Bill Garrity is President/CEO <strong>of</strong> <strong>ACEC</strong> <strong>Washington</strong>. He has been with<br />

<strong>ACEC</strong> over 20 years and has more than 25 years experience in association<br />

management, all with construction related trade associations. In addition to<br />

<strong>ACEC</strong> <strong>Washington</strong>, Bill has served as President <strong>of</strong> the WCIC from 2006 to<br />

2009. He was President <strong>of</strong> the National Association <strong>of</strong> Engineering Council<br />

Executives and served on the <strong>ACEC</strong> National Executive Committee in 2004-<br />

2005. Currently, Bill serves on the <strong>ACEC</strong> PAC Steering Committee and the<br />

<strong>ACEC</strong> National Budget Committee. Locally, he serves on the <strong>Washington</strong><br />

State DBE Advisory Group and the Board <strong>of</strong> Directors <strong>of</strong> the Construction<br />

Industry Council. Bill is a graduate <strong>of</strong> Loyola University <strong>of</strong> Chicago, where<br />

he received his bachelor’s degree in psychology in 1969. He completed<br />

his postgraduate studies at Northeastern College and the Forest Hospital<br />

Postgraduate Center <strong>for</strong> Mental Health Education in 1971.<br />

Clif<strong>for</strong>d A. (Cliff) Webster is a principal with the Seattle law firm <strong>of</strong><br />

Carney Badley Spellman, P.S., where he heads the firm’s legislative and<br />

administrative practice group. He is also a member <strong>of</strong> the firm’s Board <strong>of</strong><br />

Directors and Director <strong>of</strong> Associates. Since joining the firm in 1983, he has<br />

represented businesses and business and pr<strong>of</strong>essional trade associations<br />

be<strong>for</strong>e the state legislature and a variety <strong>of</strong> state agencies on matters related<br />

to taxation, liability, health care, communications, insurance, transportation,<br />

government procurement, business regulation and pr<strong>of</strong>essional licensing.<br />

Cliff is chairman <strong>of</strong> the <strong>Washington</strong> Liability Re<strong>for</strong>m Coalition and served on<br />

the board <strong>of</strong> directors <strong>of</strong> the American Tort Re<strong>for</strong>m Association. In 2004, he<br />

served a one-year term as chairman <strong>of</strong> the State Capital Group. He also is a<br />

member <strong>of</strong> the leadership council <strong>of</strong> the National Federation <strong>of</strong> Independent<br />

Business.
