FOR IMPLEMENTING THE NATIONAL COMPONENT OF GEF GLOBAL PROJECT<br />

ON DEMONSTRATING AND PROMOTING BEST TECHNIQUES AND PRACTICES<br />

FOR REDUCING HEALTH CARE WASTE TO AVOID ENVIRONMENTAL RELEASES<br />

OF DIOXINS AND MERCURY UNDER THE GEF/UNDP PROJECT FROM <strong>2009</strong> TO<br />

2012<br />

WHEREAS by a Project Agreement [dated xxxxx] entered into between the [lead<br />

agency and training institution] the parties have agreed to undertake UNDP/ GEF<br />

Project (ID ******) on the national component of Global Project on Demonstrating and<br />

Promoting Best Techniques and Practices for Reducing Health Care Waste to Avoid<br />

Environmental Releases of Dioxins and Mercury, out of GEF funds (hereinafter referred<br />

to as the “Project”). The Project Document serves as the source of guidance and for<br />

clarifications on any issue not covered in this MoU.<br />

AND WHERAS a major objective of this project is to demonstrate and promote best<br />

practices and techniques for health-care waste management in order to minimize or<br />

eliminate releases of persistent organic pollutants and mercury to the environment. The<br />

Project will demonstrate the effectiveness of training on the establishment and<br />

implementation of non-burn health-care waste treatment technologies, waste<br />

management practices and other techniques to avoid environmental releases of dioxins<br />

and mercury in the treatment and disposal facilities located in … (list the model<br />

facilities) ….<br />

AND WHEREAS pursuant to the terms of the said Project Agreement, UNDP out of the<br />

GEF funds has agreed to provide finances to the extent mentioned therein for the<br />

purposes and objectives of the said project.<br />

AND WHEREAS … is designated as the <strong>National</strong> Implementing Partner and … has agreed<br />

for the following roles and responsibilities.<br />

• Establish a program which will sensitize the learner about health-care waste<br />

and its impact on our health and environment; acquaint the learner with<br />

existing legislation, knowledge and practices regarding infection control and<br />

health-care waste management; and equip the learner with skills to manage<br />

health-care waste effectively and safely.<br />

• The program will be funded for development, implementation and<br />

sustainability by …<br />

• The roles and responsibilities of training partner in the <strong>National</strong> Component<br />

of the Project will include the following:<br />

I. Will work under the guidance of the <strong>National</strong> Project Director (NPD)<br />

and <strong>National</strong> Project Steering Committee (NPSC) to develop training<br />

materials, as needed, and it will align its efforts with other similar<br />

training programs.<br />

II. Will develop modules for the training of the HCWM coordinators<br />

III. Will develop modules for the training of health professionals and<br />

special populations, such as central treatment facility operators and<br />

waste haulers/handlers.<br />

IV. Will secure the translation of educational materials into appropriate<br />

local languages for personnel from the model healthcare facility and<br />

model central treatment facilities of the project and, within budget<br />

constraints, may also secure translations into other appropriate<br />

languages.<br />

V. Will provide training on Health Care Waste Management (HCWM) to<br />

personnel from the model healthcare facility and model central<br />

treatment facility of the project.<br />

VI. Will provide training on HCWM to personnel from other healthcare<br />

facilities and central treatment facilities, including doctors,<br />

paramedical personnel and others responsible for managing HCWM,<br />

according to the budget.<br />

VII. Will define platforms for delivering training using classroom and<br />

distance learning platforms (if applicable).<br />

VIII. Will cooperate with the <strong>National</strong> partners to promote the learning and<br />

training program and to encourage its appropriate use by healthcare<br />

workers throughout the country.<br />

IX. Will provide post-training monitoring and evaluation of training impact<br />

and effectiveness, and it will provide follow-up and support beyond the<br />

project timeline for personnel trained under the Project.<br />

X. Will designate a person who will serve as a member of the <strong>National</strong><br />

Project Steering Committee and the <strong>National</strong> Project Working Group.<br />

XI. Will work with the <strong>National</strong> Project Steering Committee and the Global<br />

Project Team to help provide a national framework for consistent<br />

training and documentation of qualifications.<br />

XII. Will work with the <strong>National</strong> Project Steering Committee and the Global<br />

Project Team to conduct outreach such as seminars and workshops to<br />

health professionals and health organizations, and to disseminate<br />

information related to the importance of HCWM training.<br />

XIII. Will work with the <strong>National</strong> Project Steering Committee and the Global<br />

Project Team to modify and adapt training modules for incorporation<br />

into the standard curriculum by medical, nursing, dental, pharmacy,<br />

medical lab technology and other professional colleges and teaching<br />

institutions.<br />

XIV. Will prepare and submit periodic progress reports to the <strong>National</strong><br />

Project Director and Global Project Team in a timely manner.<br />

XV. Will develop a strategy for the sustainability of its national HCWM<br />

training program beyond the completion of the Project.<br />

XVI. On signing of this MoU, in accordance with the terms of the Project<br />

Agreement, UNDP will, on written authorization of the <strong>National</strong> Project<br />

Director, at the specific written request of xxxxxxx, make funds<br />

available to xxxxxxx for which they will open a separate bank account<br />

as per UNDP procedures. (include budget in appendix)<br />

XVII. Shall submit annual expenditure statement to NPD. Shall follow<br />

financial reporting, accounting arrangements and auditing procedures<br />

as per UNDP programming manual and procedures of the Government.<br />

Shall have financial documents related to the accessible for inspection<br />

by xxx and UNDP auditors.<br />

XVIII. In the event of any dispute or difference between the parties hereto,<br />

such dispute or difference shall be resolved amicably by mutual<br />

consultation. If disputes or differences cannot be resolved by<br />

consultation, they shall be settled in accordance with the UNCITRAL<br />

Arbitration Rules as at present in force. The parties shall be bound by<br />

any decision rendered as a result of such arbitration as the final<br />

adjudication of any such controversy or claim.<br />

XIX. This agreement shall come into force upon execution hereof and shall<br />

be valid for the period from the date of signature to 1 June 2012 unless<br />

otherwise communicated by <strong>National</strong> Program or upon NPD’s written<br />

notification to xxxxxxxxxxxxxxxxx that all activities with respect to the<br />

Project have been completed.<br />

This Memorandum of Understanding (MoU) is hereby signed on xxxx 2010.<br />
