SCOPE<br />
Specialist gas turbine consultancy<br />
services were provided by WG<strong>PSN</strong>’s<br />
sister company WG GTS for the<br />
LM2500 Wet Low NOx (WLN)<br />
modification required to achieve the<br />
NOx emission reduction of 25 ppmv.<br />
WG<strong>PSN</strong> selected five vendors<br />
specialising in Reverse Osmosis (RO)<br />
to achieve the required high purity<br />
quality water for developing a suitable<br />
layout and demineralised water<br />
equipment package. Main<br />

In line with new laws and regulations to<br />
reduce NOx emissions, our customer<br />
prompted the study to reduce the NOx<br />
emissions on the platform.<br />
The platform generates electric power<br />
via two LM2500 gas powered<br />
turbines. The objective was to reduce<br />
the NOx emissions by introducing<br />
WLN technology. WLN is achieved<br />
by injecting high quality demineralised<br />
water into the converted LM2500 gas<br />
turbine combustion engine.<br />

Our safety engineering team has expertise in all areas of<br />
hazard management from the preparation of design<br />
philosophies, across all stages of a project, through to<br />
the quantification of risk using quantitative risk analysis<br />
techniques. Using bespoke packages, in house tools<br />
and specially selected third party consultants we can<br />
provide guidance, advice and perform studies on:<br />

documentation to support a permit application through<br />
to longer term dedicated placements on major design<br />

We have extensive experience in the development of<br />
contractual documentation to ensure compliance of<br />
third parties to company, national and international<br />
environmental requirements, coordination of<br />
socioeconomic strategy and reporting, audits and<br />
inspections. Our specialist engineers come from a diverse<br />
range of industries, onshore and offshore, with experience<br />
gained around the world in some of the harshest and<br />
environmentally sensitive areas in which we operate.
CONSTRUCTION<br />
Our construction experience and capability covers<br />
operating offshore and onshore plants and facilities in<br />
both greenfield and brownfield projects. To ensure early<br />
constructability input during design, our construction<br />
and commissioning engineers and experts form part<br />
of the project teams from the start. This ensures the<br />
most cost effective and safest methods of construction,<br />
installation and completion are adopted.<br />
We have an ongoing programme of continual<br />
improvement to our processes, procedures and data<br />

commissioning, handover, start-up and operation of<br />
new or existing assets whilst retaining safety and<br />

CMS stores, tracks and reports on the completion<br />
of Inspection and Test Records (ITR’s) and assists in<br />

CMS is a web based completions system which is<br />

when they need it. Our existing engineering centres, located<br />

service a global customer base. We have a rigorous<br />
approach to setting up new support centres for our<br />
customers that allows us to quickly respond to their needs.<br />
We provide our customers with an enhanced service,<br />
addressing the primary engineering issues they face in an<br />
ever changing world. In the current climate it is important<br />
to produce consistently high quality engineering deliverables<br />
from any geographic location – our global engineering<br />

Assurance and start-up is how WG<strong>PSN</strong> assures<br />
the safety and integrity of our technical services<br />
in terms of Governance, Risk Management and<br />
Compliance activities.<br />
Governance<br />
Governance describes the management approach through<br />
which our senior executives run the organisation. They use a<br />
combination of management information and hierarchical<br />
management control structures to direct and control the<br />
business. Through Governance activities, we ensure that<br />
critical management information is complete and accurate<br />
and quickly reaches our management team. This allows for<br />
management to make informed decisions and provide the<br />
control mechanisms to ensure that strategies, directions and<br />
instructions are systematically and effectively completed.<br />
Risk management<br />
Through our Risk Management processes we identify,<br />
analyse and respond to any risks to our business, or our<br />
customer’s. The response to risks depends on their<br />
perceived gravity, and involves controlling, avoiding,<br />

and recorded, and if unacceptable would be escalated to<br />

WG<strong>PSN</strong> is the first in our industry to achieve<br />
ISO 9001 for Hook-up and Commissioning (HUC)<br />
services and is one of the most experienced HUC<br />
providers. We have undertaken over 45 major<br />
greenfield HUC projects. Our success is built on<br />
working with the best people and using industryleading<br />
management systems. Our procedures<br />
integrate the definition and planning of work,<br />
materials and resources to ensure efficient delivery.<br />
The HUC process is often complex, some systems<br />
need to be built in isolation, others need to be brought<br />
online for testing alongside existing processes. Robust<br />
organisation is needed to ensure every discipline,<br />
process and system is timed and orchestrated correctly.<br />
Our experience enables us to balance these competing<br />
demands. Our range of planning and scheduling tools<br />
provide our supervisors with the appropriate level of<br />
safety, quality, scope and materials information they<br />
need. Our tools enable the scheduling of relevant safety<br />
toolbox talks and indicate the necessary interfaces with<br />
other disciplines, to help with project communication.<br />

role. As duty holder, WG<strong>PSN</strong><br />

onshore technical, logistical and<br />
supply chain support.<br />

position of OIM, encompassing<br />

Cameroon<br />
In Cameroon we followed our customer’s model of<br />
competence assessment for 18 months, and then<br />
implemented our competence framework which we<br />
developed for the North Sea.<br />
We carefully tailored the programme both on the<br />
project and within our corporate office. Although<br />
the project is already over 90% nationalised,<br />
we are working towards the displacement of all<br />
expat workers.<br />
UK<br />
effective competence framework<br />
For the last 8 years of this project we have followed<br />
the same effective competence framework model.<br />
This model follows National Vocational standards<br />
whilst delivering a site specific competency<br />
portfolio. It promotes multi-skilling competencies<br />
and system experts which supports the customer’s<br />
operational excellence strategy. WG<strong>PSN</strong> has<br />
introduced improved training and competence<br />
standards over the last two years to lead the way<br />
in reducing Hydrocarbon releases. Our initiatives<br />
include implementing Step Change in Safety and<br />
Engineering Construction Industry Training Board<br />
(ECITB) training and assessment criteria and<br />
updating site specific competency tasks in relation<br />
to small bore tubing, mechanical joint integrity and<br />
mechanical isolations.<br />
Operations and maintenance competence<br />
assurance framework<br />
We developed a bespoke operations and<br />
maintenance competence assurance framework<br />
for our customer’s North Sea assets.<br />
The framework was more suited to the assetspecific<br />
requirements and could be tailored to suit<br />
the operating environment. Once the work on the<br />
framework was underway, we worked with Offshore<br />
Petroleum Industry Training Organisation (OPITO)<br />
to ensure the framework met their standards. Using<br />
the same model, we developed a complementary<br />
competence framework for the construction trades<br />
which is now used on a number of customer assets.<br />

Sakhalin Island<br />
We have enabled Russian nationals to move into<br />
promoted positions through our clear, time-bound<br />
career development plans.<br />
On this contract we are developing a fully competent<br />
national engineering and design workforce. WG<strong>PSN</strong><br />
has implemented our ground-breaking Design<br />
Academy on the island, where our people work<br />
through a programme of technical training. The<br />
Design Academy was initially developed in the UK<br />
in response to a skills shortage in the design field<br />
– but has been rolled out to give our people the<br />
required key design skills in the locations that they<br />
are required.<br />
