4.2. Provide for the safety <strong>of</strong> victims; hold abusers appropriately accountable for their<br />
behavior; and coordinate the response to domestic abuse with the local community.<br />
5. RESPONSIBILITIES<br />
5.1. The USD(P&R) shall:<br />
5.1.1. Develop and maintain this <strong>Instruction</strong> and ensure compliance.<br />
5.1.2. Collaborate with the Military <strong>Department</strong>s to establish procedures and programs<br />
consistent with this <strong>Instruction</strong>.<br />
5.1.3. Maintain a central DoD database <strong>of</strong> domestic violence incidents that implements<br />
the requirements <strong>of</strong> section 1562 <strong>of</strong> Reference (p).<br />
5.1.4. Program, budget, and allocate funds and other resources to meet the policy<br />
objectives <strong>of</strong> this <strong>Instruction</strong>.<br />
5.2. The Deputy Under Secretary <strong>of</strong> <strong>Defense</strong> (Military Community and Family Policy)<br />
(DUSD(MC&FP)), under the USD(P&R), shall:<br />
5.2.1. Issue standardized guidelines to the Secretaries <strong>of</strong> the Military <strong>Department</strong>s for<br />
developing a coordinated approach to addressing domestic abuse. These guidelines shall be<br />
designed to meet local needs and issued after consultation with healthcare and social programs<br />
and law enforcement and criminal investigative organizations serving DoD personnel and their<br />
families.<br />
5.2.2. Provide guidance and technical assistance to the Military <strong>Department</strong>s and the<br />
DoD Components in addressing domestic abuse and facilitating the identification and resolution<br />
<strong>of</strong> inter-Component issues and concerns.<br />
5.2.3. Collaborate with Federal and State Agencies that address domestic abuse and<br />
serve on related Federal committees and advisory groups.<br />
5.2.4. Review annual reports <strong>of</strong> fatality reviews submitted by the Military <strong>Department</strong>s.<br />
5.2.5. Convene an annual DoD Fatality Review Summit to respond to the findings and<br />
recommendations <strong>of</strong> the Military <strong>Department</strong>s’ fatality review teams.<br />
5.2.6. Monitor compliance with this <strong>Instruction</strong> and periodically evaluate the DoD<br />
response to domestic abuse in collaboration with organizations herein.<br />
5.3. The Inspector General <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Defense</strong> shall:<br />
5.3.1. Develop policy for DoD criminal investigative organizations and oversee their<br />
investigations <strong>of</strong> domestic violence.<br />
