Welcome to the 

National Team 

Championships! 

Here you’ll experience excitement 

and competition unlike that which 

you’ve ever faced before. 

More than $1 million will be 

awarded at this year’s championships. If your team wants 

a piece of the prize, you’ll need to be at the top of your 

game, as this is the highest level of amateur team 

competition. If your team is up to the challenge, you 

might return home as National Champions! 

Before your quest for a title begins, take a moment to 

reflect on what your team has accomplished. Few make 

it all the way to Vegas, so you should already consider 

yourselves winners. 

We realize that to make it this far you’ve had lots of 

support from family and friends—many of whom 

couldn’t make the trip to Vegas. So we’ve dedicated our 

website, poolplayers.com, to providing updated coverage 

of the event to those back home. 

Throughout the tournament you’ll find poolplaying 

in almost every corner of the Riviera Hotel & Casino. 

This year, in addition to the National Team 

Championships, we will once again feature our 8-Ball 

and 9-Ball Doubles and Masters Championships, the 

8-Ball Wheelchair Challenge, along with nearly roundthe-clock 

MiniMania tournaments. 

This week you’ll have the opportunity to meet billiard 

superstar the Jeanette “The Black Widow” Lee. She’ll be 

here early in the week signing autographs and 

performing exhibitions. Again this year we’ll host the 

Ultimate Trick Shot Challenge comprised of the top trick 

shot artists in the world. APA Fan Favorite Tom 

“Dr. Cue” Rossman will be competing in that event and 

also performing exhibitions throughout the week.

APA 8-BALL DOUBLES CHAMPIONSHIP 

RULES FOR PARTICIPATION 

1. The 2009 APA 8-Ball Doubles Championship (Event) will take place 

August 21-23 in the APA MiniMania Room (Grande Ballroom) during the 

APA National Team Championships. Registration will take place on 

Friday, August 21 from 7:30 am – 12:30 pm. The Finals will be held on 

Sunday, August 23, at approximately 9:00 pm. 

2. This is a Preregistered Event. You must have entered and paid the entry fee prior 

to the deadline of June 29, 2009. 

3. Teams entering this Event can be any combination of men or women, with a total 

combined Skill Level limit of 10. 

4. Players may only participate on one team. 

5. Each player must have at least twenty actual APA League match scores in the 

8-Ball format to participate. 

6. You must be an APA member and on an active (Summer Session) APA 8-Ball 

format roster. 

7. APA rules apply. 

8. The Entry Fee is $100 per team. There will be no refunds to entrants 

who are disqualified for any reason, including no-shows. 

9. The Event is a modified single elimination tournament. 

Maximum field is 384. (Size of board will be based on 

number of entries.) 

10. Matches are played according to an APA 8-Ball Doubles 

Championship Handicap Race Chart provided at the Event. 

11. Players alternate shots, not turns. 

12. One coaching time-out per team, per game, is allowed. 

13. Table fee is $1.00 per game. 

14. There is an enforced casual dress code. Any player that the APA 

considers inappropriately dressed will be asked to change. 

15. In order to conduct a fair and equal tournament for all APA players, APA 

must ensure that all participants are playing at skill levels that are not below their 

true ability. Accordingly, the APA may disqualify any team if, in APA’s sole 

judgment and absolute discretion, one (1) or more of its players are deemed by 

APA to be playing at a skill level below their true ability. The determination of 

whether a player is playing at a skill level below their true ability is necessarily 

subjective; APA is the sole judge of a player’s ability and may make such a 

determination in its absolute judgment and discretion. 

16. Any player entering or participating under fraudulent circumstances will be 

disqualified. 

17. APA has the absolute and final authority to make all rulings affecting participation 

in the APA Preregistered Championship programs, including player ability (i.e., 

correction of skill levels) and disqualification. Disqualification from this event for 

any reason will mean forfeiture of all titles, awards, prize money, and minimum 

two year suspension from the League. Disqualification can occur prior to, during, 

or after the event. 

18. The APA has the authority, at its sole discretion, to make modifications to the 

rules, format, or any other aspect of the Event. 

19. Release of APA and Tournament Sponsors: I, the participant, being of lawful age, 

as inducement for and in consideration of the agreement by American Poolplayers 

Association, Inc. (APA), that I may take part in this Event, hereby covenant and 

agree that the APA and all other sponsors and their respective affiliates, directors, 

officers, employees and agents (collectively Releasees) shall not be liable for any 

damages arising from personal injuries, including death, and/or damage to 

property that I may sustain in any way which result from or arise out of my 

preparation for or any participation in the Event. I hereby fully and forever release 

and discharge and covenant not to sue Releasees from any and all claims, 

demands, damages, rights of action or causes of action, present or future, 

whether the same be known or unknown, anticipated, or unanticipated, resulting 

from or arising out of my preparation for or participation in the Event. I 

acknowledge and agree that participation in the Event may involve the risk of such 

personal injury, including death, and/or damage to property, and I hereby 

assume full responsibility for any risk of such personal injury, 

including death and damage to property. I warrant that I am in 

good health and have no physical condition that would 

prevent me from participating in the Event. I further agree 

for myself, my successors, heirs, assigns, executors and 

administrators to indemnify and hold Releasees harmless 

from and against all claims and suits for personal injuries, 

including death, and damage to property, real or personal, 

caused by my act or omission and arising out of my 

involvement in the Event, and from all judgments and costs 

recovered in said claims and suits, and from all expenses incurred

and inclusive as permitted by law, and if any portion is held invalid, the balance 

shall continue in full legal force and effect. This Release shall be binding on my

20. Recording and Reproduction: I consent to the taping (audio and video), and/or 

photographing of my participation in this Event, and grant the APA and all other 

sponsors the right to use and reproduce my name, voice, and likeness in any and 

all photographs and video reproductions taken or made of myself for any purpose 

whatsoever. I release the APA and all other sponsors, their employees, agents, 

successors and assigns from any liability whatsoever for such use and 

reproduction of my name, voice, and likeness. I agree that the photographs, 

videos and any sound tracks taken or made of me are the exclusive property of 

the APA and/or all other sponsors, and I waive any right of inspection or review. 

21. If this Event is cancelled, for any reason, I understand that my only remedy is a 

refund of my entry fee.

August 24, from 7:30 am to 10:30 am. The Finals will be held on 

Wednesday, August 26, at approximately 4:00 pm. 

2. Preregistration and prepayment of Entry Fee is required. You must have entered 

and paid the entry fee prior to the deadline of June 29, 2009. 

3. The Entry Fee is $150 per team. There will be no refunds to entrants who are 

disqualified for any reason, including no-shows. 

4. Teams entering this Event can be any combination of men or women, up to a 

maximum of 4 players allowed on the roster. Teams choose any 3 of the 4 team 

members to participate in each match. 

5. Each member of the team must have at least ten 8-Ball or ten 9-Ball scores. No 

combination of scores from the two formats is allowed. 

6. Only members who are actively playing on an APA 5-person 8-Ball or 9-Ball 

League Summer Session team roster or local Masters Division roster are eligible 

to qualify to compete in the APA Masters Championship.

9. You must be at least 18 years of age to participate.

23. Players start by lagging. The winner of the lag has the choice of game (8-Ball or 

9-Ball) or the break. Once the format has been chosen, the entire set of that 

format must be completed before moving to the next format: or 7 games have 

been won. 

24. Whoever wins the lag is listed first (on top). List team number, last name and first 

initial and player number (from the team roster). 

25. A player has won the game in 8-Ball when all the balls of his numerical group 

have been pocketed, and he has legally pocketed the 8-ball in a properly marked 

pocket without scratching. Note: You cannot play the 8-ball at the same time you

play the last ball of your category. The 8-ball must be a separate shot. 

26. On the shot immediately following a legal break in 9-Ball, the shooter may play a 

push-out. On a push-out, the cue ball is not required to contact any object ball 

or any rail. The player must announce his intention of playing a push-out before 

the shot, or the shot is considered to be a normal shot. Any ball pocketed on a 

push-out does not count and is spotted. Following a legal push-out, the incoming 

player is permitted to shoot from that position or to pass the shot back to the 

player who pushed-out. A push-out is not considered to be a foul as long as no 

rule is violated. An illegal push-out is penalized according to the type of foul 

committed. 

27. The Masters scoresheet has a separate box created for each game. Indicate who 

won the game by marking an “X” in either the upper or lower block. The upper 

block is for the player listed first (on top) and the lower block is for the opponent. 

28. The total number of games won by each player is recorded in the “Score” block. 

29. Indicate who won or lost the match with a “W” or “L” in the “W-L” block.

1. The 2009 APA Wheelchair Challenge (Event) will take place August 27 & 

28 in the APA MiniMania Room (Grande Ballroom) during the APA 

National Team Championships. Registration will take place on Thursday, 

August 27 from 8:00 am – 11:00 am. The Finals will be held on Friday, 

August 28, at approximately 8:30 pm. 



3. Each player must have at least twenty actual APA League match scores in the 

8-Ball format to participate. 




6. The Entry Fee is $100 per participant. There will be no 

refunds to entrants who are disqualified for any reason, 

including no-shows. 


Maximum field is 64. (Size of board will be based on number 

of entries.) 

8. Matches are played according to an APA Wheelchair 

Challenge Handicap Race Chart provided at the Event. 

9. Coaching is not allowed. (No time-outs). 


11. There is an enforced casual dress code. Any player that the APA considers

TOURNAMENT DRESS CODE 

The dress code for National events is nice casual. The Tournament Director determines any dress 

code violations. Any person deemed by the Tournament Director to be in violation of the dress code 

will be asked to leave the tournament room and return in proper attire prior to participating. No match 

will be delayed due to dress code violations. Do not take a chance on forfeiting a match due to a dress 

code violation. 

Tournament Play 

Men’s proper dress includes: dress slacks, 

nice jeans, dress shorts (including nice denim), 

collared or non-collared shirts in good taste, with 

casual leather or canvas shoes. 

Women’s proper dress includes: dress slacks, 

nice jeans, skirts and dress shorts (including nice 

denim) of appropriate length (shorts must have at 

least a 5-inch inseam), designer warm ups, dress 

blouses or sweaters, collared or non-collared 

shirts in good taste, with casual leather or canvas 

shoes. 

Semifinal & Final Matches 

The attire for men and women during the 

Semifinals and Finals will be nice casual. No hats, 

T-shirts, denim shorts, or jeans are allowed during 

the Semifinal and Final matches. 

You are competing in one of the most prestigious amateur tournaments in the sport of pool. 

Please be aware that this event attracts local and national media attention. Radio and television 

media, as well as local newspaper and national sports magazine reporters, are becoming 

increasingly interested in the sport of pool and some of these people may only appear to be 

spectators in the crowd. 

Expect you will be taped for televised segments of sports news, amateur tournament videos, or 

you may be professionally photographed at any time during the event. Be prepared by dressing 

appropriately. 

Please do your part to enhance the image of our sport by adhering to this dress code.

REQUESTING A REFEREE 

Referees are not active participants in a match. This 

means Referees will not presume that a particular 

shot might result in a bad hit or any other condition 

that could produce a foul, and will not make calls or 

rulings, unless officially requested to do so. Referees 

are typically assigned to more than one table at any 

given time, but even in those cases when only one 

table is involved, the following procedures must be 

followed: 

1. In most instances, a Referee will not enter the 

playing area unless the match has been 

temporarily halted by a TEAM CAPTAIN, COACH, or 

CURRENT MATCH PLAYER. You halt a match by 

calling a REFEREE TIME-OUT, which allows time for 

the Referee to get into position to view the 

upcoming shot. No coaching is allowed during this 

period. The Referee’s decision is final. Do not 

simply look over at the Referee, or ask the Referee 

to watch the hit, expecting some action to be taken. 

You must first halt the match and request the 

Referee to make a call or ruling. Teams are not 

allowed to use the REFEREE TIME-OUT in an 

untimely manner, or in situations that are obviously 

non-essential. Teams that abuse the use of the 

Referees are subject to loss of time-outs. Using a 

REFEREE TIME-OUT as a means to shark 

opponents will not be tolerated. 

For example: 

a. You ask the Referee to “just watch what happens 

next”. 

b. Your opponent is shooting at a loose ball and no 

potential foul is obvious. 

c. You wait until the last possible second to call the 

REFEREE TIME-OUT. If the player strokes the 

shot, the call automatically goes to the shooter. 

Remember it is the responsibility of the TEAM, not the 

Referee, to be aware of potential infractions. Study 

the table situation and call a REFEREE TIME-OUT if you 

believe an infraction is likely to occur. The Referees 

are here to help you. 

2. Contested plays are handled by calling a REFEREE 

TIME-OUT, and asking the Referee if he or she was 

watching the table at that time, and was in a good 

enough position to make a call or ruling. If yes, the 

Referee will make a binding call. 

3. Situations involving potential rule violations are 

also handled by calling a REFEREE TIME-OUT. If 

necessary, the National Rules will be checked. The 

Floor Manager and/or Tournament Director may 

also be called in to render a decision. 

4. Situations not requiring calls or rulings may be 

brought to the attention of the Referee by TEAM 

CAPTAINS ONLY. No other member of the team is 

allowed to ask for Referee assistance in these nonplaying 

situations. If the request is reasonable, the 

Referee will monitor the situation and take 

appropriate action. If the problem cannot be solved 

to everyone’s satisfaction, the match will be 

temporarily halted, the Floor Manager and/or 

Tournament Director will be called, and the parties 

involved will discuss the issue. 

Please treat the Referees with courtesy and respect. 

These APA League members have volunteered for this 

duty in order to make your competition more 

enjoyable. Players or teams treating Referees in a 

disrespectful, demeaning or uncooperative manner 

are subject to disqualification by the Tournament 

Director.

TOURNAMENT RULES 

PRACTICE TIME – Practice is not allowed on any 

tournament table, except during specified periods, and only 

with the permission of the Tournament Director. You are 

encouraged to practice on all tables designated for that 

purpose, and are asked to share the practice tables with any 

other contestants who wish to use them. Generally 

speaking, a 10 or 15 minute time limit is advised for any one 

or two individuals using the practice table, if other 

contestants are waiting. Any table designated as a practice 

table during the event should be reserved for those 

contestants who have not yet been eliminated from the 

tournament. Practice is not allowed on tournament tables 

during play, even though a table may not be in use during 

short periods. 

BEVERAGES – Hotel regulations prohibit coolers or outside 

beverages in hotel ballrooms. Beer and other beverages are 

available. Please do not bring in coolers or outside 

beverages. Glass beverage containers are prohibited in 

Tournament rooms. 

FORFEIT TIME – Forfeits will be determined 15 minutes 

after a match has been called. If a team has registered for 

the tournament, every effort will be made to locate the team 

before a forfeit is declared. The Tournament Director 

determines when a match is officially forfeited. 

SUDDEN DEATH FORMAT – When the Sudden Death 

format is in effect, all other League rules apply to player 

selection. We ask all players to help keep to the schedule by 

being ready to play when their match is called, and by 

observing the Match Time Guidelines. 

8-Ball Sudden Death – This format is implemented 3 hours 

and 45 minutes into an 8-Ball match. Each team match 

must be in the 5th individual match by the 3-hours-and-45- 

minutes mark, or all subsequent matches become a one 

game race. 

9-Ball Sudden Death – This format is implemented 3 hours 

into a 9-Ball match. Each team match must be in the 5th 

individual match by the 3-hours mark, or all subsequent 

matches will consist of all points earned being doubled. Each 

object ball pocketed will count as 2 points and the 9-ball will 

count as 4 points. 

DECLARING PLAYERS – Once both teams in a match have 

declared a player, the players cannot be changed unless the 

23/19 Rule is in jeopardy. 

COACHING – A player may be coached only once per game. 

If a coach suggests a time-out to the player, the time-out 

must be taken. However, if a player asks for a time-out, the 

coach can refuse to take it and no time-out will be charged. 

Mark all coaches (time-outs) with a “T” on your scoresheet. 

Coaches are allowed to place the cue ball (during a coaching 

time-out) in a ball-in-hand situation. All rules regarding 

fouling the cue ball apply to the coach when placing the cue 

ball for a player. 

NOTE: Common players and Ineligible players are not 

allowed to participate as coaches. 

CHECKING PLAYER IDENTIFICATION – A current picture 

I.D. is required! All tournament participants must present a 

current, certified, positive picture I.D. in the form of a state 

I.D. from their state of residence, a military I.D. or a passport, 

prior to competing in the event. Your I.D. must be available 

for review prior to competing in each match. If you do not 

have a proper picture I.D., you will not be allowed to play. In 

all Higher Level Tournament events it would be considered 

standard procedure for good sportsmanship if, at the 

beginning of each match, contestants provided proper 

identification to their opponents before shaking hands. Each 

player in a match at a Higher Level Tournament event should 

be satisfied with the identity of their opponent in the match. 

If a player does not have their I.D. at that time, the team will 

forfeit that individual match and the use of that player for the 

remainder of the match. The opponent remains eligible to 

play in a later match; however, the team must show it can 

stay within the 23-Rule by using a remaining player on the 

roster. If a player(s) neglects to ask an opponent for proper 

identification prior to the lag at the beginning of their match, 

and the identity of the opponent becomes questionable after 

a game is in progress, the only option is to finish the current 

game, then ask for a tournament official to verify the 

opponent’s identification before continuing the match. The 

Tournament Director is the only person who can make a 

judgment on any form of I.D. in question and will decide what 

course of action will be taken concerning the identity of the 

player in question. 

IMPERSONATING A PLAYER – The entire team of a 

player who enters or participates under fraudulent 

circumstances will be disqualified. 

SCOREKEEPING – Scoresheets with innings recorded and 

defensive shots marked must be kept by a member of both 

teams or by an official scorekeeper. If it is determined that a 

team is not marking defensive shots, then the National 

Handicap Review Committee may arbitrarily raise some or all 

skill levels of players on that team. Scoresheets must be 

signed and turned in to the Control Table to receive credit for 

match wins. Refusal to sign a scoresheet does not affect any 

match protest. It is the responsibility of the winning team to 

make sure the Control Table receives proper scoresheets. 

8-Ball Only – Please mark Early 8’s (E8), 8-ball Scratches 

(8S), 8-on-the-Breaks (8OB) and Break-and-Runs (BR) on 

your scoresheets. Patches for 8-on-the-Break and Breakand-Runs 

are awarded—and must be claimed by the Team 

Captain—at the Control Table when the scoresheets are 

turned in for processing. 

9-Ball Only – When one team reaches 51 points, the match 

is over. Do not finish out that individual match; simply mark 

on the scoresheet Not Finished (NF). Please make sure you 

mark all balls pocketed, dead balls, Break-and-Runs (BR) 

and 9-on-the-Snaps (9OS). Patches for 9-on-the-Snap 

and Break-and-Runs are awarded—and must be claimed 

by the Team Captain—at the Control Table when the 

scoresheets are turned in for processing. 

IMPORTANT NOTE: Any team caught fraudulently keeping 

score—adding innings, altering scoresheets in any way, etc.— 

is subject to disqualification. 

DRESS CODE – Proper attire must be worn at all times in 

and around the tournament site. The Tournament Director 

shall determine what is proper attire, and is responsible for 

requiring the change of improper attire on the part of any 

contestant. Any change of improper attire is not just cause 

for delay in the progress of a team match. Refer to the 

Tournament Dress Code on page 23 to learn what is 

considered proper attire. The dress code will be enforced. 

NO SMOKING – Smoking is not permitted within the 

tournament room. 

GAME RULES – APA game rules apply. Any and all Local 

Bylaw(s) or interpretation(s) which are not in full accord with 

the National Rules established by the APA do not apply to 

your participation in the National event. It is your 

responsibility to know what is a National Rule (or standard), 

and what is a Local Bylaw (or standard). The game rules that 

will be used during your event are covered in the Official 

Team Manual. You should be familiar with these rules. 

SKILL LEVELS – The APA is the sole judge of a player’s 

ability, and may at any time raise a player’s skill level if the 

APA believes that he/she is not playing up to his/her true 

ability. It is especially important that the skill level at which 

you participate in this event reflects your true ability 

according to National Rules and standards. This is your 

responsibility. You are advised by the APA to make certain 

that you and your teammates fully understand and 

conscientiously follow all of the National rules and standards. 

If you determine you or one of your teammates skill level is 

not accurate, then you must notify your League Operator or 

Tournament Director prior to entering and playing in the 

event. Doing so will not necessarily prevent your 

disqualification; it will, however, help in determining your 

eligibility status. 

FOULS – Fouls may be called by the player or by his/her 

coach. It should be kept in mind, since everybody on the 

team may communicate with the coach, that in effect, 

anyone on the team may call a foul, but only a call made by 

the coach or the player makes it official. Each player is 

advised before taking ball-in-hand, to make certain you 

actually have ball-in-hand. If you do not confirm ball-in-hand 

with your opponent, or with Tournament Officials, and there 

is a difference of opinion, then you subject yourself to the 

potential costly mistake of fouling the cue ball unknowingly. 

CUE BALL FOULS – The cue ball is always alive. Do not 

touch the cue ball while it is still rolling. Doing so may result 

in a foul. 

CLOSE SHOTS – If a shot looks like it may result in a “bad 

hit,” stop the game and get a Tournament Official to make the 

call. Either player may stop the game to ask for a call. The 

decision of the Tournament Official is final. If a shot is close 

and a Tournament Official is not called, the ruling will have a 

tendency to be in the shooter’s favor. 

MARK THE 8-BALL (8-Ball Only) – A coaster, pocket 

marker or any other reasonable marker must be placed by 

the pocket the 8-ball is intended to enter. (To avoid 

confusion, we do not recommend marking the pocket with 

chalk.) If a player pockets the 8-ball without marking the 

intended pocket, and the opponent calls loss of game, it will 

result in a loss of game. Both players may use the same 

marker. Only one marker should be on the table. However, 

if more than one marker is on the table, as long as you clearly 

mark the pocket where you intend to pocket the 8-ball you 

have properly marked the pocket. If the marker is already at 

the intended pocket from a previous attempt or game, it is 

not necessary for the shooter to touch it, pick it up, or 

reposition it. Anyone may remind a player to place the 

marker and it will not be considered coaching or a foul. 

THE 23-RULE – The 23-Rule will be enforced. No team may 

play five players whose combined skill levels exceed 23. In 

addition, a team must show that it could have fielded a legal 

team (meaning it could have fielded 5 players that did not 

exceed 23) if the match had gone the entire 5 individual 

matches. If the total skill levels of the lowest five players 

listed on your roster is equal to or less than 23, then your 

team can meet the 23-Rule. This means that a team may not 

lead off with three players whose skill levels add up to 19 

unless there are two 2’s listed on the roster. A team may not 

try to win with its first three players and disregard the 23-

Rule. All the above applies to the Ladies Division except that 

it concerns the 19-Rule instead of the 23-Rule. 

What happens if a team is unable to comply 

with the 23-Rule? 

If the total skill levels of the lowest five players listed on the 

roster exceed 23, the team will have to play four players 

whose skill levels do not exceed 19 in the Open Division (16 

in the Ladies Division) and forfeit the fifth match. If the skill 

levels of the lowest four players on the roster exceed 19, then 

they can play three players to 15 (13 in the Ladies Division) 

and forfeit the fourth and fifth matches. 

FORFEITING MATCHES – Individual matches may be 

forfeited at any time during a team match. If the individual 

match is forfeited after the rack has been broken in that 

match, the skill level of both players in the match will count 

towards the 23-Rule (19-Rule in the Ladies Division). If the 

individual match is forfeited before the rack has been broken 

in that match, the player on the team receiving the forfeit 

remains eligible to play again as the forfeit does not count as 

a match played. Both teams must be able to show at the end 

of the team match they could have fielded a legal team, 

meaning they could have fielded five players that did not 

exceed 23 (19 in Ladies Division) had all five individual 

matches been played. For example; if the opposing team 

puts up a SL7, your team cannot forfeit using an unavailable 

player so your opponent can’t play their SL7. The opposing 

team would regain the use of their SL7 as long as they can 

show that they can still remain within the 23-Rule had all five 

individual matches been played. 

INELIGIBLE PLAYERS – Ineligible players are those 

players who, for whatever reason, are not eligible to play in 

any match during this tournament. All ineligible players will 

be removed from the Higher Level Tournament roster and will 

not count for 23-Rule purposes in the 8-Ball and 9-Ball Open 

Divisions or 19-Rule purposes in the 8-Ball Ladies Division. 

NOTE: Ineligible players are not allowed to participate 

as a coach. 

SENIOR SKILL LEVEL PLAYERS (9-Ball Only) – Only 

two senior skill level players may play in any given team 

match. Senior skill level players are those players who have 

a skill level of 6, 7, 8 or 9. 

COMMON PLAYERS AT THE NATIONAL LEVEL – A 

common player is defined as a player on more than one 

team. A team may have up to two players that are common 

with another team in the same format at the National Level 

of the Team Championships. A player may be common on up 

to two teams in each format at the National Level of the Team 

Championships. This means a player may qualify on up to 

two 8-Ball Open Division teams, two 9-Ball Open Division 

teams and two 8-Ball Ladies Division teams (ladies only, of 

course). If you qualify on more than two teams in any format, 

you must choose which team rosters you will stay on prior to 

entering the National Level of the Championships. Common 

players are not allowed to participate as a coach. 

NOTE: Matches will not be held up for players who are 

participating on multiple teams. 

TIE BREAKERS – 

9-Ball Only – What happens if a team match ends 

50-50? Championship matches will be scored the same as 

weekly play, except individual forfeits will be worth 20 points 

(instead of 15). The first team to reach 51 points is the 

winner. In case of a tie at the end of the match of 50 to 50 

match points, the number of individual matches won by each 

team would break the tie. 

TEAM DISQUALIFICATION PROCEDURE – If Higher Level 

Tournament play is to be truly meaningful and rewarding, then 

those who play below their true ability must be penalized. 

Complaints of unsportsmanlike conduct, or any evidence of a 

player playing at a skill level below his/her true ability, should 

be reported immediately to the Tournament Director. 

In order to conduct a fair and equal tournament for all APA 

players, APA must ensure that all participants are playing at 

skill levels that are not below their true ability. Handicap 

manipulation compromises the fairness and integrity of 

tournament play and cannot be tolerated. Accordingly, the 

APA may disqualify any player or team if, in APA’s sole 

judgment and absolute discretion, one or more of its players 

are deemed by APA to be playing at a skill level below their 

true ability. The determination of whether a player is playing 

at a skill level below his or her true ability is necessarily 

subjective; APA is the sole judge of a player’s ability and may 

make such a determination in its absolute judgment and 

discretion. 

A National Handicap Review Committee, consisting of APA 

National staff members and APA National Tournament 

Directors has been formed to review the performance of 

each player after every round of play and make skill level 

adjustments as necessary. They will also investigate 

complaints and review elevated skill levels to determine the 

eligibility status of the players. Players may be disqualified at 

any time during or after tournament play if the committee 

concludes the player has, without justification, played at a 

skill level below their true ability. It is up to the disqualified 

player to provide an explanation or justification for the 

elevated skill level. 

PROTESTS – The Team Captain must make all protests to 

the Tournament Director in a sportsmanlike manner. There 

is a $50.00 filing fee for any protest, which is refundable if 

the team filing wins the protest. Any team disrupting the 

tournament, causing a scene, or causing other problems at 

or around the tournament site will lose the right to protest. 

The Tournament Director will resolve all issues on the spot. 

The APA is the highest authority. Any rulings made by the 

APA are final. 

RULES OF CONDUCT – Read the Rules of Conduct. Make 

sure you understand the penalty level system. It is designed 

to stop a problem while it is still a small problem. The Rules 

of Conduct may be used by the Tournament Director or 

designated Tournament Official at any Higher Level 

Tournament event for any form of misconduct. 

WARNINGS – If a warning is given in an individual match, 

that warning will follow the team throughout the remainder 

of the event. For example, if a player is warned for sharking 

their opponent, and in a subsequent match a player from that 

same team is warned for sharking their opponent, the result 

will be ball-in-hand for the opponent. Such warnings will be 

noted by a Tournament Official on the scoresheets. 

expected all players will be doing his/her best to win. On the 

other hand, each player is also expected to accept defeat in 

a sportsmanlike manner. 

Two common violations of good sportsmanship are 

conceding an unfinished game and undoing a cue during 

play. Both forms of conduct are frowned upon by 

professionals, and should be eliminated from amateur play. 

All players are asked to allow opponents to finish the game 

before racking the balls or undoing cues. No penalty will be 

assessed unless, in the opinion of the Tournament Director, a 

repeated violation of this conduct rule occurs. 

Another area of good sportsmanship concerns fouls. A foul 

is a foul and should be observed as such. Occasionally, a 

player feels that a foul is a foul only if he gets caught. 

Generally speaking, a professional player will call a foul on 

himself. Likewise, good sportsmanship in the amateur 

ranks requires a player to admit a mistake, and live with the 

consequences. However, it is technically a player’s 

responsibility to protect the outcome of his match. Pay 

attention to your game. 

A Sportsmanship Award is given at the end of each event 

(8-Ball Open Division, 8-Ball Ladies Division, 9-Ball Open 

Division and all Preregistered events.). You may vote for 

teams by making comments on the back of your scoresheet 

or by using the Team Nomination form included with this 

Event Program, and submitting it to the Control Table. 

Additional forms are available at the Control Table, if needed. 

EQUIPMENT REGULATIONS – In general, any piece of 

equipment designed specifically for pocket billiards, with the 

exception of jump cues and laser devices, is acceptable in 

APA Tournament play. Special equipment, such as bridges 

and cue extenders, are legal. You may change cues during a 

game. Jump shots are legal, when executed properly, but 

such shots must be attempted with a regular shooting cue*. 

Players are not allowed to break their cue sticks down and 

use just the shaft to attempt jump shots. Specialty cues, such 

as break cues** and jump cues, may not be used to perform 

jump shots.*** 

*Any standard pool cue used to shoot the majority of shots in 

a match. 

**Any cue specifically designed for breaking. This does not 

include regular shooting cues used for breaking. 

***Any piece of equipment not covered by this rule and in 

question will be ruled upon by APA. Cues with moveable parts 

will generally NOT be allowed. 

Any equipment bearing any message or image of a sexually 

explicit or political nature, or a message or image which may 

be offensive due to the use of profanity or by virtue of its 

promotion of violence, alcoholism or substance abuse, shall 

be prohibited from use in all APA events. The Tournament 

Director shall be the enforcing authority of this regulation. 

The Tournament Director shall have the right to inspect a 

player’s cue(s) at any time during a tournament without prior 

notice to the player, and if the cue(s) are found to be in 

violation of this regulation, the player shall immediately 

cease using the objectionable cue during tournament play, or 

face immediate disqualification and forfeiture of all prize 

money earned and/or entry fee paid. 

8-Ball Only – What happens if a team match ends 

DISQUALIFICATION – APA has the absolute and final 

2-2? If it is time for the fifth match and neither team has an 

authority to make all rulings affecting participation in the 

eligible player present to play, the match is decided by the 

APA Team Championship programs including player ability 

performance of the two teams in the first three matches. 

(i.e., correction of skill levels) and disqualification. 

SPORTSMANSHIP – The primary objective of the League

The APA has established guidelines to limit match play time in an effort to produce 

a tournament that adheres to a schedule that is productive and enjoyable for all 

participants. We have a full schedule of rounds that must be completed in a timely 

manner. We strive to offer the best environment and playing conditions for our 

participants, while fulfilling our obligations to the tournament facility. 

The guidelines we have set are more than adequate for tournament status play; in 

most cases actual match play will take less than the time allotted. Please be courteous; 

long matches are exhausting to all the players. We ask for good sportsmanship in 

keeping to the schedule. Your cooperation will help make this tournament fun and 

exciting for everyone!

Note: The Tournament Director may impose Sudden Death in team competition for 

teams that are not adhering to the guidelines. 

The APA has established and will strictly enforce the following 

conduct rules for Higher Level Tournament play. 

1. No loud, abusive or profane language will be tolerated at 

this tournament. You are in the League to have a good time 

and to enjoy some friendly competition. If you experience 

a problem, one of our tournament officials will address it; 

simply bring the matter to our attention. Remember that 

in each situation the ruling will favor one side 

against the other side, and it is required that each team or 

player accept official rulings without causing a scene. 

2. Unsportsmanlike conduct directed to the opposing player, 

team or tournament official is not allowed. 

3. Anyone involved in an incident that includes either physical 

abuse or the throwing of an item will be disqualified 

immediately, and required to leave the tournament 

premises. 

4. Anyone caught hitting a cue against the table, wall, floor, 

etc., or recklessly swinging a cue will be disqualified 

immediately and required to leave the tournament 

premises. 

5. Abusive behavior towards the Tournament Director or any 

of his/her designates will not be tolerated. 

6. Excessively slow play will not be tolerated. You will be 

warned before any penalty occurs. 

The penalties for violating any of the six categories detailed 

above are as follows: 

A warning may or may not be given, depending upon the 

severity of the situation. 

Penalty Level 1 – Your opponent will be given ball-inhand. 

If the player is still shooting, or already has ball-inhand, 

then that player will be allowed to shoot until 

missing, and then be given ball-in-hand again. 

Penalty Level 2 – Your opponent will be granted the 

game. (In 9-Ball, your opponent will be granted the game, 

along with points for all balls remaining on the table.) 

Penalty Level 3 – Your opponent will be granted the 

match. 

Penalty Level 4 – Disqualification. APA has the absolute 

and final authority to make all rulings affecting 

participation in the APA Team Championship programs 

including player ability (i.e., correction of skill levels) and 

disqualification. Disqualification from this event for any 

reason will mean forfeiture of all titles, awards, prize 

money, and minimum two year suspension from the 

League. Disqualification can occur prior to, during, or 

after the event. 

Note: If the violation or disturbance that caused the initial 

penalty level to be levied does not cease, the Tournament 

Director and/or designated assistant has the right to go from 

one penalty level to the next penalty level immediately.

Sportsmanship... 

The Key to a Successful Event 

APA Leagues are about the excitement of competition, but more importantly, 

they’re about fun. We want all of our members who compete in our national 

championship events to have the experience of a lifetime. An important 

ingredient in that experience is good sportsmanship among our members. 

Sportsmanship is the key to the success of weekly APA League play and APA 

national tournaments. 

We realize the level of competition you experience in our national 

championship will be unlike that in which you may have experienced before. 

But please don’t let your competitive fire overshadow the level of 

sportsmanship you express to your opponent. 

Be sure to introduce yourself to your opponent, provide your ID, shake his hand 

and wish him luck before a match. If your opponent makes a great shot, don’t 

be shy about telling him so. More importantly, if your opponent makes a bad 

shot or a mistake during the match, don’t openly celebrate his misfortune. 

An easy way to exhibit good sportsmanship is by simply putting 

yourself in your opponent’s position. If you were to scratch, or 

sink the 8-ball out-of-turn, how would you feel if your opponent 

cheered or clapped? A more appropriate response might be, 

“Tough break,” or simply saying nothing at all. Win or lose, 

thank your opponent after the match and, once again, shake 

his hand. 

Remember that everyone who qualifies to compete in a 

national championship is already a winner and a champion, so 

be sure to treat them as such!

in order to make the event run in a timely 

manner. Holding up matches to take smoke 

breaks not only delays your match, but all of the 

matches following yours. We will not tolerate 

matches held up because teams/players are not 

in the arena due to taking smoke breaks. Players 

caught taking their scoresheets outside of the 

Tournament Room, or delaying their match for 

such breaks will result in a forfeiture of their 

match. Team Captains must be responsible for 

their players during match times.
