Korea Battle Simulation Center provides critical
simulation training for Key Resolve
YONGSAN GARRISON, SEOUL, Republic of Korea – The Republic of Korea -
United States Combined Forces Command began the computer-simulated training
phase of exercise Key Resolve on March 14. Computer-simulated training enables
ROK and U.S. commanders and staff to practice the combined and joint command-post
military operations necessary to defend the Republic of Korea.
The Korea Battle Simulation Center on Yongsan Army Garrison regularly
provides assistance to theater-level exercises like Key Resolve that require elaborate
computer simulation architectures to train a large number of military forces on a
multitude of complex and scenario-driven tasks in a short period of time. The ability to
annually train commanders and staff in this manner is critical to strengthening the
readiness of combined Republic of Korea and U.S. forces.
“The simulation center is a unique organization with both joint and combined
missions in Korea, the Pacific Theater, as well as the U.S.,” said Jude E. Shea, director,
Korea Battle Simulation Center. “Our focus has expanded and we are now supporting
the largest, full-spectrum operations exercises in the world.”

This year’s Key Resolve exercise is particularly important, because it is the first
time the Republic of Korea Joint Chiefs of Staff have planned and executed this
combined exercise. In doing so, they are taking great strides to assume wartime
operational control of forces in December 2015. The ROK JCS is also using its new
state of the art opposing force Wargaming Facility at Suwon Air Base for the first time
this year.
The ability to create and customize computer simulated training based on the
specific requirements identified by the Combined Forces Command, makes KBSC is a
vital and flexible resource. “Our goal is to portray a reliable and realistic scenario that
presents the training audience with a challenge,” Shea said. “Success will go a long way
in ensuring that all Key Resolve training objectives are fully accomplished.”
More than 3,000 U.S. participants from the Republic of Korea and the United
States are taking part in this year’s Key Resolve exercise. About 2,500 of these U.S.
participants are coming from the U.S. to include the U.S. Pacific Command (PACOM)
military headquarters in Hawaii.
Training exercises like Key Resolve are carried out in the spirit of the 1953 ROK-
U.S. Mutual Defense Treaty. These exercises highlight the commitment of the ROK
and U.S. to our alliance and the shared interests of United Nations Command sending
state nations to help ensure peace and security on the Peninsula, and reaffirm the U.S.
commitment to the region.

연합 전투 모의 훈련센터, 키리졸브연습간 핵심적인
모의 훈련 제공
대한민국, 서울, 용산기지- 한미연합사는 오는 3 월 14 일부터키리졸브 컴퓨터
시뮬레이션 단계의훈련을 시작한다. 한미 양국군의 지휘관들과 참모들은 컴퓨터
모의 연습을 통해대한민국 방어에 필요한 연합/합동 지휘소 군사작전을
연습하게된다.
연합전투모의훈련센터는 정기적으로 대규모 군장병들이 짧은 시간에 여러가지
복잡하고 시나리오에 따라 이루어지는 과제들을 훈련할 수 있도록 해주고 또한
정교한 컴퓨터 시뮬레이션 설계를 필요로 하는 키리졸브 같은 전구 단계 연습을
진행할 수 있도록 지원해왔다. 이러한 방법으로 연례적으로 군지휘관들과
참모들을 훈련시키는 능력은 한미연합군의 전투태세를 강화시켜 준다.
연합 전투모의훈련센터 주드 이. 쉐이 (Jude E. Shea) 실장은, “전투모의실은
대한민국에서 진행되는 합동/연합 작전을 포함, 태평양 전구, 그리고 미국에서
진행되는 작전을 지원할 수 있는 매우 특별한 기관이다” 라며 “우리는 더욱
범위를 확장하여 전 세계에 진행되는 최대 규모의 전구작전 훈련을 지원하고
있다”라고 밝혔다.

이번 키리졸브 연습은 대한민국 합동참모부가 계획 단계부터 실제 연합훈련 실시
단계까지 독립적으로 주도하는 최초의 훈련으로 더욱 각별한 기회가 될 것이며
이같은 연습을 통해 대한민국 합참은 2015 년에 있을 전시작전통제권의 성공적
전환을 위한 중요한 계기가 될 것이다. 또한, 합참은 올해 처음으로
수원공군기지의 최첨단 대항군 워게임 시설을 활용하여 훈련하고 있다.

연합전투모의실은 한미연합사의 특정한 요구사항을 바탕으로 컴퓨터 모의훈련을
만들어 내고 정착시키는 능력을 갖춘 매우 긴요하고 탄력적인 기구입니다. 쉐이
실장은 “전투모의실의 목표는 훈련인원들에게 도전 할 수 있는 신뢰성 있고
실질적인 시나리오를 제공하는 것이며 키리졸브연습 목표가 성공적으로 달성될
수 있도록 보장할 것” 이라고 덧붙였다.
올해 키리졸브 훈련에는 3 천여명 이상의 한국군과 미군 병력이 참가한다. 이 중
2,500 여명은 하와이의 태평양사령부를 비롯해 미 본토에서 증원된다. 키리졸브
연습은 연례적인 연합/합동 지휘소 연습으로 대한민국을 수호하기 위한
방어능력을 향상시키기 위한 목적으로 다양한 시나리오 하에서 실시된다.
키리졸브와 같은 훈련 연습은 1953 년 체결된 한미상호 방위조약 정신에 바탕을
두고 이루어지고 있으며 이러한 연습을 통해 오랫동안 동반자 관계를 유지해온
유엔사령부에 대표단을 파견한 국가들간의 지속적인 우호관계를 보여주고,
한반도에서의 평화와 안보에 기여할 뿐만 아니라 역내 안보에 대한 미국의
약속을 재확인하는 계기가 될 것이다.
