1. Welcome & Introduction<br />

Neste Oil Rally Finland 2015<br />

Dear rally friends,<br />

After our 2014 edition of Neste Oil Rally Finland, we received a lot of feedback and especially from two areas.<br />

Firstly, everyone was excited about the Neste Oil Rally Helsinki Battle, lifting WRC event promotion to a whole new<br />

level, which we are pleased to notice has been adapted in other events since. Secondly, everyone told us that we<br />

had the best rally route ever and that we should absolutely not change anything for next year. We did.<br />

The rally was well and truly a great success in 2014, but you just have to change things, otherwise it would not<br />

be interesting for us either. The decision was made easier for us, as the FIA and WRC Promoter introduced a new<br />

format for the rally weekend, forcing us to cut stages from the Thursday, so it was evident that something has to<br />

be done.<br />

We believe we have been able to hold on to the best bits, we have improved the not-so-great bits and we have<br />

managed to find something totally new to give that little twist of excitement to the drivers, that tingling feeling<br />

in your guts when you attack a new road for the first time at full speed, pondering whether your pacenotes are<br />

accurate.<br />

We hope we manage to relay this feeling also to our spectators, pass on the torch of excitement and entertain the<br />

crowds.<br />

With these short words we welcome the gladiators to the arena!<br />

Environmental Note<br />

As a part of the Sustainability Programme of FIA, Neste Oil Rally Finland will also do its utmost to reduce its carbon<br />

footprint. Rally Finland has achieved official accreditation of the Programme, Progress towards Excellence. Next<br />

goal is to reach the top level, Achievement of Excellence, in year 2015.<br />

Regarding the Sustainability Programme, evaluating and reducing the environmental impact of motorsport is<br />

playing an integral role. One important factor is the number of print outs made from various documents. Rally<br />

Guides 1 & 2 will only be published on the event website, as well as the Supplementary Regulations.<br />

We would appreciate all competitors joining us for this campaign by informing us early the number of road books<br />

and other printed documents they need (should this be less than the regulatory package), so we do not end up<br />

throwing a lot of unused materials straight to recycling. The Road Book will also be published on our website, to<br />

speed the delivery process to competitors, as well as to save printed materials.<br />

4.2 Criteria for Acceptance of Entries<br />

Anybody wishing to take part in Neste Oil Rally Finland 2015 must fill in the electronic entry form published at the<br />

same time with Supplementary Regulations on the event website at www.nesteoilrallyfinland.fi, under competitors<br />

section. This applies to private drivers. Manufacturers, WRC Teams registered in the FIA World Rally Championship<br />

and FIA WRC2/WRC3/JWRC competitors make their entries to the organiser using the entry form supplied by the<br />

FIA, unless otherwise informed in the Supplementary Regulations of the rally.<br />

The entry forms must be received before Tuesday 30 June 2015 at 18.00 Finnish time (17.00 CET).<br />

By sending this electronic form, the competitor undertakes to abide by the rules and regulations of the competition.<br />

Competitors will sign the entry form in Administrative Checks.<br />

To be accepted, competitors must send a proof of payment of the entry fee by e-mail to event secretary by the<br />

close of entries (a scanned copy of the bank transfer will do). Competitors and drivers wishing to enter international<br />

competitions organised abroad, may only do so with the approval of their own ASN.<br />

4.5.3 Packages for Drive DMack Fiesta Trophy<br />

Content of entry package for Drive Dmack Fiesta Trophy competitors will be agreed with Trophy Promoter<br />

(M-Sport Ltd.).<br />

5. Service Park<br />

5.1 Location<br />

The Service Park is located in the area around the Jyväskylä Paviljonki Rally HQ and Jyväskylä Harbour. Manufacturers<br />

and WRC Teams entered to the FIA WRC will have their designated areas in the Service Park according to the<br />

Championship Regulations. There will be a dedicated area for the auxiliary vehicles in an auxiliary parking area<br />

within the Service Park. Due to the restricted space in the Service Park, private entries will not be given any auxiliary<br />

plates.<br />

The basic lay-out of the Service Park will stay much the same as last year. Closer to the harbour, some areas will have<br />

been turned into a park and promotional areas by the time of our rally, so the final location of Media and Technical<br />

Zones may change from last year. A more detailed layout of the Paviljonki Service Park will be published in Rally<br />

Guide 2.<br />

Final lay-out with competitor locations will be published on the event website on Wednesday 22 July 2015.<br />

5.2 Access to the Service Park<br />

Manufacturers and WRC Teams can access the Service Park as per individual agreements with the organiser.<br />

Manufacturers, WRC Teams and nominated Tyre Manufacturers can access the area at a time agreed with the<br />

organiser. Priority 3 teams and Drive DMack Fiesta Trophy will have access on Monday, 27 July 2015 at 09.00, and<br />

non-priority competitors on Wednesday, 28 July 2015 at 08.00.<br />

All parties are kindly asked to respect these opening times. Manufacturers, WRC Teams or Tyre Manufacturers<br />

wishing to bring equipment or sea containers to the Service Park area before the given opening time must inform<br />

the organiser thereof. If the organiser has not received such notification, we cannot guarantee any access to the<br />

area. All costs of moving the equipment either within or from outside the Service Park to its final position will be<br />

borne by the relevant owner of the equipment.<br />

Please note that it is absolutely forbidden to drive any anchors into the ground at any location inside the Service Park<br />

without the prior written consent of organiser’s Service Park Co-Ordinator. Competitors are reminded to prepare for<br />

fastening all structures with concrete ballast or equivalent.<br />

Competitors are kindly asked to remind all their team staff to always carry their Team/Service Passes, as the organiser<br />

will be collecting an admission fee into the service park from anyone without a valid pass.<br />

5.3 Facilities in the Service Park<br />

Shop-in-Service<br />

The grocery store inside the service park is currently being run under new management. The K-Supermarket Lutakko<br />

and its manager, Ms. Virpi Tolonen welcome warmly all competitors to do their daily shopping.<br />

For the Teams, K-Supermarket Lutakko is offering a service of daily delivered fresh fruit, vegetables, meat, fish - all<br />

within metres of your service area! Large quantities should be ordered beforehand, and if you place your orders via<br />

e-mail, all your shopping can be collected ready by the staff and you just pick them up from the shop. And to make<br />

it even more convenient, you can agree on flexible invoicing arrangements directly with the manager.<br />

5.4 Tyre Fitting Zone<br />

There will be a tyre fitting zone after the Regroup in Himos (after TC 5B) on Friday. An extra time of 15 minutes has<br />

been added to the road section due to the TFZ. Teams will be given access to the regroup as per FIA WRC, Art. 48.2.2.<br />

Please note that there will be no mid-day service in the main service park of the rally during Friday.<br />

At the TFZ, all prescriptions of FIA WRC, Art. 52.1 apply. More information on the transport of the tyres to the TFZ<br />

will be given in the supplementary regulations of the rally.<br />

5.5 End of Day Service<br />

For the 45-minute service, our aim is to operate as in 2014, which means that we shall not be following the FIA WRC,<br />

Art. 51.3 for non-priority drivers.<br />

Pending FIA agreement, all non-priority competitors must drive their cars directly from the Technical Zone to their<br />

service bay and their service time will start normally from the TC IN, with no separate flexi-service parc fermé. More<br />

information in the supplementary regulations and Rally Guide 2.<br />

On arrival to their service bays, all drivers will be asked to be accessible to the public for autographs and photos.<br />

6. Two-way Radio<br />

All mobile GSM phones as well as LA (CB), PR 27 and PMR 446 (analog and digital) phones are exempted from<br />

licensing, provided they fulfill the requirements of relevant equipment standards and specifications. The use of all<br />

other kinds of radio transmitters is subject to a licence issued by the Finnish Communications Regulatory Authority<br />

(FICORA). FICORA shall be notified of the frequencies in the equipment in question, upon which it will decide on<br />

assigning the customer a suitable frequency and will issue a licence for the radio transmitter.<br />

Throughout the rally, the use of frequencies for amateur radio is prohibited.<br />

At the pre-event scrutineering, the radio transmitters and licences will be inspected. Radio transmitters in aircrafts<br />

will be inspected, too.<br />

The use of radio transmitters will be monitored throughout the rally. Unlicensed use, or use outside the terms of<br />

a licence, of a radio transmitter, may lead, in case of serious interference, to prohibition of the use of the radio<br />

transmitter, in accordance with the Act on Radio Frequencies and Telecommunications Equipment in Finland.<br />

7.2 FIA Fuel and Fast Couplings<br />

Refuelling will be located at the Service Park Paviljonki (Shakedown, Sections 4, 5 and 6), as well as in Jämsä<br />

(Sections 2 and 3), Kuhmoinen (Sections 2 and 3), Petäjävesi (Section 4 and 5) and Hankasalmi (Section 7). The<br />

competitors need to pay special attention to the various refuel locations on the itinerary when making their service<br />

plans. There will be a regroup together with the remote refuel between Sections 6 and 7.<br />

All cars of the Priority drivers must be fitted with FIA fuel sample couplings for taking fuel samples and with FIAspecified<br />

refuel couplings. All competitors must comply with WRC regulations Art 59.3.2.<br />

The use of FIA fuel is obligatory for all Priority drivers. No later than 3 weeks prior to the event (8 July 2015), the<br />

For sporting, environmental and safety reasons, during the rally the fuel must be dispensed from a single source.<br />

Thus all cars must use this centralised refuel service. The total price of the fuel will be 5.48 € per litre, including the<br />

7.4 Dispensing of 98E Pump Fuel and Diesel<br />

For the non-priority drivers, the use of FIA fuel is not obligatory and normal pump fuel and Diesel may be used from<br />

petrol stations directed in the Road Book of the rally. The organiser is aiming to find suitable petrol stations along<br />

the route of the rally to be used for non-priority drivers’ refuelling, which means considerable savings in their event<br />

budgets.<br />

Drivers’ attention is drawn to the fact that the list of available petrol stations and other locations for the 98E pump<br />

fuel and Diesel will be published later as a separate document (these will also be shown in the Road Book), i.e. the<br />

locations are not given in the itinerary of the rally (as Appendix 1) and the distances from one refuel to the next are<br />

different from the ones given in the afore mentioned itinerary. More details of the refuel process and pump fuel<br />

prices at refuel zones will be given at a later date (RG2 at the latest).<br />

Please note that all cars with only FIA-specified refuel couplings using pump fuel must transport the necessary<br />

adaptor in the car and show it at the pre-event scrutineering (FIA WRC, Art. 59.3.7).<br />

8. Import of Vehicles and Spare Parts<br />

8.1 Competitors from the European Union<br />

Competitors coming from the European Union do not need to make any special customs clearance. They may use<br />

any vehicle in Finland for up to 6 months without clearing it, provided that the vehicle is not brought to Finland<br />

with the intention of selling it. All vehicles need to have a valid traffic insurance. Tyres and spare parts can also be<br />

imported without clearance.<br />

It is always good to have a list of tools and equipment you bring into the country, in case you will be asked to prove<br />

what you had with you on the way in.<br />

8.2 Competitors from outside the European Union<br />

Competitors coming from outside the European Union will have to report at the customs on their way in. Please<br />

prepare a list of all the tools and equipment you are bringing with you. This list will be stamped at the customs and<br />

they may collect a security (the amount is negotiable). Tyres are under customs as they are non-durable goods. The<br />

customs payment will be returned if the used tyres are exported from the country on the way out, as well as the<br />

security, if all equipment is exported.<br />

9. Helicopters<br />

9.1 Registration & Briefing<br />

As in previous years, the organiser will be working in close co-operation with the Finnish Civil Aviation Authorities.<br />

This means all pilots using the helipads provided by the organiser must attend the pilots’ briefing and must acquire<br />

the organiser’s pilots’ pack, including all GPS coordinates, aviation / rally maps, list of helicopters and pilots and the<br />

necessary ID plates for the helicopter. Price for this package will be 1400 Euros plus VAT 24%.<br />

Details about pilot´s briefing will be given in Rally Guide 2. There will be a briefing in Vantaa for Finnish pilots<br />

on Monday, 27 July 2015 and another in Jyväskylä (EFJY) Airport terminal building on Thursday, 30 July 2015 at<br />

16h00 local time. The operators must be ready to present all necessary documentation at the briefing, as well as to<br />

send copies of the required pilots’/operators’ licences already at the time of registration. Any late arrivals must be<br />

informed to organiser well in advance. More information will be given in Rally Guide 2.<br />

Details of the possible Drop Zone at the Rally HQ / Service Park will be given in Rally Guide 2.<br />

All pilots wishing to use the other official helipads of the rally must register with the organiser using the registration<br />

form, which can be found as on Appendix 5 of this Rally Guide 1 and on the event website. There may be restrictions<br />

concerning aircraft type used or experience level of the pilot. Deadline for the submission of helicopter registration<br />

forms is Friday, 10 July 2015. All private and exclusive landing pads must be informed to the organiser by the same<br />

date.<br />

In Finland, you must always have the landowners permission to land. Should any helicopter land without such<br />

permission, the landowner may charge whichever sum he may see suitable. The organiser is aiming to set up at least<br />

two landing zones on each special stage, in connection with our spectator areas.<br />

Flight safety rules will be published together with the Pilot´s Book, as a separate document. The AirBoss system<br />

introduced in 2013 will continue to guide pilots throughout the rally at the most frequently used helipads.<br />

12. Reconnaissance<br />

12.1 Registration for Reconnaissance<br />

Reconnaissance registration will take place as follows:<br />

12.2 Reconnaissance only Registration<br />

Any driver wishing to take part in reconnaissance only, must respect the regulations of reconnaissance in its entirety<br />

(see 2015 FIA WRC Regulations 25.5 and 2015 Supplementary Regulations of Neste Oil Rally Finland).<br />

A fee of 1 000 € + 10% VAT = 1 100 € for taking part in the reconnaissance must be paid in full.<br />

12.3 Regulations and Restrictions<br />

Main part of the recce will be done over two days (Tuesday - Wednesday), only SS Harju will be done on Thursday,<br />

shortly before the running of the stage. The competitors will be divided into two groups during the reconnaissance<br />

at organiser’s discression. More specific information will be given in the Supplementary Regulations and Rally Guide<br />

2. A draft reconnaissance schedule can be found as Appendix 1.5.<br />

The stage will be run like a special stage. Times will be published in the Rally HQ and Media Centre. Competitors<br />

must use all safety equipment, just as on special stages during competition.<br />

Any person found onboard the car during shakedown, who is not part of the entry of the rally must sign a disclaimer<br />

which indemnifies the organiser. This disclaimer can be collected from the Rally Office. Please inform Secretary of<br />

the Rally if disclaimer is needed.<br />

14.1 Vetomies - National Event<br />

A national rally will be organised in conjunction with Neste Oil Rally Finland, using most of the stages in the<br />

rally between the two runs in the rally proper. Both two- and four-wheel-drive cars with expired international<br />

homologations and Finnish national homologations will be tackling the stages between the WRC runs both on Friday<br />

and Saturday. These cars have proved to be very popular among our spectators in previous years, and we are sure<br />

14.5 Mobilia - Rally Hall of Fame<br />

The Rally Hall of Fame was opened at the automobile and road traffic museum Mobilia in July 2010. To celebrate<br />

its opening four legendary rally drivers were inducted to its Gallery: Erik Carlsson, Paddy Hopkirk, Rauno Aaltonen<br />

and Timo Mäkinen. In 2011, 2012, 2013 and 2014, ten further rally legends were nominated: Walter Röhrl, Hannu<br />

Mikkola, Carlos Sainz, Michéle Mouton, Björn Waldegård, Andrew Cowan, Tommi Mäkinen, Stig Blomqvist, David<br />

Richards and Ari Vatanen.<br />

Rally Hall of Fame is an initiative of Finland’s Automobile Sport Federation and Mobilia, the country’s national<br />

speciality museum of the automobile and transport. Despite its Finnish origins, Rally Hall of Fame is projected as a<br />

global institution and reflects worldwide achievement in the sport of rallying. Therefore, nominations to the Hall of<br />

Fame are made by an international Committee.<br />

The inductees are chosen from past rally drivers or persons who have otherwise played an active part in the rally<br />

world. The nominees are also recognized in the Rally Hall of Fame exhibition with a special section that presents not<br />

only general information about the careers of the legendary drivers, but also their individual driving gear, vehicles<br />

and other memorabilia from the era of their careers.<br />

Upon request, the organiser will provide working facilities at the Rally HQ for the press personnel of Manufacturer<br />

Teams and tyre companies entered in the FIA WRC. All the costs for supplying the equipment to set up this room,<br />

as well as the costs for the installation of telephone and IT (and for their use) will be charged to the organisations<br />

concerned.<br />

16. General Facts and Information<br />

16.1 Medical Information<br />

At the administrative checks before the rally all drivers must present their Medical Certificate of Aptitude in<br />

accordance with the FIA medical standards, and as given to them by their own ASN. Normally this Medical Certificate<br />

of Aptitude is included to International Competitor´s License, but if it is not, competitor is responsible to present a<br />

separate document.<br />

A decision in accordance with Finnish law has been taken by the Health Care District Central Finland that an individual<br />

living elsewhere than in Finland must pay the total cost of treatment received unless other provision has been made<br />

in international agreements.<br />

Residents of EU/EEA/ and Switzerland<br />

By presenting your European Health Insurance Card, you will receive medical treatment on the same terms as the<br />

local residents. However, not all doctors and hospitals operate within the reimbursement system, which means that<br />

any costs you incur outside the system will have to be paid by yourself. As a general rule, public health services are<br />

covered by the reimbursement system.<br />

The European Health Insurance Card mainly covers emergency treatment in the event of an illness or injury and<br />

other medically necessary treatment. You can also get medical treatment if you have a pre-existing chronic condition<br />

that requires medical attention while you are abroad.<br />

Please contact your national health insurance authorities to get your card before travelling to Finland.<br />

Residents of other countries<br />

If you are a resident of a country other than those mentioned above, the patient charge will be the equivalent of the<br />

total cost of treatment plus the patient charge for an individual living in Finland.<br />

Payment of the patient charge<br />

If you require first aid, collection of the patient charge will be made as you leave hospital. Collection of the charge<br />

will take place in advance in cases where you have agreed with the hospital on treatment that is not urgent.<br />

Should an insurance institution be responsible for your patient charges, acceptable evidence of this must be<br />

presented to the hospital.<br />

All competitors living in the European Community should organise themselves a European Health Insurance Card to<br />

be able to get free medical services at the communal health care centres and hospitals.<br />

This card can be obtained from your local social services.<br />

338,145 sq. kilometres, of which 10% is water. There are more than 60,000 lakes in Finland. 7% of the land is under<br />

major variations in the seasons. During the rally, it is late summer and the weather may vary quite a lot, although it<br />

Credit Cards<br />

All major credit cards are very widely accepted in hotels, car rental offices, department stores, restaurants, shops<br />

and most taxis. Foreign credit cards can be used to withdraw cash from almost all ATMs.<br />

Medical Services<br />

Medicines are sold at pharmacies (APTEEKKI). Usually pharmacies are open until 17.00 or 18.00. There is one<br />

pharmacy (Yliopiston Apteekki) at Kauppakatu 39, which is open daily 08.00 – 23.00.<br />

All hospitals have doctors on duty around the clock. In emergencies, patients should be directed to a health care<br />

centre or hospital emergency unit. Dental care is mainly provided by private practitioners.<br />

16.3 City of Jyväskylä<br />

Neste Oil Rally Finland has been hosted by the City of Jyväskylä since the very beginning of the event, for over 65<br />

years. The role of the city has grown to be a more central one over the years, as the event has grown from a modest<br />

concentration run for a handful of enthusiasts to a full-blown world level event.<br />

General Information<br />

The city of Jyväskylä was inaugurated as a town in 1837 and is located in the lake district of Central Finland. It is easily<br />

reached by road, air and water. Lively, youthful Jyväskylä is Finland’s seventh largest city with a population of almost<br />

135 000. New Jyväskylä was formed at the beginning of 2009 as a result of the merger of Jyväskylä, Jyväskylä Rural<br />

Municipality and Korpilahti. Today Jyväskylä is a bustling centre for business, education, sports and culture. The<br />

Jyväskylä region – comprising of the city of Jyväskylä and six municipalities surrounding it – has 180 000 inhabitants.<br />

Jyväskylä is a school and university town with 45 000 students during the academic year, providing a diversity of<br />

educational offerings for people of all ages. The multi-disciplinary University of Jyväskylä and Jyväskylä University<br />

Jyväskylä is one of Finland’s five centres of growth. Special expertise can be found in the fields of paper manufacturing<br />

and paper machinery as well as energy production, environmental, information, welfare and nanotechnology.<br />

In recent years, Jyväskylä has gained reputation as organiser of many national and international congresses and fairs<br />

in the Jyväskylän Paviljonki Fair and Congress Centre.<br />

Quality of Life<br />

The landscape of Jyväskylä is varied with lakes, forests and hills within a walking distance of the city centre. The<br />

Laajavuori skiing centre and recreation area with its new outdoor theatre facility provides excellent opportunities<br />

for sports and other activities, and that is where the shakedown of the rally also takes place. Lively pedestrian<br />

precinct and beautiful university campus right in the city centre are central places for different events. The trail<br />

around Lake Jyväsjärvi is a great recreational area for both residents and visitors alike.<br />

The Jyväskylä region is easily reached by land and air: the distance of 270 kilometres from Helsinki takes only 35<br />

2G and 3G phones as well as LA (CB), PR 27 and PMR 446 (analog and digital) phones are<br />

exempted from licensing, provided that they fulfil the requirements of relevant equipment standards<br />

and specifi cations. The use of all other kinds of radio transmitters is subject to a licence issued by the<br />

Finnish Communications Regulatory Authority (FICORA). FICORA shall be notified of the frequencies<br />

in the equipment in question, upon which it will decide on assigning the customer a suitable<br />

frequency and will issue a licence for the radio transmitter.<br />

The radio transmitters and the licences will be inspected during the event. Radio transmitters in<br />

aircraft will be inspected as well. The use of radio transmitters will be monitored throughout the<br />

event. Unlicensed use or use outside the terms of the licence of a radio transmitter, may in case of<br />

serious interference lead to prohibition of the use of the radio transmitter (as stated in the<br />

Information Society Code on Radio Frequencies and Telecommunications Equipment in Finland).<br />

TIRES for TESTING and for the EVENT will be ordered SEPERATELY no later than 4 (four) weeks (European<br />

events) and 10 (ten) veeks (overseas events) from the delivery date indicated on our FORM B provided that<br />

the delivery schedule and the quantity of TIRES are confirmed by CEERTA in writing in the following 7<br />

business days, In the absence of CEERTA's written confirmation within 7 business days, the TEAMS's<br />

order will be considered as NOT CONFIRMED by CEERTA.<br />

The Tires for TESTING will be at disposal at the CEERTA after payment and the competitor will organize the<br />

shipment.<br />

The Tires for the EVENT will be supplied directly at our technical base in the service park.<br />

On the following EVENTS (Mexico, Argentina, Australia), the Tires will be leased by the CEERTA to the<br />

competitors. At the end of these events, the competitors have to return those Tires used and new. Only the<br />

used Tires will be invoiced to the competitors as well as the not returned Tires. Moreover, a payment of a<br />

caution of 50,00 € (VAT not included) will be invoiced per tire leased and will be refund at the end of the event<br />

in case the Tires are returned to CEERTA.<br />
