above set forth, as representative. Decision of the Board of Appeals on appeals taken to it<br />
shall be appealable to the Sangguniang Panlalawigan<br />
Section 49. Powers and Duties of the Local <strong>Zoning</strong> Board of Adjustment and Appeals<br />
(LZBAA). There is hereby created a LZBAA, which shall perform the following functions and<br />
responsibilities:<br />
1. Act on applications of the following nature and complaints and opposition to such<br />
applications:<br />
• variances<br />
• exceptions<br />
• non-conforming use<br />
2. Act on appeals on the grant or denial of locational clearance by zoning administrator<br />
or zoning officer.<br />
3. Hear and decide appealed cases where it is alleged that there is a substantial error in<br />
decision, order or determination made by the <strong>Zoning</strong> Administrator in the<br />
enforcement of this ordinance.<br />
Section 50. Procedure in the <strong>Zoning</strong> Board of Appeals. The Board shall adopt rules necessary<br />
to conduct its business. Meetings shall be held at the call of the Chairman and at such other<br />
times as the Board may determine. On the absence of the chairman, the acting chairman, may<br />
administer oaths and compel the attendance of witnesses. All meetings shall be open to the<br />
public. The Board shall keep a minute of its proceedings showing the vote of each member<br />
upon each question raised and shall keep a record or its official actions, all of which shall<br />
constitute a public record.<br />
Section 51. Creation of a Local <strong>Zoning</strong> Review Committee. The <strong>Zoning</strong> <strong>Ordinance</strong> shall be<br />
reviewed every year or sooner when the need arises, by a Committee to be known as the<br />
Local <strong>Zoning</strong> Review Committee (LZRC). For purposes of policy coordination, the LZRC shall be<br />
attached to the Municipal Development Council. The Local <strong>Zoning</strong> Review Committee shall be<br />
composed of sectoral experts. These are the Local Officials/Civic Leaders responsible for the<br />
operation, development and progress of all sectoral undertaking in the locality.<br />
The Committee shall be headed by the <strong>Zoning</strong> Administrator and shall be composed of the<br />
following:<br />
1. Municipal Planning and Development Coordinator<br />
2. Municipal Health Officer<br />
3. Municipal Agriculturist<br />
