I hope your 2015 Kingborough Council 

directory serves you well. 

These are exciting times for our community. 

We’re already growing strongly, and 

Kingborough’s population is projected to 

grow by almost 40 per cent in the next two 

decades – which is easily the strongest growth 

in Tasmania. 

The former Kingston High School 

redevelopment is now in full swing, and 

will provide a vibrant new setting with 

countless residential, commercial and cultural 

opportunities in coming years. More than a 

third of the site will be public open space for 

everyone to enjoy. 

Amid that exciting growth, we all want to 

protect and maintain the things that make 

Kingborough life so special and attractive – our 

natural beauty, glorious beaches and coastline, 

and our relaxed and peaceful lifestyle. 

As we grow, plan, protect and nurture our 

community in coming years, staying in touch 

and working together will be vital. 

This Directory is one of the Council’s ways of 

helping our community, sporting and cultural 

groups stay in touch and do good things 

together. 

It also contains simple information to help 

you get the best out of Council services and 

programs. 

As well as the usual roads, rates and rubbish 

basics, we run some of the most unique and 

innovative Council services in Tasmania – for 

example, our Volunteer Program, sports centre 

and aged care respite centre – and are proud 

to serve and support our community.

COUNCIL AND COMMITTEES 

You’re welcome to attend Council meetings 

and Council Committee meetings. 

Meeting dates and times are advertised in 

the Mercury Newspaper, online at www. 

kingborough.tas.gov.au, or you can find out 

by calling Customer Services on 6211 8200. 

Council meetings are usually held on the fourth 

Monday of each month, unless it’s a public 

holiday. 

Sometimes, sensitive items may need to be 

discussed at meetings (eg. personnel matters 

and contracts for goods or services). This 

section of the meeting may be closed to the 

community, and not audio recorded. 

Copies of a meeting agenda are available 

four days before each meeting at www. 

kingborough.tas.gov.au, at the Civic Centre, 

or by calling Customer Services on 6211 8200. 

Audio recordings of meetings are also available 

online for a period of six months after each 

meeting. 

Deputations to Council Meetings 

A deputation is limited to three people and 

allowed a maximum of 15 minutes to present 

its case. Residents who wish to use these 

forums must notify the Mayor in writing, 

in advance. Generally deputations will be 

referred to the Council Committee which 

closely follows the subject matter. However, 

this is at the Chairperson’s discretion. 

Deputations are not permitted to discuss 

specific planning or development applications 

that are under consideration by Council, 

because there are other formal processes 

available for objecting to or supporting those 

applications. 

Matters can often be resolved by talking with 

the Mayor or Committee Chairperson, without 

the need for a deputation. 


Questions 

Any member of the community can ask 

questions at the start of a Council or Council 

Committee meeting, but not during a special 

meeting. A question may be verbal or in 

writing. Both options must follow certain 

procedures: 

Verbal questions 

A period of 15 minutes, if required, will be set 

aside at each meeting for Questions without 

Notice (verbal). Lengthy introductions are 

not permitted and the Chairperson has the 

right to rule a question inadmissible if it is 

inappropriate, has already been asked, is 

unclear, irrelevant, offensive, relates to any 

matter listed on the current agenda, or would 

normally be considered in Closed Session. If 

a response to a question cannot be provided 

at the meeting, it’ll be taken on notice and 

a written response forwarded as soon as 

possible. If time does not permit all questions 

to be put to Council, the questions will be taken 

‘on notice’ and appear in the next Council 

meeting agenda as written questions. 

Written questions 

For a question to be listed on the agenda, 

a member of the public must provide that 

question, in writing, to the General Manager 

seven days before a meeting. A written reply 

will be provided to all such questions, and will 

be read aloud at the meeting and recorded 

in the minutes. There is no standard form for 

these questions, but they should be clearly 

labelled ‘Question(s) on Notice’. 

Petitions 

The action requested in the petition must be 

presented factually, and within the Council’s 

legal capacity to achieve. 

A petition should contain the following: 

• a clear and concise statement about 

the subject and the action requested of 

Council; 

• a subject heading on each page; 

• a brief statement on each page about 

the subject and the action requested of 

Council; 

• a statement specifying the number of 

signatories; and 

• the full printed name, address and 

signature of the person lodging the 

petition, at the end of the petition.

Witnessing Documents 

Justices of the Peace and Commissioners for 

Declarations are generally available during 

office hours at the Civic Centre, 15 Channel 

Highway, Kingston. Council does not provide 

an out-of-hours service. 

If you cannot attend during office hours, you 

can seek help finding other JPs through the 

Justice Department on 1300 366 611. 


CUSTOMER SERVICE 

Our friendly and skilled Customer Service Team is your first point of contact when dealing with 

Council either by phone or in person. 

The Customer Service Team is supported by a team of technical specialists from various 

departments in Council. Our Customer Service Team can be contacted on 6211 8200 between 

8.30am and 5.00pm, Monday to Friday, or e-mail kc@kingborough.tas.gov.au. We look forward to

Rates and Services 

Just as higher governments collect taxes to 

fund services, the Council collects rates to 

fund the assets services it provides for the 

community – including roads, footpaths, 

bridges, parks and reserves, animal control, 

youth and aged services, environmental 

management, and planning services. 

Property rates are Council’s main source of 

revenue. Valuations provided by the Valuer- 

General are used to calculate the rates on each 

property. 

You’ll receive quarterly rates notices in the 

mail, requiring payment. 

Rates can be paid at the Civic Centre, by mail, 

at any post office, by phone on 1300 886 451 

(24 hour service), via BPAY through your bank, 

by internet at www.kingborough.tas.gov.au, via 

Centrepay at Centrelink, or by direct debit.

PENSIONER AND GOVERNMENT HEALTH CARE 

CARD HOLDERS RATE REMISSION 

Eligible Pensioner and Government Health 

Care Card holders are entitled to a remission of 

rates, subject to a range of criteria. 

Ratepayers who have not previously claimed 

the remission and who hold a Pensioner 

Concession Card, DVA Gold Card (endorsed TPI 

or widow only) or Government Health Care 

Card prior to 1 July 2015 will need to complete 

an application form at the Civic Centre when 

you next visit, but no later than 31 March 2016. 

Please bring your concession card and rates 

notice with you. Pensioners already receiving a 

remission do not need to re-apply. 

This remission does not apply to holders of the 

Commonwealth Seniors Health Cards.

YOUTH SERVICES 

Council’s Youth Services team provides 

information, programs and support to help 

meet the needs of young people in the 

community. 

Youth Services also supports community 

members and groups in developing new 

initiatives to benefit young people. 

School Holiday Activities 

Youth Services provides various activities and 

events during each school holiday period. 

These may include adventure activities, beach 

soccer, bowling, swimming, movies and arts 

and crafts activities. Transport may be available 

for selected activities and times. 

Yspace 

Yspace is Kingborough’s Youth Centre, located 

at 98 Beach Road, Kingston. It offers a range 

of workshops throughout the year for young 

people aged 12 years and over. 

Past programs have included spray art, cooking 

classes, First Aid, barista, circus skills, face 

painting and juggling. Workshops are a great 

way to learn a new skill, meet new friends and 

enjoy different experiences. 

Youth Outreach 

Councils Youth Officers work with young 

people who have become disengaged from 

school or the community. Information and 

referral to specialist support services is 

available on a confidential basis.

YAK 

Youth Action Kingborough is a group of young 

people who help organise events, share 

their opinions about making Kingborough 

more youth friendly and raise issues that are 

important for young people. 


FAMILY DAY CARE 

Family Day Care is a home based childcare 

service providing quality care in the homes 

of registered educators supported by a coordination 

unit. 

Family Day Care provides nurturing care in a 

secure and enriching home environment for 

babies and children up to 12 years of age. 

Children learn through play, participating in 

activities planned by the educator to suit each 

child’s needs. Children are able to connect 

with their world and community in real and 

meaningful ways. 

The coordination unit ensures the highest 

quality of family day care for children. Their 

role is to monitor your child’s wellbeing, 

learning and progress. They work in 

partnership with educators and families 

to meet your childcare needs, provide 

information about childcare and assist you to 

find the right environment for your child.

MANOR GARDENS CLUB 

The Manor Gardens Club (Day Respite Centre) 

is located at 3 Manor Gardens in the Kingston 

suburb of Firthside. 

It’s one of the only Council-run respite services 

in Tasmania. 

It provides daytime support and social 

opportunities for aged and frail citizens, as well 

as people suffering memory loss. In doing so, 

it provides vital respite for devoted but busy 

families and carers. 

As of January 2015, the service supports about 

60 clients in a warm and friendly home-style 

setting. It offers regular fun activities, delicious 

home-cooked meals and a pleasant enclosed 

garden area. 

Above all, it provides good fun, great company, 

and builds close friendships. 

The Club offers the following services: 

• Transport to and from Manor Gardens; 

• Morning tea, a two course lunch and 

afternoon tea (all home cooked); 

• A wide variety of activities including 

gardening, music, poetry, art, bowls, games 

and exercise programs; 

• Carer support and counselling; 

• Referral to other services; 

• Weekly outings including picnics, bbq’s, 

museum visits, cafes and special events. 

Manor Gardens is open for guests from 

10.30am to 3.30pm Monday to Saturday. 

It’s closed on public holidays.

KINGBOROUGH VOLUNTEER PROGRAM 

The Kingborough Volunteer Program is one of 

Tasmania’s only Council-funded-and-operated 

social programs designed to support older local 

residents. 

It has expanded rapidly since being founded 

in 2012, and now has about 70 volunteers 

supporting more than 170 clients with things 

like transport, shopping, gardening and social 

activities. 

Whenever possible, volunteers and clients 

are matched to suit their personalities and 

interests.

The program was started after the Kingborough 

Positive Ageing Plan identified the need to help 

extend the time that older residents are able to 

live independently in their own homes. 

It also provides respite for family and carers, 

and can refer participants to other community 

resources. 


COMMUNITY GRANTS PROGRAM 

The Council’s Community Grants Program 

helps not-for-profit community groups fund 

projects in areas like childhood development, 

sport and recreation, the arts, environmental 

and cultural appreciation. 

The program helps boost participation 

in community life, share resources and 

opportunities fairly across the Kingborough 

region, and help people and groups with a 

strong service commitment to fulfil their 

potential. 

There are generally two funding rounds each 

year. Each round has $30,000 available in total, 

with individual grants up to $5,000. 

The grants provide half the cost of the projects 

involved, with the recipients matching the 

amounts dollar-for-dollar or in-kind. 

Applications must meet certain selection 

criteria.

COMMUNITY EVENTS 

Are you planning a public event in the 

Kingborough municipality? 

To hold an event on Council land, you’ll need 

to complete an Event Application form. Along 

with our Guide to Managing Community 

Events in Kingborough, it’s available at www. 

kingborough.tas.gov.au or by calling 6211 

8200. 

The Guide to Managing Community Events also 

includes the following forms: 

• Temporary Occupancy Permit (for 

structures); 

• Temporary Food Application (if you intend 

to cater or sell food); and 

• Temporary Place of Assembly Licence. 

These applications are required by our Building 

and Environmental Health Departments, which 

can be contacted to help you. 

Our Community Liaison Officer is also available 

to discuss your event planning. You should call 

as early as possible before your event, to leave 

time for the permit process. 

The Kingborough Community Events Calendar

month, as well as on our website.

COUNCIL COMMUNITY EVENTS 

The Kingborough Council organises several 

events each year to celebrate our active and 

vibrant community life. 

Those events include our annual Love Living 

Locally festival, Australia Day Awards for 

volunteers, Kingborough Positive Ageing Expo, 

Kingborough Art Prize, Abel Tasman Art and 

Design Prize, and the biennial Salvaged Art 

competition.

site, quarterly Kingborough News and local 

newspapers to see what’s happening in 

Kingborough. 

The Kingborough Performing Arts 

Centre (KPAC) is a 366 seat theatre facility 

based at Kingston High School. It is available 

for community bookings/hire outside of 

school hours.

The Kingborough Food Chain project 

has been funded by the Heart Foundation to 

increase local access to and consumption of 

fresh fruit and vegetables and valued added 

local produce. The Kingston Produce Market 

was established as part of this project.

KINGSTON BEACH ARTS HUB 

The Council’s Arts Hub at the Kingston Beach Hall is used by professional and semi-professional 

artists to exhibit their work in a professional-level gallery space. 

It creates an opportunity for artists to boost their knowledge and expose their work to the 

community. 

The Arts Hub is also available for hire. Artists or a nominated representative need to be onsite 

during their exhibition.

KINGBOROUGH SPORTS CENTRE 

The Kingborough Sports Centre is one of the 

only Council-run community sports centres in 

Tasmania. 

It offers a great range of sports, including 

basketball, netball, squash, futsal, volleyball, 

martial arts, gymnastics, indoor cricket and 

table tennis. 

And it provides some of the best sporting value 

for money you’ll find anywhere in Tasmania. 

The Kingborough Sports Centre offers: 

• Facility hire for all types of events; 

• A well-equipped Fitness Centre with 

highly-qualified staff and a variety of fitness 

classes and personal training options. 

Equipment includes treadmills, elliptical 

trainers, upright exercise bikes, recumbent 

exercise bikes, weights, and Jacobs 

Ladders; 

• Classes such as Spin, Step, Punch, Pump’d, 

metafit, the Sufferfest, Cycle-lates and 

Staying Active (over 55’s); 

• Pilates classes for beginners and advanced 

participants; 

• Free child-minding; 

• On-site café; 

• Junior sporting clinics for skills 

development; 

• Disability “Special Sports” programs.

TWIN OVALS 

Kingborough Council’s Twin Ovals complex was officially opened in June 2011. 

The sports pavilion is between the two ovals, with large floor-to-ceiling windows for spectators 

to enjoy the action. The function area is an ideal place for sporting events, or community groups 

looking for excellent facilities. 

Sports Pavilion highlights: 

• 200-seat function centre with bar area 

and commercial kitchen; 

• Kiosk with external window; 

• Media room which can be used as a 

smaller function room; 

• Balconies for outside viewing; 

• Large floor-to-ceiling panoramic windows; 

• Four change rooms; 

• Separate massage rooms off 

change rooms; 

• Gymnasium; 

• First aid room; 

• Storage areas. 

The sports pavilion has been jointly leased 

to the Kingborough Tigers Football Club and 

the Kingborough District Cricket Club, and is 

available for hire.

RECREATION 

Sports Grounds 

Kingborough Council provides sportsgrounds 

in most areas around the municipality. These 

grounds are available for organised/seasonal 

and casual use. Application forms for seasonal 

and casual use for these grounds are available 

at www.kingborough.tas.gov.au. 

Playgrounds 

Kingborough Council provides playgrounds 

across the municipality. Popular playgrounds 

include Dru Point in Margate and the recently 

constructed nature play park called Burwood 

Park on Burwood Drive in Blackmans Bay. 

Tracks and Trails 

Information on the many great walking and 

multi-use tracks and trails in Kingborough is 

available online at www.kingborough.tas.gov. 

au. Individual track information can be easily 

downloaded and printed. The guide, also 

available as a booklet, presents 36 walking 

tracks in Kingborough, ranging from short, easy 

strolls to full-day challenging walks, with some 

suitable for horses, mountain bikes and dogs 

on leads.

Mountain Biking 

Some of the tracks and trails within 

Kingborough provide good riding opportunities 

for mountain bikers. Council also has a 

purpose built Mountain Bike Park within the 

Kingborough Sports Centre Precinct. This 

facility offers riders an opportunity to progress 

their skills from easy kids trails to more difficult 

dirt jumps and trail loops.

NATURAL RESOURCE MANAGEMENT 

When do you need Council 

approval to remove vegetation? 

Council regulations apply to the clearing, 

lopping or disturbing (e.g. slashing or grazing) 

of: 

• native vegetation understorey 

(in some areas); 

• native trees; 

• vegetation near the coast or waterways; 

and 

• trees listed on the Kingborough Significant 

Tree Register. 

Before clearing native bush on your property 

(including understorey scrub) you should 

contact Council staff for advice about permit 

requirements. The Kingborough Planning 

Scheme applies to all land use or development. 

In particular, the following activities are very 

likely to require a permit: 

• any new works or clearing near the coast 

or waterways; 

• any works less than 50m from a skyline or 

ridgeline; 

• any works impacting on vegetation in the 

Environmental Management Zone; 

• any works impacting on more than 500m 2 

of native vegetation in all other zones; 

• any works in any zone impacting on 

vegetation containing values listed in 

Table E10.1 in Code 10 of the Scheme and 

located within the Biodiversity Protection 

Area. 

Some use or development is ‘exempt’ from 

the planning scheme and does not require a 

planning permit, including: 

• targeted removal of environmental 

weeds, in accordance with State 

government guidelines; 

• maintenance of existing bushfire 

management zones around dwellings in 

accordance with an approved bushfire 

hazard management plan (retaining large 

trees); 

• maintenance of existing agricultural 

infrastructure without increased clearing 

beyond previous use boundaries. 

Other agencies in Tasmania also regulate 

vegetation removal. It’s important to check 

their permit requirements before removing 

vegetation. 

For example, clearing for forestry or agriculture 

may require a certified Forest Practices Plan, 

and clearing for dam construction may require 

a permit under the Water Management Act 

1999. Clearing can also impact on threatened 

species, and may require a permit under the 

Threatened Species Protection Act 1995 and/ 

or Environment Protection and Biodiversity 

Conservation Act 1999.

Felling or lopping trees on 

private land 

Council’s Health and Environmental Services 

By-law 3 of 2011 places restrictions on 

removing trees on private land. 

A permit is needed before lopping, damaging 

or removing any Tasmanian native tree that: 

• has a trunk circumference of more than 

80cm (at 1.5m or more above ground 

level); 

• Is listed on a register of significant trees; 

or 

• Is protected under an agreement 

under Part 5 of the Land Use Planning 

and Approvals Act 1993 or covenant on 

the title. 

You’ll need to fill out and lodge an application 

form. Application forms and further 

information regarding tree removal can be 

found online at www.kingborough.tas.gov.au 

or collected from Council’s Civic Centre. 

Environmental weeds on 

private properties 

Environmental weeds are opportunistic and 

commonly become established in disturbed 

bushland, along roadsides and on vacant land. 

People wanting a weed positively identified 

should contact Council’s NRM Unit. Staff 

can also provide information on the best 

methods for controlling noxious weeds on your 

property. 

Some plants are so invasive they are listed 

as ‘declared’ weeds under the Weed 

Management Act 1999 (Tas). Declared weeds 

have a special legal status that requires 

landowners and managers to eradicate or 

control them. Council has authorised Weed 

Officers who are able to require residents 

control declared weeds on their property.

PUBLIC HEALTH 

Immunisations 

Immunisation clinics are held at the Kingston 

Community Health Centre from 10am to 11am 

on the first and third Friday of every month. 

Appointments are not necessary, and they’re 

conducted on a first-in first-served basis. 

Children are immunised for free at both these 

clinics and through the School Immunisation 

Program. 

Council can provide copies of your 

immunisation records if they have been 

administered at a Council clinic or through a 

school program. Council does not keep records 

of immunisations administered privately 

through other organisations or your local 

doctor. 

Food Safety 

Kingborough has over 200 registered food 

businesses. Sampling and surveillance is 

conducted regularly - focusing on a range of 

different food products and surfaces. We look 

at bacterial levels in locally manufactured 

products, bacterial levels of food contact 

surfaces, compliant labelling and food claims, 

and adherence to the Food Standards Code. 

Council also offers a free online training 

program called I’M ALERT, which can be 

accessed at

If you’re having a sausage sizzle, school fair 

or other temporary food stall, you must apply 

for registration. Applications for all temporary 

food stalls can be made online.

Water Monitoring Programs 

Pools and spas are sampled on a monthly basis 

to ensure they’re suitable for swimming. 

Council conducts weekly water sampling during 

the summer months at the main Kingborough 

beaches, as part of Derwent Estuary Program 

recreational water monitoring. A range of 

other sites are sampled monthly. 

Sharps Disposal 

If members of the public locate abandoned 

sharps, contact Council to arrange for an officer 

to safely remove it. Sharps should be handled 

with extreme care, or preferably - not at all. 


ENVIRONMENTAL MANAGEMENT 

Woodheaters and Air Quality 

Current legislation places restrictions on 

emissions from woodheaters, fireplaces and 

barbecues. You can minimise woodheater 

smoke by using dry, untreated wood, using 

small logs, stacking wood under cover in a dry 

ventilated area, and burning the fire brightly.

Open Air Burning 

Council By-laws prohibit open-air burning in 

residentially-zoned areas or any premises with 

an area smaller than 2,000 square metres. 

On all other properties, regardless of zoning, 

you must ensure that burning doesn’t create 

an environmental nuisance through smoke or 

odour. 

Onsite Wastewater Management 

Council has information brochures available 

about onsite wastewater disposal options, 

operation and maintenance. This includes 

septic tanks, aerated wastewater treatment 

systems and composting toilets.

Noise 

There are a range of issues considered by 

Council when investigating noise concerns. 

For complaints outside normal working hours, 

especially party noise and amplified music, 

contact your local police station. 

Additional compliance 

requirements 

• Even if you are complying with the 

required times and distances for activities, 

you must still ensure you’re not creating an 

environmental nuisance through excessive 

or annoying noise levels. 

• There are specific heat-pump noise 

regulations which can be found online at 

www.thelaw.tas.gov.au. 

Chainsaws 

These cannot be operated within 300 metres 

of other residential premises unless: 

• the chainsaw is operated by, or with the 

consent of, the occupier of the other 

residential premises within that distance; 

or 

• in the case of a residential premises, the 

chainsaw is operated for the purpose of 

domestic garden maintenance on only one 

day in any seven consecutive days (i.e. one 

day a week) within the permissible times 

specified. 

There are also provisions to use a chainsaw if 

the use is ‘approved’, for example – if a permit 

has been issued by the Environment Protection 

Authority (EPA). 

Off-road/recreational vehicles or vessels, for 

example – trail bikes and jet skis 

These cannot be used within 500 metres of 

other residential premises unless: 

• the off-road/recreational vehicle or vessel 

is operated by or with the consent of the 

occupier of the other residential premises 

within that distance; or 

• a permit has been issued by the EPA. 


EMERGENCY MANAGEMENT 

With Australians facing several natural 

disasters since the turn of the century, disaster 

resilience has become a shared responsibility 

between all sectors of society, including all 

levels of government, business, the nongovernment 

sector and individuals. 

The Council conducts risk management 

planning to identify potential risks and their 

likely consequences. It’s impossible for the 

Council, or other levels of Government, to 

mitigate all the risks to the community, so we 

also plan for disaster recovery. 

The Council encourages residents to do their 

own emergency planning. Red Cross Australia 

has developed an excellent RediPlan brochure 

to help families. It’s available on the Red Cross 

website or from Council. 

Be pro-active, and talk to your family and 

friends about being prepared and staying safe 

in the event of a disaster. By working together, 

we build a stronger community and become 

more resilient to disasters.

KINGBOROUGH WASTE SERVICES 

Kingborough Waste Services (KWS) is a 

business wholly-owned by Kingborough 

Council. 

KWS operates the Barretta Waste Transfer 

Facility at 1922 Channel Highway, Barretta, 

which includes a Re-Use Shop, recycling and 

green waste areas, and general refuse drop-off 

points. 

KWS also operates the Bruny Island Waste 

Transfer Station.

working electrical items (they will be checked), 

clothing, rugs, sporting item, gardening 

tools, timber, dog kennels, corrugated iron, 

barbeques and much more. Perishable or 

broken items are not accepted. 

Residents can drop off goods for the shop at 

the recycling area.

Recycling Area 

There’s plenty of parking for easy disposal. 

Staff are available to help, as well as ensure 

that dumped goods meet recycling standards. 

Suitable recycling items include oil, batteries, 

glass bottles and jars, metal, timber, cardboard, 

as well as co-mingled goods like plastic bottles, 

milk cartons and paper. Drop-offs at the 

recycling area are free of charge. 

General Waste / Green Waste 

Customers enter and leave via the toll booth 

and weighbridges, where their vehicle is 

weighed (green waste excepted). Customers 

must pay either a minimum change or the cost 

based on the weight difference of their vehicle 

(in versus out). 

For green waste, vehicles must stop at the toll 

booth where the operator will estimate the 

charge at cubic metre rates. Payment is made 

at this point, and customers are then directed 

to the drop off point. The rate for green waste 

is calculated by the volume (length by width 

by height) of the load. Customers still leave via 

the exit-weighbridge. 

Waste Not Accepted 

The following waste is not accepted. 

• Asbestos 

• Controlled (hazardous) waste 

• Household or farm chemicals 

• Liquid waste (such as septic sludge) 

• Clinical (medical) waste 

• Building and construction waste greater 

than 5m 3 .

Clean Fill 

Until the end of June 2015, a charge of $11 

per tonne will be applied to clean fill waste. 

During this period, all trucks disposing of clean 

fill material will need to report to the toll booth 

at Barretta for weighing, disposal location, 

and payment. Clean fill will only be accepted 

if payment is made on the day of disposal, or 

on existing account set up with Kingborough 

Waste Services. 

From July 1, clean fill material will not be 

accepted at the site.

ANIMAL MANAGEMENT 

Dog Management 

Kingborough has approximately 6,000 

registered dogs. Council encourages community 

members to follow some simple rules. 

• All dogs over six months need to be 

registered and micro-chipped unless an 

exemption is received. 

• Registration needs to be renewed every 

financial year. 

• Keep all your details regarding your dog 

up-to-date (address, phone numbers, etc). 

• Keep your dog under effective control at 

all times. Kingborough has some great dog 

facilities. There’s more information at 

www.kingborough.tas.gov.au. 

• Dogs can create a significant noise 

nuisance. Managing dog noise nuisance 

concerns is timely and expensive for 

Council to investigate. If you believe your 

dog may be creating a nuisance, take 

proactive action to reduce it. 

• In general, unless they’re working dogs, 

you’ll need a licence to have more than 

two dogs, over the age of six months, at 

any one property. 

• Adhere to all relevant signage about 

prohibited and restricted areas. We don’t 

want to spoil our natural resources. 

• If you’ve lost your dog, contact Council. We 

may be able to get your friend back to you 

quickly and safely. 

If you find a lost dog, please help the Council to 

return it to its owners. 

Council has limited after-hours resources for 

animal management, and after-hours callouts 

are a significant cost to ratepayers. People who 

find lost dogs are encouraged to help Council 

keep the costs low by caring for the dog, where 

possible, until the next working day. 

Cat Management 

To provide safer conditions for both your pet 

cat and for native wildlife: 

1. Have your cat desexed 

• A desexed cat lives longer and is less 

territorial. It will be less likely to wander, 

fight and mark its territory. 

• Desexing prevents unwanted litters of 

kittens that contribute to stray and feral 

populations and thus to the ongoing 

demise of native wildlife. 

2. Identify your cat as a pet 

• Lost cats that are microchipped, collared 

and tagged may be easily identified and 

returned to their owners. 

3. Never dump your unwanted kittens 

• Dumped cats can become stray or feral 

and will prey heavily on wildlife. Unwanted 

animals should be given to a good home or 

humanely euthanised. Contact your local 

veterinarian or cat shelter for assistance. 

4. Keep your cat from roaming 

• Cats kept indoors or in a special ‘cat yard’ 

will not prey on wildlife. 

• Pet cats that are prevented from roaming 

are protected from injury and from 

catching diseases from feral cats. Desexed 

cats that don’t roam will live, on average, 

four times longer than cats that do roam! 

• Some people only confine cats at night. 

This will reduce their impact on nocturnal 

wildlife, but not on wildlife such as lizards 

and birds that are active during the day.

STREET LIGHTING 

Council often receives enquiries from residents 

about faulty streetlights, or requests for street 

light activation in new subdivisions. 

Street lights are not part of Council’s 

infrastructure when they’re attached to an 

overhead pole. Damaged or malfunctioning 

lights on these poles should be reported 

directly to TasNetworks on 132 004. Every 

pole has its own unique pole tag number, so it 

helps to advise TasNetworks of that number, 

particularly in very long streets. 

Council is responsible for street lighting poles 

when the pole doesn’t have overhead power 

services attached. Reports of damage to these 

lights should be reported to the Council’s Asset 

Management team leader on 6211 8283. 

You should also call that number for street light 

activation in new subdivisions. An assessment 

will be made and, if applicable, a request will 

be lodged with TasNetworks. 

For urban subdivisions of less than 10 lots, it’s 

Council policy that one-third of the lots must 

have occupied dwellings before an activation 

request is submitted to TasNetworks. Urban 

subdivisions of more than 10 lots must have a 

quarter of the lots with occupied dwellings. 

There may be a delay in light activation after 

a request is made to TasNetworks. This will 

depend on the company’s workload at the time 

of the request - particularly during very busy 

times. 

PARKING 

Kingborough Council manages parking rules 

and time limits on all public roads and council 

controlled areas in the municipality. 

That includes timed parking, “no stopping” 

and “no parking” signs, loading zones, disabled 

parking and permit parking. 

Council also patrols the following car parks: 

Channel Court, Kingston LINC, Kingston 

Primary School, John Street, 7 John Street, 

Kingborough Medical Centre, Kingston Plaza 

and Kingston Gateway. 

All-day parking is available at the back of the 

John Street carpark. Park and Ride users have 

two carparks available - Denison Street below 

Calvin Christian School, and at Huntingfield 

near the Algona Road / Channel Highway 

roundabout. 

Disability Parking 

There are disability spaces available around 

Kingborough. You must display your current 

disability permit from your rear view mirror. 

Council recognises permits from all States and 

Territories. Tasmanian permit application forms 

are available from Service Tasmania. 

There is also a permit available for people 

who are temporarily disabled, administrated 

through the Hobart City Council. 


WHEELIE BIN SERVICE INFORMATION 

Each bin has a serial number and is assigned to 

a property (not the owner/tenant). 

It remains the property of Council. If you move 

house, the bins must stay at the property. 

Please report any loss or damage to Council 

on 6211 8200, or e-mail kc@kingborough.tas. 

gov.au. Council will arrange for the bin(s) to be 

repaired or replaced. Council may impose a fee 

for replacing stolen wheelie bins, if there was a 

previous loss from that property. 

Upgrading your Wheelie Bin 

Household waste (collected weekly) 

The standard wheelie bin size for household 

waste is 80 litres, and is emptied weekly. 

Residents are eligible to upgrade their bin to 

a 120 litre or 240 litre bin, with an additional 

charge added to the rates notice. All upgrades 

incur a one-off administration fee. 

Household recycling (collected fortnightly) 

The standard wheelie bin size for household 

recycling is 140 litres and is emptied 

fortnightly. Residents are eligible to upgrade 

their bin to a 240 litre bin, with an additional 

charge added to the rates notice. All upgrades 

incur a one-off administration fee.

Place bins on kerbside no later than 

6am on the designated collection day, or 

preferably the night before. 

Keep each bin at least one metre from 

obstacles like parked cars, letter boxes, 

street or power poles, trees, signs, fences 

or other objects that could make them 

difficult to collect. 

Place the correct items in the correct bins, 

and avoid contamination. 

DON’T 

Over fill your bins. Make sure your bin lid 

can close. 

Leave additional refuse. Anything left lying 

beside or overflowing from bins will not be 

collected. 

Compress the contents of the bin, as this 

makes emptying difficult.

PLANNING, BUILDING AND PLUMBING

Planning 

When do I need Planning Approval? 

The Planning Permit process regulates how 

land can be used and developed. The Council 

has an objective role assessing proposals 

against its Council’s Planning Scheme and 

Tasmania’s planning legislation. 

The planning approval process, also known as 

Development Application (or DA’s), focuses 

particularly on a proposal’s impact on the site 

and neighbouring land. 

You’ll usually need a Planning Permit to 

develop or subdivide land. That includes 

constructing or extending new buildings, 

extending the existing use of buildings, using 

land or buildings for a different purpose, 

demolishing a building, removing trees and 

vegetation, or doing earthworks. 

Please note: There are substantial penalties for 

undertaking development without a permit. 

Building 

The Building Permit process regulates how 

buildings can be constructed and altered. 

Proposed buildings, structures and alteration 

works are assessed against the Building Code 

of Australia (BCA). Demolition also requires a 

building permit. 

A Building Permit can’t be issued until the 

Planning Permit (above) has been approved. 

In most circumstances, building work will need 

a permit unless it’s exempt under the Building 

Regulations 2004. 

It’s the builder’s and owner’s responsibility 

(whether they’re the main contractor or 

sub-contractor) to get a valid Building Permit 

before starting any building work. 

Please note: There are substantial penalties for 

undertaking building work without a permit. 

Plumbing 

When would I require a Plumbing Permit? 

A Plumbing Permit will usually be needed in 

conjunction with a Building Permit, because 

most buildings include some form of plumbing 

work - whether it’s drainage (sewer or 

stormwater), water or roof plumbing. 

In some cases, a Building Permit may not 

be required, but a Plumbing Permit will be. 

Anyone considering building or plumbing work 

should contact the Council for advice, before 

starting. (Note: If you’re intending to replace 

your existing drains, you’ll need a Plumbing 

Permit).
