own number. This number<br />
is assigned by the central polling station based<br />
on the number of votes the party obtained during<br />
the previous Second Chamber elections.<br />
Thus the party that obtained most of the votes<br />
is number one, the subsequent party is number<br />
two etc. Parties that are participating for<br />
the first time or that have not gained a seat in<br />
the previous election will be assigned a number<br />
through a draw.<br />
Also each candidate has an own number. This<br />
number is determined by the party. The higher<br />
the number of the candidate, the higher the<br />
chance for the candidate to be chosen. However,<br />
by casting a preference vote you can<br />
increase the probability for a particular candidate<br />
to be elected, even though the candidate<br />
has a lower place on the list.<br />
Optionally, the polling station can give you<br />
an explanation about the ballot sheet at the<br />
polling outside the polling booth. However,<br />
you should just cast your vote by yourself. Only<br />
voters who need assistance due to physical disability<br />
can get help in the voting booth.
AT WHICH POLLING STATION<br />
CAN I VOTE?<br />
To make it easier for you, on September 12 th ,<br />
you can vote at any polling station on the<br />
island. To be able to vote, you should bring a<br />
voting pass and a proof of identification. Thus,<br />
you should not have to arrange anything to<br />
vote at another polling station. A polling<br />
station which is located near you is indicated<br />
on the voting pass. The public entity will inform<br />
you at the latest 4 days before the voting<br />
day concerning the location of other polling<br />
stations, the opening hours and if the polling<br />
station is accessible for voters with a physical<br />
disability.<br />
WHAT DOES THE POLLING<br />
STATION LOOK LIKE?<br />
Each polling station looks differently. In any<br />
case, there are a table at which the members<br />
of the polling station sit, and one or more<br />
polling booths. There are at least 3 and a<br />
maximum of 7 polling station members. The<br />
polling station will check your proof of identification<br />
and voting pass. Then you get a ballot<br />
sheet. You vote (alone) in the voting booth.<br />
The arrangement of the polling booths in the<br />
polling station should be in such manner that<br />
nobody can see whom you are voting on. Fold<br />
your ballot sheet, if you think that one can<br />
see whether you are voting on the le or the<br />
right side of the ballot sheet. The Elections Law<br />
does not allow curtains hanging in front of<br />
the voting booth. Aer voting, put the ballot<br />
sheet in the ballot box. This is provided with a<br />
lock. Campaigning at the polling station is not<br />
allowed.<br />
How to behave at the polling station:<br />
Ñ Have your voting pass and proof of<br />
identification ready<br />
Ñ Ensure that the members of the polling<br />
station can see the voting booth<br />
Ñ Keep enough distance from the voting<br />
booth<br />
How to behave at the voting booth:<br />
Ñ You vote by yourself. You do not enter with<br />
more persons in the voting booth.<br />
Ñ You vote by coloring the white box in front<br />
of the candidate you choose for, with red.<br />
Ñ If you make a mistake, then ask for a new<br />
ballot sheet. You can only do this once.<br />
Ñ Fold your ballot sheet aer filling it out,<br />
so that the list will not be visible.<br />
Ñ Throw the ballot sheet in the ballot box.<br />
You also follow the instructions of the members<br />
of the polling station.<br />
CAN I VOTE BLANK?<br />
Yes. You should not mark any of the red boxes<br />
nor make any other notes on the ballot sheet.<br />
You fold your blank ballot sheet and put it<br />
in the ballot box. You may not write on the<br />
ballot. If for example you would write: “I vote<br />
blank”, then your vote invalid. A blank vote<br />
will be counted in determining the turn-out,<br />
which is the number of people that came to<br />
the polling station to vote. A blank vote is not<br />
used in calculating the results and the electoral<br />
threshold. For this only the votes that were<br />
cast on the candidates will be counted. Casting<br />
a blank vote, as well as not voting or casting an<br />
invalid vote, has no influence on the distribution<br />
of seats. The claim that a vote not issued<br />
goes the biggest party is incorrect.<br />
WHEN IS MY VOTE IS<br />
REGARDED AS INVALID?<br />
A vote is invalid if it was cast on a ballot sheet<br />
other than the ballot sheet that has been issued<br />
to you at the polling station. A vote is also<br />
invalid if you do not make clear on whom you<br />
cast your vote (for example because you have<br />
made multiple boxes red, or you just put an<br />
arrow pointing to the name of the candidate of<br />
your choice). Your vote is only valid if you mark<br />
the white dot in the voting box completely or<br />
partly red. Do not write further on the ballot<br />
sheet. You then run the risk that your identity<br />
can be traced back and which will therefore<br />
make your ballot sheet invalid.<br />
WHAT CAN I DO IF I ACCI-<br />
CENTALLY MADE MY VOTE<br />
INVALID?<br />
If you accidentally made your ballot sheet invalid,<br />
or you made a mistake, you can request<br />
the polling station members only once for a<br />
new ballot sheet.<br />

Tweede Kamer verkiezingen<br />
Woensdag 12 september 2012<br />
Op 12 september 2012 kan de bevolking<br />
van <strong>Caribisch</strong> <strong>Nederland</strong> voor het eerst<br />
deelnemen aan de verkiezing van de<br />
leden van de Tweede Kamer. De Tweede<br />
Kamer bestaat uit 150 leden, zij vertegenwoordigen<br />
de <strong>Nederland</strong>se bevolking,<br />
dus ook u. De Tweede Kamer hee als taken<br />
de regering te controleren en samen<br />
met de regering nieuwe ween te maken.<br />
Door te stemmen bepaalt u, samen<br />
met andere kiezers, wie in de Tweede<br />
Kamer ziing nemen. De Tweede Kamer<br />
beslist over onderwerpen die voor u belangrijk<br />
zijn.<br />
De Tweede Kamer vormt de volksvertegenwoordiging<br />
op nationaal niveau. De<br />
belangrijkste taak van de Tweede Kamer<br />
is het maken van ween samen met de<br />
regering en het toezien op de uitvoering<br />
daarvan door de regering. De leden van<br />
de Tweede Kamer kunnen ook zelf wetten<br />
voorstellen en ze kunnen wetsvoorstellen<br />
van de regering aanpassen. Ook<br />
kunnen ze de regering door zogenaamde<br />
moties oproepen het beleid aan te passen.<br />
Daarnaast kan de Tweede Kamer<br />
enquêtes uitvoeren om het beleid van de<br />
regering achteraf te onderzoeken. Door<br />
te stemmen, bepaalt u samen met de<br />
andere kiezers welke partijen in Tweede<br />
Kamer ziing zullen nemen. U oefent<br />
daarmee invloed op de besluitvorming<br />
van de Tweede Kamer voor de komende<br />
vier jaren.<br />
In deze informatiekrant zult u waardevolle informatie<br />
vinden die van vitaal belang is zodat u geinformeerd<br />
bent over de komende Tweede Kamer<br />
verkiezingen. Zoals ook bij de Eilandsraadsverkiezingen<br />
van 2011 zijn er dit keer weer belangrijke<br />
wijzigingen waar u als stemgerechtigde van op de<br />
hoogte moet zijn. Hieronder krijgt u een overzicht<br />
van de belangrijkste wijzigingen en van andere<br />
relevante informatie. Op deze manier weet u precies<br />
wat u te wachten staat komend 12 september.<br />
MAG IK STEMMEN?<br />
De inwoners van Bonaire, Saba en Sint Eustatius<br />
mogen voor het eerst stemmen voor de<br />
leden van de Tweede Kamer.<br />
Kiesgerechtigd voor deze verkiezing zijn:<br />
Ñ ingezetenen van het openbaar lichaam,<br />
Ñ die de <strong>Nederland</strong>se nationaliteit hebben,<br />
Ñ en die op de dag van de verkiezing (12<br />
september) 18 jaar of ouder zijn.<br />
Voor allen geldt dat zij niet uitgesloten mogen<br />
zijn van het kiesrecht.<br />
Het openbaar lichaam leidt de kiesgerechtigheid<br />
af uit de bevolkingsadministratie.<br />
Bent u daarin opgenomen en voldoet u<br />
aan de bovengestelde criteria dan krijgt u<br />
automatisch een oproep (de stempas) voor<br />
de verkiezing toegezonden. U kunt zich tot<br />
het bestuurscollege wenden om na te gaan<br />
of u als kiezer bent geregistreerd. Blijkt dat<br />
niet het geval te zijn en meent u toch aan<br />
de bovenstaande criteria te voldoen, dan<br />
kunt u een verzoek tot herziening van de<br />
registratie als kiesgerechtigde indienen,<br />
waarbij u bewijsmateriaal moet overleggen<br />
waaruit blijkt dat u aan de criteria voldoet.<br />

U gaat toch ook stemmen?
WAT IS EEN STEMPAS?<br />
De stempas is uw toegangsbewijs tot de verkiezing. Zonder stempas kunt u niet stemmen. Het<br />
bezit van deze pas vormt voor het stembureau het bewijs dat u uw stem nog niet hee uitgebracht.<br />
De stempas is voorzien van echtheidskenmerken en hee een uniek nummer.<br />
Mensen die door de rechter zijn ontzet uit het<br />
kiesrecht als bijkomende straf bij een strafrechtelijke<br />
veroordeling mogen niet stemmen.<br />
Mensen die wegens een geestelijke beperking<br />
onder curatele zijn gesteld, krijgen gewoon<br />
een stempas<br />
HOE STEM IK?<br />
Met uw stempas en identiteitsbewijs kunt u bij<br />
een willekeurig stembureau op Saba stemmen.<br />
Op Sint Eustatius is er maar een stembureau. U<br />
stemt door een wit vakje vóór de kandidaat rood<br />
te maken op het stembiljet. De stemlokalen zijn<br />
op woensdag 12 september geopend van 7.30 tot<br />
21.00 uur. Dit is anders dan u voorheen gewend<br />
was. De verkiezing vindt plaats op woensdag en<br />
niet op vrijdag, zoals u gewend was. Informatie<br />
over de locatie van het stemlokaal krijgt u van<br />
uw openbaar lichaam en staat ook op de achterkant<br />
van de kandidatenlijsten die huis aan huis<br />
verspreid worden.<br />
WAT MOET IK BIJ ME HEB-<br />
BEN OM TE MOGEN STEM-<br />
MEN?<br />
Om te kunnen stemmen moet u naast uw<br />
stempas, een identiteitsbewijs meenemen. De<br />
volgende documenten worden geaccepteerd:<br />
een <strong>Nederland</strong>s paspoort, een identiteitskaart<br />
(sédula) en een rijbewijs. Zonder uw stempas<br />
en identiteitsbewijs mag u niet stemmen. Dus<br />
neem daarom een identiteitsbewijs mee. Uw<br />
identiteitsbewijs mag maximaal 5 jaar verlopen<br />

Wanneer u voor de verkiezing ontdekt dat uw<br />
identiteitsbewijs meer dan vijf jaar is verlopen,<br />
kunt u een nieuw identiteitsbewijs aanvragen<br />
bij het Census office (Burgerzaken).<br />
Wanneer u op 12 september ontdekt dat uw<br />
identiteitsbewijs meer dan vijf jaar is verlopen,<br />
dan kunt u niet stemmen. Zonder identiteitsbewijs<br />
is stemmen niet mogelijk.<br />
WAT MOET IK DOEN ALS<br />
IK GEEN STEMPAS (MEER)<br />
HEB?<br />
Wanneer u uw stempas kwijtraakt, deze is stukgegaan<br />
of u hee het niet ontvangen, vraag<br />
dan zo snel mogelijk een nieuwe stempas aan<br />
bij uw openbaar lichaam. De uiterste datum<br />
waarop u een vervangende pas kunt aanvragen<br />
is maandag 10 september. Op 12 september<br />
kunt u geen vervangende stempas krijgen.<br />
Wanneer u circa 14 dagen voor de verkiezingen<br />
uw stempas niet hee ontvangen, wendt u dan<br />
tot Census office (Burgerzaken). Vermoedelijk<br />
kon uw stempas niet bezorgd worden, en<br />
ligt hij bij Census office (Burgerzaken) op u te<br />
wachten. U kunt uw stempas op het gebruikelijke<br />
adres ophalen. Doe dit zo snel mogelijk.<br />
In het uiterste geval kunt u uw stempas nog<br />
ophalen op 12 september.<br />
MOET IK STEMMEN?<br />
Nee, u bent niet verplicht om te stemmen.<br />
Stemmen is een recht; u mag zelf bepalen of<br />
u er gebruik van maakt. Het recht om te stemmen<br />
is de basis van onze democratie. Door<br />
te stemmen oefent u mede invloed uit op de<br />
wijze waarop u wordt vertegenwoordigd in de<br />
Tweede Kamer. Als u wel wilt stemmen, maar<br />
op de dag zelf niet kunt, kunt u iemand anders<br />
uw stem laten uitbrengen.<br />
WAT MOET IK DOEN ALS IK<br />
NIET KAN GAAN STEMMEN?<br />
Als u op de dag van de verkiezing niet zelf kunt<br />
stemmen, kunt u iemand anders voor u laten<br />
stemmen (een volmacht verlenen):<br />
• door middel van een schrielijke volmacht<br />
• door middel van een onderhandse volmacht.<br />
Doe dit alleen als u niet in staat bent zelf te<br />
gaan stemmen. De Kieswet verbiedt het door<br />
gi of beloe omkopen van kiezers om een<br />
volmacht af te geven. Ook degene die zich laat<br />
omkopen is op grond van de Kieswet straaar.<br />
Schrielijke volmacht<br />
U kunt een schrielijke volmacht verlenen<br />
aan iemand die binnen uw eigen openbaar<br />
lichaam woonachtig is als:<br />
Ñ u weet dat u niet aanwezig zult zijn op de<br />
dag van de stemming
Ñ u uw stempas nog niet hee ontvangen<br />
Ñ u beschikt niet over een identiteitsbewijs<br />
Ñ uw identiteitsbewijs meer dan vijf jaar verlopen is<br />
Wanneer u gebruik wilt maken van een schriftelijke<br />
volmacht, moet u hiervoor uiterlijk<br />
woensdag 29 augustus een aanvraag indienen<br />
bij uw openbaar lichaam. Formulieren voor<br />
een schrielijke volmacht zijn bij uw openbaar<br />
lichaam verkrijgbaar. Op het formulier moet<br />
zowel uw handtekening als de handtekening<br />
van degene die voor u stemt (uw gemachtigde)<br />
worden geplaatst. Als u een schrielijke<br />
volmacht aanvraagt, hoe u geen kopie van<br />
uw identiteitsbewijs te overleggen. Het openbaar<br />
lichaam controleert uw identiteit aan de<br />
hand van de gegevens in de basisadministratie<br />
persoonsgegevens. Uw stempas wordt direct<br />
aan uw gemachtigde toegestuurd. Uw gemachtigde<br />
hoe bij het uitbrengen van uw stem ook<br />
geen kopie van uw identiteitsbewijs te tonen.<br />
Belangrijk:<br />
Ñ Voorkom misbruik van uw identiteitsbewijs<br />
door de kopie terug te vragen en/of<br />
op de kopie te schrijven dat deze alleen<br />
bestemd is voor gebruik bij het uitbrengen<br />
van uw volmachtstem.<br />
Ñ Degene die voor u een stem uitbrengt, kan<br />
dit alleen doen op het moment waarop hij<br />
of zij zelf stemt.<br />
Ñ De gemachtigde mag maximaal twee<br />
stemmen uitbrengen voor anderen.<br />
Waarschuwing:<br />
Ñ Doe dit alleen als u niet in staat bent zelf te<br />
gaan stemmen.<br />
Ñ De Kieswet verbiedt het door gi of beloe<br />
omkopen van kiezers om een volmacht af te<br />
geven.<br />
Ñ Ook degene die zich laat omkopen is op<br />
grond van de Kieswet straaar.<br />
OP WIE KAN IK EIGENLIJK<br />
STEMMEN TIJDENS DE<br />
TWEEDE KAMERVERKIEZIN-<br />
GEN?<br />
Bij de komende Tweede Kamerverkiezingen<br />
stemt u voor de leden van de Tweede Kamer. Er<br />
zijn in totaal 150 zetels te verdelen. U vindt de<br />
namen van de kandidaten op de kandidatenlijsten.<br />
Deze worden uiterlijk op 10 september<br />
huis aan huis bezorgd. Aan de verkiezing voor<br />
de leden van de Tweede Kamer nemen andere<br />
partijen deel dan de partijen die u kent van<br />
de eilandsraadverkiezingen. De meeste (en<br />
misschien wel alle) deelnemende lijsten zijn<br />
gevestigd in het Europese deel van <strong>Nederland</strong>.<br />
Wel staan er mogelijk kandidaten op de lijsten<br />
die een speciale band hebben met het <strong>Caribisch</strong><br />
deel van <strong>Nederland</strong>. Oriënteer u op de<br />
programma’s van de verschillende partijen.<br />
Daarin vindt u de standpunten van de partijen<br />
over heel veel zaken die van u van belang zijn.<br />
De programma’s van de politieke partijen kunt<br />
u vinden op het internet. Ook zijn er verschillende<br />
stemwijzers, die u kunnen helpen bij het<br />
maken van uw keuze.<br />
Het nummer één op de lijst is de lijsrekker.<br />
De politieke partij bepaalt zelf wie dat is.<br />
Onder de naam van de lijsrekker volgen de<br />
namen van de overige kandidaten. U kunt ook<br />
op één van hen stemmen: dat wordt wel het<br />
uitbrengen van een voorkeurstem genoemd.<br />
Als deze kandidaat 25% van het aantal stemmen<br />
dat staat voor de kiesdeler haalt, is hij<br />
rechtstreeks gekozen met voorrang boven<br />
kandidaten hoger op de lijst. Uw stem gaat<br />
niet verloren als u stemt op een kandidaat<br />
die uiteindelijk niet gekozen wordt. Uw stem<br />
komt dan ten goede aan de andere kandidaten<br />
op dezelfde lijst.<br />
STEMBILJET<br />
Het stembiljet waarmee u op 12 september uw<br />
Onderhandse volmacht<br />
U kunt een onderhandse volmacht verlenen<br />
aan iemand die binnen uw eigen<br />
openbaar lichaam woonachtig is als:<br />
Ñ u weet dat u niet aanwezig zult zijn op<br />
de dag van de stemming.<br />
Ñ u al uw stempas hee ontvangen<br />
Ñ u beschikt over een identiteitsbewijs<br />
Een onderhandse volmacht verleent u<br />
door het formulier aan de achterzijde van<br />
de stempas in te vullen en uw handtekening<br />
te zeen. Hiermee bent u volmachtgever.<br />
De kiezer die voor u gaat stemmen,<br />
is de gemachtigde. De gemachtigde moet<br />
in dezelfde openbaar lichaam wonen als<br />
uzelf. Aan de gemachtigde gee u uw<br />
ingevulde en ondertekende stempas en<br />
(een kopie van) uw identiteitsbewijs. Dit<br />
is vereist, anders mag de gemachtigde uw<br />
(volmacht)stem niet uitbrengen!<br />
stem uitbrengt, ziet er anders uit dan u gewend<br />
bent. Het is in zwart/wit en er staan geen foto’s<br />
van de kandidaten op. Per lijst kunnen er tot<br />
wel 80 kandidaten op de lijst staan.<br />
Elke partij hee een eigen nummer. Dit nummer<br />
is toegewezen door het centraal stembureau<br />
op basis van het aantal stemmen dat de<br />
partij bij de vorige Tweede Kamerverkiezingen<br />
hee gehaald. De partij die toen de meeste<br />
stemmen haalde hee dus nummer één, de<br />
daaropvolgende partij nummer twee etc. Partijen<br />
die voor het eerst meedoen of die vorige<br />
keer geen zetel behaalden, krijgen een nummer<br />
toegewezen door loting.<br />
Ook elke kandidaat hee een eigen nummer.<br />
Dit nummer is bepaald door de partij.<br />
Hoe hoger het nummer van de kandidaat hoe<br />
groter de kans dat deze wordt gekozen. Echter<br />
door een voorkeurstem uit te brengen, kunt u<br />
de kans vergroten dat een bepaalde kandidaat<br />
toch wordt gekozen, ook al hee deze een<br />
lagere plaats op de lijst.<br />
Desgewenst kan het stembureau u in het stemlokaal<br />
buiten het stemhokje uitleg geven over<br />
het stembiljet. U moet echter uw stem alleen<br />
uitbrengen. Alleen kiezers die vanwege lichamelijke<br />
belemmeringen bijstand nodig hebben,<br />
kunnen in het stemhokje hulp krijgen.
BIJ WELKE STEMLOKAAL<br />
KAN IK STEMMEN?<br />
Om het u gemakkelijker te maken, kunt u op<br />
12 september in elk stemlokaal op uw eiland<br />
stemmen. Om te kunnen stemmen, moet u<br />
wel uw stempas en identiteitsbewijs meenemen.<br />
Om in een ander stemlokaal op uw eiland<br />
te stemmen, hoe u dus niets te regelen.<br />
Een stemlokaal bij u in de buurt staat op uw<br />
stempas. Het openbaar lichaam informeert u<br />
uiterlijk 4 dagen voor de dag van de stemming<br />
over waar de andere stemlokalen zijn, wat<br />
de openingstijden zijn en of het stemlokaal<br />
geschikt is voor gebruik door kiezers met een<br />
lichamelijke beperking.<br />
HOE ZIET HET STEMLOKAAL<br />
ERUIT?<br />
Elk stemlokaal ziet er anders uit. Er staat in<br />
elk geval een tafel waar de stembureauleden<br />
achter zien en een of meerdere stemhokjes.<br />
Er zijn minimaal 3 en maximaal 7 stembureauleden.<br />
Het stembureau controleert uw stempas<br />
en identiteitsbewijs. Daarna krijgt u een stembiljet.<br />
Stemmen doet u (alleen) in het stemhokje.<br />
De opstelling van de stemhokjes in het<br />
stemlokaal hoort zodanig te zijn dat niemand<br />
kan zien op wie u stemt. Vouw eventueel uw<br />
stembiljet, als u denkt dat men kan zien of u<br />
aan de linker- of rechterzijde van het stembiljet<br />
uw keuze maakt. De Kieswet staat niet toe<br />
dat er voor het stemhokje gordijntjes hangen.<br />
Na het stemmen stopt u het stembiljet in de<br />
stembus. Deze is voorzien van een slot. Campagne<br />
voeren in het stemlokaal is niet toegestaan.<br />
Hoe gedraagt u zich in het stemlokaal:<br />
Ñ U houdt uw stempas en ID-bewijs klaar<br />
Ñ U zorgt ervoor dat de stembureauleden<br />
het stemhokje kunnen zien<br />
Ñ U houdt voldoende afstand tot het<br />
stemhokje<br />
Hoe gedraagt u zich in het stemhokje:<br />
Ñ U stemt alleen. U gaat niet met meerdere<br />
personen het stemhokje in.<br />
Ñ U stemt door het wie vakje voor de<br />
kandidaat van uw keuze rood te maken.<br />
Ñ Hee u een fout gemaakt, vraag dan<br />
een nieuw stembiljet. Dat kan één keer.<br />
Ñ U vouwt het biljet na het invullen dicht,<br />
zodat de lijst niet zichtbaar is.<br />
Ñ U werpt het stembiljet in de stembus.<br />
KAN IK BLANCO STEMMEN?<br />
Ja. U maakt dan geen van de vakjes rood en<br />
maakt geen andere aantekeningen op het<br />
stembiljet. U vouwt uw stembiljet onbeschreven<br />
dicht en stopt het in de stembus. U mag<br />
niets op het stembiljet schrijven. Indien u<br />
bijvoorbeeld op zou schrijven: “ik stem blanco”,<br />
dan is uw stem ongeldig. Een blanco stem<br />
wordt wel meegerekend bij het bepalen van<br />
de opkomst (het aantal mensen dat naar het<br />
stembureau is gekomen om te stemmen). Een<br />
blanco stem telt niet bij de berekening van de<br />
uitslag en de kiesdeler/kiesdrempel. Daarvoor<br />
worden uitsluitend de stemmen die uit zijn<br />
gebracht op een van de kandidaten geteld. Het<br />
uitbrengen van een blanco stem hee, evenals<br />
het niet-stemmen of het uitbrengen van een<br />
ongeldige stem, geen invloed op de zetelverdeling.<br />
De bewering dat een niet-uitgebrachte<br />
stem naar de grootste partij gaat, is dus onjuist.<br />
WANNEER WORDT MIJN<br />
STEM ALS ONGELDIG AAN-<br />
GEMERKT?<br />
Een stem is ongeldig wanneer die is uitgebracht<br />
op een ander stembiljet dan u is uitgereikt<br />
in het stembureau. Ook is een stem<br />
ongeldig wanneer u niet duidelijk maakt op<br />
wie u stemt (bijvoorbeeld doordat u meerdere<br />
vakjes hee roodgemaakt, of alleen een pijltje<br />
bij de naam van de kandidaat van uw keuze<br />
hee gezet). Alleen indien u het wie stipje in<br />
het stemvak geheel of gedeeltelijk rood maakt,<br />
is uw stem geldig. Schrijf verder niet op het<br />
stembiljet. U loopt dan namelijk het risico dat<br />
uw identiteit wordt achterhaald en uw stembiljet<br />
daardoor ongeldig wordt.<br />
WAT KAN IK DOEN ALS IK<br />
PER ONGELUK MIJN STEM<br />
ONGELDIG HEB GEMAAKT?<br />
Mocht u uw biljet per ongeluk ongeldig hebben<br />
gemaakt, of u hee zich vergist, dan kunt<br />
u eenmalig een nieuw stembiljet vragen aan<br />
één van de stembureauleden in het stemlokaal.<br />
WAT GEBEURT ER MET MIJN<br />
STEM?<br />
Door te stemmen, bepaalt u samen met de<br />
andere kiezers welke partijen in de Tweede<br />
Kamer ziing zullen nemen. U oefent daarmee<br />
invloed op de besluitvorming van de Tweede<br />
Kamer voor de komende vier jaar.<br />
Ñ Uw gemachtigde dient zowel de<br />
machtiging als (een kopie van)<br />
uw identiteitsbewijs mee te<br />
nemen<br />
Ñ Degene die voor u een stem<br />
