Chairman Garris welcomed everyone to the meeting. Chairman Garris offered his condolences to<br />

<strong>County</strong> Manager Scott Elliott & his family on the passing of a family member. He stated Mr.<br />

Elliott was not in attendance due to traveling back to <strong>Pitt</strong> <strong>County</strong> from out of state.<br />

Presentation<br />

Presentation on Conversion to NC FAST - George Perry<br />

Information Provided with the Agenda<br />

The Department of Social Services will make a presentation concerning its conversion to a new<br />

software program called NC FAST (North Carolina Families Accessing Services Through<br />

Technology). This case management system is designed to improve the way NC DHHS (North<br />

Carolina Department of Health & Human Services), through local D.S.S. agencies, provides<br />

benefits and services. There are several deployment targets or phases in terms of implementing<br />

NC FAST. The purpose of this presentation is to inform the Board of Commissioners regarding<br />

challenges that <strong>Pitt</strong> <strong>County</strong> D.S.S. is facing in meeting client needs for such things as food<br />

stamps. It is noted that there is a related item on the consent agenda requesting funding<br />

assistance to hire additional temporary full-time (no benefits) employees to assist in the overall<br />

transition with NC FAST in <strong>Pitt</strong> <strong>County</strong>.<br />

<strong>Meeting</strong> Notes<br />

The Chairman of the Social Services Board stated the goal of the proposal is to help 3,200 <strong>Pitt</strong><br />

<strong>County</strong> residents receive their benefits in a timely fashion. He commended Mr. Perry and his<br />

staff for coordinating the conversion of the new program.<br />

Mr. Perry presented the following Power Point presentation.<br />

Mr. Perry stated the software program called NC FAST stands for North Carolina Families<br />

Accessing Services through Technology. He stated the process was started in December 2012.<br />

At that time four part-time temporary staff members were brought in. He stated families will<br />

have a one-stop shopping experience with one-time communication of their information and<br />

needs.<br />

Commissioner James stated security is an issue within the Department of Social Services. He<br />

stated citizens wait all day and then aren’t seen. He stated Deputy Paramore has implemented a<br />

number system and those that do not receive a number know in advance that they will not be<br />

seen that day and can come back the next day.<br />

Commissioner Ward asked if there is a process for appealing eligibility. Mr. Perry stated yes.<br />

He stated if denied benefits, a letter is sent to the citizen informing them they have sixty days to<br />

request a hearing.<br />

Commissioner McLawhorn stated the <strong>County</strong> needs to do all they can to help the citizens. He<br />

spoke of a recent visit to Washington DC and his displeasure with the partisan differences.<br />

Commissioner Hammond stated he hopes the new system will expedite the services for the<br />

citizens of <strong>Pitt</strong> <strong>County</strong>.<br />

Resolution in Support of Regional Interstate Connectivity in Eastern North Carolina - Scott<br />

Elliott<br />

Information Provided with the Agenda<br />

This agenda item has been prepared at the request of Chairman Garris. This is being considered<br />

by various jurisdications in the region.<br />

Communities in Eastern North Carolina are considering the beneficial regional economic<br />

development opportunities and enhanced connectivity that would occur if North Carolina's<br />

Department of Transportation (NCDOT) were to develop certain corridors to interstate standards,<br />

creating a regional interstate system in the area.<br />

A vision of a regional interstate highway system that fosters regional cooperation, economic<br />

development, and enhances mobility and connectivity throughout the region has been developed<br />

and preliminarily coordinated with key elected officials throughout the region.<br />

The <strong>County</strong> of <strong>Pitt</strong> stands to benefit, either directly or indirectly, with the development of a<br />

regional interstate highway system in Eastern NC. The envisioned interstate network would run<br />

along existing (or soon-to-be-built) high-speed corridors, some of which are already expected to<br />

be built to interstate standards (i.e. SW Bypass).<br />

The vision involves upgrading US264, NC<strong>11</strong>, and US70 to interstate highway standard. This<br />

would provide for a regional interstate system that would serve the Eastern NC area. This<br />

regional interstate concept involves an interstate facility along I795, US264, US70, and NC<strong>11</strong><br />

between US264 and Harvey Parkway Section C.<br />

After the jurisdictions in the region support this concept, a similar resolution will be brought<br />

forth to the respective regional transportation planning organization for their consideration of the<br />

same. This will guide these organizations in developing their prioritization of unfunded roadway<br />

projects in the area.<br />

Requests for development of this system will be handled via the regional transportation planning<br />

organizations through their unfunded roadway project prioritization process. These are<br />

submitted to NCDOT for their funding consideration in development of the State Transportation<br />

Improvement Program.<br />

Mayor Allen Thomas stated this is an opportunity for competitive edge in eastern North<br />

Carolina. He spoke of connectivity and strength among the communities. He spoke of<br />

leveraging strength among the communities. He stated communities are stronger together when<br />

they combine their strengths. He stated there has been a shift in North Carolina in recent years.<br />

He stated the population is moving to the central part of the state. He stated Lenoir <strong>County</strong><br />

Commissioner Mac Daughety, Mayor BJ Murphy from Kinston and Mayor Steven Tripp from<br />

Ayden and others joined the Greenville City Council by passing a resolution. He asked the Board<br />

of Commissioners for their support in this endeavor.<br />

Chairman Garris stated Lenoir <strong>County</strong> Commissioner Mac Daughety has been involved in the<br />

technical aspects of the concept. Commissioner Ward thanked Commissioner Daughety for<br />

pushing the project forward and thanked Chairman Garris for his involvement as well.<br />

Chairman Garris stated this is a great opportunity as a region to accomplish some long-term<br />

goals.<br />

Public Addresses to the Board<br />

Samuel Jones, Vice President, <strong>Pitt</strong> <strong>County</strong> Fire Association, spoke in regard to Fire Marshals<br />

driving their vehicles home every day. He stated the Fire Marshals are on call twenty four hours<br />

a day, seven days a week for day and night time emergencies. He stated the Association<br />

discussed the issue of having better response time from the Fire Marshal during an emergency.<br />

He encouraged the Board of Commissioners to change the current driving privileges of the Fire<br />

Marshals in <strong>Pitt</strong> <strong>County</strong>.<br />

Chairman Garris sated he has spoken with the <strong>County</strong> Manager and he believes it may be worked<br />

out during the upcoming budget process.<br />

Mr. Taylor stated the East Carolina Behavioral Health Board will be restructured unless the<br />

General Assembly changes the current law (Senate Bill 191). Chairman Garris stated if the<br />

current legislation is implemented. <strong>Pitt</strong> <strong>County</strong> will not have the ability to appoint an elected<br />

<strong>County</strong> Commissioner to the LME Board.<br />

Mr. Taylor stated the 'Tax & Tag' Program does not include any statutory authority for the state<br />

to withhold levied vehicle taxes. He stated the North Carolina Association of <strong>County</strong><br />

Commissioners is monitoring this matter closely.<br />

Mr. Taylor stated the Manager, Attorney and Commissioners McLawhorn & Webb recently<br />

attended the NACo Legislative Conference. Mrs. Gallagher stated 120 representatives from<br />

North Carolina attended. She stated the conference theme was "Why Counties Matter". She<br />

stated they participated in valuable educational sessions related to the impact of sequestration on<br />

Counties, Medicaid expansion and advocacy efforts. She stated they heard from several speakers<br />

including Mark Zandi, Chief Economist for Moody's Corporation; Bob Woodward, Associate<br />

Editor for the Washington Post; Eric Holder, US Attorney General; Nancy Pelosi, Democratic<br />

Leader in the House of Representatives; and Tom Vilsack, Secretary, US Department of<br />

Agriculture. She stated they met with the offices of Congressman Walter Jones and Senator<br />

Richard Burr to advocate for needs of <strong>Pitt</strong> <strong>County</strong> and the State of North Carolina. She stated<br />

they emphasized the counties opposition to unfunded mandates imposed upon counties and<br />

preservation of current funding streams for programs such as TANF.<br />

Commissioner Webb stated two issues that were discussed among staff were the remote sales tax<br />

collection and some states wishing not to expand Medicaid.<br />

Mr. Taylor stated the Committee of 100 will hold their annual meeting on <strong>March</strong> 26, 2013<br />

<strong>11</strong>:30-1:00 at the Villedge Restaurant (Hilton). He encouraged the Commissioners to attend. He<br />

stated the Insite Study will be presented at this meeting. Chairman Garris stated some of the<br />

recommendations of the Insite Study will significantly impact <strong>Pitt</strong> <strong>County</strong>.<br />

Mr. Taylor stated the Planning Department has applied for a grant application with the Vidant<br />

Foundation. He stated the grant pays for doctor’s visits, prescriptions and travel to and from<br />

doctor’s visits for homeless persons.<br />

February 2013 Tax Collection Report - Cathy Booker<br />

Information Provided with the Agenda<br />

The February 2013 <strong>Pitt</strong> <strong>County</strong> combined collection rate for real and personal property and<br />

registered motor vehicles is 94.24%, which is a slight decrease as compared to 94.55% for the<br />

same period one year ago. Tax Administration continues to pursue all outstanding enforcement<br />

remedies available through the North Carolina General Statutes including wage garnishment,<br />

bank attachment, Sheriff Levy, rent levy, the NC Debt Setoff Program and in rem foreclosure.<br />

NC Tobacco Trust Commission Grant Proposal - Scott Elliott<br />

Information Provided with the Agenda<br />

A grant proposal in the amount of $267,000 has been submitted that if funded would expand the<br />

<strong>Pitt</strong> <strong>County</strong> Farmers Market by eight bays. This grant application was submitted to the North<br />

Carolina Tobacco Trust Commission. The proposal also expands the role of the manager to<br />

include promotion duties. Additional information about this grant opportunity and the <strong>Pitt</strong><br />

<strong>County</strong> Farmers Market will be presented at the meeting.<br />

Chairman Garris stated this is a great opportunity and he supports the Farmers Market applying<br />

for the grant.<br />

Commissioner McLawhorn spoke of problems with transportation and those citizens who would<br />

like to live a healthy lifestyle but are not able to get to the Farmers Market. Mr. Smith stated<br />

they remind citizens how important it is to acquire local fresh vegetables. He stated Public Health<br />

offers a program entitled ‘<strong>Pitt</strong> Partners’ which teaches citizens how to manage and cook fresh<br />

vegetables. He stated education is their approach and they have tried to offer transportation in<br />

the past but did not have enough participation.<br />

Commissioner James asked if the City of Greenville provides transportation to the Farmers<br />

Market. Mr. Smith stated they do offer transportation but he thinks the problem lies in demand<br />

rather than the lack of transportation.<br />

Commissioner James asked how much longer the tobacco trust fund will remain in effect. Mr.<br />

Smith stated the master settlement agreement has distributed approximately $83M. Mr. Smith<br />

stated it is a 25 year agreement which began in 1998.<br />

The Department of Social Services has received funding in the amount of $10,000 from<br />

Greenville Utilities to aid the Citizens of <strong>Pitt</strong> <strong>County</strong> with utility needs.<br />

The Department is requesting the approval of the attached Budget Amendment to increase<br />

revenues and expenditures by $10,000.<br />

Budget Amendment - Social Services - Food and Nutrition Staffing - $83,440 -- 50% Federal<br />

and 50% <strong>County</strong> - George Perry<br />

Information Provided with the Agenda<br />

The Department of Social Services is requesting additional funding in the amount of $83,440 to<br />

allow for 8 temporary staff to complete conversions and recertifications for Food and Nutrition<br />

cases in the new NCFAST Case Management System. Currently <strong>Pitt</strong> <strong>County</strong> citizens are<br />

experiencing delays of anywhere from 1 to 2 months at the time of recertification in receiving<br />

their authorized benefits.<br />

This delay is due to staff learning a new system which requires manual input of data required for<br />

transition from the old system to the new system. Some of the existing data required from the<br />

old system could not be electronically passed from the old system into the new system.<br />

The total net cost to the county for this request will be $41,720. The remaining total of the<br />

requested $83,440 will be reimbursed with federal dollars.<br />

Items for Decision<br />

Extension of Trapping Season - Janis Gallagher<br />

Information Provided with the Agenda<br />

Commissioner Tom Johnson has requested that an item be placed on the agenda to discuss<br />

extension of the fur-bearing animal trapping season in <strong>Pitt</strong> <strong>County</strong>. Counties have the authority to<br />

seek local legislation from the General Assembly to extend the trapping season for fox and<br />

coyote.<br />

Currently in <strong>Pitt</strong> <strong>County</strong>, the fur-bearing animal trapping season runs from December 1 -<br />

February 28. Statewide, beaver may be trapped from November 1- February 28. In <strong>Pitt</strong> <strong>County</strong>,<br />

fox and coyote may be trapped only from January 2 - January 31.<br />

It is being requested that this Board consider extension of the fox and coyote trapping season<br />

until <strong>March</strong> 31, and that <strong>County</strong> staff be directed and authorized to work with members of the<br />

General Assembly to introduce a local bill allowing the same.<br />

Note that the deadlines for submission of locals bills to the General Assembly in the current long<br />

session are as follows: For the House, local bills must be submitted to bill drafting by 4 p.m. on<br />

Wednesday, <strong>March</strong> 20 and filed in the House by Wednesday, April 3. For the Senate, local bills<br />

must be submitted to bill drafting by 4 p.m. on Tuesday, <strong>March</strong> 5, and filed in the Senate no later<br />

than Wednesday, <strong>March</strong> 13 by 3 p.m.<br />

Direct and authorize <strong>County</strong> Staff to work with the General Assembly to introduce a local bill<br />

twenty years trying to restructure the wildlife habitat. He stated thirteen wild turkeys were<br />

placed on his farm in 1989. He stated they were the first wild turkeys in <strong>Pitt</strong> <strong>County</strong> in over<br />

one-hundred years. He stated the work he has done has helped but he is struggling with small<br />

animals such as rabbit and quale. He stated foxes and coyote need to be controlled in <strong>Pitt</strong><br />

<strong>County</strong>. He stated thirty days is not sufficient time to control fox and coyote. He stated<br />

surrounding counties have much longer trapping seasons.<br />

Commissioner James stated he traps and kills beaver’s year around. He stated farmers have to do<br />

that or they will lose their crops.<br />

Piedmont Natural Gas Line Easement Crossing <strong>County</strong> Property - James Rhodes<br />

Information Provided with the Agenda<br />

Piedmont Natural Gas Company (PNG) plans to install a new natural gas pipeline, replacing an<br />

existing pipeline, from Greenville, NC to Washington, NC. The route of the pipeline will cross a<br />

parcel owned by the <strong>County</strong>. The subject property is identified as 2803 Pine Water Lane,<br />

Greenville, NC 27834 and further identified as Parcel #13563. This property was acquired by<br />

<strong>Pitt</strong> <strong>County</strong> through Hazard Mitigation Grant Program funds associated with the Hurricane Floyd<br />

flooding event. The new 20' easement will encompass 0.133 acres on the property and is<br />

adjacent to an existing 30' easement of the property. Also note that the proposed easement has<br />

been re-routed to lessen the impact to <strong>County</strong> property.<br />

PNG is proposing to pay 80% of the property value, which for this tract is $5,525.00 per acre<br />

based on the current tax value. The .133 acre of easement is valued at $560.00.<br />

Following Hurricane Irene in August 20<strong>11</strong>, the Planning Department submitted a Letter of<br />

Interest to the North Carolina Division of Emergency Management for consideration of funding<br />

for aquisition of 15 properties damaged from flooding associated with the storm. Following a<br />

benefit-cost analysis by NCDEM, it was determined that two properties are eligible for funding.<br />

Once the application is submitted for the two eligible properties, it is anticipated that FEMA will<br />

review and approve funding by June 2013. At the time of the award distribution, the <strong>County</strong> will<br />

have three years to complete the project, which includes acquiring the property and demolition of<br />

structures on the property.<br />

<strong>County</strong> Commissioners. The role of the 3-Person Commission is to assist the fire department<br />

leadership with annual budgetary and long range planning recommendations. Mr. Allan Stokes<br />

who is deceased was serving as a member of the Gardnerville Fire Department 3-Person Fire<br />

Commission at the time of his death. The leadership of the Gardnerville Fire Department has<br />

recommended Mr. Stanley Thomas Whaley as a replacement for Mr. Stokes. If appointed, Mr.<br />

Whaley will fill a partial term which expires 12/31/2013. The partial appointment will allow Mr.<br />

Stokes' term to be in line with the majority of the other members.<br />

RESOLUTION SUPPORTING REGIONAL INTERSTATE CONECTIVITY<br />

IN EASTERN NORTH CAROLINA<br />

Connecting I-795 along existing corridors US-264 and US-70, to NC-<strong>11</strong> between<br />

US-264 and Harvey Parkway Section C<br />

WHEREAS, Metropolitan Planning Organization (MPO) and Rural Planning Organizations (RPO) exist<br />

to serve as intergovernmental organizations with the purpose of addressing transportation needs and<br />

prioritizing improvement projects for assisting the North Carolina Department of Transportation<br />

(NCDOT) with developing a Statewide Transportation Improvement Program; and<br />

WHEREAS, members of a coalition of MPO’s and RPO’s known as the Eastern North Carolina<br />

MPO/RPO Coalition or Coalitions, which now includes all transportation planning organizations east of I-<br />

95 in North Carolina, have met to discuss, advocate, and conceptualize a regional interstate highway<br />

system for Eastern North Carolina; and<br />

WHEREAS, the Coalition members are committed to regional cooperation in project prioritization and<br />

the top priority highway projects for each organization; and<br />

WHEREAS, the upgrading to Interstate standards of the existing corridors of US-264 and US-70 to<br />

provide direct connection to I-795, along with the NC-<strong>11</strong> corridor between US-264 and Harvey Parkway<br />

Section C will provide regional, State, and National access to and from our region; and<br />

WHEREAS, development of such an Interstate Highway System will provide for long-term economic<br />

sustainability in Eastern North Carolina, improved mobility and enhanced connectivity amount the<br />

region’s industrial, military, educational, medical, multi-modal transportation, airports, and other<br />

regionally significant assets, provide economic development opportunities, and improve emergency<br />

evacuations; and<br />

NOW, THEREFORE, BE IT THEREFORE RESOLVED, that the <strong>County</strong> of <strong>Pitt</strong> supports NCDOT’s<br />

development and construction to Interstate Highway standards of a regional interstate system along US-<br />

264 and US-70 providing direct connection to I-795, along with the NC-<strong>11</strong> corridor between US-264 and<br />
