Support structure for GM in <strong>Finl<strong>and</strong></strong>?<br />

• Officially no, in practice yes<br />

• Valtava Development Programme<br />

• Valtava: 2,5 persons = support structure for 15 projects but also for<br />

o<strong>the</strong>r target groups: MA, Intermediary organisations, regional<br />

decision organs, MEE civil servants <strong>and</strong> management, o<strong>the</strong>r<br />

interested groups<br />

• Situated in <strong>Ministry</strong> <strong>of</strong> <strong>Employment</strong> <strong>and</strong> <strong>the</strong> <strong>Economy</strong> (MEE),<br />

Strategy Department / HR <strong>and</strong> Adm. Dep.<br />

• MEE is also <strong>the</strong> Finnish MA for Structural Funds (/Regional Dep.)


Valtava Development Programme 2008-<br />

2013<br />

• Budget 14 million €, from which 3 million for ”support structure”<br />

• 15 projects in regions<br />

• Targets formulated partly in planning period <strong>of</strong> ESF programme, partly<br />

later <strong>by</strong> Valtava staff; main task has changed during programme period<br />

Weaknesses<br />

• Incoherent <strong>and</strong> unclear design <strong>of</strong> OP (from gender perspective)<br />

Level <strong>of</strong> project applications<br />

Difficult to evaluate<br />

Poor level <strong>of</strong> quality in regional projects, not many people/organisations<br />

interested in implementing projects on GE/GM<br />

• Not a joint responsibility for GE in ESF<br />

• Not any person as key actor /driving force for GM in ESF<br />

• Weakness <strong>of</strong> support structure: <strong>the</strong>re were no designed plan for<br />

support structure. Valtava became support structure because <strong>of</strong><br />

need <strong>and</strong> <strong>by</strong> chance. ->No proper plan as support structure


Strengths in Valtava as support structure<br />

for GM<br />

• Flexible administration <strong>of</strong> ESF made us possible to change <strong>the</strong><br />

focus <strong>and</strong> act as support structure<br />

• Support structure may supply <strong>the</strong> very best consultants /<br />

researchers / GM speacialists for <strong>the</strong> programme.<br />

Support structure has to compensate if competition doesn’t pay<br />

dividends.<br />

• Good <strong>and</strong> live connections to national policies


Strengts…<br />

• Strong networking <strong>of</strong> <strong>the</strong> projects ->learning form each o<strong>the</strong>r<br />

• The training <strong>and</strong> consultation tailored for <strong>the</strong> projects<br />

• O<strong>the</strong>r supplied initiatives that support gaining <strong>the</strong> targets<br />

• Challenge/ next step for MEE: A real, <strong>of</strong>ficial support structure for<br />

GM in ESF with staff <strong>and</strong> money!<br />
