According to the report 85 of the State Agency for Child Protection (SACP) based on
preliminary data from the National Institute of Statistics, by the end of 2009 the total child
population in the country was 1 366 043. A slight increase in birth rates is observed over
the recent years – in 2003 the birth rate coefficient was 8.6 ‰ (number of live births per
1 000 people of the average annual number of population), in 2004 this coefficient reached
9.0 per thousand and settled respectively at 9,6 ‰ in 2006, 9,8 ‰ in 2007, 10,6 ‰ in
2008.
The collection of data on children victims of violence started along with the development of
the child protection system – after adopting the Law on Child Protection (LCP) in 2000. The
information system is still under development, hence the gradual occurrence of new
indicators and characteristics in the course of years.
a) According to the definitions set out in the Implementing Regulation of the Law on
Child Protection:
a) is causing a bodily injury, including causing pain or suffering
without causing disorder to the health of the child.
b) are all actions which might have negative implications
on the psychological wellbeing and development of the child, such as,
underestimation, mocking, threat, discrimination, rejection or other forms of
negative attitude as well as when the parent, the guardian of the child or the one
who takes care of him, fails to provide a supporting environment.
c) is using a child for sexual satisfaction.
d) ” is the failure of the parent, the guardian or the person who takes care of
the child to provide a development of the child in one of the following areas:
health, education, emotional development, sufficient food, home and safety when
he has the opportunity to do so.
At the State Agency for Child Protection the information on the type of is
based on the definitions set out in the Implementing Regulation of the Law on Child
Protection. The Implementing Regulation was adopted with Decree №153 of July 14, 2003
and came into force on July 25, 2003.
The main instrument for gathering information is specially designed information card
which is filled out by all departments for child protection active on municipal level.
