If you already have a collection for your blue rubbish bags and<br />

green recycling crate, then starting from October, you’ll have even<br />

more recycling capacity with a brand new wheelie bin!<br />

More space for recycling<br />

You’ll still use your official <strong>Council</strong> bags for weekly rubbish<br />

collections, but starting from October, you’ll get a brand new<br />

wheelie bin for plastics, paper and cans. Your current green<br />

crate will then be just for glass. This way you can recycle a lot<br />

more in a simple, convenient way.<br />

More bang for your buck<br />

With three <strong>Council</strong>s working together, you’re about to get<br />

a smarter kerbside recycling service that will reduce waste<br />

going to landfill, give you more recycling capacity, create<br />

more local jobs and save ratepayers more than $4.5M over<br />

Rates are charges levied on properties to help pay for your local<br />

government services. In the past three years, the average rate has<br />

gone down 5%. This year the average rate increase is 1.34%.<br />

When are your rates due?<br />

All rates - except water by volume - are payable in three equal<br />

instalments due on;<br />

Instalment one - 8 September 2013<br />

Instalment two - 8 December 2013<br />

Instalment three - 8 April 2014<br />

How can you pay?<br />

By cash, cheque, EFTPOS (except credit card accounts), direct<br />

debit, automatic payment, telephone banking, direct debit and<br />

internet banking. You may also pay rates online by credit card.<br />

What happens if you don’t pay your rates or are late in paying?<br />

A 10 per cent penalty will be added on to any rates that are not<br />

paid by the due date. A further penalty of 10 per cent is added to<br />

rates that remain in arrears from previous years. If you pay your<br />

rates late you can ask for the penalties to be written off if there are<br />

exceptional circumstances.<br />

Having Trouble Paying Rates?<br />

If you are facing financial hardship, help is available. We can<br />

postpone paying your rates . All applications made during a rating<br />

year will be applicable from the start of the following rating year.<br />

You may also be eligible for a rebate of up to $595 depending on<br />

your total gross income, number of dependants living with you<br />

and total amount of rates you pay (TCDC and WRC). There’s a<br />

handy calculator on the Department of Internal Affairs website at<br />

www.dia.govt.nz and homeowners can apply for the new rebate<br />

from August 2013, for the 2013/14 rating year. The closing date for<br />

applications is 30 June 2014.<br />

What are your rates made up of?<br />

There are many different strands that make up your rates and<br />

what rates are charged. Some of these include:<br />

General Rate - Goes towards planning and management of land,<br />

building controls, transport, stormwater and solid waste. This<br />

rate is determined by the land value of the property and is districtwide.<br />

Uniform Annual General Charge - For natural and cultural<br />

heritage, <strong>District</strong> leadership and representation amongst other<br />

uses. UAGC is a fixed dollar charge per separately used, or<br />

inhabited, part of a rating unit.<br />

Targeted Rates for particular projects - Targeted rates cover<br />

particular services supplied to a property, or an area. We have<br />

targeted rates to cover various projects in a particular area,<br />

including where a loan has been raised for the works such as<br />

flood protection works at Moanataiari and a wastewater scheme at<br />

Cooks Beach.<br />

Other separate targeted rates include:<br />

• Solid waste and recycling collection.<br />

• Wastewater Disposal.<br />

• Local Works and Services.<br />

This removes any metals that may have dissolved from<br />

the plumbing fittings overnight. Some plumbing fittings<br />

have the potential to allow minute traces of metal to<br />

accumulate in water standing in the fittings for several<br />

hours.<br />

The Ministry recommends this simple precaution for all<br />

households in New Zealand, including those on public<br />

and private water supplies.<br />

Walk<br />

this Way<br />

One of the simplest and most satisfying ways you can<br />

experience some of the <strong>Coromandel</strong>’s most magical spots is<br />

just by taking a walk.<br />

Our Local Walks Guide is just out<br />

www.tcdc.govt.nz/localwalks which pulls together a<br />

collection of walks throughout the <strong>Coromandel</strong> that are three<br />

hours or less in duration. Taking in harbour and river margins,<br />

local heritage, playgrounds and playing fields, busy working wharves and<br />

along sandy beaches and coastal headlands, there is something for every<br />

level of fitness and plenty of treasures along the way.<br />

The walks mapped in the booklet are largely on <strong>Council</strong> land, with a few<br />

exceptions where walks lead to Department of Conservation land or traverse<br />

sections of private land, for which we are grateful to the owners and ask you<br />

to be respectful.<br />

On a more ambitious scale our <strong>Coromandel</strong> Great Walks Project<br />

www.tcdc.govt.nz/corogreatwalks has set up a working group, made<br />

up of representatives from our <strong>Council</strong>, East Coast iwi Ngati Hei, Coastal<br />

Walkways Group and Department of Conservation staff. This group is looking<br />

at potential sites around the Mercury Bay area that could contribute to stage<br />

one, including the possibility of a walking link from Hot Water Beach through<br />

to Hahei and further along to the Purangi River. An overall business case and<br />

environmental impact study is also currently being drafted.<br />

And if walking isn’t your thing we also have the Hauraki Rail Trail, which is<br />

a grade 1 cycleway following historic railways lines from <strong>Thames</strong> to Paeroa, Paeroa to Waikino and Paeroa to Te<br />

Aroha. The Rail Trail was created in partnership with Hauraki and Matamata-Piako <strong>Council</strong>s and we’re now looking at<br />

the viability of another link from <strong>Thames</strong> to Kaiaua.<br />

We thank our partner <strong>Council</strong>s for their huge effort.<br />

Upcoming Events in the <strong>Coromandel</strong><br />

November 2013<br />

The way we use, develop and subdivide land in the <strong>Coromandel</strong> is<br />

under review.<br />

We’re making changes to our <strong>District</strong> Plan - this is the document that<br />

helps determine where activities can take place in the <strong>Coromandel</strong>,<br />

under what restrictions and what natural and cultural features<br />

should be protected.<br />

Our <strong>District</strong> Plan was last reviewed in 1997 and a lot has changed<br />

since then, so we’ve come up with a “Draft <strong>District</strong> Plan”.<br />

• From October 2012 - January 2013 this Draft Plan went out for<br />

public feedback with 930 comments received.<br />

A word from our<br />

CE<br />

<strong>Council</strong>s are now required to publish a Pre-Election Report<br />

to provide voters with more information to help them make<br />

an informed decision before voting in the upcoming Local<br />

Government elections this October.<br />

The Pre-Election Report provides factual information to promote<br />

discussion about the issues facing the <strong>Thames</strong>-<strong>Coromandel</strong> <strong>District</strong><br />

in advance of the upcoming council elections on 12 October.<br />

It should provide voters with more information to help make an<br />

informed decision.<br />

The Report has a particular focus on how the <strong>Council</strong> is performing<br />

financially, including the <strong>Council</strong>’s current financial position, and<br />

• The Proposed <strong>District</strong> Plan goes out for formal consultation in<br />
