NOTICE OF REOUEST FOR SPECIFIC COMMENTS
Please take notice that the Louisiana Public Service Commission (“LPSC” or
“Commission” “Staff’) is requesting specific comments as indicated at the August 20, 2012
Technical Conference in this matter. These comments are due no later than October 8, 2012.
Specifically, please address separately and completely the following questions:
1) Please state which of the below options you believe to be the most fair and reasonable
method of billing for net metering customers and explain the reasons for your response:
a. Assessment of a minimum charge similar to the $50 discussed at the
Technical Conference to cover fixed costs, along with compensation at the
fuel clause rate rather than retail;
b. Compensation at avoided cost (Eg., rather than an offset, the total bill would
be reduced by the kWh generated at avoided cost);
a. If you believe compensation at avoided cost is appropriate, please
explain how avoided cost should be calculated (Eg., Peak daylight
avoided cost?);
c. The current method of retail credit or offset;
a. If you believe the current method should continue unchanged, please
address the concern of growing cross-subsidization.
d. If you believe some alternative to the above methods should be employed,
please explain it in detail here, and discuss why you believe it is fair and
reasonable.

2) The following questions refer to aggregate net metering (“ANM”). For the purpose of
these questions, ANM is defined as the allocation of excess net generation against
electricity usage at multiple accounts of the same customer that are physically connected.
a. As an alternative to ANM, should the Commission require that net metering
customers be given a refund once a year if they are carrying a negative usage
balance?
b. If the Commission were to amend its rules to allow ANM, should all customer
classes be eligible? If not, please state which customer classes or groups of
customers (eg., agricultural customers) should be eligible to aggregate their
meters.
c. If the Commission were to amend its rules to allow ANM, should the Commission
limit the distance between an ANM customer’s generation facility and the
customer’s participating meters?
d. Should there be a limit on aggregate meters on the same account?
e. Should customers that wish to aggregate meters be required to pay an upfront
charge to cover the administrative costs that will be necessary to implement
aggregate net metering (please refer to the responses of utilities on March 27,
2012 regarding the administrative costs). If so, how should this be implemented?
f. Should utilities be allowed to assess a distribution network charge on ANM
customers to reflect the wheeling of power between customer locations? If so,
how should this be implemented?
3) The following questions refer to virtual net metering (“VNM”). For the purpose of these
questions VNM is defined as the allocation of excess net generation against electricity
usage at multiple accounts of the same customer that are not physically connected.
a. Should the Commission allow VNM?
b. If so, which of the safeguards above should also apply to VNM?
c. Should any additional safeguards or exclusions be added?
4) Based on the comments received thus far, Staff believes it would be appropriate to clarify
the net metering rules to allow net metering customers to enter into a lease with a fixed

price and fixed term, where the leasing company provides only maintenance and repair,
but to prohibit power purchase agreements (“PPAs”) which could result in the third party
provider becoming an unregulated retail seller of electricity. Please state whether you
agree or disagree and what changes you believe should be made to the rules in this
regard.
5) Please offer any other suggestions or comments relevant to the issues remaining in this
docket, but not addressed fully above.
Staff requests that you provide specific comments on the above issues no later than
Monday, October 8, 2012. The next steps will be determined once Staff has had an opportunity
to review these responses and complete its cost of service analysis.
