I hope your 2015 Kingborough Council<br />

directory serves you well.<br />

These are exciting times for our community.<br />

We’re already growing strongly, and<br />

Kingborough’s population is projected to<br />

grow by almost 40 per cent in the next two<br />

decades – which is easily the strongest growth<br />

in Tasmania.<br />

The former Kingston High School<br />

redevelopment is now in full swing, and<br />

will provide a vibrant new setting with<br />

countless residential, commercial and cultural<br />

opportunities in coming years. More than a<br />

third of the site will be public open space for<br />

everyone to enjoy.<br />

Amid that exciting growth, we all want to<br />

protect and maintain the things that make<br />

Kingborough life so special and attractive – our<br />

natural beauty, glorious beaches and coastline,<br />

and our relaxed and peaceful lifestyle.<br />

As we grow, plan, protect and nurture our<br />

community in coming years, staying in touch<br />

and working together will be vital.<br />

This Directory is one of the Council’s ways of<br />

helping our community, sporting and cultural<br />

groups stay in touch and do good things<br />

together.<br />

It also contains simple information to help<br />

you get the best out of Council services and<br />

programs.<br />

As well as the usual roads, rates and rubbish<br />

basics, we run some of the most unique and<br />

innovative Council services in Tasmania – for<br />

example, our Volunteer Program, sports centre<br />

and aged care respite centre – and are proud<br />

to serve and support our community.<br />

<strong>COUNCIL</strong> AND COMMITTEES<br />

You’re welcome to attend Council meetings<br />

and Council Committee meetings.<br />

Meeting dates and times are advertised in<br />

the Mercury Newspaper, online at www.<br />

kingborough.tas.gov.au, or you can find out<br />

by calling Customer Services on 6211 8200.<br />

Council meetings are usually held on the fourth<br />

Monday of each month, unless it’s a public<br />

holiday.<br />

Sometimes, sensitive items may need to be<br />

discussed at meetings (eg. personnel matters<br />

and contracts for goods or services). This<br />

section of the meeting may be closed to the<br />

community, and not audio recorded.<br />

Copies of a meeting agenda are available<br />

four days before each meeting at www.<br />

kingborough.tas.gov.au, at the Civic Centre,<br />

or by calling Customer Services on 6211 8200.<br />

Audio recordings of meetings are also available<br />

online for a period of six months after each<br />

meeting.<br />

Deputations to Council Meetings<br />

A deputation is limited to three people and<br />

allowed a maximum of 15 minutes to present<br />

its case. Residents who wish to use these<br />

forums must notify the Mayor in writing,<br />

in advance. Generally deputations will be<br />

referred to the Council Committee which<br />

closely follows the subject matter. However,<br />

this is at the Chairperson’s discretion.<br />

Deputations are not permitted to discuss<br />

specific planning or development applications<br />

that are under consideration by Council,<br />

because there are other formal processes<br />

available for objecting to or supporting those<br />

applications.<br />

Matters can often be resolved by talking with<br />

the Mayor or Committee Chairperson, without<br />

the need for a deputation.<br />

Questions<br />

Any member of the community can ask<br />

questions at the start of a Council or Council<br />

Committee meeting, but not during a special<br />

meeting. A question may be verbal or in<br />

writing. Both options must follow certain<br />

procedures:<br />

Verbal questions<br />

A period of 15 minutes, if required, will be set<br />

aside at each meeting for Questions without<br />

Notice (verbal). Lengthy introductions are<br />

not permitted and the Chairperson has the<br />

right to rule a question inadmissible if it is<br />

inappropriate, has already been asked, is<br />

unclear, irrelevant, offensive, relates to any<br />

matter listed on the current agenda, or would<br />

normally be considered in Closed Session. If<br />

a response to a question cannot be provided<br />

at the meeting, it’ll be taken on notice and<br />

a written response forwarded as soon as<br />

possible. If time does not permit all questions<br />

to be put to Council, the questions will be taken<br />

‘on notice’ and appear in the next Council<br />

meeting agenda as written questions.<br />

Written questions<br />

For a question to be listed on the agenda,<br />

a member of the public must provide that<br />

question, in writing, to the General Manager<br />

seven days before a meeting. A written reply<br />

will be provided to all such questions, and will<br />

be read aloud at the meeting and recorded<br />

in the minutes. There is no standard form for<br />

these questions, but they should be clearly<br />

labelled ‘Question(s) on Notice’.<br />

Petitions<br />

The action requested in the petition must be<br />

presented factually, and within the Council’s<br />

legal capacity to achieve.<br />

A petition should contain the following:<br />

• a clear and concise statement about<br />

the subject and the action requested of<br />

Council;<br />

• a subject heading on each page;<br />

• a brief statement on each page about<br />

the subject and the action requested of<br />

Council;<br />

• a statement specifying the number of<br />

signatories; and<br />

• the full printed name, address and<br />

signature of the person lodging the<br />

petition, at the end of the petition.<br />

Customer Service at the Civic Centre.<br />

Witnessing Documents<br />

Justices of the Peace and Commissioners for<br />

Declarations are generally available during<br />

office hours at the Civic Centre, 15 Channel<br />

Highway, Kingston. Council does not provide<br />

an out-of-hours service.<br />

If you cannot attend during office hours, you<br />

can seek help finding other JPs through the<br />

Justice Department on 1300 366 611.<br />

Our friendly and skilled Customer Service Team is your first point of contact when dealing with<br />

Council either by phone or in person.<br />

The Customer Service Team is supported by a team of technical specialists from various<br />

departments in Council. Our Customer Service Team can be contacted on 6211 8200 between<br />

8.30am and 5.00pm, Monday to Friday, or e-mail kc@kingborough.tas.gov.au. We look forward to<br />

assisting with your next enquiry.<br />

Rates and Services<br />

Just as higher governments collect taxes to<br />

fund services, the Council collects rates to<br />

fund the assets services it provides for the<br />

community – including roads, footpaths,<br />

bridges, parks and reserves, animal control,<br />

youth and aged services, environmental<br />

management, and planning services.<br />

Property rates are Council’s main source of<br />

revenue. Valuations provided by the Valuer-<br />

General are used to calculate the rates on each<br />

property.<br />

You’ll receive quarterly rates notices in the<br />

mail, requiring payment.<br />

Rates can be paid at the Civic Centre, by mail,<br />

at any post office, by phone on 1300 886 451<br />

(24 hour service), via BPAY through your bank,<br />

by internet at www.kingborough.tas.gov.au, via<br />

Centrepay at Centrelink, or by direct debit.<br />

PENSIONER AND GOVERNMENT HEALTH CARE<br />

CARD HOLDERS RATE REMISSION<br />

Eligible Pensioner and Government Health<br />

Care Card holders are entitled to a remission of<br />

rates, subject to a range of criteria.<br />

Ratepayers who have not previously claimed<br />

the remission and who hold a Pensioner<br />

Concession Card, DVA Gold Card (endorsed TPI<br />

or widow only) or Government Health Care<br />

Card prior to 1 July 2015 will need to complete<br />

an application form at the Civic Centre when<br />

you next visit, but no later than 31 March 2016.<br />

Please bring your concession card and rates<br />

notice with you. Pensioners already receiving a<br />

remission do not need to re-apply.<br />

This remission does not apply to holders of the<br />

Commonwealth Seniors Health Cards.<br />

YOUTH SERVICES<br />

Council’s Youth Services team provides<br />

information, programs and support to help<br />

meet the needs of young people in the<br />

community.<br />

Youth Services also supports community<br />

members and groups in developing new<br />

initiatives to benefit young people.<br />

School Holiday Activities<br />

Youth Services provides various activities and<br />

events during each school holiday period.<br />

These may include adventure activities, beach<br />

soccer, bowling, swimming, movies and arts<br />

and crafts activities. Transport may be available<br />

for selected activities and times.<br />

Yspace<br />

Yspace is Kingborough’s Youth Centre, located<br />

at 98 Beach Road, Kingston. It offers a range<br />

of workshops throughout the year for young<br />

people aged 12 years and over.<br />

Past programs have included spray art, cooking<br />

classes, First Aid, barista, circus skills, face<br />

painting and juggling. Workshops are a great<br />

way to learn a new skill, meet new friends and<br />

enjoy different experiences.<br />

Youth Outreach<br />

Councils Youth Officers work with young<br />

people who have become disengaged from<br />

school or the community. Information and<br />

referral to specialist support services is<br />

available on a confidential basis.<br />

YAK<br />

Youth Action Kingborough is a group of young<br />

people who help organise events, share<br />

their opinions about making Kingborough<br />

more youth friendly and raise issues that are<br />

important for young people.<br />

FAMILY DAY CARE<br />

Family Day Care is a home based childcare<br />

service providing quality care in the homes<br />

of registered educators supported by a coordination<br />

unit.<br />

Family Day Care provides nurturing care in a<br />

secure and enriching home environment for<br />

babies and children up to 12 years of age.<br />

Children learn through play, participating in<br />

activities planned by the educator to suit each<br />

child’s needs. Children are able to connect<br />

with their world and community in real and<br />

meaningful ways.<br />

The coordination unit ensures the highest<br />

quality of family day care for children. Their<br />

role is to monitor your child’s wellbeing,<br />

learning and progress. They work in<br />

partnership with educators and families<br />

to meet your childcare needs, provide<br />

information about childcare and assist you to<br />

find the right environment for your child.<br />

MANOR GARDENS CLUB<br />

The Manor Gardens Club (Day Respite Centre)<br />

is located at 3 Manor Gardens in the Kingston<br />

suburb of Firthside.<br />

It’s one of the only Council-run respite services<br />

in Tasmania.<br />

It provides daytime support and social<br />

opportunities for aged and frail citizens, as well<br />

as people suffering memory loss. In doing so,<br />

it provides vital respite for devoted but busy<br />

families and carers.<br />

As of January 2015, the service supports about<br />

60 clients in a warm and friendly home-style<br />

setting. It offers regular fun activities, delicious<br />

home-cooked meals and a pleasant enclosed<br />

garden area.<br />

Above all, it provides good fun, great company,<br />

and builds close friendships.<br />

The Club offers the following services:<br />

• Transport to and from Manor Gardens;<br />

• Morning tea, a two course lunch and<br />

afternoon tea (all home cooked);<br />

• A wide variety of activities including<br />

gardening, music, poetry, art, bowls, games<br />

and exercise programs;<br />

• Carer support and counselling;<br />

• Referral to other services;<br />

• Weekly outings including picnics, bbq’s,<br />

museum visits, cafes and special events.<br />

Manor Gardens is open for guests from<br />

10.30am to 3.30pm Monday to Saturday.<br />

It’s closed on public holidays.<br />

<strong>KINGBOROUGH</strong> VOLUNTEER PROGRAM<br />

The Kingborough Volunteer Program is one of<br />

Tasmania’s only Council-funded-and-operated<br />

social programs designed to support older local<br />

residents.<br />

It has expanded rapidly since being founded<br />

in 2012, and now has about 70 volunteers<br />

supporting more than 170 clients with things<br />

like transport, shopping, gardening and social<br />

activities.<br />

Whenever possible, volunteers and clients<br />

are matched to suit their personalities and<br />

interests.<br />

The program was started after the Kingborough<br />

Positive Ageing Plan identified the need to help<br />

extend the time that older residents are able to<br />

live independently in their own homes.<br />

It also provides respite for family and carers,<br />

and can refer participants to other community<br />

resources.<br />

COMMUNITY GRANTS PROGRAM<br />

The Council’s Community Grants Program<br />

helps not-for-profit community groups fund<br />

projects in areas like childhood development,<br />

sport and recreation, the arts, environmental<br />

and cultural appreciation.<br />

The program helps boost participation<br />

in community life, share resources and<br />

opportunities fairly across the Kingborough<br />

region, and help people and groups with a<br />

strong service commitment to fulfil their<br />

potential.<br />

There are generally two funding rounds each<br />

year. Each round has $30,000 available in total,<br />

with individual grants up to $5,000.<br />

The grants provide half the cost of the projects<br />

involved, with the recipients matching the<br />

amounts dollar-for-dollar or in-kind.<br />

Applications must meet certain selection<br />

criteria.<br />

COMMUNITY EVENTS<br />

Are you planning a public event in the<br />

Kingborough municipality?<br />

To hold an event on Council land, you’ll need<br />

to complete an Event Application form. Along<br />

with our Guide to Managing Community<br />

Events in Kingborough, it’s available at www.<br />

kingborough.tas.gov.au or by calling 6211<br />

8200.<br />

The Guide to Managing Community Events also<br />

includes the following forms:<br />

• Temporary Occupancy Permit (for<br />

structures);<br />

• Temporary Food Application (if you intend<br />

to cater or sell food); and<br />

• Temporary Place of Assembly Licence.<br />

These applications are required by our Building<br />

and Environmental Health Departments, which<br />

can be contacted to help you.<br />

Our Community Liaison Officer is also available<br />

to discuss your event planning. You should call<br />

as early as possible before your event, to leave<br />

time for the permit process.<br />

The Kingborough Community Events Calendar<br />

is distributed by e-mail on the first day of each<br />

month, as well as on our website.<br />

<strong>COUNCIL</strong> COMMUNITY EVENTS<br />

The Kingborough Council organises several<br />

events each year to celebrate our active and<br />

vibrant community life.<br />

Those events include our annual Love Living<br />

Locally festival, Australia Day Awards for<br />

volunteers, Kingborough Positive Ageing Expo,<br />

Kingborough Art Prize, Abel Tasman Art and<br />

Design Prize, and the biennial Salvaged Art<br />

competition.<br />

Keep an eye on our website, Facebook<br />

site, quarterly Kingborough News and local<br />

newspapers to see what’s happening in<br />

Kingborough.<br />

The Kingborough Performing Arts<br />

Centre (KPAC) is a 366 seat theatre facility<br />

based at Kingston High School. It is available<br />

for community bookings/hire outside of<br />

school hours.<br />

The Kingborough Food Chain project<br />

has been funded by the Heart Foundation to<br />

increase local access to and consumption of<br />

fresh fruit and vegetables and valued added<br />

local produce. The Kingston Produce Market<br />

was established as part of this project.<br />

KINGSTON BEACH ARTS HUB<br />

The Council’s Arts Hub at the Kingston Beach Hall is used by professional and semi-professional<br />

artists to exhibit their work in a professional-level gallery space.<br />

It creates an opportunity for artists to boost their knowledge and expose their work to the<br />

community.<br />

The Arts Hub is also available for hire. Artists or a nominated representative need to be onsite<br />

during their exhibition.<br />

<strong>KINGBOROUGH</strong> SPORTS CENTRE<br />

The Kingborough Sports Centre is one of the<br />

only Council-run community sports centres in<br />

Tasmania.<br />

It offers a great range of sports, including<br />

basketball, netball, squash, futsal, volleyball,<br />

martial arts, gymnastics, indoor cricket and<br />

table tennis.<br />

And it provides some of the best sporting value<br />

for money you’ll find anywhere in Tasmania.<br />

The Kingborough Sports Centre offers:<br />

• Facility hire for all types of events;<br />

• A well-equipped Fitness Centre with<br />

highly-qualified staff and a variety of fitness<br />

classes and personal training options.<br />

Equipment includes treadmills, elliptical<br />

trainers, upright exercise bikes, recumbent<br />

exercise bikes, weights, and Jacobs<br />

Ladders;<br />

• Classes such as Spin, Step, Punch, Pump’d,<br />

metafit, the Sufferfest, Cycle-lates and<br />

Staying Active (over 55’s);<br />

• Pilates classes for beginners and advanced<br />

participants;<br />

• Free child-minding;<br />

• On-site café;<br />

• Junior sporting clinics for skills<br />

development;<br />

• Disability “Special Sports” programs.<br />

TWIN OVALS<br />

Kingborough Council’s Twin Ovals complex was officially opened in June 2011.<br />

The sports pavilion is between the two ovals, with large floor-to-ceiling windows for spectators<br />

to enjoy the action. The function area is an ideal place for sporting events, or community groups<br />

looking for excellent facilities.<br />

Sports Pavilion highlights:<br />

• 200-seat function centre with bar area<br />

and commercial kitchen;<br />

• Kiosk with external window;<br />

• Media room which can be used as a<br />

smaller function room;<br />

Kingborough Council provides sportsgrounds<br />

in most areas around the municipality. These<br />

grounds are available for organised/seasonal<br />

Playgrounds<br />

Kingborough Council provides playgrounds<br />

across the municipality. Popular playgrounds<br />

include Dru Point in Margate and the recently<br />

Tracks and Trails<br />

Information on the many great walking and<br />

multi-use tracks and trails in Kingborough is<br />

downloaded and printed. The guide, also<br />

available as a booklet, presents 36 walking<br />

tracks in Kingborough, ranging from short, easy<br />

strolls to full-day challenging walks, with some<br />

their skills from easy kids trails to more difficult<br />

NATURAL RESOURCE MANAGEMENT<br />

When do you need Council<br />

approval to remove vegetation?<br />

Council regulations apply to the clearing,<br />

lopping or disturbing (e.g. slashing or grazing)<br />

of:<br />

• native vegetation understorey<br />

(in some areas);<br />

• native trees;<br />

• vegetation near the coast or waterways;<br />

and<br />

• trees listed on the Kingborough Significant<br />

Tree Register.<br />

Before clearing native bush on your property<br />

(including understorey scrub) you should<br />

contact Council staff for advice about permit<br />

requirements. The Kingborough Planning<br />

Scheme applies to all land use or development.<br />

In particular, the following activities are very<br />

likely to require a permit:<br />

• any new works or clearing near the coast<br />

or waterways;<br />

• any works less than 50m from a skyline or<br />

ridgeline;<br />

• any works impacting on vegetation in the<br />

Environmental Management Zone;<br />

• any works impacting on more than 500m 2<br />

of native vegetation in all other zones;<br />

• any works in any zone impacting on<br />

vegetation containing values listed in<br />

Table E10.1 in Code 10 of the Scheme and<br />

located within the Biodiversity Protection<br />

Area.<br />

Some use or development is ‘exempt’ from<br />

the planning scheme and does not require a<br />

planning permit, including:<br />

• targeted removal of environmental<br />

weeds, in accordance with State<br />

government guidelines;<br />

• maintenance of existing bushfire<br />

management zones around dwellings in<br />

accordance with an approved bushfire<br />

hazard management plan (retaining large<br />

trees);<br />

• maintenance of existing agricultural<br />

infrastructure without increased clearing<br />

beyond previous use boundaries.<br />

Other agencies in Tasmania also regulate<br />

vegetation removal. It’s important to check<br />

their permit requirements before removing<br />

vegetation.<br />

For example, clearing for forestry or agriculture<br />

may require a certified Forest Practices Plan,<br />

and clearing for dam construction may require<br />

a permit under the Water Management Act<br />

1999. Clearing can also impact on threatened<br />

species, and may require a permit under the<br />

Threatened Species Protection Act 1995 and/<br />

or Environment Protection and Biodiversity<br />

Conservation Act 1999.<br />

Felling or lopping trees on<br />

private land<br />

Council’s Health and Environmental Services<br />

By-law 3 of 2011 places restrictions on<br />

removing trees on private land.<br />

A permit is needed before lopping, damaging<br />

or removing any Tasmanian native tree that:<br />

• has a trunk circumference of more than<br />

80cm (at 1.5m or more above ground<br />

level);<br />

• Is listed on a register of significant trees;<br />

or<br />

• Is protected under an agreement<br />

under Part 5 of the Land Use Planning<br />

and Approvals Act 1993 or covenant on<br />

the title.<br />

You’ll need to fill out and lodge an application<br />

form. Application forms and further<br />

information regarding tree removal can be<br />

found online at www.kingborough.tas.gov.au<br />

or collected from Council’s Civic Centre.<br />

Environmental weeds on<br />

private properties<br />

Environmental weeds are opportunistic and<br />

commonly become established in disturbed<br />

bushland, along roadsides and on vacant land.<br />

People wanting a weed positively identified<br />

should contact Council’s NRM Unit. Staff<br />

can also provide information on the best<br />

methods for controlling noxious weeds on your<br />

property.<br />

Some plants are so invasive they are listed<br />

as ‘declared’ weeds under the Weed<br />

Management Act 1999 (Tas). Declared weeds<br />

have a special legal status that requires<br />

landowners and managers to eradicate or<br />

control them. Council has authorised Weed<br />

Officers who are able to require residents<br />

control declared weeds on their property.<br />

PUBLIC HEALTH<br />

Immunisations<br />

Immunisation clinics are held at the Kingston<br />

Community Health Centre from 10am to 11am<br />

on the first and third Friday of every month.<br />

Appointments are not necessary, and they’re<br />

conducted on a first-in first-served basis.<br />

Children are immunised for free at both these<br />

clinics and through the School Immunisation<br />

Program.<br />

Council can provide copies of your<br />

immunisation records if they have been<br />

administered at a Council clinic or through a<br />

school program. Council does not keep records<br />

of immunisations administered privately<br />

through other organisations or your local<br />

doctor.<br />

Food Safety<br />

Kingborough has over 200 registered food<br />

businesses. Sampling and surveillance is<br />

conducted regularly - focusing on a range of<br />

different food products and surfaces. We look<br />

at bacterial levels in locally manufactured<br />

products, bacterial levels of food contact<br />

surfaces, compliant labelling and food claims,<br />

and adherence to the Food Standards Code.<br />

If you’re having a sausage sizzle, school fair<br />

or other temporary food stall, you must apply<br />

for registration. Applications for all temporary<br />

food stalls can be made online.<br />

Water Monitoring Programs<br />

Pools and spas are sampled on a monthly basis<br />

to ensure they’re suitable for swimming.<br />

Council conducts weekly water sampling during<br />

the summer months at the main Kingborough<br />

beaches, as part of Derwent Estuary Program<br />

recreational water monitoring. A range of<br />

other sites are sampled monthly.<br />

Sharps Disposal<br />

If members of the public locate abandoned<br />

sharps, contact Council to arrange for an officer<br />

to safely remove it. Sharps should be handled<br />

with extreme care, or preferably - not at all.<br />

Woodheaters and Air Quality<br />

Current legislation places restrictions on<br />

emissions from woodheaters, fireplaces and<br />

barbecues. You can minimise woodheater<br />

smoke by using dry, untreated wood, using<br />

small logs, stacking wood under cover in a dry<br />

ventilated area, and burning the fire brightly.<br />

Open Air Burning<br />

Council By-laws prohibit open-air burning in<br />

residentially-zoned areas or any premises with<br />

an area smaller than 2,000 square metres.<br />

On all other properties, regardless of zoning,<br />

you must ensure that burning doesn’t create<br />

an environmental nuisance through smoke or<br />

odour.<br />

Onsite Wastewater Management<br />

Council has information brochures available<br />

about onsite wastewater disposal options,<br />

operation and maintenance. This includes<br />

septic tanks, aerated wastewater treatment<br />

systems and composting toilets.<br />

Noise<br />

There are a range of issues considered by<br />

Council when investigating noise concerns.<br />

For complaints outside normal working hours,<br />

especially party noise and amplified music,<br />

contact your local police station.<br />

Additional compliance<br />

requirements<br />

• Even if you are complying with the<br />

required times and distances for activities,<br />

you must still ensure you’re not creating an<br />

environmental nuisance through excessive<br />

or annoying noise levels.<br />

• There are specific heat-pump noise<br />

regulations which can be found online at<br />

www.thelaw.tas.gov.au.<br />

Chainsaws<br />

These cannot be operated within 300 metres<br />

of other residential premises unless:<br />

• the chainsaw is operated by, or with the<br />

consent of, the occupier of the other<br />

residential premises within that distance;<br />

or<br />

• in the case of a residential premises, the<br />

chainsaw is operated for the purpose of<br />

domestic garden maintenance on only one<br />

day in any seven consecutive days (i.e. one<br />

day a week) within the permissible times<br />

specified.<br />

There are also provisions to use a chainsaw if<br />

the use is ‘approved’, for example – if a permit<br />

has been issued by the Environment Protection<br />

Authority (EPA).<br />

Off-road/recreational vehicles or vessels, for<br />

example – trail bikes and jet skis<br />

These cannot be used within 500 metres of<br />

other residential premises unless:<br />

• the off-road/recreational vehicle or vessel<br />

is operated by or with the consent of the<br />

occupier of the other residential premises<br />

within that distance; or<br />

• a permit has been issued by the EPA.<br />

EMERGENCY MANAGEMENT<br />

With Australians facing several natural<br />

disasters since the turn of the century, disaster<br />

resilience has become a shared responsibility<br />

between all sectors of society, including all<br />

levels of government, business, the nongovernment<br />

sector and individuals.<br />

The Council conducts risk management<br />

planning to identify potential risks and their<br />

likely consequences. It’s impossible for the<br />

Council, or other levels of Government, to<br />

mitigate all the risks to the community, so we<br />

also plan for disaster recovery.<br />

The Council encourages residents to do their<br />

own emergency planning. Red Cross Australia<br />

has developed an excellent RediPlan brochure<br />

to help families. It’s available on the Red Cross<br />

website or from Council.<br />

Be pro-active, and talk to your family and<br />

friends about being prepared and staying safe<br />

in the event of a disaster. By working together,<br />

we build a stronger community and become<br />

more resilient to disasters.<br />

business wholly-owned by Kingborough<br />

KWS operates the Barretta Waste Transfer<br />

Facility at 1922 Channel Highway, Barretta,<br />

which includes a Re-Use Shop, recycling and<br />

green waste areas, and general refuse drop-off<br />

KWS also operates the Bruny Island Waste<br />

barbeques and much more. Perishable or<br />

broken items are not accepted.<br />

Recycling Area<br />

There’s plenty of parking for easy disposal.<br />

Staff are available to help, as well as ensure<br />

that dumped goods meet recycling standards.<br />

Suitable recycling items include oil, batteries,<br />

glass bottles and jars, metal, timber, cardboard,<br />

as well as co-mingled goods like plastic bottles,<br />

milk cartons and paper. Drop-offs at the<br />

recycling area are free of charge.<br />

General Waste / Green Waste<br />

Customers enter and leave via the toll booth<br />

and weighbridges, where their vehicle is<br />

weighed (green waste excepted). Customers<br />

must pay either a minimum change or the cost<br />

based on the weight difference of their vehicle<br />

(in versus out).<br />

For green waste, vehicles must stop at the toll<br />

booth where the operator will estimate the<br />

charge at cubic metre rates. Payment is made<br />

at this point, and customers are then directed<br />

to the drop off point. The rate for green waste<br />

is calculated by the volume (length by width<br />

by height) of the load. Customers still leave via<br />

the exit-weighbridge.<br />

• Household or farm chemicals<br />

• Liquid waste (such as septic sludge)<br />

Clean Fill<br />

Until the end of June 2015, a charge of $11<br />

per tonne will be applied to clean fill waste.<br />

During this period, all trucks disposing of clean<br />

fill material will need to report to the toll booth<br />

at Barretta for weighing, disposal location,<br />

and payment. Clean fill will only be accepted<br />

if payment is made on the day of disposal, or<br />

on existing account set up with Kingborough<br />

Waste Services.<br />

From July 1, clean fill material will not be<br />

accepted at the site.<br />

ANIMAL MANAGEMENT<br />

Dog Management<br />

Kingborough has approximately 6,000<br />

registered dogs. Council encourages community<br />

members to follow some simple rules.<br />

• All dogs over six months need to be<br />

registered and micro-chipped unless an<br />

exemption is received.<br />

• Registration needs to be renewed every<br />

financial year.<br />

• Keep all your details regarding your dog<br />

up-to-date (address, phone numbers, etc).<br />

• Keep your dog under effective control at<br />

all times. Kingborough has some great dog<br />

facilities. There’s more information at<br />

www.kingborough.tas.gov.au.<br />

• Dogs can create a significant noise<br />

nuisance. Managing dog noise nuisance<br />

concerns is timely and expensive for<br />

Council to investigate. If you believe your<br />

dog may be creating a nuisance, take<br />

proactive action to reduce it.<br />

• In general, unless they’re working dogs,<br />

you’ll need a licence to have more than<br />

two dogs, over the age of six months, at<br />

any one property.<br />

• Adhere to all relevant signage about<br />

prohibited and restricted areas. We don’t<br />

want to spoil our natural resources.<br />

• If you’ve lost your dog, contact Council. We<br />

may be able to get your friend back to you<br />

quickly and safely.<br />

If you find a lost dog, please help the Council to<br />

return it to its owners.<br />

Council has limited after-hours resources for<br />

animal management, and after-hours callouts<br />

are a significant cost to ratepayers. People who<br />

find lost dogs are encouraged to help Council<br />

keep the costs low by caring for the dog, where<br />

possible, until the next working day.<br />

Cat Management<br />

To provide safer conditions for both your pet<br />

cat and for native wildlife:<br />

1. Have your cat desexed<br />

• A desexed cat lives longer and is less<br />

territorial. It will be less likely to wander,<br />

fight and mark its territory.<br />

• Desexing prevents unwanted litters of<br />

kittens that contribute to stray and feral<br />

populations and thus to the ongoing<br />

demise of native wildlife.<br />

2. Identify your cat as a pet<br />

• Lost cats that are microchipped, collared<br />

and tagged may be easily identified and<br />

returned to their owners.<br />

3. Never dump your unwanted kittens<br />

• Dumped cats can become stray or feral<br />

and will prey heavily on wildlife. Unwanted<br />

animals should be given to a good home or<br />

humanely euthanised. Contact your local<br />

4. Keep your cat from roaming<br />

• Cats kept indoors or in a special ‘cat yard’<br />

will not prey on wildlife.<br />

• Pet cats that are prevented from roaming<br />

are protected from injury and from<br />

catching diseases from feral cats. Desexed<br />

cats that don’t roam will live, on average,<br />

four times longer than cats that do roam!<br />

• Some people only confine cats at night.<br />

This will reduce their impact on nocturnal<br />

wildlife, but not on wildlife such as lizards<br />

and birds that are active during the day.<br />

STREET LIGHTING<br />

Council often receives enquiries from residents<br />

about faulty streetlights, or requests for street<br />

light activation in new subdivisions.<br />

Street lights are not part of Council’s<br />

infrastructure when they’re attached to an<br />

overhead pole. Damaged or malfunctioning<br />

lights on these poles should be reported<br />

directly to TasNetworks on 132 004. Every<br />

pole has its own unique pole tag number, so it<br />

helps to advise TasNetworks of that number,<br />

particularly in very long streets.<br />

Council is responsible for street lighting poles<br />

when the pole doesn’t have overhead power<br />

services attached. Reports of damage to these<br />

lights should be reported to the Council’s Asset<br />

Management team leader on 6211 8283.<br />

You should also call that number for street light<br />

activation in new subdivisions. An assessment<br />

will be made and, if applicable, a request will<br />

be lodged with TasNetworks.<br />

For urban subdivisions of less than 10 lots, it’s<br />

Council policy that one-third of the lots must<br />

have occupied dwellings before an activation<br />

request is submitted to TasNetworks. Urban<br />

subdivisions of more than 10 lots must have a<br />

quarter of the lots with occupied dwellings.<br />

There may be a delay in light activation after<br />

a request is made to TasNetworks. This will<br />

depend on the company’s workload at the time<br />

of the request - particularly during very busy<br />

times.<br />

PARKING<br />

Kingborough Council manages parking rules<br />

and time limits on all public roads and council<br />

controlled areas in the municipality.<br />

That includes timed parking, “no stopping”<br />

and “no parking” signs, loading zones, disabled<br />

parking and permit parking.<br />

Council also patrols the following car parks:<br />

Channel Court, Kingston LINC, Kingston<br />

Primary School, John Street, 7 John Street,<br />

Kingborough Medical Centre, Kingston Plaza<br />

and Kingston Gateway.<br />

All-day parking is available at the back of the<br />

John Street carpark. Park and Ride users have<br />

two carparks available - Denison Street below<br />

Calvin Christian School, and at Huntingfield<br />

near the Algona Road / Channel Highway<br />

roundabout.<br />

Disability Parking<br />

There are disability spaces available around<br />

Kingborough. You must display your current<br />

disability permit from your rear view mirror.<br />

Council recognises permits from all States and<br />

Territories. Tasmanian permit application forms<br />

are available from Service Tasmania.<br />

There is also a permit available for people<br />

who are temporarily disabled, administrated<br />

through the Hobart City Council.<br />

Each bin has a serial number and is assigned to<br />

a property (not the owner/tenant).<br />

It remains the property of Council. If you move<br />

Planning<br />

When do I need Planning Approval?<br />

The Planning Permit process regulates how<br />

land can be used and developed. The Council<br />

has an objective role assessing proposals<br />

against its Council’s Planning Scheme and<br />

Tasmania’s planning legislation.<br />

The planning approval process, also known as<br />

Development Application (or DA’s), focuses<br />

particularly on a proposal’s impact on the site<br />

and neighbouring land.<br />

You’ll usually need a Planning Permit to<br />

develop or subdivide land. That includes<br />

constructing or extending new buildings,<br />

extending the existing use of buildings, using<br />

land or buildings for a different purpose,<br />

demolishing a building, removing trees and<br />

vegetation, or doing earthworks.<br />

Please note: There are substantial penalties for<br />

undertaking development without a permit.<br />

Building<br />

The Building Permit process regulates how<br />

buildings can be constructed and altered.<br />

Proposed buildings, structures and alteration<br />

works are assessed against the Building Code<br />

of Australia (BCA). Demolition also requires a<br />

building permit.<br />

A Building Permit can’t be issued until the<br />

Planning Permit (above) has been approved.<br />

In most circumstances, building work will need<br />

a permit unless it’s exempt under the Building<br />

Regulations 2004.<br />

It’s the builder’s and owner’s responsibility<br />

(whether they’re the main contractor or<br />

sub-contractor) to get a valid Building Permit<br />

before starting any building work.<br />

Please note: There are substantial penalties for<br />

undertaking building work without a permit.<br />

Plumbing<br />

When would I require a Plumbing Permit?<br />

A Plumbing Permit will usually be needed in<br />

conjunction with a Building Permit, because<br />

most buildings include some form of plumbing<br />

work - whether it’s drainage (sewer or<br />

stormwater), water or roof plumbing.<br />

In some cases, a Building Permit may not<br />

be required, but a Plumbing Permit will be.<br />

Anyone considering building or plumbing work<br />

should contact the Council for advice, before<br />

starting. (Note: If you’re intending to replace<br />

your existing drains, you’ll need a Plumbing<br />

Permit).<br />
