voluntary community based organisation, is<br />
to develop children of all abilities by<br />

involvement in athletic related activities.<br />

Welcome...<br />
Welcome to the <strong>Noarlunga</strong> <strong>Little</strong> <strong>Athletics</strong> Centre for the 2013/2014<br />
season.<br />
<strong>Little</strong> <strong>Athletics</strong> is an Australian initiative that began in the early<br />
1960’s & has developed into a well recognised & well respected<br />
community organisation.<br />
<strong>Noarlunga</strong> <strong>Little</strong> <strong>Athletics</strong> Centre has been established since 1976.<br />
Through the hard work & commitment of many families during these<br />
years, <strong>Noarlunga</strong> has developed & continues to grow as a very<br />
successful member of <strong>Little</strong> <strong>Athletics</strong> SA. As members of the <strong>Little</strong><br />
<strong>Athletics</strong> Australia, we are a part of the largest volunteer-based<br />
sporting group in Australia.<br />
One of the objectives of <strong>Little</strong> <strong>Athletics</strong> is to provide children with the<br />
opportunity to participate in a healthy recreation with their parents—<br />
the motto being “FAMILY, FUN & FITNESS”. This maxim is<br />
emphasized throughout all aspects of competition—from training to<br />
championships!<br />
By its nature, <strong>Little</strong> <strong>Athletics</strong> requires new parents each year to<br />
continue. It is a sport that gives parents the opportunity to become<br />
involved with their children rather than just stand on the sidelines as a<br />
spectator.<br />

<strong>Noarlunga</strong> LAC shirt available from Centre for $35<br />
Black shorts, [including sports briefs, bike shorts or football shorts]. No Logos!<br />
Association rules state that skins are not permitted!<br />
Bottle green wide-brimmed hat available from Centre for $10<br />
Hoodies are also available to order. Price on application.<br />
WEATHER<br />
Every attempt will be made to modify events whenever weather conditions are<br />
extreme, however if it becomes necessary to cancel a Sunday morning meet,<br />
notice will be given on the website after 8:00am www.noarlungalac.com.au or<br />
check Facebook for updates.<br />
If the previous nights weather forecast is 36°C or higher for the <strong>Noarlunga</strong> area<br />
for the Sunday, athletics will be cancelled.<br />
PLEASE NOTE, for Association events conducted at Santos Stadium, the<br />
following hot weather policy will apply. If the temperature forecast by the<br />
Australian Bureau of Meteorology, as published at 11.30am on the day prior to<br />
the competition is 36°C or above, then the competition will be conducted to a<br />
hot weather program.<br />
PARKING<br />
Cars are not permitted on the oval except for equipment & stock deliveries. Car<br />
parking is permitted off Beach Road near the oval. Extra car parking is available<br />
in the Colonnades car park. For safety, please use pedestrian crossing.<br />
NO SMOKING!<br />
School grounds are smoke-free zones at all times. At <strong>Noarlunga</strong> LAC,<br />
the <strong>Little</strong> <strong>Athletics</strong> SA Smoke Free Policy is enforced:-<br />
“Smoking is PROHIBITED at Centres & Clubs on the competition arena<br />
& the area surrounding the track & field events, clubrooms & canteen<br />
area”<br />
FIRST AID<br />
A first aid & asthma kit are available at the canteen. For severe asthmatic or medical<br />
conditions please submit a Medical Action Plan to Maureen Nykiel.
PARENTAL ASSISTANCE<br />
LITTLE ATHLETICS IS A SPORT<br />
RUN BY PARENTS FOR THEIR CHILDREN!<br />
PARENTAL ASSISTANCE IS REQUIRED EACH WEEK<br />
FOR THE SMOOTH RUNNING OF THE PROGRAM<br />
PARENTAL SUPERVISION<br />
A Parent or Guardian MUST<br />
be present at the venue for the athlete to participate. Tiny Tots<br />
must have a parent or guardian with their child at all times.<br />
CHAPERONES<br />
Each week a parent is required to act as chaperone for each age group. Parents may wish to<br />
roster this duty amongst themselves for the season. Try not to have the same parent do it each<br />
week.<br />
The responsibility of the chaperone is to:-<br />
• act as supervisor for the age group<br />
• record results of events on recording sheets<br />
• provide each athlete with a results ticket for events<br />
• encourage athletes to participate & have fun!<br />
OFFICIALS<br />
A parent who has gained ‘C’ grade membership to <strong>Little</strong> <strong>Athletics</strong> SA’s Official’s Club will<br />
act as the official for each age group each week. ‘C’ grade officials have passed an ‘open<br />
book’ exam on the rules & safety of competition events. If you wish to become a ‘C’ grade<br />
official, please contact a committee member.<br />
AT EACH EVENT PARENTAL ASSISTANCE IS REQUIRED<br />
To assist with the smooth running of the program, the official for your child’s age group will<br />
require help to run the field events:-<br />
• SHOTPUT, DISCUS & JAVELIN 2 helpers are required—one to stake [mark the<br />
point w<strong>here</strong> the throw first hits the ground] & one to retrieve<br />
• LONG JUMP & TRIPLE JUMP 2 helpers are required—one to stake [mark the point<br />
w<strong>here</strong> the athlete lands] & one to rake the sandpit<br />
• HIGH JUMP 2 helpers are required to adjust the height of the bar<br />
TIMEKEEPERS & STARTERS<br />
The chief timekeeper & starter coordinate the track events for the day.<br />
Timekeepers are required on days that hurdles are run.<br />

• Volunteer to help out.<br />
• <strong>Little</strong> <strong>Athletics</strong> is run by<br />
parents!<br />
• Put your hand up and say “Yes,<br />
I can help”.
PARENTAL ASSISTANCE<br />
SET-UP & PACK-UP AT HOME MEETS<br />
The Committee requires parental assistance for the setting up & packing away of equipment<br />
each week. Families will be rostered to help each week by age group. The program will state<br />
the age group required for the set up.<br />
• SET-UP requires parents to arrive by 8:30am to help Committee members set-up the<br />
equipment required at each event<br />
• PACK-UP requires parents to help Committee members by having all equipment<br />
packed up and left at the event if you are the last age group scheduled for that event.<br />
Committee will then collect equipment with the trailer at the end of the meet.<br />
COMMUNICATION PATHWAYS<br />
• Please ensure that you provide a valid email as this is the main form of<br />
communication and can keep families up to date with any last minute changes.<br />
• All registered families at <strong>Noarlunga</strong> LAC have an age group folder, w<strong>here</strong><br />
newsletters, specific event notifications and certificates will be placed. Chaperones<br />
will check folders each week and hand out relevant information.<br />
• New information is always given verbally at the start of each meet, as well as being<br />
written on the whiteboard. Please ensure you are at the venue on time, as this is an<br />
important way of finding out what is happening at your centre.<br />
• All information will be posted on our website www.noarlungalac.com.au<br />
If you have any concerns please speak with a committee member, who will deal with it<br />
through the appropriate channels.<br />
CHILD SAFETY<br />
• <strong>Little</strong> <strong>Athletics</strong> SA is strong in its commitment to a coordinated and comprehensive<br />
approach to promote the protection of children and adults. In accordance with the SA<br />
State Government principals for cild protection and intervention, <strong>Little</strong> <strong>Athletics</strong> SA<br />
aims to promote a safe environment for all children and adults and to notify suspected<br />
child abuse and neglect.<br />
• <strong>Little</strong> <strong>Athletics</strong> SA is committed to the belief that all children have the right to feel<br />
safe at all times.<br />

CANTEEN & BBQ<br />
Each week canteen & BBQ will be available with the assistance of parental help. Both are<br />
run on a roster basis. The roster for parental assistance will be forwarded early in the season.<br />
If you are unable to fulfil your requested duty, either arrange to swap with someone or talk to<br />
the Canteen/BBQ Manager. Funds raised from sales go towards medals and trophies.<br />

WHAT IS IT ABOUT?<br />
The Regional Games have been developed over the years to encourage local Centres to<br />
compete together in a carnival atmosp<strong>here</strong>.<br />
The Southern Metropolitan Region comprises Hallett Cove, Plympton, Reynella East &<br />
Districts, Flinders, Southern Districts, Southern Hills <strong>Little</strong> <strong>Athletics</strong> Centres, & of course<br />
<strong>Noarlunga</strong>!<br />
The Regional Games are sponsored by the State Government through the ‘be active’<br />
program. The number of participants & volunteers attending these days across the SA<br />
measures the continuation of funding!<br />
• This carnival replaces our normal meet for the week<br />
• Programs & any further information will be issued prior to the event<br />
• Parents are asked to allow half hour to assist in running the events that we are asked<br />
to run<br />
• All athletes are awarded a badge & certificate detailing their results<br />
• T<strong>here</strong> is no cost involved & all registered athletes can participate<br />
• A trophy is awarded to the Centre with the highest participation rate<br />

STATE TRACK & FIELD RELAY CHAMPIONSHIPS<br />
WHEN: SUNDAY DECEMBER 1st 2013<br />

WHAT IS IT ABOUT?<br />
Teams from under 9-17’s compete in track or field relay events against teams from all other<br />
<strong>Little</strong> <strong>Athletics</strong> Centres. Programmes will be issued to age group co-ordinators prior to the<br />
event<br />
• TRACK - heats & finals in 4x100m boys & girls & 4x200m boys & girls and mixed<br />
for U17’s. Combined Mixed Medley (2x100, 1x200, 1x400). Must have at least one<br />
boy and one girl, and at least two age groups must be represented.<br />
Medals awarded to the winning teams<br />
• FIELD - requires a minimum of 2 athletes to compete in shotput, discus, high jump &<br />
long jump. Points are earned based on placings in these events & medals awarded to<br />
the teams with the highest aggregate score<br />
• TEAM SELECTION - is based on results achieved at weekly meets. Athletes must<br />
have competed in the relevant event/s on at least 2 occasions prior to relay day<br />
• TEAM MANAGER - is responsible for organizing relay teams & training. A parent<br />
for each team must nominate for this position. All athletes need to be available for<br />
training sessions to ensure their place in a relay team<br />
• A MARCH PAST of all competing Centres is held in front of invited guests part way<br />
through competition.<br />
• ATHLETES MUST BE REGISTERED BY 22nd NOVEMBER 2013.<br />

WHAT IS IT ABOUT?<br />
All athletes from every <strong>Little</strong> <strong>Athletics</strong> Centre across South Australia are able to participate in<br />
the events of their choice.<br />
• No nominations are required for this meet<br />
• Athletes may choose their own events with the following restrictions<br />
Tiny Tots - fun events<br />
U6-10 - maximum of 5 events - 3 track, 2 field or 2 track, 3 field<br />
U11-17 - maximum of 6 events - 3 track, 3 field<br />
• T<strong>here</strong> is no cost to athletes, parents are required to pay an entrance fee to the stadium<br />
that is collected by the stadium management, not <strong>Little</strong> Aths!<br />
• Full, correct Centre uniform is required to be worn<br />
• Athletes are to report directly to their events, t<strong>here</strong> are no designated marshalling<br />
areas<br />
• Programs with a map of the arena will be issued prior to the day<br />
• Each Centre is required to run an event for the day - parents will be rostered for half<br />
an hour during the day to help out at that event<br />
• All athletes are presented with a certificate detailing their results<br />

Athletes from under 9-17 compete in a set program of 5 events with medals awarded based<br />
on the total number of points gained for all of those events. Programs, rules & nomination<br />
forms will be available closer to the date<br />
• Athletes wishing to compete must complete a nomination form & forward it to the<br />
Recorder along with the required nomination fee by the due date<br />
• Full Centre uniform must be worn<br />
• Points are awarded for each event based on results not placings<br />
• Coaching & pacing is not allowed & only competing athletes & parents directly<br />
involved in officiating an event are allowed on the arena<br />
• Medals are awarded to the first three place getters in each age group<br />
• All athletes will be presented with a certificate detailing their results<br />
• ATHLETES MUST NOMINATE TO COMPETE<br />
• NOMINATIONS CLOSE FEBRUARY 3rd 2014<br />

WHAT IS IT ABOUT?<br />
This is the championship event that many athletes strive for all season—the opportunity to<br />
compete against the very best in the State!<br />
Athletes from under 9-17 are able to compete in up to 5 events of their choice. To be eligible<br />
to compete, athletes must meet all of the conditions set down for the championships:-<br />
• Athletes wishing to compete must complete a nomination form & forward it to the<br />
Recorder along with the required nomination fee by the due date<br />
• Athletes must be registered by December 31 2013<br />
• Athletes must meet the required qualifying standard for their nominated events on at<br />
least two occasions during the qualifying period<br />
• Athletes must have competed in a minimum of 50% of programmed Centre meets<br />
from the date of registration<br />
• Completed & verified nominations forms must be lodged with the <strong>Little</strong> <strong>Athletics</strong> SA<br />
office by 3:00pm on the due date<br />
• Qualifying period is 1st September 2013– 2nd MARCH 2014<br />
• ATHLETES MUST NOMINATE TO COMPETE<br />

• ATHLETES MUST BE REGISTERED<br />
To compete at any <strong>Little</strong> <strong>Athletics</strong> SA championship event, athletes must be<br />
registered by the specified cut off date.<br />
• ATHLETES/TEAMS MUST NOMINATE TO COMPETE<br />
Completed nomination forms & any nomination fee must be forwarded to the Centre<br />
Recorder for verification & lodged with the <strong>Little</strong> <strong>Athletics</strong> SA office by the specific<br />
closing date.<br />
• FULL CENTRE UNIFORM MUST BE WORN<br />
This rule is strictly enforced by the <strong>Little</strong> <strong>Athletics</strong> SA Officials Club at all<br />
championship events. The wearing of skins is prohibited. All athletes must report to<br />
the designated marshalling area prior to each event, w<strong>here</strong> uniforms will be checked.<br />
Athletes not in full Centre uniform will not be allowed to compete.<br />
• WEARING OF FOOTWEAR IS COMPULSORY<br />
Spikes (7mm) are only permitted for under 12 age group upwards for laned track<br />
events, high jump, long jump, triple jump & javelin. No athlete in any age group is<br />
permitted to wear spike shoes without spikes fitted or with blanks inserted.<br />
• ENTERING THE COMPETITION ARENA<br />
Only competing athletes, nominated team managers & officials are permitted to enter<br />
the competition area. Pacing & coaching in the arena, any other competition area &<br />
any marshalling area is prohibited.<br />
• PARENTAL SUPPORT<br />
The full support of every parent & their Centre is absolutely essential in ensuring safe<br />
& successful competition for the athletes involved!<br />

FUELLING & COOLING THE JUNIOR ATHLETE<br />
• To ensure an adequate intake of all the essential nutrients, encourage active kids<br />
to eat a wide variety of nutritious foods.<br />
• Low fat, high carbohydrate snacks are the best choice for active children<br />
• Take nutritious snacks to sporting events. Self catering is wiser than relying on<br />
canteens.<br />
• Children can overheat and dehydrate quickly. Offer plenty of fluids before, during<br />
and after sport.<br />
• If parents or coaches are concerned about their child’s nutrition, seek professional<br />
advice from a sports dietician and/or sports doctor.<br />

SunSmart Policy<br />
The health of members and supporters is of primary concern to <strong>Little</strong> <strong>Athletics</strong> SA.<br />
Our Association acknowledges that skin cancer is a major public health problem in Australia,<br />

We recognise that skin cancer is preventable and we will actively seek to promote, encourage<br />
and support sun protection at meetings, trainings and competitions (local, regional, state and<br />

W<strong>here</strong> possible, <strong>Little</strong> <strong>Athletics</strong> SA will:<br />
• W<strong>here</strong> hiring conditions permit, schedule activities to avoid some if not all of the<br />
peak ultraviolet period 10am to 2pm (11am to 3pm daylight saving time).<br />
• Ensure all Centre Uniforms have sleeves and w<strong>here</strong> possible, collars.<br />
• Actively encourage members to wear wide brimmed or legionnaire style hats when<br />
not participating in athletic events, as peaked caps do not provide adequate skin<br />
protection.<br />
• Actively encourage members to routinely wear broad spectrum water resistant SPF<br />
30+ sunscreen and stress the importance of regular re-application.<br />
• Provide broad spectrum water resistant SPF 30+ sunscreen for members and make it<br />
available for sale and/or use to athletes and spectators.<br />
• Make maximum use of existing shade at facilities. When shade is not adequate, our<br />
Association will seek to work with relevant authorities and the community to provide<br />
more shade at sporting and recreation facilities; and will endeavour to provide<br />
temporary shade until adequate shade is provided. Individuals will also be encouraged<br />
to bring their own shade structures to events.<br />
• Provide portable shade structures at competitions held away from our home ground.<br />
• Promote sun safety through newsletters, brochures and over the public address system<br />
at competitions.<br />
• Encourage senior athletes, coaches, officials, members in prominent positions and<br />
parents to be SunSmart role models.<br />
• Advise athletes, parents and volunteers about the SunSmart Policy at registration and<br />
encourage them to comply with it.<br />
• Consider the reasons for and appropriateness of any rules that prevent the<br />
implementation of sun protection strategies.<br />
This SunSmart Policy will be reviewed annually to ensure that the document remains current<br />
and practical to the Centres and Clubs requirements.<br />

WALKING<br />
Athletes may receive a caution from the judge when in danger of losing contact or not<br />
straightening the support knee. Each judge may report an athlete for breaking any of the walk<br />
rules. Three separate reports will lead to disqualification.<br />
WEARING OF SPIKES<br />
Needle type spikes (7mm at Santos Stadium or 9mm on grass tracks) are permitted for under<br />
12-17 athletes for laned track events, long jump, triple jump, high jump & javelin. Spiked<br />
shoes may only be put on immediately prior to the event & must be removed immediately<br />
after the event.<br />
JAVELIN<br />
The Javelin must be thrown over the shoulder or upper part of the throwing arm. The tip must<br />
strike the ground before any other part of the Javelin. Measurement is made from the point<br />
w<strong>here</strong> the tip first touches the ground to the edge of the run up area. Javelin is no longer an<br />
association event for Under 11’s but it will still be offered to <strong>Noarlunga</strong> Under 11’s for home<br />
meets.<br />

TURBO JAV<br />
Turbo Jav follows the same rules as Javelin but is a modified event for Under 9-10. The turbo<br />
Jav is made of plastic and is designed to encourage the correct technique for throwing a<br />
Javelin.<br />
VORTEX<br />
The Vortex is for Under 6-8 and follows the same rules as Javelin and, like Turbo Jav, is<br />
designed to provide young athletes the opportunity to learn the correct Javelin throwing<br />
technique but using modified equipment.
LITTLE ATHLETICS EVENTS<br />

The shot must be held & kept in close proximity to the neck & jaw during the throwing<br />

HIGH JUMP<br />
Athletes are permitted 3 attempts at each height. Athletes may commence jumping at any<br />
height & may pass at any height. Only one baulked attempt is allowed, a baulked attempt on<br />
the following jump is recorded as a foul. Athletes are out of the competition after 3<br />
consecutive foul jumps whether on the same or different heights. Association rules state that<br />
all under 6-8 age groups MUST jump using the scissor technique otherwise will incur a foul.<br />
LONG & TRIPLE JUMP<br />
Under 6-12 athletes jump from a metre square rubber mat painted black for 500mm & white<br />
or yellow for 500mm. The athlete’s foot must not protrude onto the white or yellow portion<br />
of the mat. The jump is measured from the front of the athlete’s footprint on the black portion<br />
of the mat. Under 13-17 athletes use a black mat marked with a white take off board. The<br />
athlete’s foot must not protrude over the take off board. The jump is measured from the edge<br />
of the board nearest the pit. Measurement is made to the nearest mark from the jumping mat<br />
made by any part of the athlete’s body in the sand.<br />

TINY TOTS<br />
During the 2001/2002 season, <strong>Noarlunga</strong> <strong>Little</strong> <strong>Athletics</strong> Centre introduced ‘Tiny Tots’, a<br />
program to assist with all aspects of motor skill development in 3-5 year old children.<br />
The ‘Tiny Tots’ program is based around the fundamental skills of running, jumping &<br />
throwing. Movement skills are incorporated into play & game situations that not only<br />
improve children’s physical abilities, but help them relate to others & have great fun!<br />
Activities include the development of:-<br />
STRENGTH - good muscular strength can enable children to improve their posture & ability<br />
to manipulate objects.<br />
BODY AWARENESS - being aware of how the body moves & works helps children<br />
become more familiar with their capabilities.<br />
BALANCE - one of the most important & essential skills required in controlling the body &<br />
its movements.<br />
CO-ORDINATION - sequencing muscles & nerves to perform a task, practicing movements<br />
through play.<br />
SPATIAL AWARENESS - knowing w<strong>here</strong> they are in relation to other people & objects.<br />
HEALTHY HEART - becoming stronger & fitter as they exercise.<br />
The success of the ‘Tiny Tots’ program at <strong>Noarlunga</strong> is<br />
reflected in the children enjoying & actively participating in<br />
the activities. This is achieved by the careful planning &<br />
supervision by the parents who organise the program each<br />
week. All parents are encouraged to become actively<br />
involved in the ‘Tiny Tots’ program.<br />

PARENTAL CODE OF BEHAVIOUR<br />
The <strong>Little</strong> <strong>Athletics</strong> SA guidelines are:-<br />
• Encourage children to participate if they are interested. If a child is not<br />
willing, do not force him or her.<br />
• Focus upon the child’s efforts rather than the overall outcome of the<br />
event. This assists the child in setting realistic goals related to his or her<br />
ability by reducing the emphasis on winning.<br />
• Teach the children that an honest effort is as important as victory, so that<br />
the result of each event is accepted without undue disappointment.<br />
• Encourage children to always participate according to the rules.<br />
• Never ridicule or yell at a child for making a mistake or losing an event.<br />
• Remember children are involved in <strong>Little</strong> <strong>Athletics</strong> for their enjoyment,<br />
not yours.<br />
• If you disagree with an official, raise the issue through the appropriate<br />
channels rather than questioning the official’s judgement & honesty in<br />
public. Remember, most officials give their time & effort for your child’s<br />
involvement.<br />
• Support all efforts to remove verbal & physical abuse at <strong>Little</strong> <strong>Athletics</strong><br />
activities.<br />
• Recognise the value & importance of being a volunteer official and/or<br />
coach. They give their time and resources to provide recreational<br />

Throughout the season all athletes earn points for participation. Athletes also earn 2 points for<br />
achieving & 1 point for equalling their personal best performance on any event. Tiny Tots<br />
earn 3 points for attendance. During the course of the season, STAR ACHIEVEMENT<br />
CERTIFICATES will be awarded with stars displayed on the STAR ACHIEVEMENT<br />
BOARD.<br />

All athletes, Tiny Tot to Under 17, who have competed during the second half of the season<br />
(that is, since the Christmas break) will be presented with a SEASON ACHIEVEMENT<br />
AWARD in the form of a medal with the coloured ribbon representing the Star Achievement<br />
level they reached.<br />
AGE GROUP ACHIEVEMENT AWARD<br />
Those under 6-17 athletes who have registered before December 31 AND have competed in<br />
at least 4 meets since the Christmas break are eligible to win the achievement trophy for their<br />
age group. These are awarded to the boy and girl in each age group who earn the most<br />
achievement points for the season. Trophies can be awarded to a shared age group based on<br />
the number of athletes, e.g. U14-17 may have one trophy.<br />

TAKING THE NEXT STEP!<br />
If you’re a parent and you’ve been involved for a couple of years and would<br />
like to take a further role, <strong>here</strong> are a couple of things you can do.<br />
1) All parents are invited to become committee members. Don’t worry; you<br />
won’t get over burdened with a huge workload. You can assist in many ways.<br />
T<strong>here</strong> are only a few meetings per season. Ask a current committee member for<br />
more information.<br />
2) Become a ‘C’ grade Official. On October 20th we are holding an Officials<br />
Course. It is run during the programmed events and teaches you all the rules<br />
involved in all the events. You are then given an open book exam to complete<br />
and once passed, you are a qualified official.<br />
Being a sport that is run completely by the parents of the athletes, it is essential<br />
that we continue as parents to strive to ‘be our best’ as well as the athletes. We<br />
can’t do it without your support.<br />

McDonald’s 2014 Cross Country<br />
Cross Country is a great way for athletes to continue their enjoyment of<br />
<strong>Little</strong> <strong>Athletics</strong> and keep fit over winter. It’s also a great opportunity to<br />
keep in touch with the friends you made over summer.<br />
Towards the end of the summer season, a program will be available with all<br />
the Cross Country venues. It will also be available on our website once it<br />
has been finalised by the association.<br />
If you have any questions regarding the events, please contact a committee<br />
