<strong>of</strong> Department <strong>of</strong> Personnel & Training during 2007 – seeking nominations –<br />

reg.<br />

Sir,<br />

I am directed to say that <strong>Ministry</strong> <strong>of</strong> Environment & Forests as the Cadre<br />

Controlling Authority for <strong>India</strong>n Forest Service has decided to initiate action to seek<br />

nominations <strong>of</strong> eligible and willing <strong>India</strong>n Forest Service <strong>of</strong>ficers for empanelment<br />

for the posts at the level <strong>of</strong> Joint Secretary/Director/Deputy Secretary under the<br />

<strong>Government</strong> <strong>of</strong> <strong>India</strong> during 2007.<br />

2. The Department <strong>of</strong> Personnel & Training have issued guidelines outlining the<br />

criteria for nominatin <strong>of</strong> <strong>India</strong>n Forest Service <strong>of</strong>ficers for empanelment for the posts<br />

at the level <strong>of</strong> Joint Secretary/Director/Deputy Secretary under the <strong>Government</strong> <strong>of</strong><br />

<strong>India</strong> (Annexure-I). About 30% <strong>of</strong> the posts under the Central Staffing Scheme are <strong>of</strong><br />

the rank <strong>of</strong> Joint Secretary and above, and the remaining 70% <strong>of</strong> the posts are at the<br />

level <strong>of</strong> Director/Deputy Secretary i.e. the Middle Management level. The list that<br />

you forward, to this <strong>of</strong>fice, should comprise the names <strong>of</strong> <strong>of</strong>ficers at different levels,<br />

so that it caters to the requirement <strong>of</strong> personnel at varying levels under the<br />

<strong>Government</strong> <strong>of</strong> <strong>India</strong>. It is, therefore, requested that nominations <strong>of</strong> suitable/eligible<br />

<strong>India</strong>n Forest Service <strong>of</strong>ficers along with the following documents may kindly be<br />

forwarded to this <strong>Ministry</strong> urgently, in any case, not later than 31 st January, 2007:<br />

a) Information in the pr<strong>of</strong>orma as per Annexure-IV duly certified by the<br />

appropriate authority <strong>of</strong> the State <strong>Government</strong>,<br />

b) State Vigilance Clearance/Integrity Certificate as per Annexure-V,<br />

c) A copy <strong>of</strong> the computerised Executive Record Sheet in respect <strong>of</strong> the<br />

<strong>of</strong>ficers as per Annexure-VI,<br />

d) Attested photocopies <strong>of</strong> Annual Confidential Reports for the last five years<br />

from 2001-2002 to 2005-<strong>2006</strong> and,<br />

e) Latest bio-data indicating complete service particulars duly signed by<br />

<strong>of</strong>ficer.<br />

3. It is reiterated that the nominations not accompanied by the above details /<br />

documents will not be considered.

4. In case ACRs for any <strong>of</strong> the preceding years (either full year or part <strong>of</strong> year)<br />

are not available/initiated, a certificate to that effect may also be forwarded to the<br />

<strong>Ministry</strong> alongwith the application.<br />

5. It has been observed that on many occasions the part V <strong>of</strong> the application is<br />

not signed by the concerned authority in the State <strong>Government</strong>/UT<br />

Administration/Organization and as such care may be taken to fill up Annexure-IV<br />

and V.<br />

6. The Cadre Controlling Authorities are requested to sponsor names <strong>of</strong> such<br />

<strong>of</strong>ficers only who are not debarred from deputation to posts under the Central Staffing<br />

Scheme and have completed the period <strong>of</strong> ‘Cooling Off’ as prescribed for Central<br />

Deputation as per the data available in the cadre.<br />

7. Only those <strong>of</strong>ficers who are already empanelled at Joint Secretary level<br />

(Annexure-VII) need to apply in the pr<strong>of</strong>orma IV and V in case they want to get<br />

appointed as Joint Secretary level in <strong>Government</strong> <strong>of</strong> <strong>India</strong> during the year. List <strong>of</strong><br />

<strong>of</strong>ficers already empanelled at Joint Secretary level is enclosed as Annexure-VII.<br />

8. As you might be aware, considerable processing has to be gone through before<br />

an <strong>of</strong>ficer is appointed under the Central Staffing Scheme. Despite this, very <strong>of</strong>ten,<br />

after <strong>of</strong>fering an <strong>of</strong>ficer for deputation, Cadre Authorities withdraw the name from<br />

<strong>of</strong>fer at an advanced stage <strong>of</strong> processing. This results in considerable delay in the<br />

placement <strong>of</strong> <strong>of</strong>ficers under the Central Staffing Scheme, and such a situation may not<br />

be in a public interest. Therefore, the <strong>Government</strong> <strong>of</strong> <strong>India</strong> has been following a<br />

policy <strong>of</strong> debarring an <strong>of</strong>ficer for five years, if once appointed by the <strong>Government</strong><br />

under the Central Staffing Scheme, he does not join the post either on acount <strong>of</strong><br />

personal disinclination, or the refusal <strong>of</strong> the Cadre, to relieve him. Much as we would<br />

like to indicate very early the possibility <strong>of</strong> placement in respect <strong>of</strong> the <strong>of</strong>ficers in the<br />

list, the Central Staffing Scheme lays down detailed consultations with the borrowing<br />

Ministries/Departments. Hence, it is difficult to forecast placements in advance.<br />

9. It is also to be highlighted that it is not only the failure to take up the<br />

appointment, but also withdrawal <strong>of</strong> the name after a panel has been recommended by<br />

the Civil Services Board, that results in debarment for 5 years. As per instructions<br />

contained in letter <strong>No</strong>. 14/1/98-FS(UN), dated 26.2.1998 and <strong>No</strong>. 1/1/2003-FAS,<br />

dated 8.5.2003 <strong>of</strong> the Department <strong>of</strong> Personnel and Training, an <strong>of</strong>ficer who is<br />

debarred from being taken on deputation to a posting under the Central Staffing<br />

Scheme is also to be debarred from being given Cadre Clearance for being deputed on<br />

foreign assignments/ consultancies abroad during the period <strong>of</strong> debarment. Therefore,<br />

you are earnestly requested to ensure that an <strong>of</strong>ficer, once placed on the <strong>of</strong>fer list,<br />

continues to be available for consideration throughout the year, and his name is not<br />

withdrawn during this period, save under exceptional circumstances. Even when<br />

withdrawal <strong>of</strong> a name is unavoidable, intimation <strong>of</strong> change in the availability should<br />

be given at the earliest opportunity. A list <strong>of</strong> <strong>of</strong>ficers <strong>of</strong> the cadre who are presenly<br />

debarred consequent upon their not joining the posts under the <strong>Government</strong> <strong>of</strong> <strong>India</strong> is<br />

at Annexure-II. These <strong>of</strong>ficers may kindly not be <strong>of</strong>fered for deputation to posts under<br />

the Central Staffing Scheme till the period <strong>of</strong> debarment is over.<br />

10. I would request you to pay particular attention to the following points while<br />

forwarding the names <strong>of</strong> <strong>of</strong>ficers for appointment, under the Central Staffing<br />

Scheme:-<br />

i) Sufficient names <strong>of</strong> women and SC & ST <strong>of</strong>ficers may be sponsored so that<br />

adequate representation can be provided to them in posts udner the Central<br />

Staffing Scheme.<br />

ii) Officers who are likely to be promoted in the pay scale <strong>of</strong> Rs. 18,400-22,400/-<br />

(revised) or Rs. 22,400-24,500/- (revised), during the year may not be<br />

recommended for deputation, as they are promoted / likely to be promoted in<br />

their cadre while on deputation, unless they are empanelled to hold posts at<br />

those levels under the <strong>Government</strong> <strong>of</strong> <strong>India</strong> and they are actually selected for<br />

such assignments.<br />

iii) An <strong>of</strong>ficer being nominated should be willing to serve anywhere in <strong>India</strong>.<br />

Stations outside Delhi where posts are likely to be available for Central<br />

Deputation/appointment during the year 2007 are indicated at Annexure-III. It<br />

is possible that certain other vacancies outside Delhi may also arise during the<br />

course <strong>of</strong> the year.<br />

11. It is noticed that some <strong>of</strong> the cadre authorities do not consult/ inform the<br />

<strong>of</strong>ficers while recommending their names for empanelment. Many a time, this results<br />

in the <strong>of</strong>ficers expressing their unwillingness to take up the assignment inspite <strong>of</strong> the<br />

fact that the deputation orders have been issued after a long selection process. It may<br />

be advisable, therefore, to give notice to the <strong>of</strong>ficers concerned while forwarding their<br />

names to this <strong>Ministry</strong> so as to enable them to keep himself or herself in readiness for<br />

the deputation.<br />

JOINT SECRETARY<br />

Officers adjudged suitable as per the list at Annexure VI.<br />

Officers who had earlier been on Central deputation on a Central Staffing<br />

Scheme post should have complete the mandatory 'cooling <strong>of</strong>f' period after<br />

joining in their parent cadre on reversion from the earlier Central deputation.<br />

DIRECTOR<br />

Officers who have completed 14 years <strong>of</strong> service and have been granted <strong>No</strong>n<br />

Functional Selection Grade in the cadre in Group 'A'. Officers who have completed<br />

14 years <strong>of</strong> service and are drawing at least Rs. 13,125/- basic pay in the pay scale <strong>of</strong><br />

Rs. 12,000-16500 (revised) would be retained as Deputy Secretary and could be<br />

appointed as Director subsequently subject to availability <strong>of</strong> a sanctioned post <strong>of</strong> a<br />

Director.<br />

<strong>No</strong>te: Officers <strong>of</strong> 1993 batch would be considered for appointment as Directors only<br />

after June, 2007.<br />

3.2 Preference if any for any <strong>of</strong> those stations, in respect <strong>of</strong> <strong>of</strong>ficers on <strong>of</strong>fer, may<br />

be clearly indicated.<br />

COOLING OFF<br />

: 2 :<br />

4. An <strong>of</strong>ficer will be considered for deputation to the Central Staffing Scheme<br />

posts <strong>of</strong> Deputy Secretary, Director or Joint Director only if he has complete<br />

mandatory 'cooling <strong>of</strong>f' period <strong>of</strong> 3 years prior to the proposed date <strong>of</strong> his appointment<br />

at the Centre after his previous deputation, if any. The cooling <strong>of</strong>f period would<br />

commence on the date on which the <strong>of</strong>ficer reports to his cadre on reversion from<br />

Central deputation including extended deputation arising out <strong>of</strong> proceeding on study<br />

leave EOL etc. while being on Central Deputation without reverting to the cadre. It<br />

has been decided to leave to the Cadre Controlling Authorities to decide on how the<br />

cooling-<strong>of</strong>f period should be spent by the <strong>of</strong>ficers <strong>of</strong> various Services between two<br />

spells <strong>of</strong> Central Deputation. In order words, it will not be mandatory that an <strong>of</strong>ficer<br />

has to necessarily render the cooling <strong>of</strong>f period service in his own cadre. In the case <strong>of</strong><br />

All <strong>India</strong> Service Cadres pertaining exclusively to States in the <strong>No</strong>rth East, namely<br />

Assam-Meghalaya, Manipur-Tripura, Sikkim, Nagaland and Jammu & Kashmir, the<br />

prescribed cooling <strong>of</strong>f period is <strong>of</strong> 2 years.<br />

VIGILANCE CLEARANCE<br />

5. Only the <strong>of</strong>ficers clear from the vigilance angle should be placed on <strong>of</strong>fer; in<br />

case anything adverse comes to the notice <strong>of</strong> the cadre authority against the <strong>of</strong>ficer,<br />

subsequent to an <strong>of</strong>ficer being placed on <strong>of</strong>fer or retained on <strong>of</strong>fer, the same should be<br />

conveyed to this Department immediately. A certificate <strong>of</strong> vigilance clearance may be<br />

forwarded by no less then an <strong>of</strong>ficer <strong>of</strong> the rank <strong>of</strong> Under Secretary to the<br />

<strong>Government</strong> <strong>of</strong> <strong>India</strong>.<br />

: 3 :<br />

DEBARMENT<br />

6. If an <strong>of</strong>ficer on <strong>of</strong>fer given a Central Staffing Scheme posting does not report<br />

either on his own volition or at the instance <strong>of</strong> the cadre authority, he would debarred<br />

from consideration for a post under the Central Staffing Scheme for a period <strong>of</strong> 5<br />

years. Withdrawal <strong>of</strong> names even at a stage as early as when it is on a panel<br />

recommended by the Civil Services Board, result in debarment for 5 years. As per<br />

instructions contained in letter <strong>No</strong>. 14/1/98-FA(UN) dated 26.2.1998 and <strong>No</strong>.<br />

1/1/2003-FAS, dated 8.5.2003 on the Department <strong>of</strong> Personnel and Training an <strong>of</strong>ficer<br />

who is debarred from being taken on deputation to a posting under the Central<br />

Staffing Scheme is also to be debarred from being given Cadre Clearance for being<br />

deputed on foreign assignments/consultancies abroad during the period <strong>of</strong> debarment.<br />

Officers, who have already been debarred should not be <strong>of</strong>fered before the debarment<br />

period is over.<br />

CONFIDENTIAL ROLL<br />

7. The Confidential Rolls <strong>of</strong> the <strong>of</strong>ficers on <strong>of</strong>fer must be made available<br />

complete upto 31.3.2005. If the Confidential Rolls are missing, an <strong>of</strong>ficer will not be<br />

considered for being retained on <strong>of</strong>fer.<br />

NOTICE TO OFFICERS ON OFFER<br />

8. Sufficient notice may be given to the <strong>of</strong>ficers, whose names have been<br />

sponsored so as to enable them to prepare themselves for deputation to assignments<br />

under the Central Staffing Scheme. This could be done by ascertaining their<br />

willingness and putting them on notice about the cadre authority's intention <strong>of</strong><br />

deputing them.<br />
