“
In my previous experience, emphasis has always been only on production,
so the most useful learning I have experienced with WGPSN is the safety culture.
Safety concerns are given priority over all other issues in the business.
”
Safety
& Assurance
Safety Tools
WGPSN’s continued commitment and drive toward
improving safety performance and adhering to our
number one Core Value, Safety and Assurance
means we constantly look for innovative and leading
initiatives to keep our people safe.
aristos TM
Aristos TM has been developed as part of a drive to
eliminate avoidable incidents and accidents.
Aristos TM , Greek for excellence, is an interactive,
thought provoking experience designed to help
employees recognise that they have choices for every
action in life and that the choice they make has either
positive or negative consequences for themselves
and others.
Following the one-day programme personnel are
encouraged to think more about their actions; this
gives them more control over the outcomes of the
choices and decisions they make.

People
ATTRACTION, DEVELOPMENT
AND RETENTION
We offer our people fair rewards and a top class
development programme. Our training and
competence programmes cover a range of skills
and disciplines. These programmes underpin
the development of our people – we work
with each contract to ensure they fit with our
customers’ needs.
We can make these programmes part of contract
nationalisation plans so that the timescale for
transfer of expatriate roles to national employees
is determined. Our detailed competency
programme identifies skills requirements and
shows the type of training we will provide, our
target audience, and the predicted outcome.
Our people work with us to develop the kind of
training they need. Our regional directors and
in-country managers work with our global human
resource network to find or develop appropriate
resources. We achieve skills transfer through:
• On the job training.
• Trade apprenticeships.
• Mentoring programmes.
• Business awareness programmes.
• HSEQ behaviour and leadership training.
training and competence
Integrity
Our training and competence programmes apply
across different contracts and discipline types –
the following examples show how they can work
in practice:
Cameroon
In Cameroon we followed our customer’s model of
competence assessment for 18 months, and then
implemented our competence framework which we
developed for the North Sea.
We carefully tailored the programme both on the
project and within our corporate office. Although
the project is already over 90% nationalised,
we are working towards the displacement of all
expat workers.
UK
effective competence framework
For the last 8 years of this project we have followed
the same effective competence framework model.
This model follows National Vocational standards
whilst delivering a site specific competency
portfolio. It promotes multi-skilling competencies
and system experts which supports the customer’s
operational excellence strategy. WGPSN has
introduced improved training and competence
standards over the last two years to lead the way
in reducing Hydrocarbon releases. Our initiatives
include implementing Step Change in Safety and
Engineering Construction Industry Training Board
(ECITB) training and assessment criteria and
updating site specific competency tasks in relation
to small bore tubing, mechanical joint integrity and
mechanical isolations.
Operations and maintenance competence
assurance framework
We developed a bespoke operations and
maintenance competence assurance framework
for our customer’s North Sea assets.
The framework was more suited to the assetspecific
requirements and could be tailored to suit
the operating environment. Once the work on the
framework was underway, we worked with Offshore
Petroleum Industry Training Organisation (OPITO)
to ensure the framework met their standards. Using
the same model, we developed a complementary
competence framework for the construction trades
which is now used on a number of customer assets.
Russia
Sakhalin Island
We have enabled Russian nationals to move into
promoted positions through our clear, time-bound
career development plans.
On this contract we are developing a fully competent
national engineering and design workforce. WGPSN
has implemented our ground-breaking Design
Academy on the island, where our people work
through a programme of technical training. The
Design Academy was initially developed in the UK
in response to a skills shortage in the design field
– but has been rolled out to give our people the
required key design skills in the locations that they
are required.
“
The WGPSN competency assurance framework is a fantastic tool for training,
development and providing ultimate competency. It also gives our national workforce
ownership of their own development which has been met with much enthusiasm, not
just by our technicians but by our customer’s too.
Our engineering strength combines
innovation with tradition. Our innovative
approach to design, execution and
contracting is balanced by a commitment
to best practice that runs across all the
disciplines of engineering. With chief
engineers in primary disciplines and a
strong engineering network, we deliver
creative, smart and functional solutions to
our customers.
Our engineering capability includes:
Technical integrity
Nox Reduction Feed Studies
The completion of this series of
Concept and FEED studies
exemplifies WGPSN’s Engineering
Solutions team’s ability to investigate
a range of options and deliver top
quality solutions within budget
while adhering to short deadlines.
SCOPE
Specialist gas turbine consultancy
services were provided by WGPSN’s
sister company WG GTS for the
LM2500 Wet Low NOx (WLN)
modification required to achieve the
NOx emission reduction of 25 ppmv.
WGPSN selected five vendors
specialising in Reverse Osmosis (RO)
to achieve the required high purity
quality water for developing a suitable
layout and demineralised water
equipment package. Main
demineralised water equipment
package modifications comprised:
• Multimedia filter unit.
• RO first stage unit.
• RO second stage unit.
• Clean in Place (CIP) skid unit.
• Water forwarding skid.
The main elements of the turbine
conversion comprise of:
• Conversion of the combustion
chamber from dual fuel (gas and
liquid) to dual fuel including WLN.
• Turbine controls modifications to
include control for WLN technology.
• Control modifications for control
of the Demineralised Water
Equipment Packages (DWEP)
with the platform Safety and
Automation System (SAS) and
interface with the turbine controls.
• Metering Skid.
Background
In line with new laws and regulations to
reduce NOx emissions, our customer
prompted the study to reduce the NOx
emissions on the platform.
The platform generates electric power
via two LM2500 gas powered
turbines. The objective was to reduce
the NOx emissions by introducing
WLN technology. WLN is achieved
by injecting high quality demineralised
water into the converted LM2500 gas
turbine combustion engine.
Challenges
• New technology offshore, first time
for NOx reduction using WLN.
• Working with frame
agreement companies.
• Working on schedule; milestone
penalties on both studies were
not invoked.
• Complexity in the application
of new technology offshore.
• Constraints on available space.
• Challenging installation sequence
of main lifts.
• Achieving demineralised water
quality down to one micro seimen.
Approach
• Worked with stakeholders,
frame agreement companies
and vendors to achieve
required technology.
• Computational Fluid Dynamics
(CFD) specialist services provided
by WGPSN sister company
MSI Kenny.
• Early engagement with the frame
agreement contractors.
• Clear schedule activities and
careful monitoring of progress.
Open and honest reporting
to the customer.
• Involvement of specialist NOx
emissions and CFD engineers
on the study.
• Detailed offshore survey and liaison
engagement with offshore.
• Early engagement and rigorous
evaluation of RO/CIP vendors.
• Close dialogue discussion with
platform representative to minimise
platform down time.
Achievements
• Providing a viable technical
solution for NOx reduction
by using WLN technology.
• Early engagement and disciplined
interface management of frame
agreement contractors.
• All technical HSE issues were
addressed to customer satisfaction.
• Project completed under budget.
• Achieved both targeted man-hours
and targeted cost productivities.
• All penalty milestones achieved
on or before the agreed dates.
• Worked with the customer on
the schedule gate sanction of
the FEED study stage – change
control implemented.
training packages, liaison with regulators and external
consultants. We can provide bespoke stand-alone
documentation to support a permit application through
to longer term dedicated placements on major design
projects or operational support positions.
We have extensive experience in the development of
contractual documentation to ensure compliance of
third parties to company, national and international
environmental requirements, coordination of
socioeconomic strategy and reporting, audits and
inspections. Our specialist engineers come from a diverse
range of industries, onshore and offshore, with experience
gained around the world in some of the harshest and
environmentally sensitive areas in which we operate.

CONSTRUCTION
Our construction experience and capability covers
operating offshore and onshore plants and facilities in
both greenfield and brownfield projects. To ensure early
constructability input during design, our construction
and commissioning engineers and experts form part
of the project teams from the start. This ensures the
most cost effective and safest methods of construction,
installation and completion are adopted.
We have an ongoing programme of continual
improvement to our processes, procedures and data
management tools. Our programme includes a lessons
learned database, construction excellence networking
portals and our annual lessons learned workshops,
which are attended by all of our key construction,
commissioning and shutdown/turnaround management
team leaders.
We use a comprehensive portfolio of processes,
procedures and data management tools to define
the work and ensure all necessary materials, plant,
equipment, tooling, manpower and specialist resource
requirements have been identified and put in place.
WGPSN adopts this integrated approach worldwide
to ensure consistent construction and commissioning
methods are applied across our network.
Engineering and construction contract
WGPSN’s Core Values are a key
feature of this five year engineering
GLOBAL ENGINEERING NETWORK
WGPSN’s global engineering network allows us to provide
the support our customers’ need, where they need it and
when they need it. Our existing engineering centres, located
all over the world provide us with the unique opportunity to
service a global customer base. We have a rigorous
approach to setting up new support centres for our
customers that allows us to quickly respond to their needs.
We provide our customers with an enhanced service,
addressing the primary engineering issues they face in an
ever changing world. In the current climate it is important
to produce consistently high quality engineering deliverables
from any geographic location – our global engineering
network gives us the ability to do this.
Using our engineering centres we can deliver our
engineering packages against our customers’ targets.
And because of our reliance on our Core Values our
customers receive the same high quality solutions
wherever the work is carried out. This is backed-up by our
Management System which provides all of our engineering
centres with the same high quality processes and standard
to which they work. In addition, no work is released to our
customers before being subject to our stringent checking
and verification processes.

Assurance and start-up overview
Assurance and start-up is how WGPSN assures
the safety and integrity of our technical services
in terms of Governance, Risk Management and
Compliance activities.
Governance
Governance describes the management approach through
which our senior executives run the organisation. They use a
combination of management information and hierarchical
management control structures to direct and control the
business. Through Governance activities, we ensure that
critical management information is complete and accurate
and quickly reaches our management team. This allows for
management to make informed decisions and provide the
control mechanisms to ensure that strategies, directions and
instructions are systematically and effectively completed.
Risk management
Through our Risk Management processes we identify,
analyse and respond to any risks to our business, or our
customer’s. The response to risks depends on their
perceived gravity, and involves controlling, avoiding,
accepting or transferring them to a third party. These
processes assist us with managing a wide range of risks
including; technological, commercial/financial, information
security, external legal and regulatory compliance.
Compliance
We achieve compliance through our management
processes which identify the applicable requirements
(defined for example in laws, regulations, contracts,
strategies and policies). We assess the state of
compliance, assess the risks and potential costs of
non-compliance and hence prioritise and initiate any
corrective actions deemed necessary.
Global Technical Assurance Group
Our Global Technical Assurance Group ensures that we are
providing appropriate levels of technical assurance and
integrity to our corporate and customer stakeholders in
accordance with our Core Values through defining:
• Ownership.
• Purpose.
• Definition of process boundaries and interfaces.
• Training.
• Process mapping.
• Control points for verification of effectiveness.
• Efficiency and effectiveness measures.
• Continual improvement.
CRITICAL START-UP
The critical start-up phase lays the foundation for the
successful execution, reporting and close out of a project
and should be allocated the appropriate timescale to
complete. If there is a need to enter the execute phase
early this would carry a level of risk that must be evaluated
and recorded, and if unacceptable would be escalated to
the stakeholders.
At WGPSN we have significant experience of country, contract
and project start-up in various global locations and with varying
degrees of complexity, risk and uncertainty. We apply a start-up
toolset which demonstrates to corporate sponsors and
customers that:
• We understand the effort and time required to
successfully establish a project team.
• We recognise the importance in the abilities of the
project team to influence project outcomes.
• We are fully conversant with the hidden workloads
associated with starting a project.
• We successfully identify and subsequently manage the
impact of early trends and perceptions on the project’s
overall chance of success.
By using our common systems and work processes to
deliver engineering and sharing work across our engineering
centres we can deliver 24/7 working regardless of local
resource constraints. Indeed our unique global network and
systems of working help to alleviate resourcing constraints
by ensuring the same high quality work can be carried out
by our people anywhere in the world.
Our global engineering network gives our existing
projects and customers the capacity to deliver on
additional workloads, without compromising their
current contractual commitments.
Our engineering centres:
• Provide detailed design, engineering, procurement,
construction and commissioning support.
• Deliver single or multi-discipline projects.
• Second people to projects when expertise is needed.
Our general engineering network provides
our customers with the following benefits:
• Enhanced resourcing availability and capability.
• The ability to release any backlog of work faster.
• New country entry strategies and opportunities.
• The support, delivery and peer assistance where
it is required.
The framework of our network structure enables us
to call upon the varied experience of all Wood Group
companies to deliver a value added engineering solution
through its life cycle, from concept engineering to
decommissioning of a facility.

WGPSN is the first in our industry to achieve
ISO 9001 for Hook-up and Commissioning (HUC)
services and is one of the most experienced HUC
providers. We have undertaken over 45 major
greenfield HUC projects. Our success is built on
working with the best people and using industryleading
management systems. Our procedures
integrate the definition and planning of work,
materials and resources to ensure efficient delivery.
The HUC process is often complex, some systems
need to be built in isolation, others need to be brought
online for testing alongside existing processes. Robust
organisation is needed to ensure every discipline,
process and system is timed and orchestrated correctly.
Our experience enables us to balance these competing
demands. Our range of planning and scheduling tools
provide our supervisors with the appropriate level of
safety, quality, scope and materials information they
need. Our tools enable the scheduling of relevant safety
toolbox talks and indicate the necessary interfaces with
other disciplines, to help with project communication.
hook-up and
commissioning

Our HUC personnel understand the working
requirements of all offshore and onshore disciplines
and carry out their work to the highest standards.
During design for any hook-up, we integrate our
HUC construction team into the design group and
ensure they work closely with the operations people.
This early involvement helps minimise possible
conflicts and ensures that the best design is applied
to the most workable, safe, and cost effective
solution. We also take a seamless team approach
to working with vendors and subcontractors.
Our HUC capability includes:
• Lifting and installation studies.
• Job card and work pack development.
• Constructability reviews and site surveys.
• Commissioning philosophies and procedures.
• Fabrication management.
• Estimating and resource scheduling.
• Heavy lifting plant and equipment requirements.
• Campaign working.
• Completions Management System (CMS).
• Work Planning System (WPS).
• Temporary systems design.
• System P&ID preparation.
• Pressure test work packs.
OPERATIONS, MAINTENANCE, ENGINEERING AND MODIFICATIONS
WGPSN was responsible for
the execution of the offshore
modifications, hook-up and
provision of commissioning
labour for our customer’s
Enhancement Project.
SCOPE
• Production Sweetening (PS)
platform hook-up.
• Modifications to
existing facilities.
• O&M facilities modifications.
• Planned shutdown work.
• Carry over scope from
fabrication yard.
• The provision of onshore and
offshore commissioning labour.
• Provision of WGPSN
management, supervision,
services, labour, material
and equipment.
• Procurement, expediting and
planning services.
• Onshore fabrication
– managed by WGPSN.
• Offshore WGPSN
construction, hook-up and
construction management.
• Management of services
contractor (scaffold, paint,
insulation, abseilers etc).
• Limited POB.
• Extensive hot work
on a live platform.
• Large unplanned carryover
from fabrication yard.
• Schedule deadline from
export pipeline operator.
Background
To maximise production,
additional oil treatment facilities
were provided to remove the
increased H2S levels and achieve
export specification to Pipeline
System. The additional facilities
were located on the new PS
Platform. The PS Platform is
linked via a 70 metre bridge to
the north-east corner of the
existing Production Platform.
Challenges
Customer would not allow
bolted solutions.
Approach
• We maximised our POB at all
times by effectively planning
the offshore trade mix required.
There was only one integrated
plan, managed by WGPSN,
which everyone worked to.
All construction, services and
commissioning scopes were
linked in the plan.
• The offshore scope was
minimised by pre-assembling
and pre-rigging fabrications
where possible to ease
installation.
• Pressurised habitats were
used to facilitate the required
hot work.
• The late carryover was
managed by surveying the
remaining scope at the yard
when it became obvious that
they would not finish on time.
This was then job carded and
added to the plan.
• The onshore construction team
moved offshore during the
HUC to allow local decision
making wherever possible.
Main Achievements
The project was completed
on schedule and budget.
“
Over 60% of our recruitment is managed through re-deployment so our
experience is retained even in our ad-hoc workforce.
project
management
and procurement

Project Management
Some of the core elements of our successful
project management are the process tools we
use, for example:
4D solutions challenge
We fundamentally challenge all aspects
of each potential work scope to eliminate
unnecessary activities. We do this by considering
the 4D’s - delete, defer, diminish and different.
Right Size
This is at the core of the WGPSN management
system and provides predictable, scaled,
execution processes for project delivery. Also
provided are the engineering tools, standards
designs, change control process, and estimating
methods, to ensure efficient engineering delivery.
organisational effectiveness
We have developed a team based approach
to focus attention on assets and key deliverables.
Management leadership
We have invested in training and coaching for all
of our project leaders to focus their attention on
delivery, quality, and customer relationships.
Communications
We prioritise two-way communication between
all members of the team and between the team
and others.
Management reporting
We provide a suite of KPIs that show evidence of
engineering efficiency, and highlight areas of both
good performance and areas for improvement.
COMPRESSION AND TERMINAL INTEGRATION CONTRACT
WGPSN had a major role in
the Onshore Compression and
Terminals Integration Project
(OCTIP).
This ambitious venture is
enhancing production from the
Southern North Sea through the
installation of two compression
trains, complete with new
dedicated slug catchers,
associated gas metering skid and
the integration of three gas processing
terminals. Our outstanding safety
performance and the success of
the integrated project management
team makes this job a great example
of our Core Values in action.
Scope
WGPSN carried out the front end
and detailed engineering design,
procurement, fabrication and
construction for the capital project.
background
Our customer prioritises health
and safety, setting high standards
for quality of work, cost efficiency
and schedule adherence.
challenges
To deliver within the agreed
budget and meet the fast track
schedule while working on a live
gas terminal.
APPROACH
• An integrated team made up
of WGPSN and our customer
worked closely, with shared
responsibilities allowing an
open and trusting relationship
to develop, which benefitted
project efficiency.
• The WGPSN network provided
detailed design at Runcorn and
Aberdeen and construction at
the site.
• We used local workers and
subcontractors.
• Our unique optimisation process
identified areas where project
costs could be reduced across
numerous areas of scope,
while retaining the highest
safety and quality standards.
• Pioneered a road safety
campaign to ensure our
road-using workforce and
subcontractors minimised
the risk of disruption to
surrounding villages. We
developed the campaign in
close collaboration with the
local traffic police and
included in-car coaching
and a map of local hazards.
• Introduced an innovative
vacuum excavation process to
all live site areas. This greatly
reduced both the likelihood of
injury and consequences of
hitting any unidentified
underground service cables.
• We made several innovations
with PDMS including automating
the production of pipe support
fabrication drawings.
DECOMMISSIONING CONTRACTS
Studies
WGPSN provides conceptual
method statements for
decommissioning assets both
onshore and offshore. The scope
of these decommissioning studies
includes a schedule for the
engineering down and removal
of the asset and a high level
cost estimate for the work. The
cost estimate includes cost for
removal and operating costs in
support of the engineering down
and removal.
WGPSN has executed cost
estimates for the following:
• Onshore oil fields in Gabon
and Trinidad.
• Onshore reception terminals
in UK.
• Southern North Sea platforms
and pipelines.
• North Sea FPSOs.
• Northern North Sea steel
and concrete platforms.
• Subsea installations
in North Sea.
Front end option selection
As the date for Cessation of
Production approaches the
options for safe and cost effective
decommissioning should be
studied and compared for
safety and cost to prepare the
decommissioning programme
and project cost estimate.
Implementation
Our large management,
engineering and offshore
construction work force allows
us to manage decommissioning
projects of any size.
Case studies
DISMANTLE AND DISPOSAL
Through a variety of proven and
innovative processes, WGPSN
had to dismantle and dispose of
a North Sea platform. Through
management of 40 major
subcontractors, the project was
executed safely with no LTI’s or
pollution incidents.
