Abstract: Deliverable 6.3 describes the disseminati<strong>on</strong> <strong>and</strong> exploitati<strong>on</strong> strategy for COMMUNE <strong>and</strong><br />

reports <strong>on</strong> the results achieved to this point at the halfway stage of the project. It identifies the key<br />

receivers for this informati<strong>on</strong> <strong>and</strong> describes in some detail the main channels through which to deliver<br />

informati<strong>on</strong>. It sets out a roadmap for delivery. Additi<strong>on</strong>ally the deliverable identifies the key<br />

st<strong>and</strong>ardizati<strong>on</strong> bodes to which COMMUNE outputs can be relevant <strong>and</strong> how they can be delivered. It<br />

Executive Summary<br />

This is the intermediate versi<strong>on</strong> of the Disseminati<strong>on</strong>, Exploitati<strong>on</strong> <strong>and</strong> St<strong>and</strong>ardizati<strong>on</strong> Plan for<br />

COMMUNE. It describes results achieved in the first half of the project as well as plans for the<br />

sec<strong>on</strong>d half of the project.<br />

COMMUNE aims to investigate the management of networks in the presence of uncertainty.<br />

Uncertainty arise from both the <strong>on</strong>-going traffic delivery process <strong>and</strong> the management process<br />

<strong>and</strong> can be sue to many factors. COMMUNE will investigate how cognitive management<br />

techniques can be used to mitigate the effects of uncertainty in the operati<strong>on</strong> of networks.<br />

COMMUNE will develop a number of usage scenarios for a limited number of network types<br />

<strong>and</strong> will specify the types <strong>and</strong> sources of uncertainty in these cases. It will subsequently define<br />

target cognitive functi<strong>on</strong>s <strong>and</strong> algorithms to provide soluti<strong>on</strong>s to these problems. The<br />

combinati<strong>on</strong> of these knowledge representati<strong>on</strong> choices <strong>and</strong> the overall scenarios will inform <strong>and</strong><br />

guide the design <strong>and</strong> implementati<strong>on</strong> of the COMMUNE cognitive network management<br />

framework. COMMUNE addresses primarily<br />

Self organizing networks in LTE including the management of femtocells<br />

Internet of Things<br />

Broadb<strong>and</strong> networks in the form of Fibre to the Home (FTTH)<br />

In additi<strong>on</strong> to the above informati<strong>on</strong> disseminati<strong>on</strong> the deliverable also<br />

1. Defines the st<strong>and</strong>ardizati<strong>on</strong> bodies though which to deliver COMMUNE relevant<br />

findings. The plan details the particular subcommittees where appropriate. Key<br />

st<strong>and</strong>ardizati<strong>on</strong> groups include 3GPP <strong>and</strong> IETF.<br />

2. Sets out the exploitati<strong>on</strong> plans of the individual partners .In these plans industrial partners<br />

identify which network types <strong>and</strong> problem areas are of particular interest for product<br />

development <strong>and</strong> elaborate at a high level potential product roadmaps for their future<br />

development. Academic partners describe the types of research knowledge which they<br />

intend to further develop <strong>and</strong> enhance through project participati<strong>on</strong><br />

The final versi<strong>on</strong> of this deliverable (M30) will describe the actual results delivered also in terms<br />

of the above activities <strong>and</strong> including the project formal deliverables.<br />

Results <strong>and</strong> Achievements in the first half of the Project<br />

1 INTRODUCTION<br />

1.1 Scope of the project<br />

The problem addressed by COMMUNE is how to manage networks in the presence of<br />

uncertainty. The soluti<strong>on</strong> approach is based <strong>on</strong> the use of cognitive networking techniques. To<br />

complement this approach COMMUNE adopts a methodology driven by requirements based <strong>on</strong><br />

the definiti<strong>on</strong> of representative scenarios. These scenarios will be specified by a number of<br />

dimensi<strong>on</strong>s to identify causes of the uncertainty in the networks. Based <strong>on</strong> this analysis, a<br />

tax<strong>on</strong>omy of typical or likely types of uncertainty will be c<strong>on</strong>structed <strong>and</strong> this in turn will be<br />

used to select appropriate choices of knowledge representati<strong>on</strong>, algorithms, inference <strong>and</strong><br />

learning techniques, etc., to enable problem soluti<strong>on</strong>s. The combinati<strong>on</strong> of these knowledge<br />

representati<strong>on</strong> choices <strong>and</strong> the overall scenarios will inform <strong>and</strong> guide the design <strong>and</strong><br />

implementati<strong>on</strong> of the COMMUNE cognitive network management framework. Finally, to<br />

validate the COMMUNE approach a small number of applicati<strong>on</strong>s will be tested, addressing two<br />

independent scenarios: FTTH <strong>and</strong> LTE access networks. These approaches will be deployed <strong>and</strong><br />

validated, using both simulati<strong>on</strong> <strong>and</strong> experimentati<strong>on</strong>, <strong>on</strong> <strong>on</strong>e or more test beds.<br />

1.2 Scope of the Disseminati<strong>on</strong> WP<br />

2 DISSEMINATION STRATEGY<br />

COMMUNE aims to have a c<strong>on</strong>tinuous <strong>and</strong> <strong>on</strong>-going disseminati<strong>on</strong> process with high visibility<br />

in academic <strong>and</strong> both the industrial <strong>and</strong> academic communities. The project aims to seek a<br />

positi<strong>on</strong> in which the COMMUNE project is seen as the best technical source for the future of<br />

SON for the industry. An essential part of this disseminati<strong>on</strong> strategy is the identificati<strong>on</strong> of key<br />

receiver categories for COMMUNE outputs <strong>and</strong> the targeting of these groups via appropriate<br />

disseminati<strong>on</strong>s activities. The following chapters therefore describe the target groups <strong>and</strong> the<br />

disseminati<strong>on</strong> activities that will be employed. As COMMUNE will not exist in a vacuum the<br />

project will also m<strong>on</strong>itor activities <strong>and</strong> occurrences in other fora <strong>and</strong> in the market place <strong>and</strong><br />

adjust its disseminati<strong>on</strong> strategy <strong>and</strong> targets appropriately.<br />

2.1 Disseminati<strong>on</strong> Target Groups<br />

2.1.2 Telecom Operators<br />

The battle to reduce costs <strong>and</strong> streamline CAPEX <strong>and</strong> OPEX is an <strong>on</strong>-going fact of life for<br />

Telecom operators. Additi<strong>on</strong>ally, maintaining <strong>and</strong> increasing average revenue per user,<br />

minimizing churn <strong>and</strong> creating new opportunities for cross selling <strong>and</strong> upselling are important to<br />

maintain a competitive edge. COMMUNE c<strong>on</strong>tributes all of these goals through exacting more<br />

efficient usage of network <strong>and</strong> service resources <strong>and</strong> also through ensuring high user QoE via<br />

intelligent media delivery. COMMUNE will disseminate informati<strong>on</strong> to operators through<br />

publicati<strong>on</strong>s, industry events, future network products, <strong>and</strong>, importantly, through st<strong>and</strong>ardisati<strong>on</strong><br />

submissi<strong>on</strong>s.<br />

2.1.3 Equipment <strong>and</strong> Technology Vendors<br />

As with their service provider end-customer, equipment vendors are c<strong>on</strong>stantly seeking to have<br />

more flexible, intelligent <strong>and</strong> easy to use equipment offerings. Outputs from COMMUNE will<br />

inform equipment providers of new technology possibilities to influence their product design <strong>and</strong><br />

roadmaps <strong>and</strong> will also increase their awareness of the drivers for their telecom customers.<br />

Disseminati<strong>on</strong> will be primarily by means of technical fora, Celtic events, st<strong>and</strong>ardisati<strong>on</strong> <strong>and</strong><br />

publicati<strong>on</strong><br />

2.1.4 Research Communities<br />

The research community encompasses researchers in academia, public bodies <strong>and</strong> companies.<br />

Outputs of interest will be new architectures <strong>and</strong> protocols for hybrid cognitive management,<br />

algorithms for distributed fault resoluti<strong>on</strong> <strong>and</strong> data mining <strong>and</strong> machine-to-machine<br />

communicati<strong>on</strong>. Disseminati<strong>on</strong> is mainly via publicati<strong>on</strong>s at c<strong>on</strong>ferences <strong>and</strong> through journals<br />

<strong>and</strong> magazines as well as cooperati<strong>on</strong> with other research projects.<br />

2.1.5 Policy Makers<br />

Policy makers are c<strong>on</strong>cerned to ensure that societal goals are achieved through judicious use of<br />

the telecom services, networks <strong>and</strong> assets. Policy makers are interested in outputs which can<br />

influence these factors as e.g. in the dynamic allocati<strong>on</strong> of b<strong>and</strong>width. Disseminati<strong>on</strong> to policy<br />

makers is mainly through industry <strong>and</strong> Celtic events.<br />

2.1.6 St<strong>and</strong>ardizati<strong>on</strong> Bodies<br />

St<strong>and</strong>ardizati<strong>on</strong> is a critical activity in the telecom industry <strong>and</strong> essential to enable interworking<br />

between equipment form different providers. C<strong>on</strong>tributi<strong>on</strong> to st<strong>and</strong>ardizati<strong>on</strong> bodies is absolutely<br />

essential for COMMUNE to ensure its outputs are meaningfully absorbed into the greater<br />

telecom ecosystem. These activities are described in greater detail in a later chapter.<br />

The website in the main point of c<strong>on</strong>tact for all external parties to COMMUNE <strong>and</strong>, as such,<br />

serves as the main point of disseminati<strong>on</strong> for the project. The website will maintain up to date<br />

informati<strong>on</strong> <strong>on</strong> all relevant project activities <strong>and</strong> outcomes will indicate planned future<br />

disseminati<strong>on</strong> deliverables <strong>and</strong> events.<br />

2.2.1.2 Marketing Material<br />

The project has prepared a project overview leaflet according to a st<strong>and</strong>ard Celtic template.<br />

This is available <strong>on</strong> the website <strong>and</strong> will be disseminated at all events. The project has also<br />

prepared a slide set <strong>and</strong> posters for the mid-term review.<br />

2.2.2 Internal workshops<br />

COMMUNE will arrange workshops to which relevant stakeholders are invited. The internal<br />

workshops act as events where the partners share their results coming from the project itself as<br />

well as other work related to the topics relevant to the project. The workshops will also be<br />

attended by relevant external participants as keynote speakers or presenters to enrich the<br />

workshop c<strong>on</strong>tents. In order to simplify logistics, these workshops are arranged together with<br />

PCC meetings, <strong>and</strong> kept short in durati<strong>on</strong> (1/2 to 1 day at most).<br />

Two workshops will take place; <strong>on</strong>e will be held in c<strong>on</strong>juncti<strong>on</strong> with the Celtic mid-term review<br />

(M15) in Finl<strong>and</strong> <strong>on</strong> Feb 18/19 2012 <strong>and</strong> another before the project ends (M30).<br />

2.2.3 Participati<strong>on</strong> to major internati<strong>on</strong>al events<br />

The key internati<strong>on</strong>al events identified by the COMMUNE c<strong>on</strong>sortium through which<br />

disseminate informati<strong>on</strong> about the project <strong>and</strong> its results are:<br />

Celtic events 2013 & 2014: The main objective of the Celtic event is to present the<br />

current status, the available results, <strong>and</strong> developments of the running Celtic projects, thus,<br />

the COMMUNE project should be presented there.<br />

COMMUNE will participate in the 2013 Celtic event in Turkey <strong>on</strong> March 6/7 2013 <strong>and</strong><br />

will dem<strong>on</strong>strate a number of technologies being developed in the project.<br />

Future Network & Mobile Summit (http://www.futurenetworksummit.eu) 2013 &<br />

2014: Supported by the European Commissi<strong>on</strong> <strong>and</strong> the Net!Works European Technology<br />

Platform, Future Network <strong>and</strong> MobileSummit integrates high-level industry/policy<br />

plenary sessi<strong>on</strong>s that discuss strategic issues for Future Networks with high quality<br />

technical/scientific tracks <strong>and</strong> workshop sessi<strong>on</strong>s. Technical/scientific tracks present<br />

papers that showcase original results <strong>and</strong> hot topics in all areas of mobile, wireless <strong>and</strong><br />

fixed broadb<strong>and</strong> communicati<strong>on</strong>s systems <strong>and</strong> networks.<br />

Commune has proposed a joint workshop with FP7 projects Univerself <strong>and</strong> Semafour for<br />

the summit <strong>and</strong> is awaiting resp<strong>on</strong>se from the organising committee<br />

EU Future Internet research coordinati<strong>on</strong> (FIA)<br />

The European Uni<strong>on</strong> coordinates Future Internet research activities. The most complete<br />

source of informati<strong>on</strong> source about such research is European Future Internet<br />

portal: http://www.future-internet.eu/home.html. Part of the activity is a periodic<br />

organizati<strong>on</strong> of Future Internet Assembly (FIA) events – twice per year. Every year FIA<br />

publishes a book with FIA submitted papers. FIA is active from 2008 <strong>and</strong> brings together<br />

most of EU projects that are focused <strong>on</strong> Future Internet (ICT programme of FP7). FIA is<br />

open to all researchers (from EU or not) engaged in Future Internet research. FIA has also<br />

created several Working groups. One of them, Management <strong>and</strong> Service-aware<br />

Networking Architectures (MANA) is of special interest of COMMUNE. COMMUNE<br />

members will attend FIA events <strong>and</strong> when COMMUNE c<strong>on</strong>cepts will become mature,<br />

they will be presented there.<br />

Scientific events: The COMMUNE project aims to maximize the project’s visibility <strong>and</strong><br />

impact through showcasing its results in suitable scientific venues. Besides articles<br />

published in relevant c<strong>on</strong>ferences <strong>and</strong> journals, the c<strong>on</strong>sortium could find at least <strong>on</strong>e<br />

major event (e.g. top-tier c<strong>on</strong>ferences) in which a track or workshop is aligned with the<br />

project’s scope <strong>and</strong> present its research topics <strong>and</strong> results through e.g. scientific papers,<br />

panels, <strong>and</strong> dem<strong>on</strong>strators.<br />

2.2.4 Cooperati<strong>on</strong> with other projects in COMMUNE’s areas of interest<br />

The COMMUNE project should coordinate with other European <strong>and</strong> nati<strong>on</strong>al projects working<br />

<strong>on</strong> cognitive network management mechanisms <strong>and</strong> related technologies. There are several <strong>on</strong>-<br />

going projects in Europe studying similar topics to COMMUNE, thus, it makes sense to follow<br />

the progress <strong>and</strong> results of such projects. Therefore, COMMUNE aims to keep track of the<br />

progress of other relevant projects <strong>and</strong> to share results when appropriate.<br />

Currently, the following projects have been identified as potential for such coordinati<strong>on</strong> <strong>and</strong><br />

cooperati<strong>on</strong> by the COMMUNE c<strong>on</strong>sortium:<br />

The EU FP7 UniverSelf project (http://www.univerself-project.eu) aims at overcoming<br />

the growing management complexity of future networking systems <strong>and</strong> reducing the<br />

barriers that complexity <strong>and</strong> ossificati<strong>on</strong> pose to further growth.<br />

COMMUNE has initiated a joint workshop proposal with Univerself<br />

Celtic CIER - C<strong>on</strong>verged Infrastructure for Emerging Regi<strong>on</strong>s project<br />

(http://www.celtic-initiative.org/Projects/Celtic-projects/Call7/CIER/cier-default.asp)<br />

aims at designing <strong>and</strong> implementing energy-efficient, robust, reliable <strong>and</strong> affordable wide<br />

heterogeneous wireless mesh networks to c<strong>on</strong>nect geographically very large areas in the<br />

challenged envir<strong>on</strong>ment of the remote parts of Europe <strong>and</strong> Africa.<br />

COMMUNE members in Finl<strong>and</strong> will give an overview of COMMUNE to CIER during<br />

the sec<strong>on</strong>d phase of the project.<br />

Follow up project for EU FP7 project Semafour– (Self-Optimisati<strong>on</strong> <strong>and</strong> self-<br />

C<strong>on</strong>figuRATi<strong>on</strong> in wirelEss networkS.). Semafour is focused to self-x functi<strong>on</strong>ality in<br />

LTE networks.<br />

COMMUNE has proposed a joint workshop with Semafour to be held in mid 2013<br />

TIVIT IoT SRA (http://www.internetofthings.fi) is a new TEKES research program<br />

aiming to create soluti<strong>on</strong>s in the Internet of Things research space. This includes basic<br />

protocol research, experimentati<strong>on</strong> with very low energy devices <strong>and</strong> the related<br />

st<strong>and</strong>ardizati<strong>on</strong> work. IoT SRA will also apply the developed protocols to vertical<br />

scenarios <strong>and</strong> testbeds. The results will be closely followed up in the COMMUNE<br />

project.<br />

COMMUNE member Ericss<strong>on</strong> gave an overview of the project to TIVIT members in<br />

November 2012<br />

COMMUNE will dem<strong>on</strong>strate prototype technologies at an internal workshop at the Mid-term<br />

2.2.7 Disseminati<strong>on</strong> to the general public<br />

Besides all the academic <strong>and</strong> industrial forums in which the project’s results will be shared, it is<br />

also interesting to make other people aware of new technologies that will likely have an impact<br />

<strong>on</strong> their daily lives. Thus, appropriate mass-communicati<strong>on</strong> channels such as press releases,<br />

technology-related TV <strong>and</strong> radio shows, technology-related websites, etc. shall be used to<br />

provide a layman’s view of the project’s outcome to the general public. In additi<strong>on</strong>, good quality<br />

videos of the COMMUNE dem<strong>on</strong>strators may be published <strong>on</strong> Youtube for visibility.<br />

3 EXPLOITATION<br />

COMMUNE will put emphasis <strong>on</strong> this activity in the sec<strong>on</strong>d half<br />

3.1 Market Analysis<br />

Telecommunicati<strong>on</strong>s networks have traditi<strong>on</strong>ally evolved through st<strong>and</strong>ardizati<strong>on</strong>. The<br />

envir<strong>on</strong>ment for technology implementati<strong>on</strong> both in terms of technology evoluti<strong>on</strong> <strong>and</strong> market<br />

needs has been deterministic. Robust, high performance technologies have been developed <strong>and</strong><br />

implemented based <strong>on</strong> the evoluti<strong>on</strong> of the st<strong>and</strong>ards. A new trend emerging with the network is<br />

increasing complexity. Multiple radio technologies - 2G, 3G <strong>and</strong> 4G - are deployed<br />

simultaneously. The cost of technology is the key reas<strong>on</strong> why old st<strong>and</strong>ards live a l<strong>on</strong>g lifetime.<br />

2G is optimal for voice <strong>and</strong> SMS, <strong>and</strong> global de-facto network for roaming customers, 3G for<br />

global mobile data delivery <strong>and</strong> 4G for very high speed, low latency mobile data. Emerging<br />

M2M technologies also will need a l<strong>on</strong>g life time of supporting network technologies.<br />

The number of st<strong>and</strong>ards, more than five billi<strong>on</strong> mobile c<strong>on</strong>sumers <strong>and</strong> high growth of M2M<br />

applicati<strong>on</strong>s call for better underst<strong>and</strong>ing of the market behaviour. Obviously automati<strong>on</strong> is the<br />

fundament to lower the cost of network operati<strong>on</strong>. However traditi<strong>on</strong>al industrial automati<strong>on</strong><br />

operates <strong>on</strong>ly in predictable envir<strong>on</strong>ment. The market behaviour with billi<strong>on</strong>s of people,<br />

thous<strong>and</strong>s of different devices, milli<strong>on</strong>s of new applicati<strong>on</strong>s <strong>and</strong> emerging M2M industry have<br />

made the market very unpredictable. Rather than a complete underst<strong>and</strong>ing of the technology<br />

envir<strong>on</strong>ment <strong>and</strong> evoluti<strong>on</strong>, sensitivity to market behaviour <strong>and</strong> fast resp<strong>on</strong>se mechanisms have<br />

become drivers for the evoluti<strong>on</strong> of automati<strong>on</strong>. Automati<strong>on</strong> also needs to operate with limited<br />

informati<strong>on</strong> under uncertainty of the market c<strong>on</strong>diti<strong>on</strong>s.<br />

The new business envir<strong>on</strong>ment calls for learning both organizati<strong>on</strong>ally <strong>and</strong> technically. When<br />

combined with automati<strong>on</strong>, learning soluti<strong>on</strong>s introduce new levels of intelligence in the<br />

networks. Therefore, rather than just automati<strong>on</strong>, these new learning soluti<strong>on</strong>s with intelligence<br />

define cognitive soluti<strong>on</strong>s, involving both cognitive network elements <strong>and</strong> cognitive network<br />

layer creating a cognitive network for communicati<strong>on</strong>s <strong>and</strong> creati<strong>on</strong>, delivery <strong>and</strong> access of<br />

informati<strong>on</strong>. Such informati<strong>on</strong> includes for example where c<strong>on</strong>sumers roam, what applicati<strong>on</strong>s<br />

they use, how c<strong>on</strong>tent they are with the services. Likewise informati<strong>on</strong> creati<strong>on</strong> <strong>and</strong><br />

communicati<strong>on</strong>s in M2M applicati<strong>on</strong>s will increase the need for sensitivity <strong>and</strong> quality. All this<br />

informati<strong>on</strong> can be used in business development <strong>and</strong> operati<strong>on</strong>s. Additi<strong>on</strong>al new informati<strong>on</strong><br />

also will also measure the success of deployment new innovati<strong>on</strong>s, whether c<strong>on</strong>sumer or<br />

machine centric.<br />

The project will analyse expected business benefits <strong>and</strong> ways to exploit for each use cases.<br />

Market analysis for cognitive network management under uncertainty requires analysis of<br />

Any analysis at an early phase of market birth is qualitative by nature rather than quantative.<br />

Current early state market analysis can be based <strong>on</strong> substituti<strong>on</strong>. For example, how many jobs<br />

globally/locally are impacted by cognitive soluti<strong>on</strong>s. What is the job market size currently, how<br />

large cognitive network management market is created by job substituti<strong>on</strong> <strong>and</strong> how much value<br />

can different players capture in competiti<strong>on</strong> of the offering. If possible, capital investment needs,<br />

innovati<strong>on</strong> potential, competence development requirements, characteristics of cyclicty,<br />

partnerships <strong>and</strong> IPR licensing schemes etc. could be estimated to give more insight in market<br />

formulati<strong>on</strong>. When market emerges, growth figures will become available <strong>and</strong> cash flows will be<br />

predictable, therefore better quantitative analysis can be performed later.<br />

3.2 Partner Exploitati<strong>on</strong> Plans<br />

3.2.1 Telenium<br />

For Telenium, COMMUNE will mean the incorporati<strong>on</strong> of new capabilities in its Managed<br />

Services portfolio in three relevant points:<br />

For both big organisati<strong>on</strong>s <strong>and</strong> especially for small <strong>and</strong> medium customers, COMMUNE will<br />

allow Telenium to market services with a higher value at competitive costs, helping those<br />

present day customers to cope with their network <strong>and</strong> systems management in more effective<br />

ways.<br />

Sec<strong>on</strong>dly, COMMUNE will allow Telenium to exp<strong>and</strong> its Managed Services customer base<br />

to new customers, which will benefit from network <strong>and</strong> systems management services, but<br />

cannot afford the licensing <strong>and</strong> c<strong>on</strong>sulting costs <strong>and</strong> complexity of present day management<br />

tools implementati<strong>on</strong>s.<br />

As a third point, COMMUNE will allow Telenium to define <strong>and</strong> market new Managed<br />

Services, such as product-service bundles <strong>and</strong> end-to-end management services. Furthermore,<br />

COMMUNE will guarantee that Telenium will cope with new network <strong>and</strong> systems<br />

technologies deployments.<br />

Telenium’s exploitati<strong>on</strong> plan will then address these three directi<strong>on</strong>s, with a specific focus <strong>on</strong><br />

augmenting its small <strong>and</strong> medium companies’ market penetrati<strong>on</strong>.<br />

3.2.2 SistelNetworks<br />

The improvements <strong>and</strong> innovati<strong>on</strong>s c<strong>on</strong>templated in COMMUNE, in relati<strong>on</strong> to the LTE<br />

femtocells currently available in the market, are of great internati<strong>on</strong>al relevance. The world’s<br />

first technical soluti<strong>on</strong> proposed in COMMUNE is revoluti<strong>on</strong>ary in terms of the use of cognitive<br />

radio algorithms, c<strong>on</strong>trol strategies of c<strong>on</strong>nectivity <strong>and</strong> c<strong>on</strong>trol systems <strong>and</strong> m<strong>on</strong>itoring of<br />

femtocells <strong>and</strong> femtocellular networks. Therefore, the soluti<strong>on</strong> proposed in this project entails an<br />

important enhancement of femtocell operati<strong>on</strong> <strong>and</strong> a significant reducti<strong>on</strong> in energy c<strong>on</strong>sumpti<strong>on</strong><br />

<strong>and</strong> management costs for network operators. For all the above, the result of COMMUNE is<br />

perfect to create a marketable product of world-wide impact, because of the novelty of<br />

development <strong>and</strong> enormous internati<strong>on</strong>al interest in the field of mobile communicati<strong>on</strong>s systems.<br />

Hence, for SistelNetworks S.L. this project will allow the company to deploy advanced<br />

femtocells in enterprise envir<strong>on</strong>ments, niche market in which the company is specialized. In<br />

additi<strong>on</strong>, the company will have a femtocell device highly competitive which is expected to have<br />

a significant market penetrati<strong>on</strong>.<br />

3.2.3 Telnet Redes Inteligentes<br />

The strategic <strong>and</strong> commercial objectives of COMMUNE are very important to the approach<br />

Telnet Redes Inteligentes is taking in having equipment that will enable operators to deploy its<br />

fiber network to:<br />

a. Facilitate the locati<strong>on</strong> of points of failure in the deployment of the operator, or those<br />

points where the installati<strong>on</strong> <strong>and</strong> commissi<strong>on</strong>ing are delayed or even canceled.<br />

b. Technological soluti<strong>on</strong>s that will solve or alleviate these problems, which go through<br />

alternatives to current soluti<strong>on</strong>s that aired in the impossibility of giving a c<strong>on</strong>tingency soluti<strong>on</strong> to<br />

the explosi<strong>on</strong>-induced functi<strong>on</strong>al uncertainty.<br />

These guidelines are broken down into more specific objectives:<br />

Getting a new family of GPON FTTH equipment that would enable our teams more<br />

competitive <strong>and</strong> attractive to operators due to the cognitive capacity is to implement<br />

them.<br />

Create management tools GPON FTTH networks that avoid future cost overruns in<br />

operating (OPEX) <strong>and</strong> infrastructure (CAPEX) uncertainty caused by the complexity of<br />

emerging technologies <strong>and</strong> their implementati<strong>on</strong>s to operators. Allowed to compete with<br />

other manufacturers including added functi<strong>on</strong>ality <strong>and</strong> highly valued by operators.<br />

Diagnostic tools that enable to anticipate the problems underlying the deployment of the<br />

operators or to diagnose these problems quickly <strong>and</strong> accurately.<br />

Locate specific soluti<strong>on</strong>s <strong>and</strong> innovative, patent susceptible to enable the operator to<br />

provide a soluti<strong>on</strong> that allows unattended operati<strong>on</strong> cost savings <strong>and</strong> implementati<strong>on</strong> of<br />

GPON FTTH deployments.<br />

Almost, we want to collaborate with other companies that enable us to align / share trends,<br />

technologies <strong>and</strong> avoiding decisi<strong>on</strong>s <strong>and</strong> anticipating risks.<br />

3.2.4 Temida<br />

Temida is a SME with experiences in software development <strong>and</strong> c<strong>on</strong>structing knowledge<br />

intensive decisi<strong>on</strong> support systems that are often used in the fields that require h<strong>and</strong>ling of<br />

uncertainty. We plan to improve our skills <strong>and</strong> abilities in implementing algorithms for cognitive<br />

networks <strong>and</strong> their management (self-organizati<strong>on</strong>) in the c<strong>on</strong>text of probabilistic frameworks<br />

<strong>and</strong> uncertainty. The findings <strong>and</strong> results related to the COMMUNE project will be documented<br />

<strong>and</strong> published as papers in thematic c<strong>on</strong>ferences or journals. By gaining experience in<br />

COMMUNE, Temida also plans to become involved in other local <strong>and</strong> regi<strong>on</strong>al<br />

telecommunicati<strong>on</strong> projects that require similar expertise. We plan to exploit the acquired<br />

knowledge in software c<strong>on</strong>structi<strong>on</strong> projects in several other private <strong>and</strong> public sector domains.<br />

The Software research Institute at Athl<strong>on</strong>e Institute of Technology is involved in the creati<strong>on</strong> of<br />

innovative soluti<strong>on</strong>s in the areas of c<strong>on</strong>nected media delivery <strong>and</strong> adaptati<strong>on</strong> <strong>and</strong> in infrastructure<br />

performance management soluti<strong>on</strong>s in a variety of vertical fields. Within the COMMUNE<br />

project SRI will seek to develop <strong>and</strong> enhance its knowledge in the following areas:<br />

Algorithms <strong>and</strong> approaches to P2P media adaptati<strong>on</strong><br />

Development of machine learning in resource c<strong>on</strong>strained devices<br />

SW design <strong>and</strong> architectures for distributed machine leaning<br />

SRI expects to exploit this knowledge by developing a leading positi<strong>on</strong> in the development of<br />

machine learning in c<strong>on</strong>strained devices scenarios <strong>and</strong> to apply this knowledge <strong>and</strong> competence<br />

in a variety of commercial <strong>and</strong> industrial sectors such as smart grid, telecom, health, automotive<br />

<strong>and</strong> so <strong>on</strong>.<br />

3.2.6 Daysha C<strong>on</strong>sulting<br />

Daysha C<strong>on</strong>sulting is an innovati<strong>on</strong> centric services company with a specific focus <strong>on</strong> using<br />

large yet incomplete data sets to support decisi<strong>on</strong>-making. Our customers operate in a range<br />

verticals including telecommunicati<strong>on</strong>s, aerospace, <strong>and</strong> financial services.<br />

Through COMMUNE Daysha will seek to develop <strong>and</strong> enhance knowledge <strong>and</strong> expertise in the<br />

following areas:<br />

Generalised process model for applying probabilistic reas<strong>on</strong>ing <strong>and</strong> machine learning<br />

algorithms<br />

Generalised evaluati<strong>on</strong> framework for working with probabilistic reas<strong>on</strong>ing algorithms<br />

SW architecture <strong>and</strong> designs for working with real-time streamed data<br />

Mechanisms to co-ordinate aut<strong>on</strong>omous intelligent agents<br />

Daysha hope to combine the experiences <strong>and</strong> expertise developed as part of COMMUNE with<br />

those being developed in SPITFIRE (a parallel FP7 project focussed <strong>on</strong> managing uncertainty in<br />

the Internet of Things) <strong>and</strong> EVOLVE (a Daysha led research project delivering decisi<strong>on</strong> support<br />

in space missi<strong>on</strong> feasibility analysis). Through these efforts Daysha aim to maximise the domain<br />

applicability of COMMUNE results. Daysha also intend to use COMMUNE as basis to broaden<br />

its own market share in the emergent LTE market place. Daysha has str<strong>on</strong>g links with Irish<br />

operators (Eircom, Vodaf<strong>on</strong>e, O2, <strong>and</strong> Three) <strong>and</strong> Irish based equipment vendors (Ericss<strong>on</strong> <strong>and</strong><br />

Alcatel-Lucent). The COMMUNE project will allow Daysha to leverage these links to forge new<br />

business with these organisati<strong>on</strong>s.<br />

3.2.7 Nokia Siemens Networks OY<br />

Nokia Siemens Networks aims to exploit project results in future communicati<strong>on</strong>s networks,<br />

such as further evoluti<strong>on</strong> of LTE networks <strong>and</strong> their network management systems. COMMUNE<br />

results are seen as enablers for design of cognitive network management features in Nokia<br />

Siemens Networks’ products. Visi<strong>on</strong> is that more <strong>and</strong> more cogniti<strong>on</strong> will be added to network<br />

management as a part of automati<strong>on</strong>. Therefore, it is vital interest of Nokia Siemens Networks to<br />

further strengthen underst<strong>and</strong>ing <strong>and</strong> knowledge in this area. In COMMUNE, NSN’s focus is in<br />

network management automati<strong>on</strong> based <strong>on</strong> knowledge based reas<strong>on</strong>ing <strong>and</strong> machine learning for<br />

LTE <strong>and</strong> its evoluti<strong>on</strong>. NSN aims to produce 3GPP <strong>and</strong> TMF st<strong>and</strong>ardizati<strong>on</strong> c<strong>on</strong>tributi<strong>on</strong>s <strong>and</strong><br />

publicati<strong>on</strong>s based <strong>on</strong> the project’s results.<br />

3.2.8 VTT<br />

As a c<strong>on</strong>tract research organizati<strong>on</strong>, VTT Technical Research Centre of Finl<strong>and</strong> seeks to create a<br />

wide range of technology <strong>and</strong> provide applied research services. By c<strong>on</strong>tributing to the<br />

COMMUNE soluti<strong>on</strong>s, VTT will further improve its expertise in the field of telecommunicati<strong>on</strong><br />

networks. The enhanced knowledge <strong>and</strong> competence will be exploited in setting up new projects<br />

with nati<strong>on</strong>al <strong>and</strong> European partners, both in the academic <strong>and</strong> industrial world. VTT also aims<br />

at transferring the knowledge built in the COMMUNE project to the industrial partners for<br />

further development <strong>and</strong> commercializati<strong>on</strong> of the results. Moreover, the project’s results will be<br />

published in various scientific forums in the form of c<strong>on</strong>ference <strong>and</strong> journal papers. Besides<br />

acting as an efficient tool for disseminati<strong>on</strong> <strong>and</strong> providing visibility for VTT <strong>and</strong> its expertise,<br />

the publicati<strong>on</strong>s are also intended to support the <strong>on</strong>-going Ph.D. works of VTT’s project<br />

pers<strong>on</strong>nel.<br />

3.2.9 Magister Soluti<strong>on</strong>s<br />

Magister Soluti<strong>on</strong>s Ltd. is a c<strong>on</strong>sulting company specialized in wireless systems research. Its<br />

core competence team has l<strong>on</strong>g traditi<strong>on</strong>s in wireless communicati<strong>on</strong>s, especially in development<br />

of system simulators supporting st<strong>and</strong>ardizati<strong>on</strong> activities. Its pers<strong>on</strong>nel are active in scientific<br />

community <strong>and</strong> it has reached a trusted reputati<strong>on</strong> in Finnish ICT sector. Its strategy is to<br />

strengthen its positi<strong>on</strong> <strong>and</strong> grow internati<strong>on</strong>ally <strong>and</strong> therefore needs to stay close to the<br />

internati<strong>on</strong>al research activities within its core competence. The COMMUNE project fulfils this<br />

need. We expect the project to have a clear positive impact <strong>on</strong> company’s service offering. We<br />

also plan to produce publicati<strong>on</strong>s based <strong>on</strong> project’s results.<br />

3.2.10 Ericss<strong>on</strong><br />

Near-future communicati<strong>on</strong> networks will have to deal with rapidly growing amount of<br />

communicating devices e.g. sensors <strong>and</strong> actuators. So<strong>on</strong> the management of those kinds of<br />

devices <strong>and</strong> networks becomes a c<strong>on</strong>siderable technical <strong>and</strong> m<strong>on</strong>etary challenge. The main<br />

objective for Ericss<strong>on</strong> is to develop such mechanisms that can be used either for preventing or<br />

alleviating the aforementi<strong>on</strong>ed problem. These mechanisms should be able to bring self*<br />

properties for the devices in M2M networks. Another objective for Ericss<strong>on</strong> is to study<br />

mechanisms for implementing the M2M <strong>and</strong> Internet of Things scenarios in the “Selforganizing”<br />

& “cognitive” networks. The focus is <strong>on</strong> effects to LTE <strong>and</strong> required<br />

interc<strong>on</strong>necti<strong>on</strong>s between LTE <strong>and</strong> other networks, e.g. localized sensor networks. There are<br />

different architectural alternatives for M2M communicati<strong>on</strong>. Ericss<strong>on</strong> will mainly focus <strong>on</strong> a<br />

M2M gateway soluti<strong>on</strong> interc<strong>on</strong>necting M2M devices to the mobile access i.e. LTE. The work<br />

will be c<strong>on</strong>ducted through academic publicati<strong>on</strong>s, prototyping <strong>and</strong> st<strong>and</strong>ardizati<strong>on</strong> activities<br />

(3GPP <strong>and</strong> IETF). Proof-of-c<strong>on</strong>cept dem<strong>on</strong>strati<strong>on</strong>s will be organized to validate <strong>and</strong><br />

communicate the results <strong>and</strong> to get feedback from potential end users. Ericss<strong>on</strong> plans to<br />

prototype some of the functi<strong>on</strong>ality also in its proprietary product platforms. It is expected that<br />

some of the results will end up in products in 3-5 years perspective.<br />

3.2.11 Elisa<br />

Elisa expects that it will be able to apply some of the achieved operati<strong>on</strong>al enhancements<br />

invented in the COMMUNE project for improving its high competitiveness in the local markets<br />

<strong>and</strong> to further improve its excellent service quality. Even shorter reacti<strong>on</strong> times for service breakdowns<br />

enabled through automated troubleshooting are <strong>on</strong>e of the key expectati<strong>on</strong>s for Elisa.<br />

Moreover, through the operati<strong>on</strong>al improvements Elisa expects to increase its competitiveness<br />

with the help of further OPEX reducti<strong>on</strong>s. Finally, any additi<strong>on</strong>al results that could be turned,<br />

e.g., into new service offerings, or for more efficient methodologies for QoS, <strong>and</strong> especially QoE<br />

m<strong>on</strong>itoring, are seen extremely beneficial.<br />

During the project Elisa expects to have informati<strong>on</strong> <strong>and</strong> view of novel telecommunicati<strong>on</strong><br />

technology implementati<strong>on</strong> plans, especially from the aspects of LTE networks, M2M<br />

technologies, <strong>and</strong> femtocells. During the project the performance of Elisa’s network might be<br />

analysed <strong>and</strong> enhanced by the tools <strong>and</strong> methodology developed in the project.<br />

3.2.12 Telekomunikacja Polska<br />

Orange Labs Pol<strong>and</strong> is a unit of Telekomunikacja Polska (TP) which is the leader of the<br />

telecommunicati<strong>on</strong>’s market in Pol<strong>and</strong> <strong>and</strong> is also the member TP Group. The main goal of the<br />

whole group is to implement the 4G/LTE technology in the network by the end of 2015. New<br />

technology will significantly increase the complexity of network itself - particularly in<br />

management operati<strong>on</strong>s. Necessity of cooperati<strong>on</strong> with legacy systems: GSM <strong>and</strong> UMTS <strong>and</strong><br />

augmentati<strong>on</strong> of overall number of network elements causes that traditi<strong>on</strong>al network<br />

management will be less effective than whenever <strong>and</strong> will increase OA&M costs. Progressive<br />

depreciati<strong>on</strong> of ARPU forces the reducti<strong>on</strong> of OPEX where network management figures as <strong>on</strong>e<br />

of the most important factor. Thereup<strong>on</strong> TP Group has spotted the big opportunity of aut<strong>on</strong>omic<br />

network management, especially in the area of self-c<strong>on</strong>figurati<strong>on</strong>, self-diagnosis <strong>and</strong> selfoptimizati<strong>on</strong><br />

(i.e. automated troubleshooting). Our interests are focused <strong>on</strong> commercial soluti<strong>on</strong>s<br />

covering cognitive network management aspects as well as indirect soluti<strong>on</strong>s such as<br />

st<strong>and</strong>ardized m<strong>on</strong>itoring interfaces, reference architectures <strong>and</strong> cognitive management<br />

algorithms that will give us opportunity to develop ourselves the dedicated management<br />

soluti<strong>on</strong>s exactly suited to our needs. Last but not least QoS <strong>and</strong> QoE are also very important<br />

because TP Group aims for c<strong>on</strong>tinuously improvement of network performance that will increase<br />

overall satisfacti<strong>on</strong> of our customers. In this field, built-in self-* network mechanisms will<br />

reduce failures in network <strong>and</strong> will enhance perceived services’ quality.<br />

4 STANDARDIZATION<br />

4.1 C<strong>and</strong>idate St<strong>and</strong>ardizati<strong>on</strong> Bodies<br />

4.1.1 3GPP<br />

There has been no participati<strong>on</strong> in 3GPP during the first half of the project as appropriate<br />

inputs to st<strong>and</strong>ardisati<strong>on</strong> will not available until the sec<strong>on</strong>d half. Original plans to c<strong>on</strong>tribute to<br />

the RAN2 <strong>and</strong> RAN3 tracks have been dropped after these activities were not c<strong>on</strong>sidered any<br />

l<strong>on</strong>ger to be relevant for disseminati<strong>on</strong>.<br />

St<strong>and</strong>ards c<strong>on</strong>tributi<strong>on</strong>s will be made to 3GPP SA5 based <strong>on</strong> research results <strong>and</strong> identified<br />

st<strong>and</strong>ardizati<strong>on</strong> need. SA5 st<strong>and</strong>ardizati<strong>on</strong> c<strong>on</strong>tributi<strong>on</strong>s are made in case the developed c<strong>on</strong>cept<br />

would require interacti<strong>on</strong> between network elements <strong>and</strong> the network management system.<br />

Table 6 shows SA5 schedule for 2013 <strong>and</strong> planned c<strong>on</strong>tributi<strong>on</strong>s by COMMUNE working<br />

packages (indicative – actual c<strong>on</strong>tributi<strong>on</strong>s will be decided when results are available <strong>and</strong><br />

4.1.2 ETSI<br />

4.1.2.1 Aut<strong>on</strong>omic network engineering for the self-managing Future Internet<br />

(AFI)<br />

An overview of the COMMUNE project <strong>and</strong> the GARSON architecture was made to AFI<br />

representatives at the management of Emerging Networks <strong>and</strong> Services 2012 in California in<br />

December 2012.<br />

This ETSI work group deals with design of generic aut<strong>on</strong>omic/self-managing network<br />

architecture as reference model for engineering the future Internet <strong>and</strong> as such is c<strong>on</strong>cerned with<br />

aspects of cognitive management.<br />

COMMUNE will c<strong>on</strong>tribute inputs to the main AFI thread <strong>and</strong> to specific work items that<br />

address the same networks domains as COMMUNE..<br />

4.1.3 Broadb<strong>and</strong> Forum<br />

There was no project activity in this group during the first half of the project.<br />

Cognitive management of IoT/M2M networks can be facilitated with the use of TR-069 protocol.<br />

The c<strong>on</strong>ceptual extensi<strong>on</strong> relating IoT/M2M networking scenarios will be c<strong>on</strong>tributed to<br />

Broadb<strong>and</strong> Forum st<strong>and</strong>ardizati<strong>on</strong> specifically to the Broadb<strong>and</strong>Home WG.<br />

4.1.3.1 Broadb<strong>and</strong>Home<br />

The Scope of Broadb<strong>and</strong>Home WG is to maintain <strong>and</strong> evolve the TR-069 CPE WAN<br />
