Jack Clarke, Jr.<br />
Director-at-Large<br />
Jack Clarke, Jr. is a partner in the<br />
Litigation and Schools Departments<br />
of the <strong>Riverside</strong> office of Best Best &<br />
Krieger LLP. Jack is involved in several types of litigation<br />
concerning education law, special education, public agencies,<br />
and other substantial litigation matters.<br />
Jack has successfully defended school districts and<br />
other clients in matters involving general litigation,<br />
student discipline, civil rights, constitutional claims and<br />
special education due process hearings in administrative<br />
and courtroom hearings and trials. Jack received his Juris<br />
Doctorate degree, with distinction, from the University<br />
of the Pacific, McGeorge School of Law, in 1985 and his<br />
B.S. degree in Business Administrative Studies from the<br />
University of California, <strong>Riverside</strong> in 1980.<br />
Jack has several notable accomplishments within the<br />
legal community and within the greater community. Here<br />
are some of them:<br />
He is a frequent speaker on education law matters at<br />
regional and statewide venues.<br />
He has twice been acknowledged as one of the 100<br />
most influential lawyers in California by California Law<br />
Business Magazine.<br />
He is a past Chairman of the Board of the Greater<br />
<strong>Riverside</strong> Chambers of Commerce.<br />
He is a past recipient of the <strong>Riverside</strong> Citizen of the<br />
Year Award.<br />
He is a charter member of the UCR Athletic Hall of<br />
Fame.<br />
He was a commencement speaker at the graduation<br />
ceremonies at UCR in June 2010.<br />
He is Past President of the UCR Alumni <strong>Association</strong>.<br />
Last September, he received the <strong>Riverside</strong> <strong>County</strong><br />
<strong>Bar</strong> <strong>Association</strong>’s James H. Krieger Meritorious Service<br />
Award.<br />
<strong>In</strong> February 2011, he served on a panel discussion on<br />
Diversity in the Law sponsored by the <strong>Riverside</strong> <strong>County</strong><br />
<strong>Bar</strong> <strong>Association</strong>.<br />
<strong>In</strong> January 2011, he spoke on the issue of civility in<br />
the legal profession at an annual symposium sponsored by<br />
McGeorge School of Law.<br />
He is currently a member of the Leo A. Deegan <strong>In</strong>n<br />
of Court.<br />
Speaking on my own behalf, I would note that it is<br />
an honor to be considered for a possible position on the<br />
<strong>Riverside</strong> <strong>County</strong> <strong>Bar</strong> <strong>Association</strong> Board of Directors.<br />

L. Alexandra Fong<br />
Director-at-Large<br />
I am honored to be nominated<br />
for a position as Director-at-Large.<br />
I am a Deputy <strong>County</strong> Counsel for<br />
the <strong>County</strong> of <strong>Riverside</strong>, where I practice exclusively in<br />
the area of public entity defense. I also regularly appear<br />
before the Board of Supervisors on behalf of the Code<br />
Enforcement Department. I received my undergraduate<br />
degree and J.D. locally.<br />
After graduating from law school and passing the<br />
bar exam in 2000, I began practicing law at the San<br />
Bernardino offices of Lewis D’Amato Brisbois & Bisgaard<br />
LLP (now Lewis Brisbois Bisgaard & Smith LLP), one<br />
of the largest law firms in California. While at Lewis<br />
Brisbois, I was mentored by many local attorneys, including<br />
Joseph Arias, Arthur K. Cunningham, Kenneth T.<br />
Kreeble, Christopher D. Lockwood, John S. Lowenthal,<br />
James C. Packer, and John M. Porter. I practiced primarily<br />
in public entity defense before moving to the <strong>Riverside</strong><br />
<strong>County</strong> Counsel’s office.<br />
Since 2005, I have been an active member of the<br />
<strong>Riverside</strong> <strong>County</strong> <strong>Bar</strong> <strong>Association</strong> (“RCBA”). I am currently<br />
the Chairwoman of the Mentoring Program<br />
Committee. I am a member and a contributing writer<br />
of the <strong>Bar</strong> Publications Committee. I am also a member<br />
of the Continuing Legal Education Committee of the<br />
RCBA. I am a member of the Leo A. Deegan Chapter of<br />
the American <strong>In</strong>ns of Court and a Member-at-Large for<br />
the <strong>Riverside</strong> <strong>County</strong> <strong>Bar</strong>risters <strong>Association</strong>, the young<br />
attorneys’ division of the RCBA. For the past three years,<br />
I have participated in the Mock Trial Program as a scoring<br />
attorney.<br />
I believe it is important to have public entity representation<br />
within the local bar association, and I welcome the<br />
opportunity and privilege to serve the <strong>Riverside</strong> <strong>County</strong><br />
<strong>Bar</strong> <strong>Association</strong>, and the legal community, as a member<br />
of the Board of Directors.<br />
Richard Roth<br />
Director-at-Large<br />
Richard D. Roth is President of<br />
Roth Carney APC, where he practices<br />
labor and employment law (management).<br />
He received his undergraduate degree from Miami<br />
University and his J.D. from Emory University; he is<br />
admitted to practice in both Georgia and California.<br />
