<strong>INAUGURAL</strong> <strong>PROGRAMME</strong> FOR PUBLIC SECTOR LEADERS BOLSTERS<br />
SINGAPORE-KUWAIT TIES<br />
The Civil Service College (CSC) will be hosting a delegation of 11 Undersecretaries and<br />
Assistant Undersecretaries from the State of Kuwait from 4 to 8 October <strong>2010</strong>. In<br />
Singapore to attend the inaugural Strategic Leadership Programme on Public<br />
Governance & Leadership organised by CSC, the delegation is here to learn about<br />
Singapore’s model of public governance and leadership. The delegation is led by Mr.<br />
Mohammad Hamad Al-Roomi, Undersecretary of the Civil Service Commission.<br />
The Strategic Leadership Programme on Public Governance & Leadership will draw on<br />
various experiential learning approaches like dialogues with local public sector leaders,<br />
visits to local government agencies and discussion sessions in the classroom. It is the<br />
first in a series of capacity-building exchanges and cooperative activities outlined in a<br />
Memorandum of Understanding (MOU) between CSC and Civil Service Commission of<br />
the State of Kuwait.<br />
“The Civil Service College of Singapore welcomes the delegation of Kuwaiti senior<br />
leaders and is excited at the potential exchange of ideas between the two public sectors.<br />
This strategic leadership programme marks a critical milestone in enhancing the
Singapore Public Service’s relationship with the Kuwaiti Public Service.”, said Mr Lionel<br />
Yeo, Dean of the College and Deputy Secretary (Development) of the Public Service<br />
Division.<br />
Speaking for the delegation of permanent secretaries and deputy secretaries equivalents,<br />
Mr. Al-Roumi commended the growing Singapore-Kuwait relations and emphasised the<br />
significance of this inaugural programme, “Singapore-Kuwait relations have made<br />
marked progress in the past years with collaborations in various fields including this<br />
partnership with CSC. The delegation looks forward to hearing from Singapore in the<br />
areas of governance and we are certain that this collaboration and future exchanges will<br />
augment understanding between both public services.”<br />
The 5-day programme will end with a closing ceremony on 8 October, <strong>2010</strong>. The media<br />
is welcome to cover the closing ceremony, which will be held at 11.30am in the Grand<br />
Hyatt Singapore. Please register your attendance by 12 noon, 7 Oct <strong>2010</strong>.<br />

Background on the Memorandum of Understand (MOU)<br />
The MOU between CSC Singapore and Civil Service Commission of the State of Kuwait<br />
was signed in June 2009. Under the MOU, the CSC and the Civil Service Commission of<br />
the State of Kuwait would embark on exchange programmes, study visits and other<br />
developmental activities in the areas of public governance & leadership and public<br />
administration.<br />
