Information Provided with the Agenda
The Department of Social Services will make a presentation concerning its conversion to a new
software program called NC FAST (North Carolina Families Accessing Services Through
Technology). This case management system is designed to improve the way NC DHHS (North
Carolina Department of Health & Human Services), through local D.S.S. agencies, provides
benefits and services. There are several deployment targets or phases in terms of implementing
NC FAST. The purpose of this presentation is to inform the Board of Commissioners regarding
challenges that Pitt County D.S.S. is facing in meeting client needs for such things as food
stamps. It is noted that there is a related item on the consent agenda requesting funding
assistance to hire additional temporary full-time (no benefits) employees to assist in the overall
transition with NC FAST in Pitt County.
Resolution in Support of Regional Interstate Connectivity in Eastern North Carolina - Scott
Elliott
Information Provided with the Agenda
This agenda item has been prepared at the request of Chairman Garris. This is being considered
by various jurisdications in the region.
Communities in Eastern North Carolina are considering the beneficial regional economic
development opportunities and enhanced connectivity that would occur if North Carolina's
Department of Transportation (NCDOT) were to develop certain corridors to interstate standards,
creating a regional interstate system in the area.
A vision of a regional interstate highway system that fosters regional cooperation, economic
development, and enhances mobility and connectivity throughout the region has been developed
and preliminarily coordinated with key elected officials throughout the region.
The County of Pitt stands to benefit, either directly or indirectly, with the development of a
regional interstate highway system in Eastern NC. The envisioned interstate network would run
along existing (or soon-to-be-built) high-speed corridors, some of which are already expected to
be built to interstate standards (i.e. SW Bypass).
The vision involves upgrading US264, NC11, and US70 to interstate highway standard. This
would provide for a regional interstate system that would serve the Eastern NC area. This
regional interstate concept involves an interstate facility along I795, US264, US70, and NC11
between US264 and Harvey Parkway Section C.
After the jurisdictions in the region support this concept, a similar resolution will be brought
forth to the respective regional transportation planning organization for their consideration of the
same. This will guide these organizations in developing their prioritization of unfunded roadway
projects in the area.
Requests for development of this system will be handled via the regional transportation planning
organizations through their unfunded roadway project prioritization process. These are
submitted to NCDOT for their funding consideration in development of the State Transportation
Improvement Program.
Staff Recommendation
Motion to adopt the resolution supporting/endorsing NCDOT's development and construction of
a regional Interstate highway system spanning from I795 to US264 to NC11 to US70.
See Appendix 2
Carolina. He spoke of connectivity and strength among the communities. He spoke of
leveraging strength among the communities. He stated communities are stronger together when
of Commissioners for their support in this endeavor.
technical aspects of the concept. Commissioner Ward thanked Commissioner Daughety for
pushing the project forward and thanked Chairman Garris for his involvement as well.
Chairman Garris stated this is a great opportunity as a region to accomplish some long-term
goals.
Presentation on Conversion to NC FAST
17
High Level Overview
1
18
Overview
Purpose of NC FAST

Designed to improve the way NC DHHS and the 100 county departments
of Social Services provide benefits and services to the people of North
Carolina, and help families move to independence.
Introduce new technological tools and business processes that will
enable staff to reduce time spent on repetitive and cumbersome
paperwork, and allow state and county staff to better focus their efforts on
the complex issues presented by North Carolina families in need.
Provide a truly integrated cross-functional social- and human-services
delivery approach that moves beyond the current environment.
2
19
Overview
NC FAST: A New Way of Doing Business
NC FAST system functionality presents a very different way of conducting
the business of taking applications and processing cases.
Data from 19 legacy systems is converted and consolidated into a central
database for the integrated case management system.
The system performs calculations and applies rules to make the eligibility
decisions based on data entered in the system.
Counties are adapting their local business practices to align with how NC
FAST handles data and user tasks.
NC DHHS is moving toward standardizing policies and processes across
all 100 counties.
3
20
Overview
Benefits of NC FAST
• Families will have:
“One-stop shopping" with one-time communication of their information
and needs.
Confidence that their benefits will be determined in an expedited,
consistent manner from any place in the state.
Benefits in a more timely manner, due to reduced application and
processing time.
• Communities will have:
Increased responsiveness to community needs.
Increased community outreach.
Better outcomes for dollars invested.
4
21
Overview
Benefits of NC FAST (continued)
• County Departments of Social Services and their employees will have:
Tools to share data and track cases across program areas/county lines.
More time to assist families as administrative tasks are automated.
Increased ability to work with families within existing resources.
Enhanced partnerships with employers, service providers and other
support organizations.
Comprehensive case information to better assess and meet clients needs.
• The State will have:
Ability to implement policy changes efficiently and uniformly.
Access to current, accurate and useful data integrated across programs.
Comprehensive data on service delivery for accountability and decisionmaking
purposes.
Enhanced partnerships with counties and other state entities.
5
22
Overview
Benefits of NC FAST (continued)
• Avoided Costs
Reduction in clients’ lost wages for time spent in county department of
Social Services’ offices.
Reduction in overpayments as a result of human error in basic manual
calculations as a portion of eligibility determination process.
Reduction in postage costs resulting from consolidation of verification
mailings.
6
23
Overview
9 NC DHHS Program Areas Impacted by NC FAST
Economic Benefits
• Child Care
• Food and Nutrition Services
• Medicaid
• Work First
• Energy Assistance
− Low Income Energy Assistance
Program (LIEAP)
− Crisis Intervention Program (CIP)
• Special Assistance
Services
• Child Welfare
• Adult and Family Services
7
24
Overview
Case Management
• NC DHHS supervises the North Carolina human service programs
administered by the 100 county departments of Social Services.
• The divisions, sections and offices of NC DHHS reflect state and
federally initiated program areas.
• In the early 1980’s, North Carolina implemented mainframe systems.
Functionality was added to accommodate related programs and
program rule changes.
• 19 legacy systems have been identified that are within the scope of
NC FAST, and which collect, maintain and process information about
applicants and recipients.
• These legacy systems are disparate and not well suited to support the
growing demands of economic benefits, child welfare, adult care and
aging services, health insurance reform, and related changes in
accountability to share and integrate information.
8
25
Overview
Case Management (continued)
• Redundant entry, which includes entering the same client data in multiple
systems, is currently necessary because these systems do not adequately
share data, resulting in duplicated work, increased risk of errors and
increased time for gathering and entering information.
• NC DHHS requires a highly integrated case management system across
all services and benefits programs to pull together today’s islands of
information into a single-solution system and provide functionality that
does not exit today.
• The NC FAST Case Management solution represents the steps toward
achieving the objectives that will result in improved operations for NC
DHHS Social Services
9
