Dear Students and Parents,<br />

Message<br />

Welcome to the 2013-2014 school year! We are glad to have the opportunity<br />

to work with you this year. The <strong>Red</strong> <strong>Hook</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> is an<br />

organization comprised of individuals committed to helping children realize<br />

hopes and dreams.<br />

Our school district has a nationally recognized academic program that<br />

includes opportunities for students to pursue International Baccalaureate (IB)<br />

coursework, Advanced Placement (AP) coursework, up to six years of a foreign<br />

language, the highest levels of proficiency in art and music, and a wide variety<br />

of other interesting learning opportunities. We are sensitive to individual<br />

differences and offer many support services to help all students gain access<br />

to, and succeed with, the appropriate coursework. We pride ourselves on our<br />

faculty’s skill and commitment to building strong relationships with students<br />

and their families.<br />

the support and energies of educators, businesses, citizens, parents, students, alumni,<br />

Curriculum and Instruction<br />

The <strong>Red</strong> <strong>Hook</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> provides a continuum of effective programs and services that<br />

support all students in meeting or exceeding challenging learning standards. We continually strive to<br />

implement high quality educational programs aligned with the Common Core Learning Standards.<br />

We recognize that children develop and learn at different rates and in different ways. Because of this,<br />

we commit ourselves to offering a high-quality K-12 curriculum aligned with district, New York<br />

State and federal standards, which are embedded into classroom lesson plans.<br />

Instruction and Learning at <strong>Red</strong> <strong>Hook</strong> High <strong>School</strong><br />

<strong>Red</strong> <strong>Hook</strong> High <strong>School</strong> has consistently graduated large numbers of Regents diploma candidates<br />

and International Baccalaureate candidates, earning itself the distinction of being viewed as a<br />

high-performing learning community. The demand to prepare students with skill sets for the 21st<br />

century is driven by an increasingly competitive global society and rapid technological advancements,<br />

resulting in a heightened sense of accountability for performance. We embrace the challenge of<br />

functioning in an environment that demands increased rigor and expectations for performance by<br />

students as measured on high stake tests. Our commitment to success for and by all students dictates<br />

that being good is simply not good enough. As a result, courses that were once considered reserved<br />

for post-high school study are now offered at <strong>Red</strong> <strong>Hook</strong> High <strong>School</strong>.<br />

Instruction and Learning at Linden Avenue Middle <strong>School</strong><br />

The phenomenon of high stakes testing and students contending with increased rigor and increased<br />

expectations for performance is prevalent at the middle school grades. Linden Avenue continues<br />

to focus on providing a quality continuum of special education and academic intervention services,<br />

as well as an intensified focus on balanced literacy. Subsequently, the presence of a strong pyramid<br />

of intervention is vital to ensuring that middle school students are indeed prepared to be successful<br />

at the high school level. The middle school, like the high school, is increasingly expected to<br />

prepare students with the skill sets for the 21st century. More than ever, it is critical that middle<br />

school students are well prepared for the transition to more demanding high school curricula and<br />

graduation standards.<br />

Instruction and Learning at Mill Road Elementary <strong>School</strong><br />

Both the Primary and Intermediate schools continue to provide programs and services that are<br />

standardized across both buildings while acknowledging the need for individual teaching/learning<br />

styles. There is tremendous parity in student achievement across both schools. This reflects our<br />

efforts to ensure consistency in program and services. The elementary level serves as the platform<br />

for the introduction of skill sets for the 21st century. Subsequently, they are continuing to focus<br />

on responsive teaching methods, a balanced approach to literacy across the content areas, and the<br />

provision of a comprehensive pyramid of intervention, encompassing RTI, AIS, and a continuum of<br />

special education services.<br />

Enrollment at a Glance<br />

The <strong>Red</strong> <strong>Hook</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> begins the 2013-2014 school year with a<br />

total anticipated enrollment of 1,974 including out-of-district students. Building<br />

enrollment is expected to be as follows: Mill Road Primary (grades K-2),<br />

370; Mill Road Intermediate (grades 3-5), 435 students; Linden Avenue Middle<br />

<strong>School</strong> (grades 6-8), 470 students; and <strong>Red</strong> <strong>Hook</strong> High <strong>School</strong> (grades 6-12),<br />

679 students. The high school continues to have the largest student population<br />

overall with its average of 169 students per grade level.<br />

Graduation Requirements<br />

In order to receive a NYS Regents Diploma, all high school students graduating<br />

in 2014 must acquire at least 22 units of credit: English 4 units, social studies 4<br />

units, science 3 units, math 3 units, foreign language 1 unit, health 1/2 unit, art<br />

or music 1 unit, physical education 2 units, and sequence/electives 3.5 units.<br />

Keeping in Touch<br />

The district uses several forms of technology to communicate with parents/guardians of<br />

children in the district. <strong>School</strong>Messenger® is a school-to-home system used for voice calls,<br />

email and text messages to parents/guardians to share information and broadcast emergency<br />

announcements. Please keep your email addresses and ALL important phone numbers<br />

up-to-date with your student’s main office staff so that you are included in these alerts.<br />

The school’s web site—www.redhookcentralschools.org—is another valuable resource for<br />

information. Please check it often for information about school events, school delays and<br />

snow cancellations. You will also find closing and delay information for RHCSD posted<br />

on www.cancellations.com and on the district’s Twitter feed @rhcsd. In the 2011-12 school<br />

year, we launched a Parent Portal which provides encrypted, online access to parents to<br />

view student attendance, marking period and report card reports, class schedule, and more.<br />

We believe that home-to-school communication is an important determinant in your<br />

child’s success. Every teacher in <strong>Red</strong> <strong>Hook</strong> has a voice mailbox and an email account (first<br />

letter of the teacher’s first name, full last name followed by @rhcsd.org (e.g., Paul Finch<br />

can be emailed at pfinch@rhcsd.org). A directory of all staff phone extensions is available<br />

Shared Decision Making at RHCSD<br />

The purpose of school-based planning and shared decision-making is to improve the<br />

educational performance of all students in the school, regardless of factors such as socioeconomic<br />

status, race, gender, language background, or disability.<br />

Each school has a Building Level Team (BLT). Members of the team include teachers,<br />

parents, administrators, and support staff. Each BLT meets monthly.<br />

An agenda is determined in advance and decisions are arrived at by consensus.<br />

The public is welcome to attend the meetings and speak during visitor recognition.<br />

A <strong>District</strong> Leadership Team (DLT) meets monthly to discuss <strong>District</strong>-wide student<br />

achievement issues. The DLT believes that post-secondary student outcomes are improved<br />

when each child feels valued and connected to his or her community.

Public Use of <strong>School</strong> Facilities<br />

To manage the proper use of the district facilities, each user is required to<br />

submit an Application For Use of <strong>School</strong> Facilities at least 45 days in advance of<br />

the requested date(s). Applications are available on the district website or at<br />

the <strong>District</strong> Office. The district retains the right to give preference to groups<br />

that are associated with and/or sponsored by the district.<br />

<strong>Red</strong> <strong>Hook</strong>’s athletes, coaches and maintenance staff take great pride in the<br />

athletic fields. Our fields benefit from a comprehensive grounds-keeping<br />

program that includes routine fertilization and over-seeding. Maintaining<br />

healthy turf provides much more than a good-looking athletic field; it<br />

provides a solid footing and a cushioning impact surface for our athletes.<br />

Without healthy turf, the potential for injury to athletes increases greatly.<br />

Use of the outdoor grounds and athletic facilities by individuals is permitted<br />

providing the activity does not cause damage to the property or interfere<br />

with district operations. No cleats, spikes or other footwear that could cut,<br />

puncture or tear the surface of the track are allowed.<br />

Persons walking pets on school district property should prevent them from<br />

voiding on the athletic playing areas and be prepared to clean up after their<br />

animals. Animal waste can kill the turf and provide an opportunity for<br />

weeds, including crabgrass, to flourish.<br />

The district strives to maintain a balance between good stewardship of<br />

its facilities and use of those facilities by the public. We appreciate your<br />

The district’s Cafeteria Program is happy to announce that a parent portal for the Point of<br />

Sale breakfast and lunch program is now available.<br />

The online parent portal allows parents to access their child’s breakfast/lunch account from<br />

any computer connected to the Internet. From the portal website, parents can make advance<br />

payments for breakfast &/or lunch by using a debit or credit card or an e-check; view<br />

their child’s fund balance, and see what their child is buying in the cafeteria. We encourage<br />

parents to create an online account! (Payments for breakfast and lunch tickets will continue<br />

to be accepted in person via check or cash in each school building.)<br />

To create your online parent portal account, you will need to visit www.my<strong>School</strong>Bucks.<br />

com where you follow the online directions to create your login account. Keep in mind<br />

that payments can be made for all of your children at one time by using the parent portal.<br />

No more separate checks per building! Please remember that each time you make a deposit<br />

transaction online, there is a $2.00 charge so remember to deposit funds for all of your<br />

children in one transaction.<br />

balance and miscellaneous revenue. On average, local<br />

school taxes increased 3.42 percent. Variations in tax<br />

increases between towns and individuals are the result<br />

of local assessments, NYS equalization rates, and<br />

changes in the value of the STAR exemption.<br />

In the 2005-2006 school year, state aid represented approximately 40 percent of our district’s<br />

revenue. For the 2013-2014 school year, we estimate that state aid will represent approximately<br />

30 percent of our district’s revenue. This is a significant shift of the financial burden to the local<br />

property tax-payer. The cost to local taxpayers is magnified by largely uncontrollable cost drivers<br />

such as legally required salary increases for teachers (i.e., step increases), increasing health care<br />

costs, and required contributions to employee retirement systems. While we work diligently to<br />

control our costs, many of the structural problems facing public education can only be resolved<br />

through new legislation that speaks to the funding of public education.<br />

<strong>School</strong> Budget Voter Registration Information<br />

To vote on the school budget or school board elections, a person must be a U.S. citizen,<br />

18 years of age or older, a district resident for at least 30 days prior to the vote date, and registered<br />

to vote. If a person is registered to vote in a general election and has voted within the past four<br />

years, there is no need to register separately for the school district vote. In the event that a person<br />

is not registered, a voter registration date will be established by the district for school district-only<br />

RHHS International Baccalaureate Program<br />

The full International Baccalaureate Diploma involves completing advanced coursework in<br />

six distinct areas (i.e., language and literature, language acquisition, individuals and societies,<br />

experimental sciences, mathematics and computer science, and the arts). Additionally, all<br />

students must complete a Theory of Knowledge course that includes a Community Action<br />

Service Project and a 4,000-word essay. All final assessments are evaluated and graded by<br />

external evaluators from the International Baccalaureate Organization (IBO).<br />

Since 2004, the <strong>Red</strong> <strong>Hook</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> has had 111 students attempt the<br />

full diploma. To date, ALL of those candidates received the diploma – a 100 percent<br />

completion rate. This is a remarkable achievement given the New York State completion<br />

rate of 69 percent and the worldwide rate of 79 percent. <strong>Red</strong> <strong>Hook</strong>’s 100 percent<br />

completion rate is a testament to the strength and quality of our educational program. We<br />

thank the community for its continued support of this important program. It has allowed<br />

our full diploma candidates as well as hundreds of other students to access rigorous collegelevel<br />

curricula while attending RHHS. The IB Program became a part of the educational<br />

Go Raiders!<br />

The interscholastic athletic program at <strong>Red</strong> <strong>Hook</strong> <strong>Central</strong> <strong>School</strong>s is<br />

available to students in grades 7-12. Students in the middle school are<br />

eligible to participate in modified sports, and students in the high school are<br />

eligible to participate in junior varsity and varsity sports. Over 800 studentathletes<br />

participated in the athletic program during the 2012-2013 school<br />

year. <strong>Red</strong> <strong>Hook</strong> currently offers teams competing in football, soccer, field<br />

hockey, volleyball, cross country, boys’ golf, tennis, basketball, wrestling,<br />
