It’s Not Too Late To Attend <strong>The</strong> Convention<br />

Convention plans are coming along very well according<br />

to Convention Chairman Gary Skarphol. <strong>The</strong> program is<br />

nearly finished, the golf outing is scheduled for Thursday<br />

afternoon and transportation is being established to assist<br />

the Convention visitors with a relaxed ease <strong>of</strong> getting from<br />

one event to another. Guests for the Convention include our<br />

National Commander Jim Koutz and National Commander<br />

Candidate Dan Dellinger. <strong>The</strong>se National Officers are very<br />

busy this time <strong>of</strong> year and spend considerable time on the road<br />

attending <strong>Department</strong> Conventions around the country. Due<br />

to their busy schedules and only so many weekends in <strong>June</strong><br />

and July, they will be splitting their time at our convention;<br />

Mr. Dellinger will be in Williston, Friday and Saturday with<br />

National Commander arriving Saturday and departing Sunday.<br />

<strong>The</strong>y will be reporting on the business <strong>of</strong> the <strong>American</strong> <strong>Legion</strong><br />

and the impact on our members and veterans.<br />

<strong>The</strong> National Officers will be flying into Williston so they<br />

won’t need a traffic report, but for the rest <strong>of</strong> us, the question<br />

regarding traffic in Williston seems to be the “elephant” in<br />

the room for a quite a few <strong>Legion</strong>naires considering the<br />

trek to attend the convention this year. Several issues have<br />

been resolved within the city <strong>of</strong> Williston, the truck by-pass<br />

has been completed, the four-lane Hwy 2 from the north/<br />

east is finished and traffic management inside <strong>of</strong> Williston<br />

is rather smooth and consistent. Leadership has made a<br />

couple <strong>of</strong> trips for meetings with the Convention Committee<br />

in Williston and has been very pleased with ease <strong>of</strong> getting<br />

through and around the community. <strong>The</strong> committee has also<br />

arranged for significant transportation shuttles to move our<br />

legionnaires from event to event as necessary.<br />

Traveling in from Minot on Hwy 2 made the trip very<br />

easy and enjoyable. <strong>The</strong> activity is quite interesting and<br />

the drive was very simple. Traffic is very comparable to<br />

driving in Bismarck, Minot or Fargo. <strong>The</strong> heavy truck traffic<br />

has been re-routed; it is as convenient as practical. Don’t<br />

make this misunderstanding the reason for not attending<br />

your convention. <strong>The</strong> highway is all four lane roads and the<br />

convention hotel is on the north side <strong>of</strong> town. From the east<br />

take Hwy 2 into Williston, as you get to town, the first stop<br />

light is a fuel stop, two more stop lights, make a right turn<br />

into the Airport International Inn and you have arrived at the<br />

NDAL Convention Headquarters hotel. <strong>The</strong> Williston Post<br />

has pulled out all the stops to accommodate our transportation<br />

needs while we’re visiting their community. Skarphol has<br />

indicated, “All you need to do is get to the hotel, put your<br />

car keys in your pocket<br />

and they will shuttle<br />

you to every event that<br />

you need to attend to”.<br />

Senator Hoeven Presents Watford City <strong>Legion</strong>naire WWII Military Medals<br />

said. “When you learn the story <strong>of</strong> Donald Diederich’s<br />

experiences more than 60 years ago in a dangerous world and<br />

fierce war, you understand why he and his contemporaries<br />

have come to be known as “the greatest generation.”<br />

Mr. Diederich, now nearly 90-years-old, was a<br />

Technical Sergeant who served in the U.S. Army from April<br />

1943 until his honorable discharge in January 1946. He<br />

served in New Guinea and Leyte Island as a winch operator,<br />

unloading ships at sea and shore. His ship was attacked by<br />

suicide bombers, was sunk, and had to be pulled to shore.<br />

soldiers and fight fires. <strong>The</strong> next day he went back to recover<br />

company papers on the ship despite being under fire. For the<br />

next ten days he unloaded ships while under fire by Japanese<br />

fighter planes. He is being awarded the Asiatic-Pacific<br />

Campaign Medal, Army Good Conduct Medal, WWII<br />

Victory Medal, Philippine Liberation Ribbon and Bronze<br />

Star, and WWII Honorable Service Lapel Button.<br />

Congratulations to Mr Diederich for his service to his<br />

country and for being a member <strong>of</strong> the <strong>American</strong> <strong>Legion</strong><br />

Post 29 in Watford City.<br />

At a ceremony held in Dickinson, Senator John Hoeven<br />

presented former Technical Sergeant Donald Diederich with<br />

a host <strong>of</strong> medals Mr. Diederich earned for his service in the<br />

U.S. Army during World War II, but never received. Donald<br />

Diederich is a member <strong>of</strong> the <strong>American</strong> <strong>Legion</strong> Post 29 in<br />

Watford City. <strong>The</strong> inquires made by the Senator revealed<br />

documentation <strong>of</strong> the decorations on Mr. Diederich’s<br />

discharge papers and the Senator worked to secure those<br />

medals for Diederich. “<strong>The</strong>se long-overdue honors mark<br />

in tangible form, Donald Diederich’s courage and our<br />

admiration, respect and gratitude for his service,” Hoeven<br />

Horace Youth Eagle Scout <strong>of</strong> <strong>The</strong> Year<br />

<strong>The</strong> <strong>Department</strong> <strong>of</strong> <strong>North</strong> <strong>Dakota</strong> <strong>American</strong> <strong>Legion</strong><br />

has announced the selection <strong>of</strong> Travis Bruse <strong>of</strong> Horace as<br />

the <strong>2013</strong> <strong>North</strong> <strong>Dakota</strong> <strong>American</strong> <strong>Legion</strong> Eagle Scout <strong>of</strong><br />

the Year.<br />

Travis is a senior at West Fargo High School and a<br />

member <strong>of</strong> Troop 274 sponsored by the Horace Lutheran<br />

Church. Travis has been active in scouting since 2004 and<br />

he is the first Eagle Scout <strong>of</strong> Troop 274 in 2009. He has<br />

currently earned 105 Merit Badges far above the required<br />

21 and also has earned several Special Awards. <strong>The</strong><br />

most recent award Travis completed is the Boy Scouts <strong>of</strong><br />

America God and Life Religious Award. His Eagle Project<br />

was landscaping seven acres at the Living Waters Lutheran<br />

Church in Fargo following the 2009 flood.<br />

Community activities include sandbagging, 4-H and a<br />

FM Posse Horse Club member. High School participation<br />

includes, Academic Letter, Honor Roll, Buildings Trades<br />

Club and Fargo/Moorhead Warriors Lacrosse.<br />

Travis has been accepted to NDSU and will be majoring<br />

in Architecture in the fall. He plans to work in the Fargo/<br />

Moorhead area.<br />

<strong>The</strong> selection <strong>of</strong> the <strong>American</strong> <strong>Legion</strong> Eagle Scout <strong>of</strong><br />

the Year is made annually based on the scout’s advancement<br />

to the rank <strong>of</strong> Eagle Scout and his activity in his school,<br />

church and community. To be eligible for the award, a scout<br />

must belong and be active with a Boy Scout Troop, Varsity<br />

Scout Team or Explorer Post chartered to an <strong>American</strong><br />

<strong>Legion</strong> Post or Auxiliary Unit or be the son or grandson <strong>of</strong><br />

a <strong>Legion</strong>naire or Auxiliary member. Travis was eligible for<br />

the award through his grandfather Clifford Fremstad.<br />

ND Association <strong>of</strong> County Veterans Service Officers for his 35<br />

years <strong>of</strong> service fighting for veteran’s benefits in <strong>North</strong> <strong>Dakota</strong><br />

Camp Opens <strong>June</strong> 16<br />

<strong>The</strong> first session <strong>of</strong> the 58th season <strong>of</strong> the<br />

INTERNATIONAL MUSIC CAMP will begin on Sunday,<br />

<strong>June</strong> 16th. More than 2,000 students from 12 Nations are<br />

expected to take advantage <strong>of</strong> 23 different Arts education<br />

programs <strong>of</strong>fered during the seven weeks (sessions) this<br />

<strong>The</strong> Cass County area 40 & 8, Voiture 240 is once again<br />

conducting their Flags for 1st Graders project. <strong>The</strong>y visited<br />

29 elementary schools this year and presenting flags and<br />

flag etiquette brochures to some 1,950 first graders. A Flag<br />

is present in every classroom and every 1st grader says the<br />

Pledge <strong>of</strong> Allegiance with us following a short presentation<br />

Commander’s Comments<br />

A huge thank you to all who attended one <strong>of</strong> our ten<br />

Spring District Meetings. We especially would like to<br />

thank all host posts for your hospitality. In my remarks,<br />

I emphasized that it is not <strong>Legion</strong>naires wearing white<br />

caps, it is not our <strong>Department</strong> Office, nor our National<br />

Office that makes the <strong>American</strong> <strong>Legion</strong> what it is today, it<br />

is the <strong>Legion</strong>naires from the 215 Posts throughout <strong>North</strong><br />

<strong>Dakota</strong> that makes this organization successful. Seeing<br />

those Veteran’s Memorials in cities large and small, <strong>Legion</strong><br />

buildings with signage everyone can see and that <strong>Legion</strong><br />

presence at Military Funeral Honors, parades, ceremonies,<br />

baseball games and everything you do in your communities<br />

makes us proud. Thank you.<br />

<strong>The</strong> <strong>2013</strong> Legislative session was an interesting one<br />

at our State Capital in Bismarck! I made several trips to<br />

Bismarck as did Bob Krause, Chairman <strong>of</strong> the <strong>North</strong> <strong>Dakota</strong><br />

Veterans Coordinating Council and Dean Overby, Chairman<br />

<strong>of</strong> the Administrative Committee <strong>of</strong> Veterans Affairs. I<br />

testified on behalf <strong>of</strong> the NDAL on four occasions at various<br />

committee hearings. <strong>The</strong> ND <strong>Department</strong> <strong>of</strong> Veterans Affairs<br />

and Veterans Home in Lisbon faired as well as could be<br />

expected but as always could have been better. Unfortunately,<br />

our legislators did not see the need to help us finance the<br />

employment <strong>of</strong> a <strong>Department</strong> Veterans Service Officer. <strong>The</strong><br />

message received at our District Meetings was loud and clear,<br />

we need to continue that position. We are currently evaluating<br />

funding options and are proceeding with the interview process<br />

to fill Jim Deremo’s position when he retires the end <strong>of</strong> <strong>June</strong>.<br />

A responsibility <strong>of</strong> the <strong>Department</strong> Commander, which I<br />

was honored to accept, is to attend the <strong>Department</strong> Conventions<br />

<strong>of</strong> the other Veteran Service Organizations. On behalf <strong>of</strong> the<br />

<strong>North</strong> <strong>Dakota</strong> <strong>American</strong> <strong>Legion</strong> I delivered our greetings and<br />

wished them a great <strong>Department</strong> Convention. In my remarks<br />

I encouraged their members to also join, if eligible, the other<br />

organizations. We all have membership challenges and need<br />

to support each other. <strong>The</strong> DAV Convention was in Mandan,<br />

April 27th, the AMVETS met in Devils Lake, May 18th,<br />

and the VFW in Grand Forks, <strong>June</strong> 1st, while the Viet Nam<br />

Veterans <strong>of</strong> America (VVA) met last August in Park River.<br />

As a member <strong>of</strong> all <strong>of</strong> them, I encourage all <strong>Legion</strong>naires to<br />

consider joining these other organizations if eligible.<br />

<strong>of</strong> the 188th Air Defense<br />

<strong>Department</strong> Commander<br />

Artillery (ADA) unit <strong>of</strong> the<br />

ND Army National Guard based in Grand Forks are deployed<br />

in support <strong>of</strong> Operation Noble Eagle in Washington, DC, to<br />

keep the air space above our National Capitol Region safe.<br />

A send <strong>of</strong>f ceremony was held in Grand Forks April 28th<br />

to thank and wish these soldiers well during their year long<br />

deployment. It was the largest send <strong>of</strong>f ceremony I have<br />

attended. Patriotism and family support <strong>of</strong> our troops is<br />

alive and well!<br />

Western Region <strong>Department</strong> Vice Commander David<br />

Rolfson and I attended the May Post meeting in Grenora.<br />

As part <strong>of</strong> our three year Strategic Plan, we are visiting<br />

Posts throughout the state. Grenora, close to oil patch<br />

development areas, has growth potential, as Watford City<br />

currently has. <strong>The</strong>se <strong>Legion</strong>naires are debating what to do<br />

with their existing building or building new, and have some<br />

financial resources to deal with the growth.<br />

We are still over 500 members short <strong>of</strong> our 16,553<br />

membership goal for <strong>2013</strong>. Memorial Day is our last best<br />

chance at getting those renewals in. Our Veterans who<br />

have not renewed need to be reminded what we do for our<br />

troops, veterans and youth. Memorial Day weekend is<br />

an appropriate time to remind them we honor those who<br />

have gone before us, and we honor our Flag, the symbol<br />

<strong>of</strong> the United States <strong>of</strong> America. Memorial Day activities<br />

are extremely important for <strong>The</strong> <strong>American</strong> <strong>Legion</strong> and for<br />

every citizen in our Great Nation. May we honor our Post<br />

Everlasting every day for these men and women who have<br />

given us the freedoms we enjoy today. Thank you for all<br />

the hard work you do in making these ceremonies happen in<br />

your community.<br />

As I stated in my very first Commander’s Comments<br />

article almost a year ago, I want to thank you for allowing<br />

me to serve as your <strong>Department</strong> Commander. Having served<br />

in this capacity is an honor I will never forget. I hope I have<br />

met your expectations. It has been a very busy and a very<br />

Snorkeling among giant sea turtles and hundreds <strong>of</strong> fish<br />

is a beautiful experience. I had this experience two years<br />

ago on Turk and Caicos Islands. A walk through nature<br />

reveals a vast variety <strong>of</strong> plant and animal life. Our God<br />

designed such beauty and infinite variety. With spring upon<br />

us and summer not far behind and as we seek a break from<br />

the rigors <strong>of</strong> daily living, we need to escape to the beauty<br />

<strong>of</strong> God’s creation. Farms around the world feed people<br />

whose feet never walk in a garden or field. Seas produce<br />

fish and other food to supply thousands <strong>of</strong> restaurants and<br />

grocery stores. <strong>The</strong> words “take a hike” are <strong>of</strong>ten spoken to<br />

dismiss someone. Yet, when we are feeling overwhelmed<br />

by life’s pressures, taking a hike just may be what we need<br />

for our troubled spirits. When we need a reminder <strong>of</strong> how<br />

generously our Creator has provided for our needs, a visit to<br />

a woodlands, prairies or waters <strong>of</strong> the world supplies ample<br />

evidence.<br />

the present to do something new. Ask God to be a part <strong>of</strong><br />

a bold new adventure to his glory and for the good <strong>of</strong> the<br />

<strong>American</strong> <strong>Legion</strong>. Don’t forget to thank him as you watch<br />

everything grow to fruition.<br />

Understanding Military Culture<br />

describe military experiences, but the real life experiences<br />

<strong>of</strong> veterans describing their experience, adds a lot to the<br />

class. Veterans who volunteer to participate can expect to<br />

spend a few minutes answering questions about their time<br />

in the military.<br />

Last week a veteran spent a few minutes in a class<br />

describing being “blown up” and recovering from injuries,<br />

which helped health providers better understand the military,<br />

military healthcare, and the service member’s experience <strong>of</strong><br />

being deployed. It wasn’t easy for the veteran to talk about<br />

his experiences but it enriched the class.<br />

In my experience veterans want their civilian providers to<br />

seek more knowledge and to be more understanding <strong>of</strong> them.<br />

<strong>The</strong> goal is that veterans will reach out and get the help they<br />

need from civilian healthcare providers and other pr<strong>of</strong>essionals<br />

who are more knowledgeable, accurate, and helpful in how<br />

they work with veterans and their family members.<br />

<strong>The</strong> classes are part <strong>of</strong> the Military Culture Certificate<br />

Program through the ND National Guard. Civilian participants<br />

earn continuing education credit while learning about the<br />

lingo, function, and experience <strong>of</strong> being in the military.<br />

Adjutant’s Perspective<br />

Greetings to my fellow <strong>Legion</strong>naires, Auxiliary<br />

Members, Sons <strong>of</strong> <strong>The</strong> <strong>American</strong> <strong>Legion</strong> and our <strong>Legion</strong><br />

Riders;<br />

We had a great Winter Conference in February and many<br />

brave souls took on the weather to attend the conference in<br />

Minot. But, let’s put that behind us and focus on the activities<br />

and opportunities ahead <strong>of</strong> us at the <strong>Department</strong> Convention<br />

in Williston. You will not be amiss for a lack <strong>of</strong> meetings or<br />

events. <strong>The</strong> leadership <strong>of</strong> the various sub-organizations we<br />

have in the <strong>American</strong> <strong>Legion</strong> family has filled the schedule<br />

for convention.<br />

I’ll take this time to give an overview <strong>of</strong> some <strong>of</strong> the<br />

activities. First <strong>of</strong> all, the project <strong>of</strong> the ND “Remember Our<br />

Fallen” has surpassed its first year on the road. It started last<br />

April 28, 2012, with an unveiling ceremony at the Armed<br />

Forces Reserve Center in Fargo. Its first public display<br />

occurred at the Gate City Bank in Fargo and spent the next<br />

52 weeks making 29 different stops to honor our fallen. <strong>The</strong><br />

last stop <strong>of</strong> this first year was at the Chamber <strong>of</strong> Commerce<br />

in Bottineau, sponsored by the local <strong>American</strong> legion Post<br />

#42. Thank you to all who have helped move this memorial<br />

and secured your local corporate sponsor.<br />

All <strong>of</strong> the NDAL programs are experiencing good<br />

times. Boys State is coming up fast and by all indications<br />

it could be experiencing another growth year. Oratorical<br />

was another exciting year with ND youth presenting<br />

enlightening speeches on<br />

the US Constitution and<br />

team for orchestrating such<br />

a fantastic program.<br />

Baseball is experiencing some growing pains this<br />

year. A change to the way teams are registered has been<br />

implemented by the National <strong>American</strong> <strong>Legion</strong> Baseball<br />

committee. It is required for all managers, coaches and<br />

leadership who have an ongoing contact or impact with<br />

players to complete a background check. <strong>The</strong> purpose is<br />

to be ahead in the youth management programs and not<br />

have to react to an unfortunate situation. Boys State will<br />

be following baseball next year, as they will be also having<br />

their counselor’s complete similar checks.<br />

<strong>The</strong> <strong>Department</strong> Convention is coming very soon, so<br />

make your hotel room reservation. Contact the <strong>of</strong>fice for a<br />

golf outing registration form for Thursday afternoon. Three<br />

days <strong>of</strong> meetings, election <strong>of</strong> next year’s <strong>of</strong>ficers and the<br />

most important is to reconnect with our <strong>Legion</strong> friends from<br />

around the state. <strong>The</strong> National Convention in Houston is<br />

coming this late August, so start planning for a good time<br />

there as well.<br />

Unit 26 <strong>of</strong> Minot Held Annual Birthday Dinner<br />

Refund <strong>of</strong> the Montgomery<br />

GI Bill Not Automatic<br />

Individuals who entered Active Duty after <strong>June</strong> 30,<br />

1985, OR who served a combination <strong>of</strong> at least 2 years <strong>of</strong><br />

Active Duty service and 4 years <strong>of</strong> Selected Reserve service<br />

after <strong>June</strong> 30, 1985, may qualify to receive a refund <strong>of</strong> the<br />

$1,200 deduction for the Montgomery GI Bill - Active Duty<br />

(Chapter 30) under the Post-9/11 GI Bill (Chapter 33).<br />

<strong>The</strong> amount <strong>of</strong> the refund will be equal to the number <strong>of</strong><br />

months and days the individual had remaining under Chapter<br />

30 divided by 36 months multiplied by $1200. For example,<br />

if an individual has 20 months and 15 days <strong>of</strong> entitlement<br />

remaining under Chapter 30 prior to relinquishing the benefit<br />

in lieu <strong>of</strong> Chapter 33, then the individual would receive<br />

$683.33 as a refund. <strong>The</strong> calculation is (20.5 divided by 36,<br />

multiplied by $1200). We converted the days <strong>of</strong> entitlement<br />

remaining into a decimal by dividing the number <strong>of</strong> days<br />

remaining into 30 days<br />

<strong>The</strong> Veteran must request the refund in order to receive<br />

the refund. <strong>The</strong>re is no automated system in place to refund<br />

those eligible Veterans.<strong>The</strong> eligible Veteran can send in the<br />

request through the submit a question link, fax it to 314-552-<br />

Unit #26 <strong>of</strong> Minot, ND, held their annual Birthday Dinner,<br />

honoring all veterans on March 14, <strong>2013</strong>, at 6:30 pm. <strong>The</strong><br />

meeting was held at the <strong>Legion</strong> Club.<br />

Unit #26 President Delores Walhood welcomed the<br />

guests. <strong>The</strong> special guest was Medal <strong>of</strong> Honor recipient, Sgt.<br />

Clinton Romesha, his wife Tammy and their three children<br />

now residing in Minot. President Walhood presented Tammy<br />

with a membership to the Minot <strong>American</strong> <strong>Legion</strong> Auxiliary.<br />

Tootie Fueller <strong>of</strong> Rugby, Past <strong>North</strong>west Division National<br />

Vice President, was called upon to explain the “Quilts <strong>of</strong><br />

Valor”. Mrs. Fueller then presented Sgt. Romesha with<br />

a “Quilt <strong>of</strong> Valor” which was made by Gloria Grove, a<br />

member <strong>of</strong> the Clarence Larson <strong>American</strong> <strong>Legion</strong> Auxiliary<br />

Unit #23 <strong>of</strong> Rugby. <strong>The</strong> quilt was given on behalf <strong>of</strong> the<br />

quilter, <strong>The</strong> Rugby Unit, and the Community <strong>of</strong> Rugby.<br />

<strong>The</strong> Romeshas were honored and very appreciative <strong>of</strong> this<br />

beautiful warm gift.<br />

<strong>The</strong> Auxiliary served a delicious pot luck supper<br />

followed by decorated cakes. Post Commander Millo<br />

Wallace <strong>of</strong> the Minot Post thanked the women for the<br />

dinner and for supporting the veterans. He also thanked the<br />

members and guests for coming. Everyone was invited to<br />

stay for visiting and entertainment.<br />

A year in the life<br />

me at <strong>Department</strong><br />

Convention I said<br />

one <strong>of</strong> my favorite<br />

words. “Yes!” What<br />

I didn’t realize then<br />

was how much <strong>of</strong> an<br />

impact that simple<br />

three letter word would have. I had been an adult<br />

member <strong>of</strong> the ALA for 17 years at that time, held<br />

<strong>of</strong>fices and chairmanships within my local Unit,<br />

and was at that time a District President. My<br />

friend and mentor Charlotte Lassonde encouraged<br />

me on many occasions to get involved and learn<br />

so that I could move up. I thought that I would<br />

move up, but I even surprised myself the day that I<br />

said “Yes!”<br />

<strong>The</strong> journey, from Vice President through<br />

this current year as your <strong>Department</strong> President,<br />

has been a busy and exciting one. Each year<br />

immediately following <strong>Department</strong> Convention is<br />

the National Delegates meeting. This is where we<br />

find out who is going to National Convention, how<br />

we are getting there, what hotel are we at, and<br />

what are our duties. In the past three years I have<br />

attended conventions in Milwaukee, Minneapolis,<br />

and Indianapolis. This year we are going to<br />

Houston. At the National Convention we meet<br />

the National <strong>of</strong>ficers and chairmen and get the<br />

opportunity to meet our peers and coworkers from<br />

around the country. <strong>The</strong>re are training sessions,<br />

meetings, banquets, parades, and networking<br />

going on! <strong>The</strong> National Convention is an Alpha<br />

and Omega situation. One year ends and the<br />

whirlwind <strong>of</strong> another year begins.<br />

<strong>The</strong> <strong>Department</strong> organizational meeting<br />

is held sometime between the <strong>Department</strong> and<br />

National Conventions. This is a time where the<br />

<strong>Department</strong> <strong>of</strong> <strong>North</strong> <strong>Dakota</strong> begins the year <strong>of</strong> the<br />

business <strong>of</strong> the ALA. <strong>The</strong> Officers, Finance Board,<br />

Program Chairmen, and Executive Committee<br />

discuss the upcoming year for the NDALA.<br />

Once we return from National we begin to<br />

share what we have learned and what our plans<br />

are with the Units. At the Fall District meetings,<br />

the <strong>Department</strong> President shares what her project<br />

is and brings information from National to the<br />

Units. Traveling with the <strong>Legion</strong> Commander,<br />

the President is on the road for two weeks at<br />

this time relaying the ALA mission message and<br />

encouraging grass roots members to continue<br />

promoting the programs <strong>of</strong> the ALA. It is a<br />

wonderful time to meet the Unit members and find<br />

out about their concerns and ideas. <strong>The</strong> meetings<br />

are usually followed up by the Commanders and<br />

Presidents Homecoming celebration. As President<br />

we are <strong>of</strong>ten called upon to attend celebrations<br />

throughout the state, speak at functions sponsored<br />

by other organizations, ride in various parades,<br />

and visit schools. <strong>The</strong>re is never a dull moment.<br />

And while this all is happening, there is also the<br />

day to day operations <strong>of</strong> the organization being<br />

attended to.<br />

In December, <strong>of</strong> course, there are the<br />

Gift Shops at the Fargo VAMC and the Lisbon<br />

Home. <strong>The</strong> donation <strong>of</strong> money, gifts, food,<br />

wrapping paper, and time for these two Gift<br />

Shops is phenomenal. This is a wonderful way to<br />

remember our Veterans at the Holidays. I had the<br />

opportunity to also visit with the folks at the Gladys<br />

Ray Shelter in Fargo and drop <strong>of</strong>f donated items.<br />

<strong>The</strong> Fargo Unit graciously invited me to attend a<br />

Christmas Party, as did the Pisek Unit.<br />

Preparations get immediately underway<br />

for the upcoming Winter Conference in<br />

February. Meetings begin, planning sessions, job<br />

assignments, and another article for the Message<br />

needs to be written. Have we gone through a half<br />

<strong>of</strong> a year already? By this time all members are<br />

working hard on membership objectives, midyear<br />

reports, and the various programs <strong>of</strong> the Auxiliary.<br />

January zooms past and Winter Conference has<br />

arrived. Once again we gather with our fellow<br />

members to discuss the business <strong>of</strong> the Auxiliary<br />

and to hear messages from our Officers and<br />

Chairmen, remember our <strong>Legion</strong>naires, and visit<br />

with friends and <strong>Legion</strong> Family members.<br />

Following this was the Washington<br />

Conference, formerly called the Awareness<br />

Assembly, where once again the National Leaders<br />

<strong>of</strong> our organization share ideas and plans for<br />

the ALA. It was a wonderful experience to go to<br />

Washington, DC and visit with our <strong>North</strong> <strong>Dakota</strong><br />

Congressional and Senatorial delegation and<br />

speak with them regarding the needs <strong>of</strong> our<br />

Veterans.<br />

<strong>The</strong>re is no break in the busy lives <strong>of</strong> the<br />

members <strong>of</strong> the <strong>American</strong> <strong>Legion</strong> Auxiliary. By<br />

the time March came around we were all putting<br />

our minds to nominations and elections, plans for<br />

Poppies and posters, <strong>American</strong>ism and parades,<br />

education and scholarships and preparing for our<br />

reports <strong>of</strong> the activities <strong>of</strong> the past year. Wait a<br />

minute! Where did the year go? We go right into<br />

the Spring District meetings in April, gathering with<br />

our peers again, sharing more ideas and stories <strong>of</strong><br />

our successes. New District <strong>of</strong>ficers were elected<br />

and discussions about <strong>Department</strong> Convention<br />

resounded at the meetings.<br />

May brought a change in the National<br />

Organization and Membership meetings. <strong>The</strong><br />

meetings were combined with the Presidents<br />

and Secretaries Conference into a Leadership<br />

Conference. <strong>The</strong> incoming leaders for our<br />

organization are beginning to make plans for the<br />

upcoming year.<br />

This summer we will look to many other<br />

ALA members to say “Yes!” to take that step<br />

up to serving this wonderful organization as an<br />

<strong>of</strong>ficer or a chairman. I would like to take a<br />

moment to thank those that have stepped up to<br />

these positions and wish each one the best in this<br />

incredible adventure they are embarking upon. I<br />

also would encourage each member to consider a<br />

leadership role within the ALA. It is an experience<br />

you will never regret or forget.<br />

I never knew that saying one little three<br />

letter word could be so rewarding. Working<br />

with a group that shares common goals and<br />

a commitment to support and betterment for<br />

Veterans, active duty service members, their<br />

families, and their communities is a treasure that I<br />

will hold dear for the rest <strong>of</strong> my life. Thank you all<br />

for your commitment to this great organization and<br />

thank you for making this an unforgettable year.<br />

<strong>of</strong> our thoughts and projects that we organize.<br />

As Membership Chairman for this past year,<br />

I have had fun being an Angel in Service.<br />

Remember, we are all Angels in Service.<br />

Numbers are down, but yet we are making<br />

numeric objectives. I don’t know what else<br />

to do but plead with you to keep active,<br />

encourage other members to pay their dues<br />

and be as active as their health and age allows,<br />

encourage women and juniors to become new<br />

members, and remember why you joined this<br />

organization. <strong>The</strong>re will always be veterans—<br />

we need to be there for them.<br />

As you are reading this article, it will soon be<br />

time for another change in our organization—<br />

the <strong>of</strong>ficers <strong>of</strong> <strong>2013</strong>-2014 will be installed on<br />

<strong>June</strong> 30th. Are you ready? I hope so because<br />

we are ready—maybe scared to death, but we<br />

are ready. All <strong>of</strong> the <strong>of</strong>ficers are new and so are<br />

some <strong>of</strong> the chairmen. Guess what—we will<br />

need your help. Let us all work together and<br />

make this year a good memory. I want to have<br />

fun! We need to work hard, but let’s have fun<br />

along the way. One <strong>of</strong> the first things we will be<br />

doing is moving our Secretary’s <strong>of</strong>fice to a new<br />

location. I have volunteers ready to help. This<br />

will be a serious and solemn move since this<br />

<strong>of</strong>fice has been in place for several years. What<br />

do we do with all the stuff? Where do we keep<br />

all the memories safe? Thank you, Myrna, for<br />

all your help over the past years. You will be<br />

missed.<br />

Thoughts--Do I wear the blue shoes? How can we<br />

best serve our veterans? How can we gain new<br />

membership? How can we keep our members<br />

active? Do I wear my <strong>American</strong> <strong>Legion</strong> sweater?<br />

Do I ask that person to help me with that<br />

project? Do I call the newspaper for coverage?<br />

Will the veteran accept what we are doing in<br />

our community? Do I wear a dress or slacks?<br />

Do I have all my papers in order? Do I have<br />

everything I need? Have I read everything? Will<br />

they accept my ideas? Can I do this? Do I have<br />

all my pins in their proper place on my jacket?<br />

Have I made all the necessary phone calls? Have<br />

I covered all the bases? Will I remember what I<br />

want to say? Do I wear black, red, or blue? Or<br />

maybe green? Do we have our veterans in our<br />

best interest?<br />

As you can see, my thoughts are jumbled and<br />

going in many different directions! I wake<br />

up in the middle <strong>of</strong> the night and add another<br />

try to do my very best. First <strong>of</strong> all let’s gather<br />

at Williston and enjoy Linda’s final meeting.<br />

I thank you, Linda, for all your guidance,<br />

ideas, conversations, and laughs—it’s been<br />

a good year! Job well done, Linda! After the<br />

installation on Sunday, it will be “one day at a<br />

time”. Veterans are important to us—that is<br />

why we are members <strong>of</strong> this great organization.<br />

But many times, other things come to mind<br />

first. Let us keep our veterans at the forefront<br />

My name is Arla Roth and I have been an Auxiliary<br />

member for 32 consecutive years. I was a junior<br />

member growing up and didn’t know what an<br />

important organization the <strong>American</strong> <strong>Legion</strong><br />

Auxiliary was. When I married my husband,<br />

Dale, who was very active in the <strong>Legion</strong>, I<br />

rejoined. I have been active ever since. I’ve held<br />

most <strong>of</strong>fices in the Unit and served as District 7<br />

Vice President for 4 years and District President<br />

for 6 years and have held several <strong>Department</strong><br />

chairmanships. <strong>The</strong> past year I have been<br />

<strong>Department</strong> Vice President and in <strong>June</strong> I will<br />

be moving up to <strong>Department</strong> President Elect/<br />

Membership chairman. I recently attended the<br />

National Leadership Conference and feel that I<br />

am now prepared for the job and will do the best<br />

job I can for you and for the organization.<br />

Gilbert C. Grafton Unit 2 <strong>of</strong> Fargo is proud<br />

to endorse Marcy Schmidt for the <strong>of</strong>fice <strong>of</strong> Vice<br />

President for the <strong>Department</strong> <strong>of</strong> <strong>North</strong> <strong>Dakota</strong>.<br />

Marcy is a life member <strong>of</strong> Unit 2 with her<br />

eligibility through her husband, Fred, a Vietnam<br />

veteran. Marcy is currently employed at Sanford<br />

Health and also assists Fred with his heating and<br />

refrigeration business. Marcy and Fred have two<br />

children and are the proud grandparents <strong>of</strong> four.<br />

<strong>The</strong>y make their home in Fargo.<br />

Marcy has been an active member <strong>of</strong><br />

Unit 2 for many years and has served as Unit<br />

President, Secretary, Historian, and various<br />

chairmanships. She is currently the <strong>Department</strong><br />

Historian.<br />

I am excited to run for the <strong>of</strong>fice <strong>of</strong><br />

<strong>Department</strong> Secretary! I feel I am an<br />

excellent candidate because <strong>of</strong> my<br />

secretarial experience, energy, and passion<br />

for the <strong>American</strong> <strong>Legion</strong> Auxiliary. I am<br />

able to continue conducting the day-today<br />

Auxiliary business in the way that<br />

many members are accustomed to. I would<br />

also utilize additional tools such as our<br />

website, email, and Facebook page to share<br />

information with members who prefer<br />

those communication methods. I was<br />

nominated for this position by my home<br />

unit in Cavalier. I am eligible for Auxiliary<br />

membership through my father, Neil<br />

Fleming.<br />

Gilbert C. Grafton, Unit 2, <strong>of</strong> Fargo endorses<br />

LaVonne Matthews for <strong>Department</strong> Treasurer.<br />

She is a 13-year member <strong>of</strong> Unit 2; eligible for<br />

the Auxiliary through her husband, Ron, who<br />

is a Grenada-era Veteran. LaVonne has been<br />

District One President and Vice President, Unit<br />

2 President, and First Vice, and is currently<br />

serving as Second Vice at Unit 2, doing the<br />

membership duties. She was part <strong>of</strong> the<br />

convention committees in 2007 and 2010 when<br />

the <strong>Department</strong> Conventions were held in Fargo,<br />

and is currently the Fargo VA Gift Shop chair and<br />

<strong>Department</strong> Leadership chair.<br />

DEPARTMENT SECRETARY GREETINGS<br />

It is with mixed feelings I write my last note<br />

for <strong>The</strong> Message to you all. I want to say<br />

“Thank-you” to all who have sent me good<br />

wish cards and all the phone calls. I will<br />

miss you all. After so many years, it seems<br />

like family. I will miss the friendship as I<br />

won’t be talking or seeing you as much. I<br />

have enjoyed working with the <strong>American</strong><br />

<strong>Legion</strong> Auxiliary very much. It has been my<br />

life for many years. I do hope you all keep<br />

up the good work and I know you will. I will<br />

see many <strong>of</strong> you at Convention in Williston.<br />

Williston was always a fun place to go for<br />

acknowledge Myrna Ronholm for her many<br />

years <strong>of</strong> service to this organization. Myrna<br />

has served for many years at a Unit level<br />

<strong>Legion</strong> Auxiliary on a grass roots level. Myrna<br />

has held many <strong>of</strong>fices and chairmanships<br />

within her Unit. She is eligible through her<br />

Executive Committee Meeting<br />

8:00 am Friday, February 1, <strong>2013</strong><br />

Call To Order:<br />

DEC Chairman Krause called the meeting to order<br />

at 8:00 am with a salute to the colors and the pledge <strong>of</strong><br />

allegiance. Kenny Wiederholt <strong>of</strong>fered the prayer.<br />

Minutes from the September 15, <strong>2013</strong> meeting were<br />

reviewed and discussed.<br />

A MOTION by Ted Becker, seconded by Kenny<br />

Wiederholt, to approve the minutes as presented was<br />

unanimously approved.<br />

Reports:<br />

Financials<br />

<strong>The</strong> tax returns were reviewed by the DEC and a name<br />

correction was noted and corrected on the copy that was sent<br />

to the IRS.<br />

<strong>The</strong> financials were discussed and it was noted the<br />

supplies/maintenance expense has almost used the yearly<br />

budget and postage was over budget due to the <strong>Legion</strong><br />

News. <strong>The</strong> Legacy Fund incoming and outgoing donations<br />

difference is due to cash accounting and the fiscal year.<br />

<strong>The</strong> yearly internal audit has not been completed at this<br />

time and needs to be completed sometime in February.<br />

<strong>The</strong> Delegate Selection Committee is reviewing their<br />

procedures while taking into consideration the National<br />

Convention rules to be reviewed at the April 1 st DEC meeting<br />

in Bismarck.<br />

Commander Rice discussed the input <strong>of</strong> the Federal<br />

“Fiscal Cliff” regarding the <strong>Department</strong> staff salaries. Staff<br />

experienced an decrease in salary due to the additional 2% in<br />

taxes due to the Federal governments delayed fiscal budget<br />

policy.<br />

A MOTION by Dave Rice, seconded by Eugene<br />

Kachena, to approve a salary adjustment increase <strong>of</strong> 2% to<br />

<strong>Department</strong> staff salaries effective January 1, <strong>2013</strong>. Passed<br />

A MOTION by Bob Krause, seconded by Kenny<br />

Wiederholt, to approve the financials as presented, motion<br />

passed, subject to audit.<br />

Boys State Update and Projections<br />

<strong>The</strong> Boys State Executive Director Carroll Quam gave<br />

an update on the ND Boys State.<br />

1. A budget has been drafted with a $225 registration<br />

fee for all boys attending Boys State. <strong>The</strong> late fee<br />

was eliminated.<br />

2. <strong>The</strong> possibility <strong>of</strong> seeking sponsorships for<br />

additional boys to attend Boys State and the<br />

bus transportation to and from Boys State was<br />

discussed.<br />

3. A Public Service Announcement for Boys and Girls<br />

State with ND’s elected <strong>of</strong>ficials who participated<br />

in Boys and Girls State had been discussed and will<br />

be looked into if it is feasible.<br />

4. <strong>The</strong> electronics for Boys State need to be updated.<br />

5. <strong>The</strong> annual stipends for Boys State will be<br />

reviewed.<br />

6. Kristen Basler <strong>of</strong> the ND Public Instructions is<br />

pursuing the possibility <strong>of</strong> a ¼ credit for Boys<br />

and Girls State to be used at ND colleges and<br />

universities.<br />

Legislative Report<br />

<strong>The</strong> ND Legislature has 3 pages <strong>of</strong> bills that affect<br />

veterans and/or active duty military. <strong>The</strong> ND Veterans<br />

Coordinating Council recommends approval on all <strong>of</strong> the<br />

bills.<br />

New Business<br />

<strong>Department</strong> Service Officer (DSO)<br />

A discussion was held regarding the future <strong>of</strong> the<br />

<strong>American</strong> <strong>Legion</strong> <strong>Department</strong> Servicers position.<br />

1. Jim Deremo is retiring effective <strong>June</strong> 30th.<br />

2. <strong>The</strong> ND <strong>Department</strong> <strong>of</strong> Veterans Affairs is<br />

seeking funding through grants for all veterans<br />

organization’s <strong>Department</strong> Service Officers.<br />

SB2007 addresses this request and it does not look<br />

like it will receive a PASS in the Senate Committee.<br />

3. Lonnie Wangen <strong>of</strong> the ND <strong>Department</strong> <strong>of</strong> Veterans<br />

Affairs is looking into other options to help fund<br />

the Service Officers.<br />

4. Jim Deremo currently processes about 500 veteran<br />

claims a year. If the <strong>American</strong> <strong>Legion</strong> DSO position<br />

is not filled, it will transfer the additional claims on<br />

the DSO’s from other veterans’ organizations and<br />

causing a greater slowdown in claims process.<br />

5. Five applications have been completed and turned<br />

into the <strong>Department</strong> to fill the DSO position.<br />

Two <strong>of</strong> those applicants are not veterans. <strong>The</strong><br />

<strong>Department</strong> will continue taking applications and<br />

will receive an update at the April 1st DEC meeting<br />

in Bismarck.<br />

<strong>Department</strong> Office Computer/Server Updates<br />

A discussion was held on bids which were presented from<br />

two different companies, an option <strong>of</strong> buying and leasing was<br />

also included.<br />

Strategic Planning Session<br />

<strong>The</strong> strategic planning session’s three year plan was<br />

discussed.<br />

1. A great emphasis is placed on improving public<br />

relations.<br />

2. Aggressively increase membership to meet the<br />

current all time high for 2019.<br />

A MOTION by Ted Becker, seconded by Eugene<br />

Kachena to approve the Strategic Plan as presented was<br />

unanimously approved.<br />

A condensed version <strong>of</strong> the Strategic Plan is to be<br />

inserted in the March issue <strong>of</strong> the <strong>Legion</strong> News and to be<br />

emailed out to as many Posts as possible. <strong>The</strong> full Strategic<br />

Plan is to be mailed to the Past <strong>Department</strong> Commanders,<br />

District Commanders and District Vice Commanders. It will<br />

also be on the agenda and discussed at the upcoming Spring<br />

District Meetings.<br />

Constitution, By-Laws and Uniform Code <strong>of</strong> Procedures<br />

This agenda item is to be moved until the afternoon<br />

session when the Judge Advocate will be present.<br />

Some items were brought up to be discussed and<br />

considered at the afternoon session.<br />

New Business<br />

Fargo Veterans Memorial Center<br />

<strong>The</strong> Fargo Veterans Memorial Center requested<br />

donations by the <strong>Department</strong> for a museum facility. Due<br />

to the fact that the facility was being built in Fargo, it was<br />

recommended that the <strong>Department</strong> does not act on this<br />

request and let the local Fargo and surrounding Posts make<br />

donations as they choose.<br />

<strong>Department</strong> Booth at the State Fair<br />

A discussion was held regarding funding <strong>of</strong> the booth<br />

at the ND State Fair by the <strong>Department</strong> <strong>of</strong>fice. <strong>The</strong> cost<br />

<strong>of</strong> this booth for 2012 was approximately $900 and Minot<br />

Post received about 25 memberships from this booth. <strong>The</strong><br />

funding <strong>of</strong> the booth will be tabled until a later time when<br />

the Minot Post is contacted to discuss different options on<br />

funding this booth and the feasibility <strong>of</strong> this booth.<br />

NDSU Post 400 Temporary Charter<br />

NDSU Post 400 received a temporary charter. Dave<br />

Rice and Brad Aune serve as advisors to this Post. <strong>The</strong> Post<br />

has elected its <strong>of</strong>ficers and has<br />

17 current memberships and<br />

has draft Constitution and By-<br />

Laws in place.<br />

Post 6 received a letter <strong>of</strong> reprimand from the Athletic<br />

Committee and wanted to be notified on the issues prior<br />

to receiving a letter <strong>of</strong> reprimand and wanted the issue<br />

addressed by the DEC and not the Athletic Committee. An<br />

inquiry was made on the protocol in the rule books and<br />

challenged the Athletic Committees functionality.<br />

Post 6 is to address the letter directly with the Athletic<br />

Committee and if still not satisfied with the decision, Post 6<br />

is to bring it back to the DEC.<br />

Awards Selection<br />

Firefighter <strong>of</strong> the Year application was reviewed.<br />

Clinton Romesha will be awarded the Medal <strong>of</strong> Honor<br />

by President Obama on February 11, <strong>2013</strong>. <strong>The</strong> <strong>Department</strong><br />

<strong>of</strong> ND is awarding Clinton Romesha with an Honorary Life<br />

Membership for Minot Post 26 through the Paid Up For Life<br />

program at the Winter Conference Banquet on February 2,<br />

<strong>2013</strong>. A Special Recognition Line item is to be setup for<br />

donations received which exceed the cost <strong>of</strong> the PUFL and<br />

MOH Blue cap. Any donations over the cost <strong>of</strong> this Clinton<br />

Romesha’s PUFL dues and cap will be designated for special<br />

recognition awards given by the <strong>Department</strong>.<br />

Foundation Report<br />

Harvey Peterson gave a report on the Foundation<br />

financials.<br />

1. <strong>The</strong> Foundation received a total <strong>of</strong> $ 8,995 in<br />

donations in 2012, <strong>of</strong> which $7950 (90%) came<br />

from a direct mail appeal to the 61 <strong>Legion</strong> Posts<br />

with charitable gaming accounts.<br />

2. <strong>The</strong> Foundation assets increased by $20,000 in<br />

2012 and the corpus is now nearly $324,000 before<br />

any donations are made in <strong>2013</strong>.<br />

3. <strong>The</strong> Admin Funds have been moved out <strong>of</strong> CD’s<br />

with approximately 2/3 <strong>of</strong> those funds in bonds<br />

with the hope is that the Administrative Fund be<br />

able to support itself.<br />

4. <strong>The</strong> Foundation must better recognize the donors<br />

that have given on a recurring basis.<br />

5. Wayne Satrom has completed his second three year<br />

term and the Foundation is seeking a replacement<br />

to recommend for appointment by the Commander-<br />

Elect.<br />

Is it fair to say with last year’s spring season and this<br />

year’s, we are having an average year??????<br />

This year’s Spring Meetings in Indianapolis had a lot<br />

<strong>of</strong> futuristic issues to discuss and approve or disapprove.<br />

A key and ground breaking item was the issue <strong>of</strong> revising<br />

the commissions and committees <strong>of</strong> the <strong>American</strong> <strong>Legion</strong>.<br />

Some were eliminated, some combined and new ones<br />

created. This was a major change as it had not changed in<br />

over fifty years but with the vastly changed world it makes<br />

sense to reexamine our approach to the issues. I truly believe<br />

when the new book comes out following the fall meetings<br />

the changes will be right for the future <strong>of</strong> our organization.<br />

Additional revenue enhancement options through<br />

USAA were made clearer for the <strong>Department</strong>s that chose to<br />

be involved and in fact the first signers signed on during the<br />

meetings in Indy.<br />

Houston, I’d recommend you plan to stay until late Thursday<br />

Constitution, By-Laws and Uniform Code <strong>of</strong> Procedures<br />

A discussion was held regarding the voting procedures.<br />

<strong>The</strong> Uniform Code <strong>of</strong> Procedures can be approved<br />

by the DEC, but everything else must be approved on<br />

the Convention floor. <strong>The</strong> recommendations presented<br />

changing to the majority <strong>of</strong> votes cast and not allowing<br />

proxy votes between Posts. A discussion was held regarding<br />

the clarification and possible scenarios that may affect the<br />

Uniform Code <strong>of</strong> Procedures.<br />

A MOTION by Ted Becker, seconded by Dave Rice<br />

to approve all changes and the name “Uniform Code <strong>of</strong><br />

Procedures” added to the previously known “Convention<br />

Handbook” as presented, Motion Passed.<br />

Four Chaplains Memorial<br />

Bismarck Post 1, Brian Kalk and Pat Mischel are<br />

presenting a Resolution to the Capitol for the first Sunday in<br />

February in ND to be recognized as Four Chaplains Sunday.<br />

A Four Chaplains Memorial program will be held at the<br />

Capitol on March 14, <strong>2013</strong>, to introduce this recognition.<br />

Ken Vatne<br />

Committee Chairman in 1997. His involvement has provided<br />

memorable experience to many youth across the state as<br />

they participated in local, region and state tournaments.<br />

It has been said, “Ken, has an uncanny ability to remove<br />

personal emotion from the equation to produce results that<br />

are proven to be logical which provide realistic solutions to<br />

the challenges that a program such as ours encounters.”<br />

Ken graduated from Wildrose High School in 1959, he<br />

actually volunteered for the draft, entering the U.S. Army in<br />

1959 serving in the Panama Canal Zone during the Cuban<br />

Missile Crisis, separating and returned home in 1962.<br />

Returning home, he started his life in the agricultural world<br />

at the Nelson Grain Company, growing with the company,<br />

and after fifty-one years <strong>of</strong> loyalty, he became the President<br />

and is part-owner. In conjunction with managing the Grain<br />

Company, Ken is in partnership with his son to farm and<br />

raise cattle in Hamlet.<br />

Beyond the day-to-day, Ken is actively involved in his<br />

community; a longtime member <strong>of</strong> the Wildrose Volunteer<br />

Fire <strong>Department</strong> serving as its Fire Chief the past 15 years.<br />

Ken has also been active and served as the President <strong>of</strong> the<br />

Wildrose Lion’s Club for 15 years as well. He is a member<br />

<strong>of</strong> the Grace Lutheran Church, stepping up to serve multiple<br />

terms on the church council and provide the leadership <strong>of</strong> its<br />

Presidency.<br />

As a legionnaire, Ken has been a member for 46 years,<br />

serving multiple tours as the Post #110’s Post Commander;<br />

he has been the 8th District Commander, West Region Vice-<br />

Commander. He has served nine years on the Board <strong>of</strong><br />

Trustee <strong>of</strong> the ND Veterans Home in Lisbon, ND. Ken Vatne<br />

has served the ND <strong>American</strong> <strong>Legion</strong> Baseball Committee for<br />

a total <strong>of</strong> 22 years, 16 <strong>of</strong> those at the helm as its chairman.<br />

Ken has been married for 47 years. He and his wife<br />

Shirley reside in Hamlet, ND, and they have a son, daughter,<br />

and two grandchildren.<br />

<strong>2013</strong> <strong>Legion</strong> Bowling<br />

Champion Named<br />

<strong>The</strong> annual State <strong>American</strong> <strong>Legion</strong> Bowling Tournament<br />

was held on the weekends <strong>of</strong> Feb. 9-10 and 16-17, <strong>2013</strong>, on<br />

the Wonder Lanes at New Rockford.<br />

Winning the Team championship with a total <strong>of</strong> 2,634<br />

pins was the Gackle <strong>Legion</strong> Team. Members <strong>of</strong> the team were<br />

John Mayer, Ed Remmick, Clarence Mock and Hartley Hoyt.<br />

Mike Sims and Kari Dupreez<strong>of</strong> Cando won the Doubles<br />

title scoring 1,306 pins. David Schmidt <strong>of</strong> Napoleon captured<br />

the Singles championship with 768 pins and also was the<br />

All-events champ with a total 2,067 pin count.<br />

<strong>The</strong>se results were certified by LeRoy Krueger,<br />

tournament manager, <strong>of</strong> New Rockford.<br />

Service Officer’s Column<br />

This will be my last <strong>of</strong>ficial article for the <strong>North</strong> <strong>Dakota</strong><br />

<strong>American</strong> <strong>Legion</strong> News. I am <strong>of</strong>ficially retiring effective<br />

<strong>June</strong> 30, <strong>2013</strong>.<br />

I have had the honor <strong>of</strong> serving our veterans for past 35<br />

years and have thoroughly enjoyed serving them. When I<br />

first started, there were still Mexican Border War and World<br />

War I veterans to serve. So through those wars right up to the<br />

present ones, we have been serving our veterans and fighting<br />

for their rightfully earned benefits. Some <strong>of</strong> the cases have<br />

been very heart breaking and all <strong>of</strong> them have earned the<br />

right to the very best representation we could <strong>of</strong>fer.<br />

I think back on the battles we’ve waged over these many<br />

years and know that <strong>The</strong> <strong>American</strong> <strong>Legion</strong> was out front on<br />

most, if not all <strong>of</strong> them. We all know that the <strong>Legion</strong> wrote<br />

the original WW II GI bill that changed the landscape <strong>of</strong><br />

America. <strong>The</strong> <strong>Legion</strong> fought for, and still does, a proper<br />

funding for the VA.<br />

<strong>The</strong>n, we learned about cancer causing ionizing<br />

radiation and the thousands <strong>of</strong> GI’s that were exposed to it.<br />

And yet, the government kept telling everyone for years that<br />

they weren’t exposed to enough radiation to cause cancer.<br />

That turned out to be a bold face lie and it was only after<br />

the so-called Atomic Veterans sued the government, that<br />

the government documents revealed that the government<br />

knew all along that our GI’s had been exposed to excessive<br />

radiation. Unfortunately, thousands <strong>of</strong> them had already<br />

died from cancer caused by radiation by that time.<br />

And then we had the government doing other things<br />

and denying or at least now telling GI’s they did them such<br />

as LSD experiments as part <strong>of</strong> its ongoing chemical warfare<br />

program; Operation SHAD where they sprayed chemicals<br />

inside ships and never told the sailors they had done it.<br />

And <strong>of</strong> course the biggest fight was on Agent Orange<br />

that was sprayed in Vietnam. For years the government<br />

denied any culpability in this issue and again it wasn’t until<br />

the Vietnam veterans sued the chemical companies that<br />

made Agent Orange that the real truth came out. But it was<br />

still a fight to get Agent Orange and the disabilities it caused<br />

recognized by the government. I can say that the <strong>American</strong><br />

National <strong>American</strong> <strong>Legion</strong><br />

Programs and Projects<br />

Each year, <strong>The</strong> <strong>American</strong> <strong>Legion</strong>, <strong>Department</strong> <strong>of</strong> <strong>North</strong><br />

<strong>Dakota</strong>, makes contributions to our National projects. <strong>The</strong>se<br />

donations are made at the National Convention on behalf <strong>of</strong><br />

our great state. Donations are consolidated at the <strong>Department</strong><br />

level and presented to the National Commander this year<br />

on stage at the National Convention in Houston, Texas.<br />

Individual, Post and Gaming donations are welcome and<br />

encouraged. Please help us make a significant contribution<br />

to these very important projects.<br />

epidemiologists from Columbia University in New York,<br />

showing that study definitely showed that Vietnam veterans<br />

had more health problems than the non-Vietnam veteran.<br />

This study was done in South <strong>Dakota</strong> and I was privileged<br />

to be a part <strong>of</strong> it.<br />

And from there we then had the so-called Gulf War<br />

syndrome from Desert Storm which apparently nobody<br />

has figured out yet what causes that. And <strong>of</strong> course now<br />

we have our Iraq and Afghanistan veterans entering the VA<br />

system. I must say that I think the VA has done a lot better<br />

job <strong>of</strong> reaching out to this group <strong>of</strong> veterans than they ever<br />

have before and I applaud their efforts. Nonetheless, we<br />

must be vigilant here because the Congress has a very short<br />

memory once the war is over and they tend to cut benefits<br />

and services.<br />

And, <strong>of</strong> course, we all know about the claims backlog<br />

in the VA. I don’t know if they will ever get it under control<br />

but someone needs to figure out how to do it because our<br />

veterans are, in many cases, becoming homeless waiting for<br />

the VA to decide their claims.<br />

Lastly, one <strong>of</strong> the most disheartening situations with<br />

our veterans is the suicide rate that continues to climb. I<br />

don’t think this is a new phenomenon with our present day<br />

veterans but it certainly is more on the front burner than it<br />

ever has been.<br />

In closing I would like to thank the entire <strong>American</strong><br />

<strong>Legion</strong> Family for the opportunity over these years to have<br />

served America’s most deserving citizenry. It has been a<br />

pleasure! I take comfort in 2 Timothy 4:6 “For I am now<br />

ready to be <strong>of</strong>fered, and the time <strong>of</strong> my departure is at hand.<br />

I have fought a good fight, I have finished my course, I have<br />

kept the faith.” On leaving, this verse sums up my career in<br />

helping out veterans. God bless you all!<br />

reminded us all that it is the last 10% that is the hardest to<br />

obtain and that we have done a good job thus far it is now<br />

time to finish the job. Everyone needs to help to get those<br />

last few renewals in and work hard to sign up new members.<br />

<strong>The</strong> Novotny Kachena Post 208 <strong>of</strong> Pisek is proud to endorse<br />

Rodney Kadlec for the position <strong>of</strong> Eastern Region Vice<br />

Commander. Rodney was a six year member <strong>of</strong> the <strong>North</strong><br />

<strong>Dakota</strong> Army National Guard. He is a 40 year member <strong>of</strong> the<br />

Pisek Post and has served as Commander, Vice Commander,<br />

Membership Chairman and is currently in his ninth year as Post Adjutant. Rodney has<br />

served on the <strong>Department</strong> level as past Second District Commander and Past Second<br />

District Vice Commander.<br />

Rodney is a member <strong>of</strong> St. John Nepomucene Catholic Church in Pisek where he<br />

served on the Parish Council and Board <strong>of</strong> Trustees. He is also a member <strong>of</strong> the Pisek<br />

Rural Fire <strong>Department</strong>. He has served on the Walsh County Livestock Association<br />

Board, the Walsh County Fair Board, the Park River Hockey Boosters and the Walsh<br />

County Rural Water Board <strong>of</strong> Directors. Rodney is a graduate <strong>of</strong> Pisek High School.<br />

Rodney and is wife Audrey Jarolimek live in Pisek and they have two children<br />

daughter Tracy and son Neil. <strong>The</strong>y are proud grandparents <strong>of</strong> six grandchildren.

<strong>Dakota</strong> National Guard Enlisted Association<br />

and Officers Association banquet held at the<br />

Ramkota Hotel in Bismarck, ND, on February<br />

23, <strong>2013</strong>, members <strong>of</strong> the <strong>North</strong> <strong>Dakota</strong> Army<br />

and Air National Guard were recognized for<br />

their achievements for this past year. All<br />
