The Minutes of the 2006 Convention were adopted on the proposal of J Marlow and<br />

seconded by K Devlin.<br />

• Standing Orders •<br />

On the proposal of A Harkin, Standing Orders were adopted, and were seconded by M<br />

Cartin.<br />

• County Grounds’ Accounts and Balance Sheets •<br />

6.1 The Treasurer presented the Accounts for Healy Park Omagh; these indicated a total<br />

income of £32427 and an expenditure of £37056 providing a deficit of £4628 for the year.<br />

6.2 The Accounts as presented for O’Neill Park Dungannon indicated an income of £3570 with<br />

an expenditure of £7235.<br />

6.3 No Accounts were provided for Fr Campbell Park Coalisland.<br />

6.4 Both sets of Accounts were adopted on the proposal of P O’Neill, seconded by A Scullin.<br />

• Secretary’s <strong>Report</strong> •<br />

7.1 J Treacy welcomed the comments made by the Secretary in his <strong>Report</strong> that referred to<br />

starting the County’s adult leagues at a much earlier stage; he said there was a great<br />

appetite among Clubs for games at the start of the year and he hoped that the incoming<br />

CCC would consider the worthiness of an early commencement to the leagues.<br />

7.2 Dermot McCaughey expressed total agreement with the notion of starting the adult leagues<br />

within the county as early as February; he said that many managers felt compelled to enter<br />

teams in the Ulster League where matches were often non-competitive and simply brought<br />

significant additional costs to a Club, with extensive travel and meal costs being incurred.<br />

7.3 Speaking on the comments made by the County Secretary regarding Club hurling, G Byrne<br />

agreed that the fixtures programme within the county was a shambles with games being<br />

disrupted to accommodate others in the Armagh league; while he did not think there was<br />

evidence of harm to players’ welfare, he suggested that the Armagh league should now be<br />

discontinued, particularly with the availability of a successful Ulster league.<br />

7.4 P Doris was highly critical of the hurling Clubs within the county for their failure to<br />

promote the game, and sometimes their failure to participate in games. Evidence of major<br />

problems had been highlighted by the Secretary in his <strong>Report</strong>, by the Referees’ Committee<br />

in its <strong>Report</strong> and by the Hurling Development <strong>Report</strong>, all included in the Convention<br />

booklet. He also pointed out that Clubs did not attend meetings as required and the malaise<br />

associated with the senior county team had now spread to the minor county team. He<br />

concluded by asking that a committee be set up to examine if the Clubs have failed hurling<br />

or has the County failed hurling.<br />
