AALO: The Mubu Aba Self Help<br />
Group, Panya is emerg<strong>in</strong>g as<br />
one of the lead<strong>in</strong>g Self Help<br />
Groups (SHGs) <strong>in</strong> the district<br />
of West Siang due to its wide<br />
range of activities <strong>in</strong> tune<br />
with various organizations and<br />
offices. The SHG organized a<br />
Group Mela recently with the<br />

Governor lays foundation stone<br />

a M<strong>in</strong>i Secretariat at Sagalee <strong>in</strong><br />
Papum Pare district on February<br />
25 last.<br />

Plann<strong>in</strong>g, Ankur Garg called for<br />
timely implementation of the<br />
project so that the objective of the<br />
project is realized at the earliest.<br />

of the state capital is to end soon,<br />
precisely by March this year”, said<br />
Chief M<strong>in</strong>ister Nabam Tuki, who<br />
has been personally monitor<strong>in</strong>g<br />
the progress of the project<br />
‘Augmentation of Water Supply for<br />
Itanagar Town (Phase-II)’,<br />
executed by the Department of<br />
Public Health Eng<strong>in</strong>eer<strong>in</strong>g &<br />
Water Supply (PHE&WS), visited<br />
the water source about 9 kms<br />
ahead of Poma village and 32<br />
kms away from Itanagar this<br />
morn<strong>in</strong>g.<br />
At the completed <strong>in</strong>take<br />
plant on Mahi River, a proud<br />
cont<strong>in</strong>gent of PHE&WS officials<br />
headed by Secretary Tomi Ete,<br />
Chief Eng<strong>in</strong>eer Toko Jyoti (West<br />
Zone) and Capital Executive<br />
Gungte and PWD Chief Eng<strong>in</strong>eer<br />

Brief<strong>in</strong>g on the project, Er.<br />
Gongo <strong>in</strong>formed that the build<strong>in</strong>g<br />
will be G+3 with RCC framed<br />
structure with a pl<strong>in</strong>th area of<br />
3142.10 Sqm. Funded under<br />
special plan assistance (SPA) the<br />
project, with an estimated cost of<br />
Rs. 16.80 crore will be executed<br />
by Public Works Department. The<br />
target year of completion is 2016-<br />
2017.<br />
The M<strong>in</strong>i Secretariat once<br />
completed will house the offices<br />
of Additional Deputy Commissioner,<br />
Sub - Divisional<br />
Agriculture Officer, Sub Divisional<br />
Horticultural Officer, Textile and<br />
Handicraft, Industries and Child<br />
Development Project Officer,<br />
Extension Officer Horticulture. It<br />
will also have offices of Assistant<br />
Eng<strong>in</strong>eers of Water Resources<br />
Development, Rural Development<br />
and Public Health Eng<strong>in</strong>eer<strong>in</strong>g.<br />
The concept of the M<strong>in</strong>i-<br />
Secretariat is to house all<br />
<strong>gov</strong>ernment departments under<br />
the same roof <strong>in</strong> order to expedite<br />
file process, which <strong>in</strong> turn will<br />
expedite the pace of projects and<br />
programmes implementation.<br />
Tuki, s<strong>in</strong>ce the day, he took<br />
over as Chief M<strong>in</strong>ister a little over<br />
a year ago has been emphasiz<strong>in</strong>g<br />
on hav<strong>in</strong>g M<strong>in</strong>i-Secretariats <strong>in</strong><br />

CM visits PHED water source<br />

works on the Water Treatment<br />

and the project would be ready for<br />

of April and offered to <strong>in</strong>vite a<br />

Manmohan S<strong>in</strong>gh had laid the<br />
foundation stone of the project as<br />
part of PM’s Package on January<br />
31, 2008, it would be befitt<strong>in</strong>g if he<br />
himself <strong>in</strong>augurates it, Tuki added.<br />

else from the Union Government<br />

He said that the department<br />
had to build a road from Poma<br />
village up to the source po<strong>in</strong>t (Mahi<br />
River) cutt<strong>in</strong>g through rough<br />
terra<strong>in</strong>s and build<strong>in</strong>g three<br />
bridges to lay 450 mm DI pipes<br />
as well as movement of vehicles<br />
to transport men, mach<strong>in</strong>es and<br />
materials. The approach road up<br />
to a po<strong>in</strong>t called Langkey was<br />
progress<strong>in</strong>g well and was<br />
scheduled to be completed by<br />
December 2011. But due to a<br />
tremor on November 22, 2011, a<br />
huge landslide completely<br />
damaged the formation cutt<strong>in</strong>g<br />
forc<strong>in</strong>g the department to build a<br />
bailey bridge over Langkey Nallah<br />
and burden<strong>in</strong>g it with a cost<br />
escalation of nearly Rs 3.5 crores.<br />

Nabam Tuki.<br />
While greet<strong>in</strong>gs to the<br />
people on the occasion, the<br />
Governor offered prayers say<strong>in</strong>g<br />
that the festivity br<strong>in</strong>gs happ<strong>in</strong>ess,<br />
universal peace, bumper harvest<br />
and prosperity for all. Impressed<br />
by the enthusiastic participation of<br />
the youths <strong>in</strong> the festival, the<br />
Governor urged upon them to<br />
shoulder the responsibility of<br />
carry<strong>in</strong>g forward the rich culture<br />
and traditions. He also advised<br />
them to save the Mithuns and flora<br />

one lakh employment<br />
opportunities but onus is on youth<br />
to prepare themselves to avail the<br />
opportunity. The <strong>gov</strong>ernment will<br />
def<strong>in</strong>itely help them <strong>in</strong> capacity<br />
build<strong>in</strong>g, he added.<br />

A story of success<br />
Among the few wildlife sanctuaries and environmental projects,<br />
the one that stands out tall is Pakke Wildlife Sanctuary <strong>in</strong> West<br />
Kameng District of the state. Spread over an area of 862 sq kms <strong>in</strong><br />
the Pakke and Kameng rivers, the sanctuary is known for the unique<br />
conservation techniques adopted by officials of the sanctuary as also<br />
for its rich presence of wildlife, flora and fauna.<br />
The sanctuary houses tigers, leopards, deer sand elephants<br />
besides different species of birds <strong>in</strong>clud<strong>in</strong>g hornbill which is the<br />
State Bird. There’s a bear rescue and rehabilitation project where<br />
captive bears are rescued and rehabilitated by releas<strong>in</strong>g them <strong>in</strong>to<br />
the wild. It’s a safe haven for the magnificent hornbill the beaks of<br />
which traditionally used to adorn the headgears of the local Nyishi<br />
community that <strong>in</strong>habit vic<strong>in</strong>ity. However, it is to the credit of the people<br />
that they have will<strong>in</strong>gly shifted to the use of artificial beaks and have<br />
been actively <strong>in</strong>volv<strong>in</strong>g <strong>in</strong> the conservation mission through active<br />
collaboration with the park authorities.<br />
There are 17 Women Self Help Groups and one SHG consist<strong>in</strong>g<br />
of Gaon Buras from the n<strong>in</strong>e fr<strong>in</strong>ge villages who help stop hunt<strong>in</strong>g of<br />
wildlife by adopt<strong>in</strong>g anti-poach<strong>in</strong>g rules and regulations. They are<br />
also actively <strong>in</strong>volved <strong>in</strong> creat<strong>in</strong>g conservation awareness among<br />
the people. The District Adm<strong>in</strong>istration give Rs 150 per month to a<br />
Gaon Bura while the Park authorities have raised honorarium to Rs<br />
1500 and it helps them to <strong>in</strong>volve actively <strong>in</strong> the conservation project.<br />
Besides this, Wildlife Trust of India and a few other organizations<br />
provide f<strong>in</strong>ancial support to the programme. The ‘Gra<strong>in</strong> for Gra<strong>in</strong>’<br />
scheme started In 2006 with an objective of provid<strong>in</strong>g f<strong>in</strong>ancial support<br />
to locals has helped <strong>in</strong> compensat<strong>in</strong>g the people <strong>in</strong> cropdepreciation.<br />
Another programme implemented successfully by the<br />
park authorities is organization of educational tours for villagers by<br />
tak<strong>in</strong>g the locals to renowned parks <strong>in</strong> order to enhance their ideas<br />
on conservation.<br />
Pakke Wildlife Sanctuary is an example of how proper<br />
collaboration with people by <strong>gov</strong>ernment agencies can transform<br />
development projects. It also shows that conservation of wildlife can<br />
be a success <strong>in</strong> the state with proper plann<strong>in</strong>g and w<strong>in</strong>n<strong>in</strong>g support<br />
and confidence of the people.<br />

works taken up and implemented<br />
by the state <strong>gov</strong>ernment.<br />

Ramesh advocated for a special<br />
approach by the Centre towards<br />

Pasighat is one of the oldest towns of Arunachal Pradesh<br />
established <strong>in</strong> 1911 by the Britishers. Hqs of the East Siang district,<br />
Pasighat is often called the gateway to the state of Arunachal<br />
Pradesh. Situated on the banks of the river Siang, the place is<br />

people now a day are engaged <strong>in</strong> other activities like tea & rubber<br />
cultivation, mushroom cultivation, animal and poultry rear<strong>in</strong>g, fish<br />

Kekar Mony<strong>in</strong>g, a mounta<strong>in</strong> cliff near Rottung is an important<br />
historical place where the Adis put up a strong resistance aga<strong>in</strong>st<br />
the Britishers <strong>in</strong> 1911 after the punitive expedition undertaken by<br />
the British for murder<strong>in</strong>g Noel Williamson, a political officer by<br />
Matmur Jamoh, a native of Yagrung village.<br />
Koms<strong>in</strong>g, a village on the left bank of River Siang is the<br />
place of Williamson’s murder. A stone epitaph bear<strong>in</strong>g the name<br />
of Noel Williamson still lies near the Siang. Gomsi, a cultivation<br />
area near Rani Village is another place of historical importance<br />

Pradesh more peaceful and a<br />
more developed state, devoid of<br />
Bandhs and any type of violence. I<br />
call upon all my fellow citizens to<br />
re-dedicate themselves towards<br />

the occasion, Chief M<strong>in</strong>ister<br />
Nabam Tuki said that his<br />
<strong>gov</strong>ernment will provide at least<br />
one job to each member of a<br />
household, either <strong>in</strong> private, public<br />
sector or self-employment. “We<br />
will target creation of one lakh new<br />
jobs dur<strong>in</strong>g the five year period<br />
beg<strong>in</strong>n<strong>in</strong>g from 2013 and create<br />
at least 25,000 such new<br />
opportunities dur<strong>in</strong>g the current<br />
year. For skill development and<br />
capacity build<strong>in</strong>g, we have already<br />
set up Employment Generation<br />
and Skill Development Councils,”<br />
Tuki <strong>in</strong>formed.<br />
“We have to rebuild, rededicate<br />
and reiterate our unity<br />
and march on with a sole mission<br />
of peace and progress. I and all<br />
my colleagues reaffirm our<br />
responsibilities of work<strong>in</strong>g<br />
tirelessly towards turn<strong>in</strong>g the<br />
aspirations of the people <strong>in</strong>to<br />
reality,” he said.<br />
The last few years have<br />
brought about a positive change<br />
<strong>in</strong> the development trajectory of<br />
the state, he said.<br />
“In 2007, the state’s per<br />
capita <strong>in</strong>come was 10 per cent<br />
lower than the national per capita<br />
<strong>in</strong>come. Today it is almost 10 per<br />
cent higher. Our annual growth<br />
rate dur<strong>in</strong>g the 11th Five Year Plan<br />
has been 9.4 per cent, which is<br />
about 1.5 per cent higher than the<br />
national growth rate,” Tuki po<strong>in</strong>ted<br />
out. “Our s<strong>in</strong>cere efforts have<br />
resulted <strong>in</strong> realistic progress <strong>in</strong><br />
health, education, agriculture,<br />
horticulture, sports, tourism and<br />
social sectors. We have also<br />
made progress <strong>in</strong> road<br />
communication and railway and<br />
air connectivity,” he disclosed.<br />

of India Pranab Mukjherjee<br />
bestowed on us the Krishi<br />
Karman Award <strong>in</strong> recognition of<br />
our performance <strong>in</strong> food gra<strong>in</strong>s<br />

State of the Year award by CUTE,<br />
an <strong>in</strong>ternationally acclaimed<br />
organization affiliated to UNESCO<br />

Improved State <strong>in</strong> the Small State<br />
Category’. Last Year the ‘Lonely<br />
Planet’ listed our state as the 4th<br />
best tourist dest<strong>in</strong>ation <strong>in</strong> the world<br />

Traveler, a reputed travel<br />
magaz<strong>in</strong>e, enlisted us as the best<br />

of growth of the Indian automotive<br />
sector is great news for our<br />
economy, however, such high<br />
levels of growth will also throw up<br />
the challenges associated with<br />
fast depletion of traditional energy<br />
sources, ris<strong>in</strong>g energy costs, ever<br />
<strong>in</strong>creas<strong>in</strong>g oil import bill and the<br />
impact of mobility on the<br />
environment. Studies by<br />
International Energy Agency (IEA)<br />
<strong>in</strong>dicate that three fourth of the<br />
projected <strong>in</strong>crease <strong>in</strong> oil demand<br />
(from 2006-2020) will be from the<br />
transportation sector and<br />
that Ch<strong>in</strong>a and India will account<br />
for forty five percent of this<br />
<strong>in</strong>creased demand. This<br />
coupled by the fact that India’s<br />
dependence on fossil fuel imports<br />
is likely to <strong>in</strong>crease sharply <strong>in</strong> the<br />
future, makes it essential to take<br />
steps immediately for mitigat<strong>in</strong>g<br />
this trend. While traditional<br />
measures such as <strong>in</strong>creas<strong>in</strong>g the<br />
fuel efficiency of vehicles,<br />
encourag<strong>in</strong>g modal shift to public<br />
mass transportation, better<br />
<strong>in</strong>frastructure and urban plann<strong>in</strong>g,<br />
use of technology will certa<strong>in</strong>ly<br />
help improve the situation.<br />

Union M<strong>in</strong>ister of Railways,<br />
Pawan Kumar Bansal has<br />
committed to ensure railway l<strong>in</strong>k<br />
to Arunachal Pradesh <strong>in</strong> his<br />
Railway Budget presented <strong>in</strong> the<br />
Parliament.<br />
Bansal <strong>in</strong> his presentation of<br />
the Railway Budget had<br />
announced commission<strong>in</strong>g of the<br />
Harmuti-Naharlagun l<strong>in</strong>e with<strong>in</strong><br />
the f<strong>in</strong>ancial year 2013-14,<br />
besides assur<strong>in</strong>g to take up the<br />
Parasuram Kund-Rupai l<strong>in</strong>k as a<br />
project of national importance.<br />
State Chief M<strong>in</strong>ister Nabam<br />
Tuki, who reached New Delhi on<br />
February 26 even<strong>in</strong>g, has<br />
expressed gratitude to the Union<br />
M<strong>in</strong>ister of Railways, Pawan<br />
Kumar Bansal for his<br />
commitment to ensure railway l<strong>in</strong>k<br />
to Arunachal Pradesh <strong>in</strong> his<br />

Railway M<strong>in</strong>ister, Tuki, <strong>in</strong> an<br />
appreciation letter, said that<br />

historical achievement for the<br />
state as it would br<strong>in</strong>g Arunachal<br />
However, these <strong>in</strong>terventions can<br />
at best only provide <strong>in</strong>cremental<br />
impro-vements as the strong<br />
sectoral dependence on oil will<br />
still rema<strong>in</strong>. Further, with the large<br />
future demand for mobility these<br />
measures alone will not be<br />
enough. As such transformational<br />
change is required to<br />
disrupt the present status quo by<br />
address<strong>in</strong>g the fundamental issue<br />
of reduc<strong>in</strong>g sectoral dependence<br />
on oil. -The concerns around<br />
environmental impact of<br />
transportation are encourag<strong>in</strong>g<br />
Governments and Industry alike to<br />
make huge <strong>in</strong>vestments <strong>in</strong> future,<br />
cleaner technologies. The future<br />
susta<strong>in</strong>able competitive<br />
advantage <strong>in</strong> the <strong>in</strong>dustry will<br />
therefore be around environmentally<br />
susta<strong>in</strong>able products, high<br />
end technologies and<br />
<strong>in</strong>novation. Cost advantage can at<br />
best supplement competitive<br />
position<strong>in</strong>g. Chall-enges of today<br />
cannot be met with yesterday’s<br />
tools. Therefore, it is essential<br />
that Indian companies position<br />
their future strategies around<br />
these chang<strong>in</strong>g realities. Faster<br />
adoption of full range of electric<br />
vehicles, <strong>in</strong>clud<strong>in</strong>g hybrids, is the<br />
right future direction for the country<br />
and the automotive <strong>in</strong>dustry for<br />
meet<strong>in</strong>g the challenges of the<br />
future. For this the Government<br />
had <strong>in</strong> 2011 approved the National<br />
Mission for Electric Mobility<br />
(NMEM) which has National<br />
energy security and growth of<br />
domestic manufactur<strong>in</strong>g<br />
capabilities <strong>in</strong> full range of electric<br />
vehicle technologies as its two<br />
<strong>in</strong>ter-related key end<br />
objectives. National Electric<br />
Mobility Mission Plan (NEMMP)<br />
2020 was approved on 29 August,<br />
2012. The NEMMP 2020, which is<br />
the mission document for NMEM,<br />
lays the vision, sets the targets and<br />
provides the roadmap for<br />
achiev<strong>in</strong>g significant penetration<br />
of efficient and environmentally<br />
friendly electric vehicle (<strong>in</strong>clud<strong>in</strong>g<br />
hybrids) technologies <strong>in</strong> India by<br />
2020, thereby help<strong>in</strong>g to achieve<br />
the NMEM objectives. NEMMP-<br />
2020 implementation will <strong>in</strong>volve<br />
f<strong>in</strong>anlistion and roll out of<br />
comprehensive array of<br />
<strong>in</strong>terventions schemes and<br />
projects <strong>in</strong>volv<strong>in</strong>g all stakeholders,<br />
both <strong>in</strong> and out of the<br />
Government. The NEMMP 2020<br />
targets have been arrived at<br />
through an <strong>in</strong>-depth primary data<br />
based study conducted jo<strong>in</strong>tly by<br />
the Government and the Industry<br />
which <strong>in</strong>dicates that high latent<br />
demand for environmentally<br />
friendly electric vehicle<br />
technologies exists <strong>in</strong> the<br />
country. It is believed that 6-7<br />
million units of new vehicle sales<br />
of full range of electric vehicles,<br />
along with resultant liquid fuel<br />
sav<strong>in</strong>gs of 2.2-2.5 million tonnes<br />
can be achieved <strong>in</strong><br />
2020. However, strong upfront<br />
and cont<strong>in</strong>ued support by<br />
Government would be essential<br />
to realize this demand especially<br />
through demand support<br />
measures that facilitate faster<br />
consumer acceptance of these<br />
expensive newer technologies.<br />
In addition, Government will also<br />
need to facilitate automotive R&D<br />
and put <strong>in</strong> place charg<strong>in</strong>g<br />
<strong>in</strong>frastructure. It is estimated that<br />
for this the Government will need<br />
to provide support to the tune of<br />
Rs. 13000 – Rs. 14000 crore over<br />
the next 5-6 years. The <strong>in</strong>dustry<br />
will also need to match this with<br />
<strong>in</strong>vestments for develop<strong>in</strong>g the<br />
products and creat<strong>in</strong>g the<br />
manufactur<strong>in</strong>g eco-system.<br />
Projections also <strong>in</strong>dicate that the<br />
sav<strong>in</strong>gs from the decrease <strong>in</strong><br />
liquid fossil fuel consumption as<br />
a result of shift to electric mobility<br />
alone more than will offset the<br />
support provided thereby mak<strong>in</strong>g<br />
this a highly economically viable<br />
proposition. As such, the NMEM<br />
promises to be amongst the most<br />
significant <strong>in</strong>terventions of the<br />
Government for the automotive<br />
sector that has the potential to<br />
change the automotive paradigm<br />
of the future through lessen<strong>in</strong>g the<br />
dependence of the sector to s<strong>in</strong>gle<br />
source of primary energy and<br />
pav<strong>in</strong>g the way for the ultimate<br />
objective of renewable energy<br />
generation power<strong>in</strong>g the<br />
transportation sector of the<br />
future. This <strong>in</strong>tervention will also<br />
help encourage the Indian<br />
Industry to shift to newer, cleaner<br />
technologies so that it builds its<br />
future competitive advantage<br />
around environmentally<br />
susta<strong>in</strong>able products, high end<br />
technologies, <strong>in</strong>novation and<br />
knowledge. One of the key<br />
factors that have been<br />
<strong>in</strong>strumental <strong>in</strong> shap<strong>in</strong>g the<br />
successes seen <strong>in</strong> the Indian<br />
automotive <strong>in</strong>dustry so far has<br />
been the exemplary Industry –<br />
Government partnership, clarity<br />
and jo<strong>in</strong>t ownership of the future<br />
vision through Automotive Mission<br />
Plan (AMP) 2006-16. The NEMMP<br />
2020 also provides a shared<br />
vision and a common future<br />
roadmap for the National Mission<br />
for Electric Mobility for all the<br />
stakeholders, on the l<strong>in</strong>es of the<br />
AMP 2006-16. The strength of<br />
this collaborative work<strong>in</strong>g should<br />
be further leveraged by actively<br />
<strong>in</strong>volv<strong>in</strong>g all Government<br />
M<strong>in</strong>istries, departments related to<br />
automotive sector, the <strong>in</strong>dustry<br />
and the automotive research<br />
agencies.<br />
Union Railway Budget ensures Railway<br />
l<strong>in</strong>k to Arunachal<br />
Pradesh <strong>in</strong> the railway map of the<br />
country for the first time.<br />
This would be major<br />
developmental step for our state<br />
which began its humble journey<br />
as a state 26 years ago,” Tuki said.<br />
The Chief M<strong>in</strong>ister also<br />
expressed gratitude that the<br />
Union M<strong>in</strong>ister has assured to<br />
take up the Parasuram Kund-<br />
Rupai railway l<strong>in</strong>k as a national<br />
project. He said the assurance<br />
f<strong>in</strong>d<strong>in</strong>g a place <strong>in</strong> the country’s<br />
railway budget itself is a major<br />
boost for railways <strong>in</strong> the state,<br />
add<strong>in</strong>g that we are optimistic that<br />
soon works on another l<strong>in</strong>k <strong>in</strong> the<br />
state will beg<strong>in</strong>. And as it will be a<br />
project of national importance, we<br />
believe that its completion will be<br />
timely connect<strong>in</strong>g our eastern<br />
parts also with the world’s largest<br />
rail network,” he said.<br />
Tuki, on behalf of the people<br />
of the state, conveyed gratitude<br />
and thank to the union m<strong>in</strong>ister<br />
and assured to provide all<br />
cooperation for completion of the<br />
said two projects with<strong>in</strong> the given<br />

A tour diary of Director<br />
(Border Affairs)<br />
Kamengbari visited<br />
Tour<strong>in</strong>g of the border areas<br />
whatsoever is an obligatory duty<br />
of the Director (Border Affairs).<br />
Be<strong>in</strong>g so, I put up a tour proposal<br />
to the Pr<strong>in</strong>cipal Secretary (Home),<br />
Government of Arunachal<br />
Pradesh for approval. Shri<br />
Romesh Negi, the Pr<strong>in</strong>cipal<br />
Secretary (Home) has very k<strong>in</strong>dly<br />
approved my tour programme of<br />
visit<strong>in</strong>g all the disputed areas<br />
along the Arunachal Assam<br />
border.<br />
My first dest<strong>in</strong>ation was<br />
Kamengbari <strong>in</strong> West Kameng<br />
District, but I had no any idea<br />
about the it<strong>in</strong>erary of Kamengbari<br />
and as such, I decided to meet<br />
the Deputy Commissioner, West<br />
Kameng District, Bomdila first.<br />
On December 23, 2012, I left<br />
Itanagar at 0600 hrs for Bomdila<br />
and arrived Bhalukpung- the<br />
gateway to East Kameng, West<br />
Kameng and Tawang districts at<br />
1030 hrs and had launch. I<br />
reached Bomdila at 1330 hrs, but<br />
decided not to meet the Deputy<br />
Commissioner on that day as it<br />
was Sunday. I proceeded to Nafra<br />
and halted. Nafra is 56 km north<br />
east of Bomdila and a Sub-<br />
Divisional Headquarters on the<br />
left bank of Bichom river and its<br />
scenic beauty is superb. The<br />
Bichom Valley is populated by the<br />
Sajolang communities who are<br />
formerly called “Miji” or “Dummai”.<br />
On December 24, 2012, I<br />
departed Nafra at 0600 hrs and<br />
arrived Bomdila at 0730 hrs and<br />
called on the Deputy<br />
Commissioner, West Kameng<br />
District at his official residence.<br />
While <strong>in</strong>teract<strong>in</strong>g with the Deputy<br />
Commissioner, I <strong>in</strong>quired about<br />
Kamengbari and other disputed<br />
areas if any <strong>in</strong> West Kameng<br />
District. Shri R<strong>in</strong>ch<strong>in</strong> Tashi, the<br />
Deputy Commissioner replied <strong>in</strong><br />
affirmative that there is no any<br />
disputed area with<strong>in</strong> his<br />
adm<strong>in</strong>istrative jurisdiction. He<br />
concluded his contention by<br />
tell<strong>in</strong>g that Kamengbari has<br />
Forest Office, Primary School and<br />
Poll<strong>in</strong>g Station of Arunachal<br />
Pradesh. He further stated that the<br />
Forest Department has<br />
abandoned Kamengbari after the<br />
Hon’ble Supreme Court imposed<br />
a blanket ban on timber operation<br />
and he renovated those deserted<br />
build<strong>in</strong>gs of Forest Department<br />
and handed over them to the<br />
Indian Army for security of the area.<br />
Then I expressed my will<strong>in</strong>gness<br />
to proceed for Kamengbari via<br />
Rupa, Kalaktang and Balemu, but<br />
the Deputy Commissioner<br />
advised me to go back to<br />
Bhalukpung on security reason<br />
and avail police escort from<br />
Bhalukpung as Kamengbari area<br />
is suspected to be <strong>in</strong>fested by the<br />
Bodo militants.<br />
I arrived back Bhalukpung at<br />
1230 hrs and called on the Extra<br />
Assistant Commissioner <strong>in</strong> his<br />
office chamber and apprised him<br />
of the <strong>in</strong>struction from the Deputy<br />
Commissioner. Shri Rujum<br />
Raksap, the Extra Assistant<br />
Commissioner who is a smart<br />
young Officer, then and there,<br />
contacted the Deputy<br />
Commissioner, West Kameng<br />
District over telephone and has<br />
agreed to guide me <strong>in</strong> my journey<br />
to Kamengbari the next day<br />
(December 25, 2012) although<br />
the day happened to be an official<br />
Holiday be<strong>in</strong>g Christmass Day.<br />

road condition from Balipara to<br />
Misamari has been rough and<br />
zigzag. At Misamari, we were lucky<br />
enough to meet Smty. Jangmo<br />
Sherchukpa, the Teacher of<br />
Primary School, Kamengbari who<br />
was proceed<strong>in</strong>g <strong>in</strong> her own<br />
vehicle to the Buddhist Temple at<br />
Rangapara to offer her prayer. She<br />
is a smart and stout lady who<br />
requested us to have our launch<br />
at her house and ordered her<br />
family members over mobile<br />
phone for arrang<strong>in</strong>g our launch.<br />
We reached Kamengbari at<br />
1200 hrs and were received by<br />
Nima Dorjee the father of Jangmo<br />
Sherchukpa. Kamengbari stands<br />
majestically on a beautiful hillock<br />
overlook<strong>in</strong>g the pla<strong>in</strong>s of Assam.<br />
It has <strong>gov</strong>ernment establishments<br />
like Divisional Forest Officer<br />
(Northern Resource Survey),<br />
Range Forest Office, Medical Sub-<br />
Centre, PWD, PHED, Power<br />
(Elect), Primary School etc, but no<br />
staff are found there. A well<br />
ma<strong>in</strong>ta<strong>in</strong>ed road from Misamari to<br />
Ziro Po<strong>in</strong>t (2 km south of<br />
Kamengbari) exists where(Ziro<br />
Po<strong>in</strong>t)NEFA (Arunachal Pradesh)<br />
Adm<strong>in</strong>istration erected a<br />
check gate manned by CRPF. A<br />
short cut route from Kamengbari<br />
to Bhalukpung with a total<br />
distance of 33 km only also<br />
existed earlier as told by Nima<br />
Dorjee. Here, the conviction of the<br />
Deputy Commissioner, West<br />
Kameng District proves true and<br />
the claim of Assam upto 5 Km<br />
north of Kamengbari <strong>in</strong>to the deep<br />
mounta<strong>in</strong>s is malicious and<br />
unjustified. The hidden agenda of<br />
the claim is apparently to extract<br />
timber and other forest resources<br />
as the Assam side has been<br />
deforested <strong>in</strong> toto.<br />
We may recall that the Ahom<br />
k<strong>in</strong>g ceded the whole of the pla<strong>in</strong>s<br />
from Belsiri to Gabaru to the<br />
Sherdukpen k<strong>in</strong>g, Japtang Bura<br />
and allowed him to collect land<br />
revenue or Posa from those pla<strong>in</strong><br />
areas. After the British annexation<br />
of Assam (1826), the British<br />
Government annexed those pla<strong>in</strong>s<br />
land <strong>in</strong> lieu of payment of Posa to<br />
the Sherdukpens called Extra-<br />
Bhutias by the British. Accord<strong>in</strong>gly,<br />
the British Government<br />
demarcated the boundary l<strong>in</strong>e<br />
between Assam and North East<br />
Frontier (Arunachal Pradesh) from<br />
Bhutan to some portions of<br />
present Papum Pare District <strong>in</strong><br />
1873-4-5. Thus, Ziro Po<strong>in</strong>t of<br />
Kamengbari is the traditional<br />
boundary between Arunachal<br />
Pradesh and Assam.<br />
As our launch was under<br />
preparation, we accompanied by<br />
Nima Dorjee a jolly and smart<br />
aged man proceeded to Doimara,<br />
12 km distance from Kamengbari.<br />
Doimara is located at a beautiful<br />
valley on the left bank of Belsiri<br />
river. It may may be recalled that<br />
Doimara used to be the famous<br />
trad<strong>in</strong>g centre dur<strong>in</strong>g the Ahom as<br />
well the British times. The traders<br />
from Assam, Bengal, Bhutan,<br />
Tibet and western Arunachal<br />
Pradesh used to congregate here<br />
and exchange essential goods<br />
and other articles. At Doimara, we<br />
met only Taluk Kamum from<br />
Basar area <strong>in</strong> West Siang District<br />
who married a Sherdukpen lady<br />
and permanently settled down<br />
there. On <strong>in</strong>quarry, Kamum told us<br />
that there are 18 houses of<br />
Sherdukpen community but no<br />
one stay permanently at Doimara.<br />
A Primary School also exists but<br />
there is neither any teacher nor<br />
students. Only the IRBN<br />
personnel posted there are<br />
guard<strong>in</strong>g and protect<strong>in</strong>g Doimara.<br />

FESTIVAL OF NEFA “ BOORI BUTT FESTIVAL OF THE HILL MIRIS.<br />
The Hill Miris, a constitue<br />
tribe of the population of Subansiri<br />
district, are a colorful people<br />
hav<strong>in</strong>g their own traditional<br />
festivals which they have<br />
preserved from generation past.<br />
One of their traditional festivals is<br />
known as ‘Boori Boot Puja. The<br />
Hill Miris of Tamen Circle <strong>in</strong> the<br />
Subansiri district celebrated this<br />
festival on a large scale amidst<br />
tremendous enthusiasm’ on 26th<br />
February, 1968 at a place called<br />
Raga. Raga is situated at 17 KMs.<br />
From Tamen on the Ziro –<br />
Daporijo road the headquarters<br />
of the Tamen Circle is at Raga.<br />
This is for the first time that the<br />
‘Boori Butt’ festival was celebrated<br />
by the Hill Miris <strong>in</strong> such a big<br />
manner. The people have decided<br />
to orgnise this festival once <strong>in</strong><br />
every five years.<br />
Celebration of this traditional<br />
festival on a wider scale by the Hill<br />
Miris who rema<strong>in</strong>ed alone<br />
contended with <strong>in</strong>dividual<br />
performances or pujas, is <strong>in</strong>deed<br />
significant. This is <strong>in</strong>dicative of the<br />
awareness that has come about<br />
among these people about their<br />
traditional culture as also of their<br />
grow<strong>in</strong>g confidence <strong>in</strong> the cultural<br />
heritage. The enthusiasm of the<br />
local people <strong>in</strong> this regards is<br />
noth<strong>in</strong>g if not encourag<strong>in</strong>g. The<br />
local people, besides tak<strong>in</strong>g the<br />
<strong>in</strong>itiative for organiz<strong>in</strong>g the festival,<br />
contributed more than Rs.<br />
4,000.00 <strong>in</strong> cash and about an<br />
equal amount <strong>in</strong> k<strong>in</strong>d. In<br />
pursuance of the policy of<br />
encourag<strong>in</strong>g people the<br />
traditional culture of the local<br />
people, the NEFA Adm<strong>in</strong>istration<br />
gave a grant of Rs. 500.00 for<br />
celebration of the festival.<br />
The “ Boori-Butt” festival is<br />
celebrated for prosperity and wellbe<strong>in</strong>g<br />
of the people. As usual <strong>in</strong> a<br />
society which is predom<strong>in</strong>antly<br />
agricultural, this festival also<br />
relates to agriculture. On this<br />
occasion a number of Gods are<br />
worshipped and their bless<strong>in</strong>gs<br />
sought for the well-be<strong>in</strong>g of the<br />
people and of the cattle, for a better<br />

The first ever District Level<br />
Monitor<strong>in</strong>g Committee (DLMC)<br />
meet<strong>in</strong>g of Longd<strong>in</strong>g district was<br />
held <strong>in</strong> the Conference Hall of the<br />
Deputy Commissioner, Longd<strong>in</strong>g<br />
on the February 26 last.<br />

discussion on the progress of<br />
various schemes under SPA,<br />
NLCPR, DoTCL, ACA, PM’s<br />
Package and other Centrally<br />
Sponsored Schemes perta<strong>in</strong><strong>in</strong>g to<br />
Longd<strong>in</strong>g district.<br />
Earlier, the Chairman of the<br />
DLMC briefed about the<br />
importance of DLMC meet<strong>in</strong>g and<br />
urged the execut<strong>in</strong>g departments<br />
to avoid duplicity while tak<strong>in</strong>g up<br />
new schemes, besides<br />
ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g quality of the works.<br />

chief guest said that the festival is<br />

largest tribe of the state has the<br />

Kamengbari, I <strong>in</strong>quired Nima<br />
Dorjee as to how many<br />
Sherdukpen houses are there at<br />
Kamengbari ? Nima Dorjee told<br />
me that there are about 40<br />
Sherdukpen houses, but hardly a<br />
few stay at Kamengbari. He told<br />
that Kamengbari is the w<strong>in</strong>ter<br />
homes of the Sherdukpens.<br />
Dur<strong>in</strong>g the summer season they<br />
retreat to Shergaon, Rupa, Jigaon<br />
etc to escape from the extreme<br />
heat <strong>in</strong> the pla<strong>in</strong>s and return <strong>in</strong> the<br />
w<strong>in</strong>ter to escape from the severe<br />
cold <strong>in</strong> the hills. Then I humoured<br />
Nima Dorjee by tell<strong>in</strong>g that the<br />

and Takuk Kamum by appo<strong>in</strong>t<strong>in</strong>g<br />

GB, the Bodo militants will kidnap<br />
me and demand ransom money.<br />

`1730 hrs conclud<strong>in</strong>g the first<br />
phase of my tour programme.<br />
Lumpo visited<br />
After visit<strong>in</strong>g Kamengbari <strong>in</strong><br />
West Kameng District on<br />
December 25, 2012 my next<br />
dest<strong>in</strong>ation was Lumpo <strong>in</strong> East<br />
Siang District where an Agency<br />
from Assam has constructed<br />
reportedly a School build<strong>in</strong>g<br />
complex without consent of the<br />
local people.<br />
On December 28, 2012, I left<br />
Itanagar at 0730 hrs and arrived<br />
Nari at 1130 hrs, but the Sub-<br />
Divisional Officer, Nari Sub-<br />
Division was out of station. Then I<br />
met Shri Ebom Jirdo, Senior<br />
Manager (APRB), Sille Branch<br />
who hails from Nari. I requested<br />
Shri Jirdo to contact with Shri Jomi<br />
Bomjen, Head GB of Lumpo<br />
village about 2 KM south of Nari<br />
and fix a time for my visit to the<br />
disputed site <strong>in</strong> question and then<br />
I left for Pasighat. Nari is Sub-<br />
Divisional Headquarters and is 7<br />
KM from Baikuntapur on NH-52.<br />
On December 29, 2012, Shri<br />
Ebom Jirdo confirmed me over his<br />
mobile phone that my visit to<br />
Lumpo has been fixed for January<br />
2, 2013 and that I should report to<br />
his private residence at Nari by<br />
0900 hrs positively. As such, I<br />
visited the villages of Borguli,<br />
Seram, Nams<strong>in</strong>g and Mer under<br />
Mebo Sub-Division and halted at<br />
Pasighat till January 1, 2013.<br />
On January<br />
2, 2013, I left Pasighat at 0730 hrs<br />
and arrived Nari at 0900 hrs. Shri<br />
Ebom Jirdo dropped me at the<br />
private residence of Shri Tako<br />
Dabi, Hon’ble MLA of Nari-Koyu<br />
Assembly Constituency where<br />
Jomi Bomjen Head GB Lumpo,<br />
Shri Tabom Eshi GB Lumpo, Shri<br />
Tatum Kaye Ex-ASM Lumpo and<br />
Shri Taji Eshi Chairman (Village<br />
Community) Lumpo were wait<strong>in</strong>g<br />
for my arrival.<br />
Shri Jomi Bomjen narrated<br />
to me that before the Great<br />
Earthquake of 1950, he lived at<br />
present Rest Camp (PWD),<br />
Assam which is 5 KM south of NH-<br />
52 at Baikuntapur. Late Tojo<br />
Bomjen and late Giri Bomjen had<br />
grocery shops there where late<br />
Tamik Dabi, Base Super<strong>in</strong>tendent<br />
(now Circle Officer) used to visit.<br />
The Great Earthquake of 1950,<br />
blockaded the Gangai river<br />
flow<strong>in</strong>g west of present Nari<br />
township due to fall<strong>in</strong>g of the hills<br />
<strong>in</strong>to the river. After a few days, the<br />
stagnant waters of Gangai river<br />
burst out flood<strong>in</strong>g and <strong>in</strong>undat<strong>in</strong>g<br />
whole of the peripheral areas<br />
<strong>in</strong>clud<strong>in</strong>g Rest Camp, except Tako<br />
Gitung (A hillock with full of Tako<br />
tree). When the flash flood of<br />
Gangai river receded the people<br />
of Rest Camp shifted their<br />
settlement to Tako Gitung<br />
consider<strong>in</strong>g the place as safety<br />
from the natural disaster and<br />
renamed the site as Adi Tako. Shri<br />
Jomi Bomjen has further shifted<br />
his settlement from Adi Tako<br />
village to Lumpo village later on.<br />
Shri Jomi<br />
Bomjen, further expla<strong>in</strong>ed that <strong>in</strong><br />
early 1970s, the Nepalese started<br />
occupy<strong>in</strong>g present Laimekuri area<br />
of Assam and Lumpo area of<br />
Arunachal Pradesh clear<strong>in</strong>g the<br />
jungles to cultivation. At this, the<br />
Adis and the Mish<strong>in</strong>gs unitedly<br />
attempted to push back the<br />
Nepalese, but they were helpless<br />
as the encroachers out numbered<br />
them. Therefore, they appealed to<br />
Arunachal Pradesh and Assam<br />
authorities for help. Accord<strong>in</strong>gly,<br />
Arunachal Pradesh and Assam<br />
conducted a jo<strong>in</strong> eviction drive<br />
aga<strong>in</strong>st the Nepali encroachers.<br />
In course of the operation an<br />
Assam Police Battalion camp was<br />
set up near Lumpo village and<br />
Shri Oshong Er<strong>in</strong>g, a retired IAS<br />
Officer from Pasighat was the<br />
Magistrate on duty. By 1972, the<br />
Nepalese were successfully<br />
evicted and Assam Police<br />
Battalion withdrawn from Lumpo.<br />
In 1976, the North Eastern<br />
Council (NEC) funded<br />
construction of a road from<br />
Baikuntapur <strong>in</strong> Assam to Dari <strong>in</strong><br />
West Siang pass<strong>in</strong>g through Adi<br />
Tako, Lumpo, Nari, Koyu, Kora etc.<br />
By 1978, the construction of the<br />
NEC road was <strong>in</strong> full sw<strong>in</strong>g which<br />
arrested the covetous eyes of<br />
Assam. Tak<strong>in</strong>g the advantage of<br />
road connectivity, Assam has<br />
established an Assam Police BN<br />
Border Out Post (BOP) where<br />
Assam Police BN personnel<br />
encamped <strong>in</strong> 1972. It is clear cut<br />
aggrandizement from the side of<br />
Assam.<br />
After hav<strong>in</strong>g a fruitful<br />
<strong>in</strong>teraction with Shri Tako Dabi,<br />
former M<strong>in</strong>ister(Home) of<br />
Arunachal Pradesh and present<br />
MLA, I <strong>in</strong>spected the disputed site<br />
<strong>in</strong> question. Construction of the<br />
School build<strong>in</strong>g complex adjacent<br />
and south of Assam Police BN<br />
BOP is <strong>in</strong> full sw<strong>in</strong>g <strong>in</strong> reality. It is<br />
said that the plot of the build<strong>in</strong>g<br />
complex belonged to late Tamo<br />
Miro, Head GB, Lumpo village, but<br />
he sold his land to one Mula Pegu<br />
from Assam. Hence, I returned to<br />
Itanagar.<br />
Taraso and Kudh Nallah<br />
visited<br />
On January 5, 2013, I left<br />
Itanagar at 0830 hrs and reached<br />
Taraso <strong>in</strong> Papum Pare district at<br />
1120 hrs via Bedeti on NH-52 <strong>in</strong><br />
Assam. Taraso is 18 KM from NH-<br />
52 and a Circle Headquarters<br />
border<strong>in</strong>g East Kameng District.<br />
The Circle Officer, Taraso was out<br />
of station on that day. I fortunately<br />
met on Shri Tok Radi, a smart<br />
young man and brother of late Tok<br />
Taso, GB, Upper Taraso who<br />
possesses <strong>in</strong>credible knowledge<br />
about the border problems of the<br />
area.<br />
Shri Tok Radi expla<strong>in</strong>ed to<br />
me that the ma<strong>in</strong> areas of dispute<br />
<strong>in</strong> question are Sanggo, Karbi<br />
Colony, Metaka and Talumso<br />
villages under Lower Taraso.<br />
Assam claims these four villages<br />
as belong to it. Government<br />
Higher Secondary School Jollang<br />
<strong>in</strong> Lower Taraso is also under<br />
constant threat from Assam. Thus,<br />
the ma<strong>in</strong> areas of dispute are <strong>in</strong><br />
Lower Taraso. The CO office<br />
stands on the foot hill <strong>in</strong> Upper<br />
Taraso. The river Taraso flows<br />
down from east div<strong>in</strong>g Taraso <strong>in</strong>to<br />
Lower and Upper Taraso. Lower<br />
Taraso is situated north of<br />
Rajghar Ali claimed by the Nyishis<br />
as the natural boundary between<br />
Assam and Arunachal Pradesh.<br />
Shri Tok Radi further<br />
<strong>in</strong>formed me that a Boundary<br />
Pillar (BP) erected by Survey of<br />
India still exists on Rajghar Ali.<br />
The alert young man refused to<br />
show me the said BP stat<strong>in</strong>g that<br />
the villagers of Lower Taraso will<br />
reveal that BP before the Tri-partite<br />
Commission (Centre, Assam and<br />
Arunachal Pradesh) when the<br />
Commission visits the area to<br />
prove that the claim of the Nyishis<br />
is genu<strong>in</strong>e and constitutional. So,<br />
I reached back Itanagar at 1640<br />
hrs.<br />
On January 6, 2013, I left<br />
Itanagar at 0930 hrs and reached<br />
Kim<strong>in</strong> <strong>in</strong> Papum Pare District at<br />
1120 hrs. I called on the Circle<br />
Officer, Kim<strong>in</strong> at his official<br />
residence. Shri Liken Koyu, CO<br />
expla<strong>in</strong>ed to me that Assam is<br />
claim<strong>in</strong>g entire Kim<strong>in</strong> township<br />
upto Khud Nallah where<br />
Arunachal Police Inner L<strong>in</strong>e<br />
Check Gate stands. The <strong>in</strong>telligent<br />
Circle Officer lamented that the<br />
undivided Subansiri District<br />
Adm<strong>in</strong>istration should have<br />
erected the Check Gate at the<br />
entry po<strong>in</strong>t of Kim<strong>in</strong> township<br />
itself. The entry po<strong>in</strong>t of Kim<strong>in</strong><br />
township happens to be the Army<br />
Cantonment Area. It was perhaps<br />
allotted to the Indian Army by NEFA<br />
Adm<strong>in</strong>istration, because the<br />
Government of Arunachal<br />
Pradesh receives the land<br />
revenue of the area. The Indian<br />
Army Cantonment Area is<br />
presently occupied by Indo-<br />
Tibetan Border Police (ITBP)<br />
headed by an IGP.<br />
Inside the Army Cantonment<br />
Area, there is a daily market called<br />
“Bhut Bazar”. I asked one Misss<br />
Maya Thapa, daughter of late<br />
Krishna Bdr Thapa, Ex-Assam<br />
Rifles man <strong>in</strong> a pan Gumti as to<br />
whether Bhut Bazar belongs to<br />
Arunachal Pradesh. She replied<br />
that Bhut Bazar belongs to Assam<br />
but it is not true. It may be recalled<br />
that <strong>in</strong> 1960s, the NEFA<br />
Adm<strong>in</strong>istration rehabilitated and<br />
resettled Ex-Army personnel at<br />
Seijosa, Kim<strong>in</strong> and Vijay Nagar<br />
and the Department RR, Govt. of<br />
Arunachal Pradesh is look<strong>in</strong>g<br />
after the welfare of Ex-Army men.<br />
On the way back to Itanagar,<br />
I visited Gumto of Doimukh Sub-<br />
Division. Shri Habung Nilo, GB,<br />
Gumto-II told me that he is<br />
orig<strong>in</strong>ally from Gulajuli <strong>in</strong> Assam.<br />
His cultivated fields and bamboo<br />
grooves are still <strong>in</strong> existence there.<br />
Even Doulahat <strong>in</strong> Assam was a<br />
Nyishi village where late Tana<br />
Tama was the GB known as Dafla<br />
GB. Bishnupur Ronga Reserved<br />
Forests of Assam was also<br />
peopled by the Nyishis. The<br />
Nyishis migrated to Gumto and<br />
other areas to avoid harassment<br />
meted out to them, because<br />
Assam Police used to arrest them<br />
on any pretext and they had to<br />
expend their entire earn<strong>in</strong>gs of life<br />
on the court cases <strong>in</strong> North<br />
Lakhimpur. I returned back to<br />
Itanagar at 1630 hrs.<br />
Likabali visited<br />
On January 7, 2013, I left<br />
Itanagar at 0900 hrs and arrived<br />
Likabali at 1150 hrs. ShriTayom<br />
Bage, SDO was busy <strong>in</strong> his office<br />
chamber conduct<strong>in</strong>g a meet<strong>in</strong>g <strong>in</strong><br />
connection with celebration of<br />
Republic Day. So, I had to <strong>in</strong>teract<br />
with Shri Jumkar Karbi,CO.<br />
Shri Jumkar Karbi expla<strong>in</strong>ed<br />
to me that Assam Adm<strong>in</strong>istration<br />
reposed problem dur<strong>in</strong>g the<br />
celebration of Mal<strong>in</strong>i Mela at<br />
Mal<strong>in</strong>ithan <strong>in</strong> April, 2012 last. The<br />
SP of Dhemaji District arrived<br />
Likabali with force and warned<br />
SDO, Likabali not to construct any<br />
pendal for celebration of Mal<strong>in</strong>i<br />
Mela. S<strong>in</strong>ce the celebration of<br />
Mal<strong>in</strong>i Mela has been an annual<br />
and regular affair, SDO Likabali<br />
went on his programme of<br />
celebrat<strong>in</strong>g Mal<strong>in</strong>i Mela. Shri<br />
Jumkar Karbi, CO was entrusted<br />
with the responsibility of organiz<strong>in</strong>g<br />
the Mela as organizer. In the mean<br />
time, the ADC, Dhemaji arrived<br />
Likabali and summoned Karbi to<br />
Assam Police BN Camp. On<br />
refusal, the ADC reached the spot<br />
at Mal<strong>in</strong>ithan and asked the CO,<br />
Likabali to obta<strong>in</strong> a written<br />
permission from the Deputy<br />
Commissioner, Dhemaji District<br />
assur<strong>in</strong>g full co-operation from<br />
Assam <strong>in</strong> successful conduct of<br />
Mal<strong>in</strong>i Mela. On refusal aga<strong>in</strong>,<br />
Assam destroyed the pendal<br />
constructed by CO, Likabali <strong>in</strong> the<br />
conclud<strong>in</strong>g night of the Mela. Shri<br />
Jumkar Karbi, CO further stated the<br />
Mish<strong>in</strong>gs from Kuntor and Pale of<br />
Assam have destroyed Arunachal<br />
Reserved Forests <strong>in</strong> Likabali area<br />
and the Mish<strong>in</strong>gs have extracted<br />
timber from Kangku area <strong>in</strong><br />
December 2012 last. SDO, Likabali<br />
is helpless without vehicle, Police<br />
force and local support.<br />
Likabali is a Sub-Divisional<br />
Headquarters <strong>in</strong> West Siang<br />
District and stands on a beautiful<br />
hillock overlook<strong>in</strong>g the pla<strong>in</strong>s of<br />
Assam. It is 7 KM from Silapathar<br />
<strong>in</strong> Assam. Mal<strong>in</strong>ithan is 1 KM east<br />
of Likabali. It is a temple complex<br />
of Orisan style which was probably<br />
built by Dharam Pala <strong>in</strong> 11 th and 12 th<br />
century AD who came from West<br />
Bengal.<br />

employee who is punctual and<br />

department and after that an<br />
Employee of the Month will be<br />
chosen at the end of every<br />

The use of the Biometric has<br />
been made mandatory for all the<br />
office staff <strong>in</strong>clud<strong>in</strong>g the HODs.<br />
This has been done to ensure<br />
that the <strong>gov</strong>ernment officials are<br />
regular and punctual <strong>in</strong> attend<strong>in</strong>g<br />
office. This will also improve the<br />
work culture. The Biometric<br />
system has been pa<strong>in</strong>stak<strong>in</strong>gly<br />
<strong>in</strong>stalled by DIO Ajay S<strong>in</strong>gh.<br />

PASIGHAT, February 25 :<br />
“Plann<strong>in</strong>g for future <strong>in</strong>dustrial<br />
demands cannot be simply about<br />
mak<strong>in</strong>g enough <strong>in</strong>dustrial land<br />
available to satisfy the projected<br />
aggregate demand. The land<br />
needs to be located and serviced<br />
<strong>in</strong> configurations that make it most<br />
appropriate for the expected range<br />
of <strong>in</strong>dustrial development”, stated<br />

Handloom M<strong>in</strong>ister Tapang Taloh,<br />
while attend<strong>in</strong>g a public meet<strong>in</strong>g<br />
on February 24 last at remote and<br />
historic hilly Koms<strong>in</strong>g village. He<br />
said that <strong>in</strong>dustrial development<br />
requires proximity to raw<br />
materials, un<strong>in</strong>terrupted power<br />
supply, major transport systems<br />
and workforce catchments and<br />
wide land for use along with good<br />
plann<strong>in</strong>g and f<strong>in</strong>ancial supports<br />
of the <strong>gov</strong>ernment.<br />
Taloh op<strong>in</strong>ed that the area<br />
has a natural and unpolluted<br />
beauty, with many exotic varieties<br />
of flora & fauna. He said that the<br />
<strong>gov</strong>ernment is determ<strong>in</strong>ed to keep<br />
its environment green and<br />
pollution free, add<strong>in</strong>g that the<br />
efforts towards <strong>in</strong>dustrialization<br />
should not damage the ecological<br />

PASIGHAT, February 19:<br />
Four OBT houses at Banskota <strong>in</strong><br />
Pasighat were reduced to ashes<br />
<strong>in</strong> a massive fire accident that<br />
broke out at 3.30 a.m this<br />
morn<strong>in</strong>g. The nearby RCC house<br />
of one Talem Siram was also<br />
badly damaged. The fire also<br />
destroyed all the household items<br />
of all the four families.<br />

Siang Deputy Commissioner R.K<br />
Mishra, SP Pushpendra Kumar<br />
and DDMO Ganden Tsomu, local<br />
officers and leaders visited the<br />
spot and took stock of the<br />
situation. Siram, who is also local<br />
MLA, directed the concerned<br />
balance and environment to<br />
generate unmanageable toxic<br />
<strong>in</strong>dustrial effluents. He said that it<br />
is necessary to identify the<br />
priorities, and emphasized on the<br />
significance of village level small<br />
scale <strong>in</strong>dustries and adequate<br />
employment generation<br />
opportunities.<br />
He added that keep<strong>in</strong>g these<br />
objectives <strong>in</strong> m<strong>in</strong>d, the state’s<br />
<strong>in</strong>dustrial policy attempts to satisfy<br />
the aspirations of the people<br />
through economic and <strong>in</strong>dustrial<br />
developments. There is a good<br />
market for the tea and horticulture<br />
cultivation (products) and the<br />
varied altitude is ideal for<br />
cultivation of a variety of herbs<br />
which can be used <strong>in</strong> the<br />
manufacture of medic<strong>in</strong>es,<br />
cosmetics and aromatic products.<br />
The m<strong>in</strong>ister further said that we<br />
need good road communication<br />
for market outlets and assured<br />
immediate road connectivity to the<br />
village. He <strong>in</strong>formed that the long<br />
felt Sangam motor-able<br />
suspension bridge over Siang<br />
River will be completed with<strong>in</strong> next<br />
year.<br />
Reiterat<strong>in</strong>g that the<br />
hydropower generations could<br />
br<strong>in</strong>g prosperity <strong>in</strong> mak<strong>in</strong>g the<br />
state wealthy, Taloh said that the<br />
vast potentials <strong>in</strong> the state can be<br />
utilized for the economic growth<br />
of the state. It would decrease<br />
poverty and unemployment rates<br />
besides implement<strong>in</strong>g all the<br />
developmental plans and<br />
programs successfully; he said<br />
and urged the people to come<br />
forward for larger <strong>in</strong>terest of the<br />
state.<br />

especially dur<strong>in</strong>g the w<strong>in</strong>ter. He<br />
further assured to take up the<br />
issue with the concerned m<strong>in</strong>istry<br />
on priority for rehabilitation of the<br />
victims and appealed to the<br />
neighbors to come forward to<br />
extend their help to the fire victims.<br />

R.K Mishra granted Rs 15000/- <strong>in</strong><br />
total to the fire victims (for all five<br />
families) as immediate relief from<br />
his Disaster Management fund.<br />
Fire accidents are the most<br />
common one that cause huge<br />
damages to life and property but<br />
these can be curbed to a great<br />
extent follow<strong>in</strong>g certa<strong>in</strong> simple<br />
measures, he said. He <strong>in</strong>formed<br />
that police <strong>in</strong>vestigation is on to<br />
unearth the actual cause of the fire<br />
mishap.
