Position Title: Department: Business Analyst / Programmer Information Technology Job Description: Attachment Scope and Responsibilities Scope of Activities Many information systems are driven by technology. The corporation relies on this position to maintain (systems and software) reliability, timeliness, security and accessibility. The position is expected to support the work of operating departments, corporate management and its services and provide third level support on core client server software to IS Coordinators. The position provides mentoring and guidance to Admin / Web Coordinator on web programming and development. It is controlled by contemporary standards of technology management, corporate policy and management and communication practices. 1. Commercial Off The Shelf (COTS) Software Support The Business Analyst / Programmer position is the internal third level support for the following client server (SQL based) software; • Oracle ECM Suite • Microsoft Dynamics GP • Direct IT Work Manager • GIN • Yardi • ESRI ArcGIS Server • Mr. Compliance The Business Analyst / Programmer position is the technical lead for the following software: • Oracle ECM Suite • Microsoft Dynamics • Direct IT Work Manager • GIN 2. Server Software Support To ensure the stable operation of both third party and in-house computer software. This includes planning, developing, installing, configuring, maintaining, Business Analyst / Programmer Information Technology Page 4
supporting, and optimizing Web Server and Database Server software. This will also involve analyzing and resolving end user software program and connectivity issues in a timely and accurate fashion, and provide end user training where required. 3. Assess Business Requirements Provide support to departmental project lead to undertake the analysis and study of systems (including the preparation of management reports, external verification checks, audit trail procedures and programming specifications) based on user requirements and corporate objectives. Provide support to departmental project lead and consult with staff and third party vendor staff in the development of systems and procedures or in revising methods for obtaining and standardizing input and output data. 4. Documentation To develop written information about the organization’s computing systems that aid in their development, use, and support. To carefully document all processes for the purposes of disaster recovery. This information must be maintained as technologies and procedures evolve. Outputs will include a range of documents to be read by both technical and non-technical personnel across all departments. 5. System Security The County’s organizational security posture must always be maintained. COTS software must be configured to conform with County security policy. Software that is developed and modified must be done in accordance with County security policy and always consider that the data under the care and control of the county be kept secure and private. 6. Programming and Web Development Provide second level support to IS Coordinators that utilize scripting to aid in network and software management. The IT Department supports all County Web sites (Tourism, Museum and Corporate). Business Analyst / Programmer uses programming skills to modify existing COTS software and create software if needed. Skills required include: • Knowledge of Oracle Content Server (Stellent) development techniques including Idoc Script and component architecture, basic Java development • Intermediate to advanced experience with ColdFusion 8 or later Business Analyst / Programmer Information Technology Page 5
