1.0 Instructions to Applicants <strong>for</strong> the EOI :<br />

1.1 Expression <strong>of</strong> Interest is invited from the <strong>Vocational</strong> <strong>Training</strong> <strong>Providers</strong><br />

who are registered Institutions/ Organizations/ Companies/ Trusts/ Societies <strong>for</strong><br />

empanelment as <strong>Vocational</strong> <strong>Training</strong> <strong>Providers</strong> <strong>for</strong> providing Employability Skills<br />

and Entrepreneurship Development <strong>Training</strong> in below mentioned engineering trades,<br />

non-engineering trades and service sector trades in various colleges, Institutes, Senior<br />

Secondary Schools and other institutions desirous <strong>of</strong> <strong>of</strong>fering such courses to their<br />

students as per the following details :-<br />

1.2 Cost <strong>of</strong> Document<br />

The applicant shall bear all costs associated with preparation and submission<br />

<strong>of</strong> the application.<br />

1.3 The Applicant is expected to carefully examine all instructions, <strong>for</strong>ms, terms and<br />

conditions and specifications in the Document. Failure to furnish all in<strong>for</strong>mation<br />

required in the Document or submission <strong>of</strong> an Application not substantially<br />

responsive to the Document in every respect will be at the Applicant’s risk and may<br />

result in the rejection <strong>of</strong> the Application.<br />

1.4 DEGT reserves the right to reject any or all the applications (expressions <strong>of</strong><br />

interest received) or stop the process <strong>of</strong> EOI at any stage, at its sole discretion,<br />

without assigning any reasons.<br />

1.5 DEGT reserves the right to disqualify and/or reject the applications <strong>of</strong> such<br />

parties who do not meet the contractual obligations, as per DEGT's sole<br />

judgment.<br />

1.6 All disputes, differences, claims and demands arising under or pursuant to or<br />

touching the contract shall be referred to the sole arbitrator i.e. the Secretary to<br />

Government <strong>of</strong> Punjab, <strong>of</strong> the concerned department. The award <strong>of</strong> the sole<br />

arbitrator shall be final and binding on both the parties under the provisions <strong>of</strong> the<br />

arbitration Act, 1940 or by statutory modification reenactment there<strong>of</strong> <strong>for</strong> the time<br />

being in <strong>for</strong>ce. Such arbitration shall be held at Chandigarh.<br />

1.7 In all matters and disputes arising thereunder, the appropriate Courts at Chandigarh or<br />

Punjab alone shall have jurisdiction to entertain and try them.<br />

2 Eligible Applicants (Pre-Qualification Criteria)<br />

2.0 The Applicant can also be the consortium <strong>of</strong> two or more companies which<br />

jointly fulfill the eligibility conditions subject to the following requirements:-<br />

The EOI shall be signed by the Lead partner and shall be legally<br />

binding on all the partners ;<br />

One <strong>of</strong> the partners with not less than 20 % stake in the consortium<br />

shall be nominated as lead partner through a power <strong>of</strong> attorney signed<br />

by the legally authorized signatories <strong>of</strong> all the partners. The partner<br />

responsible <strong>for</strong> each <strong>of</strong> the major component mentioned above shall<br />

have not less than 10 % stake in the consortium;<br />

The lead partner shall submit the role, responsibilities & percentage <strong>of</strong><br />

stake <strong>of</strong> each consortium member;<br />

The lead partner shall be authorized to incur liabilities and receive<br />

instructions <strong>for</strong> and on behalf <strong>of</strong> any and all partners <strong>of</strong> the consortium<br />

and the entire execution <strong>of</strong> the Contract, including payment, shall be<br />

done exclusively with the lead partner;<br />

All partners <strong>of</strong> the consortium shall be liable jointly and severally <strong>for</strong><br />

the execution <strong>of</strong> the Contract in accordance with the Contract terms,<br />

and a statement to this effect shall be included in the power <strong>of</strong> attorney<br />

mentioned under clause 2(ii) above as well as in the EOI and in the<br />

Contract;<br />

The bidder or consortium <strong>of</strong> partners who are responsible <strong>for</strong> a specific<br />

component (s) <strong>of</strong> the project must meet the relevant minimum<br />

qualification criteria <strong>for</strong> that particular component individually.<br />

2.1 The <strong>Vocational</strong> <strong>Training</strong> Provider Applicant should be<br />

2.1.1 registered Institution/ Organization/ Company/ Trust/ Society in<br />

existence <strong>for</strong> at least 3 years conducting the <strong>Vocational</strong> Education /<br />

Job oriented/ Self-employment/ Entrepreneurship Development<br />

<strong>Training</strong> course competent to enter into agreement and,<br />

2.1.2 should have a valid Permanent Income Tax Account Number or<br />

Service Tax Number and,<br />

2.1.3 Should have adequate financial strength to undertake the contract. The<br />

Applicant should have a minimum average annual turnover <strong>of</strong> Rs. 1<br />

Crore from Education and <strong>Training</strong> services in the last two years.<br />

Or instead <strong>of</strong> 2.1.1, 2.1.2, and 2.1.3<br />

2.2 The Applicant(s) Institution/ Organization/ Company/ Trust/ Society must have<br />

minimum experience <strong>of</strong> 2 years <strong>of</strong> running courses <strong>of</strong> a University/ AICTE/ NCVT/<br />

SCVT/ State Board <strong>of</strong> Technical Education/ Education approved pr<strong>of</strong>essional<br />

educational institution(s).<br />

Documentary pro<strong>of</strong> to be attached in each case.<br />

3 Technical Specifications<br />

Technical Documents to be provided/terms & Conditions<br />

3.1 The Applicant should submit the following details<br />

3.1.1 Provide course/programme wise Affiliation/ Accreditation with<br />

University, Education Boards, Technical Education Boards, State /<br />

central Governments or their Agencies, any other body recognized<br />

by the employers. The client or his representatives may inspect the<br />

training centers <strong>of</strong> the Applicant already in operation <strong>for</strong><br />

verification purposes.<br />

3.1.2 Various courses conducted in last two years, duration <strong>of</strong> the<br />

courses, No. <strong>of</strong> students trained category wise, the candidates<br />

placed in the jobs after such training programmes as per pr<strong>of</strong>orma<br />

enclosed at Annexure II.<br />

3.1.3 Number <strong>of</strong> Offices and centers in Punjab/India with location<br />

addresses. Provide the list <strong>of</strong> their own centers and franchises<br />

separately, if any.<br />

3.1.4 Total Number <strong>of</strong> students per batch the Applicant is capable <strong>of</strong><br />

training and placing (subject to the terms and conditions given in<br />

this document) in the appropriate jobs without diluting the quality.<br />

3.2 The Applicant should have adequate no. <strong>of</strong> qualified instructors. One<br />

instructor <strong>for</strong> a batch <strong>of</strong> not more than 40 <strong>for</strong> theory and 20 <strong>for</strong> practical<br />

hands on trainings.<br />

3.3 The client reserves the right to carry out the capability assessment <strong>of</strong> the<br />

Applicants and the client’s decision shall be final in this regard.<br />

3.4 The Applicant’s commitment <strong>for</strong> minimum percentage <strong>of</strong> students to be<br />

placed with minimum salary as per the table prescribed below <strong>for</strong> those<br />

categories which the Applicant wants to quote <strong>for</strong> :-<br />

Note: In any case, the salary should not be below the Minimum Wages<br />

4 Documents to be furnished <strong>for</strong> the EOI and other terms and<br />

4.1 Attested copy <strong>of</strong> Service Tax Number (if applicable).<br />

4.2 Attested copy <strong>of</strong> Permanent Income Tax Number (if applicable). .<br />

4.3 Pro<strong>of</strong> <strong>of</strong> Turnover (if applicable).<br />

4.4 All documents are required to be submitted as specified or<br />

stated elsewhere in this document <strong>of</strong> Expression <strong>of</strong> Interest.<br />

4.5 The Applicants should submit their Applications with complete course<br />

modules in terms <strong>of</strong> hours and supporting documents, which prove the<br />

experience <strong>of</strong> the institution/organization/ company/ society /Trust in<br />

providing similar vocational skills and training and placement records<br />

<strong>of</strong> candidates in the past.<br />

4.6 Incomplete Applications: Applications with incomplete in<strong>for</strong>mation<br />

or not in accordance with the instructions are liable to be rejected.<br />

4.7 The authorized signatory : The authorized signatory signing the<br />

document in connection with the EOI must certify as to whether he or<br />

she has signed as :-<br />

A “Sole proprietor “ <strong>of</strong> the firm or constituted attorney <strong>of</strong> such<br />

sole proprietor.<br />

A partner <strong>of</strong> the firm, if it be partnership, in which case he must<br />

have authority to refer to arbitration disputes concerning the<br />

business partnership either by virtue <strong>of</strong> the partnership agreement<br />

or a power <strong>of</strong> attorney. In the alternative all the partners should<br />

sign the Application<br />

Constituted attorney <strong>of</strong> the firm, if it is a company.<br />

If the Applicant is a franchisee <strong>of</strong> a reputed franchiser, he must<br />

have an exclusive authorization <strong>of</strong> the master franchiser to<br />

participate in this bid.<br />

4.8 The Applicant can submit the application <strong>for</strong> any <strong>of</strong> the following<br />

categories <strong>of</strong> <strong>Vocational</strong> <strong>Training</strong>:<br />

i. Graduates, Post graduates and above<br />

ii. Diploma holders and equivalent<br />

iii. 10+2 students<br />

iv.<br />

10 th students<br />

v. Others<br />

4.9 Duration <strong>of</strong> <strong>Training</strong> Programmes: The duration <strong>of</strong> the training<br />

course/ programme <strong>for</strong> graduates, 10+2 or 10 th pass candidates should be<br />

between 300 to 500 hours, including skill development/ practical hands<br />

on lab training in the institute, spread over 3 to 6 months. However <strong>for</strong><br />

candidates below 10 th pass the duration <strong>of</strong> skill course could be 150 to<br />

300 hours spread over to 1 to 3 months. In very special cases deviation<br />

from this schedule could be considered if supported by appropriate/<br />

proper reasons <strong>for</strong> shorter or longer duration programmes.<br />

4.10 Theory vs. Practical <strong>Training</strong>: The training hours shall be distributed<br />

between theory and practical skill development/ hands on training in the<br />

ratio <strong>of</strong> 30:70 with minor permissible deviations specific to the proposed<br />

programs. Eligibility criteria <strong>for</strong> admission will be defined as per the<br />

nature and contents <strong>of</strong> the course which is at section III.<br />

4.<strong>11</strong> Course Curriculum & Certification: - Normally the Department will<br />

define the curricula. However, if no detailed curricula has been given by<br />

the department, it will be the responsibility <strong>of</strong> the Applicants to prepare<br />

the curriculum which shall be got examined from the expert committee<br />

constituted by the Director <strong>of</strong> the Department <strong>of</strong> Employment<br />

Generation & <strong>Training</strong> and then got approved from the Govt. Once the<br />

course is approved, the same shall be implemented without any change.<br />

The Applicant may submit proposal with complete course module and<br />

supporting documents which proves their experience in providing similar<br />

training and placement records <strong>of</strong> the past candidates. The course must<br />

also result into certification duly recognized by the Government/<br />

appropriate Government or industry Bodies/ industry/job Market.<br />

4.12 Admissions - The admissions shall be made by the institution on the<br />

basis <strong>of</strong> inter-se merit <strong>of</strong> qualifying examination / Test/ Interview from<br />

amongst all eligible Candidates who apply <strong>for</strong> admissions. However, the<br />

District Coordination Committees on Employment Generation and<br />

<strong>Training</strong> may also recommend candidates <strong>for</strong> admission to various<br />

courses. Similarly the other departments may also sponsor candidates<br />

either directly or through the Punjab State Council <strong>for</strong> Employment<br />

Generation and <strong>Training</strong> <strong>for</strong> which the concerned department will have<br />

to pay the cost <strong>of</strong> training directly to the successful Applicant or through<br />

the council.<br />

4.13 Medium <strong>of</strong> instructions: - The Applicant shall impart training normally<br />

in English to graduates and in English and/or Punjabi as the medium <strong>of</strong><br />

instruction <strong>for</strong> other candidates depending upon the requirements <strong>of</strong> the<br />

course. The preferential mode <strong>of</strong> communication with the rural students<br />

should normally be in Punjabi (along with English, wherever required)<br />

and the instructors should have adequate knowledge <strong>of</strong> Punjabi along<br />

with English.<br />

4.14 Contract Duration: The contract duration shall be 3 years subject to the<br />

availability <strong>of</strong> funds which could be extended with mutual consent <strong>of</strong> the<br />

parties. In case <strong>of</strong> unsatisfactory per<strong>for</strong>mance, the contract can be<br />

terminated any time by giving a 30 days notice after the completion <strong>of</strong><br />

the training batch in hand.<br />

4.15 The client reserves the right to negotiate <strong>for</strong> further rationalization <strong>of</strong><br />

<strong>of</strong>fers and reduction <strong>of</strong> rates. The client reserves the right to reject any or<br />

all <strong>of</strong>fers without assigning any reasons.<br />

4.16 Payment Terms :-<br />

4.16.1 The fee amount per student would be payable to the Applicant<br />

subject to the condition that students/candidates would be placed in<br />

suitable jobs by them with a minimum gross salary as per table,<br />

page 8 item No. 3.4<br />

4.16.2 Out <strong>of</strong> the total fee payable, only 50 % fee would be released to the<br />

Applicant while remaining 50 % would be released on successful<br />

completion <strong>of</strong> the training and submission <strong>of</strong> placement records<br />

that students have been placed as per table page 8 item No. 3.4<br />

(considered alongwith the specified time period). Advance<br />

payment <strong>of</strong> 50% will be released on production <strong>of</strong> Bank Guarantee<br />

equivalent to the amount <strong>of</strong> Advance payment. Bank Guarantee<br />

will be <strong>for</strong>feited in case no training is provided or placement is less<br />

than 15% or in case <strong>of</strong> violation <strong>of</strong> the terms and conditions <strong>of</strong> the<br />

Tender Document.<br />

4.16.3 It may be clarified that no fee would be payable if the placement<br />

figure is below 15 %. However, if the placement is more than 15 %<br />

but less than the prescribed percentage, payment would be released<br />

<strong>for</strong> only the double the number <strong>for</strong> candidates placed.<br />

4.16.4 However, the condition <strong>of</strong> 50 % employment will not apply to the<br />

candidates who have not been selected on merit and are<br />

recommended by the Government/committees set up by the<br />

Government <strong>for</strong> training<br />

4.16.5 Final payment is to be made <strong>for</strong> as many students as are there at the<br />

end <strong>of</strong> the training course.<br />

4.17 The Applicant <strong>Vocational</strong> <strong>Training</strong> Provider should apply <strong>for</strong> cluster <strong>of</strong><br />

districts or a particular district, in decreasing order <strong>of</strong> preference.<br />

4.18 The client reserves the right to <strong>of</strong>fer the rates quoted by the Applicant<br />

with lowest bid to other Applicants who fulfill the pre-qualification and<br />

technical bid conditions. All qualified Applicants who agree to work on<br />

the lowest rates would then be empanelled as the qualified and approved<br />

Applicants.<br />

4.19 The client also reserves the right to split the order <strong>for</strong> the delivery <strong>of</strong><br />

training services between the qualified and approved Applicants who<br />

have been empanelled at the lowest rates. However the largest share <strong>of</strong><br />

not less than 40 % would always go to the Applicant originally quoting<br />

the lowest rates.<br />

5 Procedure <strong>for</strong> submission <strong>of</strong> EOI.<br />

5.1 The application <strong>for</strong> Expression <strong>of</strong> Interest must be submitted in sealed<br />

envelopes, super scribed “Expression <strong>of</strong> Interest <strong>for</strong> empanelment <strong>of</strong><br />

<strong>Vocational</strong> <strong>Training</strong> <strong>Providers</strong>” and addressed to the contact person<br />

indicated in this EOI.<br />

5.2 The EOl should be submitted in DUPLICATE. Outstation applicants<br />

can send their application <strong>of</strong> EOI by Registered Post to<br />

“Director <strong>of</strong> Employment Generation and <strong>Training</strong> Punjab-cum-<br />

Member Secretary Punjab State Council <strong>for</strong> Employment<br />

6 Process <strong>of</strong> Evaluation <strong>of</strong> EOI will involve following stages :<br />

Section III<br />

SCOPE OF WORK AND DETAILED TECHNICAL SPECIFICATIONS<br />

1. Punjab Government proposes to introduce <strong>Vocational</strong> Course/ <strong>Training</strong><br />

Programmes/ Skill Development Initiatives directly resulting in Job<br />

Employment/ Self-employment in the state <strong>of</strong> Punjab with effect from current<br />

Academic Year through Department <strong>of</strong> Employment Generation and <strong>Training</strong><br />

/ Punjab State Council <strong>for</strong> Employment Generation and <strong>Training</strong>.<br />

The scope <strong>of</strong> the EOI is to: -<br />

1.1. Teach/ deliver the <strong>Vocational</strong> Course/ <strong>Training</strong> Programmes/ Skill<br />

Development Initiatives along with the required hands on training and<br />

practice by the Applicants in their respective institutions, using their<br />

own infrastructure <strong>of</strong> their institutes, directly resulting into Job<br />

Employment and appropriate certification.<br />

1.2. The training would be conducted by the Applicants as per the curricula<br />

developed by them on the basis <strong>of</strong> the market demand/ trends <strong>for</strong><br />

Human Resource/ availability <strong>of</strong> jobs. However, the minimum draft<br />

curricula to be covered are enclosed as Section VI which shall be<br />

compulsorily covered by the Applicants. The curricula is to be<br />

approved by the Government <strong>of</strong> Punjab <strong>for</strong> appropriate courses and<br />

appropriate level <strong>of</strong> candidates/ students <strong>of</strong> Schools and Colleges w.e.f<br />

current academic year session i.e. 2007-08.<br />

1.3. Parameter <strong>of</strong> Decision would be the amount <strong>of</strong> Financial Assistance<br />

Sought per student <strong>for</strong> each comprehensive course comprising <strong>of</strong><br />

common skills and specialty <strong>Vocational</strong> training/ skills by the<br />

Applicants Institution/ Organization/ Company/ Trust/ Society.<br />

1.4. The rate should be a consolidated rate <strong>for</strong> the next 3 years contract<br />

period per institution based on the payment terms specified in the<br />

Document<br />

1.5. The fee amount per student would be payable to the Applicants<br />

Institution/ Organization/ Company/ Trust/ Society subject to the<br />

condition that students/ candidates would be placed in suitable jobs by<br />

them with a minimum gross salary as per table page 8 item No. 3.4<br />

(considered alongwith the specified time period).<br />

1.6. Out <strong>of</strong> the total fee payable, only 50% fee would be released to the<br />

Applicants Institution/ Organization/ Company/ Trust/ Society (subject<br />

to production <strong>of</strong> Bank Guarantee <strong>of</strong> equivalent amount) be<strong>for</strong>e the<br />

commencement <strong>of</strong> the course while remaining 50% would be released<br />

on successful completion <strong>of</strong> the training and submission <strong>of</strong> placement<br />

records that students have been placed as prescribed in the table, page<br />

8 item No. 3.4 (considered alongwith the specified time period).<br />

1.7. The qualified Applicants shall provide free education to at least 5% <strong>of</strong><br />

the economically weaker students on the recommendation <strong>of</strong> the<br />

Principal <strong>of</strong> the concerned Institute. Such students shall be short listed<br />

by a committee <strong>of</strong> 3 faculty members on the basis <strong>of</strong> merit cum means.<br />

However, these will not be counted towards the requirements <strong>of</strong><br />

1.8. It may be clarified that the condition <strong>of</strong> placement<br />

will apply in those cases only where period <strong>of</strong><br />

training exceeds 6 months as specified in table,<br />

page 8, item No. 3.4.<br />

1.9 It may also be clarified that the <strong>Training</strong><br />

<strong>Providers</strong>, who effect more placements after<br />

initial round <strong>of</strong> training, will be given larger share<br />

<strong>of</strong> work.<br />
