Boring Olung Society
at Sibum
YINGKIONG: The 11th general
conference of Boring Olung
Welfare Society was held at
Sibum village in Upper
Subansiri district from
February 16 to 18 last. The
society consists of sub-clans
- Taying, Tarang, Ezing, Tayom,
Mongku, Gamoh, Alee, Kirom
and Tate. Besides discussing
various welfare issues of the
society, the society facilitated
the meritorious students who
scored excellent marks during
the last CBSE examination -
Class X and XII, 2012. Three
meritorious students - 1st
Miss Nikita Taying 96% , Miss
Minam Gamoh and Tobom
Gamoh 86% each were
facilitated on the occasion.

(Intensified Pulse Polio
Immunization) in a meeting
under the chairmanship of
Lower Subansiri Deputy
Commissioner here on
February 22 to discuss on the
second round of IPPI
campaign in the district. The
meeting reviewed the
performance of the first round
of IPPI on January 20 last in
which the target was to
immunize 6101 children, but
6269 children turned up for
immunization. Keeping this in
mind, the second round of
IPPI on February 24 targeted
6269 children in the district for
immunization.
SHG in wide range of
activities
AALO: The Mubu Aba Self Help
Group, Panya is emerging as
one of the leading Self Help
Groups (SHGs) in the district
of West Siang due to its wide
range of activities in tune
with various organizations and
offices. The SHG organized a
Group Mela recently with the
help of Deputy Director ICDS
under Micro Finance Vision,
2012-13 and put up stalls on
handloom and handicraft,
agricultural product and local
artifacts on various important
occasions including statehood
day on February 20 last.
Governor lays foundation stone
of Mini Secretariat
SAGALEE, February 27 :
State Governor General (Retd) J.J
Singh laid the foundation stone for
a Mini Secretariat at Sagalee in
Papum Pare district on February
25 last.
The Governor accompanied
by his Secretary and Secretary
Planning, Ankur Garg called for
timely implementation of the
project so that the objective of the
project is realized at the earliest.

“The nagging problem of water
scarcity being faced by the citizens
of the state capital is to end soon,
precisely by March this year”, said
Chief Minister Nabam Tuki, who
has been personally monitoring
the progress of the project
‘Augmentation of Water Supply for
Itanagar Town (Phase-II)’,
executed by the Department of
Public Health Engineering &
Water Supply (PHE&WS), visited
the water source about 9 kms
ahead of Poma village and 32
kms away from Itanagar this
morning.
At the completed intake
plant on Mahi River, a proud
contingent of PHE&WS officials
headed by Secretary Tomi Ete,
Chief Engineer Toko Jyoti (West
Zone) and Capital Executive
Gungte and PWD Chief Engineer
Western Zone Tacha Gongo.
Briefing on the project, Er.
Gongo informed that the building
will be G+3 with RCC framed
structure with a plinth area of
3142.10 Sqm. Funded under
special plan assistance (SPA) the
project, with an estimated cost of
Rs. 16.80 crore will be executed
by Public Works Department. The
target year of completion is 2016-
2017.
The Mini Secretariat once
completed will house the offices
of Additional Deputy Commissioner,
Sub - Divisional
Agriculture Officer, Sub Divisional
Horticultural Officer, Textile and
Handicraft, Industries and Child
Development Project Officer,
Extension Officer Horticulture. It
will also have offices of Assistant
Engineers of Water Resources
Development, Rural Development
and Public Health Engineering.
The concept of the Mini-
Secretariat is to house all
government departments under
the same roof in order to expedite
file process, which in turn will
expedite the pace of projects and
programmes implementation.
Tuki, since the day, he took
over as Chief Minister a little over
a year ago has been emphasizing
on having Mini-Secretariats in

CM visits PHED water source
Engineer Tadar Mangku assured
the Chief Minister that remaining
works on the Water Treatment
Plant would be completed soon
and the project would be ready for
commissioning by March end.
A pleased Chief Minister
suggested its commissioning
and inauguration in the first week
of April and offered to invite a
central leader for the same.
As the Prime Minister Dr
Manmohan Singh had laid the
foundation stone of the project as
part of PM’s Package on January
31, 2008, it would be befitting if he
himself inaugurates it, Tuki added.
However, in case of his busy
schedule we will invite someone
else from the Union Government
as this being a very important
project and a herculean task
successfully completed,” he said.
He said that the department
had to build a road from Poma
village up to the source point (Mahi
River) cutting through rough
terrains and building three
bridges to lay 450 mm DI pipes
as well as movement of vehicles
to transport men, machines and
materials. The approach road up
to a point called Langkey was
progressing well and was
scheduled to be completed by
December 2011. But due to a
tremor on November 22, 2011, a
huge landslide completely
damaged the formation cutting
forcing the department to build a
bailey bridge over Langkey Nallah
and burdening it with a cost
escalation of nearly Rs 3.5 crores.
The almost complete project
is at the moment under trial run.

SAGALEE, February 26:
Arunachal Pradesh Governor
General (Retd) J.J Singh graced
the Nyokum Yullo celebration as
chief guest at Sagalee in Papum
Pare district on February 26
amidst a huge gathering
including State Chief Minister
Nabam Tuki.
While greetings to the
people on the occasion, the
Governor offered prayers saying
that the festivity brings happiness,
universal peace, bumper harvest
and prosperity for all. Impressed
by the enthusiastic participation of
the youths in the festival, the
Governor urged upon them to
shoulder the responsibility of
carrying forward the rich culture
and traditions. He also advised
them to save the Mithuns and flora
and fauna of the state. Stating that
flora and fauna is unique, which
cannot be found anywhere in the
world, the Governor dwelt at length
on eco and adventure tourism, its
benefit to the rural communities,
environment and to the state.
Mesmerized by the scenic beauty
of Pare Valley, the Governor further
assured an adventure tourism
project in the area.
He said that the state is
going through an unprecedented
era of development. It can further
forge ahead at an enhanced pace,
Besides that, he assured to
sanction special package under
IAY programme for 780
households for Sullung tribe in
Bameng. On the occasion, the
DRDA staff submitted memorandum
for early release of their
salaries and absorption of DRDA
staff in state government.
A two points memorandum
was submitted by Kumar Waii,
who is also the local MLA of the
area.

district officers attended the
meeting.

A story of success
Among the few wildlife sanctuaries and environmental projects,
the one that stands out tall is Pakke Wildlife Sanctuary in West
Kameng District of the state. Spread over an area of 862 sq kms in
the Pakke and Kameng rivers, the sanctuary is known for the unique
conservation techniques adopted by officials of the sanctuary as also
for its rich presence of wildlife, flora and fauna.
The sanctuary houses tigers, leopards, deer sand elephants
besides different species of birds including hornbill which is the
State Bird. There’s a bear rescue and rehabilitation project where
captive bears are rescued and rehabilitated by releasing them into
the wild. It’s a safe haven for the magnificent hornbill the beaks of
which traditionally used to adorn the headgears of the local Nyishi
community that inhabit vicinity. However, it is to the credit of the people
that they have willingly shifted to the use of artificial beaks and have
been actively involving in the conservation mission through active
collaboration with the park authorities.
There are 17 Women Self Help Groups and one SHG consisting
of Gaon Buras from the nine fringe villages who help stop hunting of
wildlife by adopting anti-poaching rules and regulations. They are
also actively involved in creating conservation awareness among
the people. The District Administration give Rs 150 per month to a
Gaon Bura while the Park authorities have raised honorarium to Rs
1500 and it helps them to involve actively in the conservation project.
Besides this, Wildlife Trust of India and a few other organizations
provide financial support to the programme. The ‘Grain for Grain’
scheme started In 2006 with an objective of providing financial support
to locals has helped in compensating the people in cropdepreciation.
Another programme implemented successfully by the
park authorities is organization of educational tours for villagers by
taking the locals to renowned parks in order to enhance their ideas
on conservation.
Pakke Wildlife Sanctuary is an example of how proper
collaboration with people by government agencies can transform
development projects. It also shows that conservation of wildlife can
be a success in the state with proper planning and winning support
and confidence of the people.

Arunachal celebrates 27th Statehood Day
Ramesh advocates for spl approach towards NE;
CM announces one job to each member of household
ITANAGAR, February 20:
The 27th Statehood Day of
Arunachal Pradesh was
celebrated throughout the state
and outside with various
programmes highlighting various
achievements, developmental
works taken up and implemented
by the state government.
Addressing a huge
gathering on the occasion at
Indira Gandhi Park, Union Rural
Development Minister Jairam
Ramesh advocated for a special
approach by the Centre towards
north-eastern states while
preparing policies, keeping in
view various challenges of the
region.
“The north-east region
cannot be considered at par with
other states owing to its
geographical factors and we need
a different outlook for the region,
especially in terms of rural
connectivity and other rural
development programmes,” the
minister said
“The Centre has accorded
top priority to development of
Arunachal Pradesh and during the
last five years, many central
flagship programmes were
implemented, including projects
under the Prime Minister
developmental package
announced during 2008,”
Ramesh said.
“Arunachal is very close to
our heart and there will be no
dearth of developmental fund for
this land-locked state,” he said,
assuring all possible help for rural
development in the state.
Expressing satisfaction over
the progress of various
developmental projects in the
state, the minister said all
challenges hampering
development in the state would be
addressed and ensured that
every penny is judiciously spent
so that people could witness
visible development taking place
in the once neglected state.
Announcing several rural
development projects for the state,
Ramesh said all the 4,000 rural
habitation in the state which are
yet to be connected by roads
would be connected by allweather
roads under Prime
Minister Gram Sadak Yojana
(PMGSY) scheme within the next
five years.
Referring to insurgency
problem in Tirap, Changlang and
Longding Districts, Ramesh said
once the Naga political issue is
resolved, the insurgency problem
in these three districts would be
resolved. “With UPA’s untiring
effort, there is a political solution
in sight for the vexed Naga issue.
Once peace is established in
Nagaland, it will prevail in
Arunachal too,” he said.
The union minister also
announced an amount of Rs 50
crore and Rs 170 crore for
construction of 55-km-long
Bameng-Lada road in East
Kameng district and 155 km long
Miao-Vijaynagar road in
Changlang district respectively,
the foundation stones for which
were laid by him on Feb 19 last.
He said a special
programme for women self-help
groups had been prepared by his
ministry to help women gain
economic independence. “The
programme will be extended to
Arunachal Pradesh soon after due
approval of the union cabinet,” he
said, adding, more youths of the
state would be provided
employment under the MGNREGA
scheme.
Stating that Arunachal was
on the threshold of development,
the minister exuded hope that the
socio-economic relationship
between India and Myanmar
would improve once the border
trade between both the countries
start officially.
Later, the Union Minister
Jairam declared open the
“Festival of Arunachal” coinciding
with the Statehood Day
celebration.
Earlier, Governor Gen (Retd)
JJ Singh inaugurated the
Statehood Day celebration by
unfurling the tri-color amidst
showering of flower petals by
three IAF helicopters. Paying
tributes to former Prime Minister
Rajiv Gandhi, who laid the
foundation of Arunachal Pradesh
as a state within Indian Union on
this day during 1987, the Governor
said that it was because of his
(Gandhi’s) personal initiative and
love for the state, Arunachal
Pradesh was conferred full
Statehood.
Know Your State Pasighat
Pasighat is one of the oldest towns of Arunachal Pradesh
established in 1911 by the Britishers. Hqs of the East Siang district,
Pasighat is often called the gateway to the state of Arunachal
Pradesh. Situated on the banks of the river Siang, the place is
endowed with exquisite scenic locations.
With four administrative sub-divisions, the district is
predominantly inhabited by the Adi tribe having many sub-tribes,
which differ from each other in customs and traditions. People
maintain their traditional socio-cultural practices and observe
different festivals like Solung, Unying-Aran, Etor, Pime etc. They
are popular for their different dance forms like Ponung, Delong,
Yakjong, Tapu and various other folk dances, besides having
expertise in making cane and bamboo products. Agriculture and
horticulture are the main occupation of the people, although
people now a day are engaged in other activities like tea & rubber
cultivation, mushroom cultivation, animal and poultry rearing, fish
farming etc.
The place has many places of tourist interest with potentials
to boost up tourism in the area.
Kekar Monying, a mountain cliff near Rottung is an important
historical place where the Adis put up a strong resistance against
the Britishers in 1911 after the punitive expedition undertaken by
the British for murdering Noel Williamson, a political officer by
Matmur Jamoh, a native of Yagrung village.
Komsing, a village on the left bank of River Siang is the
place of Williamson’s murder. A stone epitaph bearing the name
of Noel Williamson still lies near the Siang. Gomsi, a cultivation
area near Rani Village is another place of historical importance
where the Archaeological team of the state Research Department

citizen, the governor said while
addressing the people.
The state government has
prioritized road communication,
agriculture and allied sectors,
tourism, hydropower, education,
health and skill-development as
its focus areas, he said.
“My government has
emphasized on road
communication as the ‘Vehicle for
development’ in the state. It is one
of the key components in the
growth process as road
communication promotes access
to economic and social services.
Many road projects have been
taken up under Central Road
Fund, Rural Infrastructure
Development Fund, Non-
Lapsable Central Pool of
Resources, and Special Plan
Assistance along with those
funded by North Eastern Council,”
he disclosed.
The Statehood Day is an
appropriate occasion for
introspection and re-dedication,
the Governor said and appealed
to every Arunachali to contribute
towards making Arunachal
Pradesh more peaceful and a
more developed state, devoid of
Bandhs and any type of violence. I
call upon all my fellow citizens to
re-dedicate themselves towards
this important cause,” he added.
Addressing the people on
the occasion, Chief Minister
Nabam Tuki said that his
government will provide at least
one job to each member of a
household, either in private, public
sector or self-employment. “We
will target creation of one lakh new
jobs during the five year period
beginning from 2013 and create
at least 25,000 such new
opportunities during the current
year. For skill development and
capacity building, we have already
set up Employment Generation
and Skill Development Councils,”
Tuki informed.
“We have to rebuild, rededicate
and reiterate our unity
and march on with a sole mission
of peace and progress. I and all
my colleagues reaffirm our
responsibilities of working
tirelessly towards turning the
aspirations of the people into
reality,” he said.
The last few years have
brought about a positive change
in the development trajectory of
the state, he said.
“In 2007, the state’s per
capita income was 10 per cent
lower than the national per capita
income. Today it is almost 10 per
cent higher. Our annual growth
rate during the 11th Five Year Plan
has been 9.4 per cent, which is
about 1.5 per cent higher than the
national growth rate,” Tuki pointed
out. “Our sincere efforts have
resulted in realistic progress in
health, education, agriculture,
horticulture, sports, tourism and
social sectors. We have also
made progress in road
communication and railway and
air connectivity,” he disclosed.
Tuki informed that President
of India Pranab Mukjherjee
bestowed on us the Krishi
Karman Award in recognition of
our performance in food grains
production during 2010-11. We
were also awarded the Green
State of the Year award by CUTE,
an internationally acclaimed
organization affiliated to UNESCO
and UNICEF. The India Today
group recognized us as the ‘Most
Improved State in the Small State
Category’. Last Year the ‘Lonely
Planet’ listed our state as the 4th
best tourist destination in the world
while recently the Outlook
Traveler, a reputed travel
magazine, enlisted us as the best
upcoming tourist destination of
the country. These awards and
recognitions are proof of our
developing status and we will
ensure that we continue the good
performance in all years to come,
he said.
Tuki assured that the trans-
Arunachal Highway, which is
under construction, will connect
and inter-link 11 districts of the
state while Itanagar will be
connected by a 4-lane highway
with rest of the country. The railway
connectivity is also fast coming up

The Daying Ering Wild Life Sanctuary located at a distance
of 13 kms from Pasighat is one of the few sanctuaries located on
an island. During September - February, a variety of migratory
birds come from far-off places making it a paradise for the bird
watchers, besides animals. A number of rare plants and herbs of
medicinal importance are also available in the area.
Other places of tourist interest included Yembung,
Boleng, Ranaghat at Pasighat, Ayeng village, Balek, J.N
College, Craft Centre and District Museum.

The Ministry of Women and Child development has instituted an Award called “ Rajiv Gandhi Manav Seva
Awards for Service to Children” to individuals who has made outstanding contribution towards service for
children in the following fields:- (i) Child Development, (ii) Child Protection and (iii) Child Welfare.
The Award for Service to Children will be given to 3 individuals (National level) who have worked for the cause of
children for over 10 ten years. Paid officers of institutions will not be eligible for selection. The sole basis of the
selection will be quality of work performed by the individual for the cause of the children and its significance for the
cause. The award carries a cash prize of Rs. 1 lakh (one lakh) and a citation.
The application in prescribed Proforma in Annexure shown below should be recommended by the respective
District Authority, with attested copies of birth certificate, two passport size recent photographs (duly attested), press
clipping, certificates and other supporting documents, as proof of achievements should also be enclosed.

The state government has formulated Information and Publicity Policy with an objective of securing

26, 2006.

(where Dy. Director (ICDS) office is not available) are designated as Protection Officers under the Act.

Change is the only universal
constant. This is also quite
evident in the global automotive
industry and can be seen with
regards to the products, consumer
choice, markets, technology and
the competitive paradigms that

world order in the automotive

The recent past has
witnessed the emergence and
reinforcement of new automotive
markets and centers of global
automotive growth. The automotive
growth in the past few
years has been driven largely by
emerging markets; China

economic growth seen in these

and lower existing vehicle
penetration levels. These very

While continued high rate
of growth of the Indian automotive
sector is great news for our
economy, however, such high

fast depletion of traditional energy
sources, rising energy costs, ever
increasing oil import bill and the
impact of mobility on the
environment. Studies by
International Energy Agency (IEA)
indicate that three fourth of the
projected increase in oil demand
(from 2006-2020) will be from the
transportation sector and
that China and India will account
for forty five percent of this
increased demand. This
coupled by the fact that India’s
dependence on fossil fuel imports
is likely to increase sharply in the
future, makes it essential to take
steps immediately for mitigating
this trend. While traditional
measures such as increasing the
fuel efficiency of vehicles,
encouraging modal shift to public
mass transportation, better
infrastructure and urban planning,
use of technology will certainly
help improve the situation.

Railway Budget presented in the
Parliament.
Bansal in his presentation of
the Railway Budget had
announced commissioning of the
Harmuti-Naharlagun line within
the financial year 2013-14,
besides assuring to take up the
Parasuram Kund-Rupai link as a
project of national importance.
State Chief Minister Nabam
Tuki, who reached New Delhi on
February 26 evening, has
expressed gratitude to the Union
Minister of Railways, Pawan
Kumar Bansal for his
commitment to ensure railway link
to Arunachal Pradesh in his
Railway Budget presented in the
Parliament.
Profusely thanking the
Railway Minister, Tuki, in an
appreciation letter, said that
commissioning of the Harmuti-
Naharlagun line would be a
historical achievement for the
state as it would bring Arunachal
However, these interventions can
at best only provide incremental
impro-vements as the strong
sectoral dependence on oil will
still remain. Further, with the large
future demand for mobility these
measures alone will not be
enough. As such transformational
change is required to
disrupt the present status quo by
addressing the fundamental issue
of reducing sectoral dependence
on oil. -The concerns around
environmental impact of
transportation are encouraging
Governments and Industry alike to
make huge investments in future,
cleaner technologies. The future
sustainable competitive
advantage in the industry will
therefore be around environmentally
sustainable products, high
end technologies and
innovation. Cost advantage can at
best supplement competitive
positioning. Chall-enges of today
cannot be met with yesterday’s
tools. Therefore, it is essential
that Indian companies position
their future strategies around
these changing realities. Faster
adoption of full range of electric
vehicles, including hybrids, is the
right future direction for the country
and the automotive industry for
meeting the challenges of the
future. For this the Government
had in 2011 approved the National
Mission for Electric Mobility
(NMEM) which has National
energy security and growth of
domestic manufacturing
capabilities in full range of electric
vehicle technologies as its two
inter-related key end
objectives. National Electric
Mobility Mission Plan (NEMMP)
2020 was approved on 29 August,
2012. The NEMMP 2020, which is
the mission document for NMEM,
lays the vision, sets the targets and
provides the roadmap for
achieving significant penetration
of efficient and environmentally
friendly electric vehicle (including
hybrids) technologies in India by
2020, thereby helping to achieve
the NMEM objectives. NEMMP-
2020 implementation will involve
finanlistion and roll out of
comprehensive array of
interventions schemes and
projects involving all stakeholders,
both in and out of the
Government. The NEMMP 2020
targets have been arrived at
through an in-depth primary data
based study conducted jointly by
the Government and the Industry
which indicates that high latent
demand for environmentally
friendly electric vehicle
technologies exists in the
country. It is believed that 6-7
million units of new vehicle sales
of full range of electric vehicles,
along with resultant liquid fuel
savings of 2.2-2.5 million tonnes
can be achieved in
2020. However, strong upfront
and continued support by
Government would be essential
to realize this demand especially
through demand support
measures that facilitate faster
consumer acceptance of these
expensive newer technologies.
In addition, Government will also
need to facilitate automotive R&D
and put in place charging
infrastructure. It is estimated that
for this the Government will need
to provide support to the tune of
Rs. 13000 – Rs. 14000 crore over
the next 5-6 years. The industry
will also need to match this with
investments for developing the
products and creating the
manufacturing eco-system.
Projections also indicate that the
savings from the decrease in
liquid fossil fuel consumption as
a result of shift to electric mobility
alone more than will offset the
support provided thereby making
this a highly economically viable
proposition. As such, the NMEM
promises to be amongst the most
significant interventions of the
Government for the automotive
sector that has the potential to
change the automotive paradigm
of the future through lessening the
dependence of the sector to single
source of primary energy and
paving the way for the ultimate
objective of renewable energy
generation powering the
transportation sector of the
future. This intervention will also
help encourage the Indian
Industry to shift to newer, cleaner
technologies so that it builds its
future competitive advantage
around environmentally
sustainable products, high end
technologies, innovation and
knowledge. One of the key
factors that have been
instrumental in shaping the
successes seen in the Indian
automotive industry so far has
been the exemplary Industry –
Government partnership, clarity
and joint ownership of the future
vision through Automotive Mission
Plan (AMP) 2006-16. The NEMMP
2020 also provides a shared
vision and a common future
roadmap for the National Mission
for Electric Mobility for all the
stakeholders, on the lines of the
AMP 2006-16. The strength of
this collaborative working should
be further leveraged by actively
involving all Government
Ministries, departments related to
automotive sector, the industry
and the automotive research
agencies.
Union Railway Budget ensures Railway
link to Arunachal
Pradesh in the railway map of the
country for the first time.
This would be major
developmental step for our state
which began its humble journey
as a state 26 years ago,” Tuki said.
The Chief Minister also
expressed gratitude that the
Union Minister has assured to
take up the Parasuram Kund-
Rupai railway link as a national
project. He said the assurance
finding a place in the country’s
railway budget itself is a major
boost for railways in the state,
adding that we are optimistic that
soon works on another link in the
state will begin. And as it will be a
project of national importance, we
believe that its completion will be
timely connecting our eastern
parts also with the world’s largest
rail network,” he said.
Tuki, on behalf of the people
of the state, conveyed gratitude
and thank to the union minister
and assured to provide all
cooperation for completion of the
said two projects within the given
time frame.

A tour diary of Director
(Border Affairs)
Kamengbari visited
Touring of the border areas
whatsoever is an obligatory duty
of the Director (Border Affairs).
Being so, I put up a tour proposal
to the Principal Secretary (Home),
Government of Arunachal
Pradesh for approval. Shri
Romesh Negi, the Principal
Secretary (Home) has very kindly
approved my tour programme of
visiting all the disputed areas
along the Arunachal Assam
border.
My first destination was
Kamengbari in West Kameng
District, but I had no any idea
about the itinerary of Kamengbari
and as such, I decided to meet
the Deputy Commissioner, West
Kameng District, Bomdila first.
On December 23, 2012, I left
Itanagar at 0600 hrs for Bomdila
and arrived Bhalukpung- the
gateway to East Kameng, West
Kameng and Tawang districts at
1030 hrs and had launch. I
reached Bomdila at 1330 hrs, but
decided not to meet the Deputy
Commissioner on that day as it
was Sunday. I proceeded to Nafra
and halted. Nafra is 56 km north
east of Bomdila and a Sub-
Divisional Headquarters on the
left bank of Bichom river and its
scenic beauty is superb. The
Bichom Valley is populated by the
Sajolang communities who are
formerly called “Miji” or “Dummai”.
On December 24, 2012, I
departed Nafra at 0600 hrs and
arrived Bomdila at 0730 hrs and
called on the Deputy
Commissioner, West Kameng
District at his official residence.
While interacting with the Deputy
Commissioner, I inquired about
Kamengbari and other disputed
areas if any in West Kameng
District. Shri Rinchin Tashi, the
Deputy Commissioner replied in
affirmative that there is no any
disputed area within his
administrative jurisdiction. He
concluded his contention by
telling that Kamengbari has
Forest Office, Primary School and
Polling Station of Arunachal
Pradesh. He further stated that the
Forest Department has
abandoned Kamengbari after the
Hon’ble Supreme Court imposed
a blanket ban on timber operation
and he renovated those deserted
buildings of Forest Department
and handed over them to the
Indian Army for security of the area.
Then I expressed my willingness
to proceed for Kamengbari via
Rupa, Kalaktang and Balemu, but
the Deputy Commissioner
advised me to go back to
Bhalukpung on security reason
and avail police escort from
Bhalukpung as Kamengbari area
is suspected to be infested by the
Bodo militants.
I arrived back Bhalukpung at
1230 hrs and called on the Extra
Assistant Commissioner in his
office chamber and apprised him
of the instruction from the Deputy
Commissioner. Shri Rujum
Raksap, the Extra Assistant
Commissioner who is a smart
young Officer, then and there,
contacted the Deputy
Commissioner, West Kameng
District over telephone and has
agreed to guide me in my journey
to Kamengbari the next day
(December 25, 2012) although
the day happened to be an official
Holiday being Christmass Day.

Constable K. Karbak, Constable
Choudhury and LDC Santosh
Kumar reported me at
Bhalukpung Circuit House at 0630
hrs. We started our entourage to
Kamengbari via Balipara,

road condition from Balipara to
Misamari has been rough and
zigzag. At Misamari, we were lucky
enough to meet Smty. Jangmo
Sherchukpa, the Teacher of
Primary School, Kamengbari who
was proceeding in her own
vehicle to the Buddhist Temple at
Rangapara to offer her prayer. She
is a smart and stout lady who
requested us to have our launch
at her house and ordered her
family members over mobile
phone for arranging our launch.
We reached Kamengbari at
1200 hrs and were received by
Nima Dorjee the father of Jangmo
Sherchukpa. Kamengbari stands
majestically on a beautiful hillock
overlooking the plains of Assam.
It has government establishments
like Divisional Forest Officer
(Northern Resource Survey),
Range Forest Office, Medical Sub-
Centre, PWD, PHED, Power
(Elect), Primary School etc, but no
staff are found there. A well
maintained road from Misamari to
Ziro Point (2 km south of
Kamengbari) exists where(Ziro
Point)NEFA (Arunachal Pradesh)
Administration erected a
check gate manned by CRPF. A
short cut route from Kamengbari
to Bhalukpung with a total
distance of 33 km only also
existed earlier as told by Nima
Dorjee. Here, the conviction of the
Deputy Commissioner, West
Kameng District proves true and
the claim of Assam upto 5 Km
north of Kamengbari into the deep
mountains is malicious and
unjustified. The hidden agenda of
the claim is apparently to extract
timber and other forest resources
as the Assam side has been
deforested in toto.
We may recall that the Ahom
king ceded the whole of the plains
from Belsiri to Gabaru to the
Sherdukpen king, Japtang Bura
and allowed him to collect land
revenue or Posa from those plain
areas. After the British annexation
of Assam (1826), the British
Government annexed those plains
land in lieu of payment of Posa to
the Sherdukpens called Extra-
Bhutias by the British. Accordingly,
the British Government
demarcated the boundary line
between Assam and North East
Frontier (Arunachal Pradesh) from
Bhutan to some portions of
present Papum Pare District in
1873-4-5. Thus, Ziro Point of
Kamengbari is the traditional
boundary between Arunachal
Pradesh and Assam.
As our launch was under
preparation, we accompanied by
Nima Dorjee a jolly and smart
aged man proceeded to Doimara,
12 km distance from Kamengbari.
Doimara is located at a beautiful
valley on the left bank of Belsiri
river. It may may be recalled that
Doimara used to be the famous
trading centre during the Ahom as
well the British times. The traders
from Assam, Bengal, Bhutan,
Tibet and western Arunachal
Pradesh used to congregate here
and exchange essential goods
and other articles. At Doimara, we
met only Taluk Kamum from
Basar area in West Siang District
who married a Sherdukpen lady
and permanently settled down
there. On inquarry, Kamum told us
that there are 18 houses of
Sherdukpen community but no
one stay permanently at Doimara.
A Primary School also exists but
there is neither any teacher nor
students. Only the IRBN
personnel posted there are
guarding and protecting Doimara.

FESTIVAL OF NEFA “ BOORI BUTT FESTIVAL OF THE HILL MIRIS.
The Hill Miris, a constitue
tribe of the population of Subansiri
district, are a colorful people
having their own traditional
festivals which they have
preserved from generation past.
One of their traditional festivals is
known as ‘Boori Boot Puja. The
Hill Miris of Tamen Circle in the
Subansiri district celebrated this
festival on a large scale amidst
tremendous enthusiasm’ on 26th
February, 1968 at a place called
Raga. Raga is situated at 17 KMs.
From Tamen on the Ziro –
Daporijo road the headquarters
of the Tamen Circle is at Raga.
This is for the first time that the
‘Boori Butt’ festival was celebrated
by the Hill Miris in such a big
manner. The people have decided
to orgnise this festival once in
every five years.
Celebration of this traditional
festival on a wider scale by the Hill
Miris who remained alone
contended with individual
performances or pujas, is indeed
significant. This is indicative of the
awareness that has come about
among these people about their
traditional culture as also of their
growing confidence in the cultural
heritage. The enthusiasm of the
local people in this regards is
nothing if not encouraging. The
local people, besides taking the
initiative for organizing the festival,
contributed more than Rs.
4,000.00 in cash and about an
equal amount in kind. In
pursuance of the policy of
encouraging people the
traditional culture of the local
people, the NEFA Administration
gave a grant of Rs. 500.00 for
celebration of the festival.
The “ Boori-Butt” festival is
celebrated for prosperity and wellbeing
of the people. As usual in a
society which is predominantly
agricultural, this festival also
relates to agriculture. On this
occasion a number of Gods are
worshipped and their blessings
sought for the well-being of the
people and of the cattle, for a better

Gods are propitiated by sacrificing
mithuns. They worship Gods to do
good to human being as well as
Gods who are responsible for
various evils that disturb men.
Among the Gods that have good
influence are Doni Polo and Yolo
Ronlo. On the puja day the priest
invokes the blessings of these
gods for the well- being of the
people and of the cattle as also
for a bumper crop, Gods who have
evil influence like Giry Tam (evil
spirit arising from the blood shed
from the murdered persons), Doli
(the God’ responsible for outbreak
of dysentery) and so on are also
propitiated and offering made’ in
their name. Other- Gods
worshipped are Moi,. Who saves
the crop from destruction, Yachu,
who protects livestock and Situ
Dadd, the guardian spirit which
ensures safety of the people. Bu t
the mast interesting part of the
celebration is the worship of the
God of learning, popularly called
Niki and this aspect perhaps
marks out the ‘Boori Butt’ puja
from other similar festivals
celebrated else where by the local
people of NEFA. God Niki is
worshipped by the Hill Miris on the
day of the festival with great
devotion. Blessings of the God are
sought so taht their children can
have better education and can
thus march forward.
At Raga, the venue of the
festival, a committee for
organizing the celebration was
constituted with the Circle’ Officer,
Tamen, as the Chairman, Shri D.
D. Payeng as the Secretary and
others as members. The site
where the puja was performed
was located near the school
building from where one can have
a pleasant view of the Kamla valley
as well as the high mountain
peaks standing majestically. The
natural surroundings gave added
colour to the celebration, From the
early morning of 26th February till
the evening, Raga turned into a

cater to the needs of all sections
of the society.
Highlighting the importance
of library and its role in the
life of students and every
educated individual of the society,
Siram said that public library plays
a pivotal role in nation building
process by opening new vistas of
knowledge and information for
people of all sections.

kept entertained by their own

exhorted the people to join hand

developing the area. He said that
the staff posted in the area could
not do much by themselves
without the active cooperation of
the people. Unless the people
came for- ward to develop more
lands and take maximum benefit
out of the lands so developed
their health and economy could
not improve, he said. He also
wanted the people to attach more
importance to food production. He
advised the people to send their
children including girls to the
schools. Laying emphasis on
girls’ education he warned the
people that their reluctance to
send the girls to the school would
result in an unwelcome problem
of their educated boys seeking
marriage outside the area.
Shri B. S Dougal, Deputy
Commissioner, appealed to the
people to sink their petty
differences and quarrels over
small affairs which took away
much of their valuable time) and
to work harder on the field to
increase food production. Now
that their area has been opened
up by a good motor able road, they
should aim at making the area
surplus in food so that they could
have some thing to spare for
marketing outside. He was glad
to see that their first attempt to
perform the puja had proved a
tremendous success and said
that there was nothing they could
not achieve if they got together
with a will to cooperate.
It was an interesting
coincidence that 26th February
was also the Shivaratri day-the
day dedicated to the worship of
Lord Shiva who is believed to have
his abode somewhere in these
Himalayan ranges.

prayer session
LONGDING, February 27:
The first ever District Level
Monitoring Committee (DLMC)
meeting of Longding district was
held in the Conference Hall of the
Deputy Commissioner, Longding
on the February 26 last.
The committee held
discussion on the progress of
various schemes under SPA,
NLCPR, DoTCL, ACA, PM’s
Package and other Centrally
Sponsored Schemes pertaining to
Longding district.
Earlier, the Chairman of the
DLMC briefed about the
importance of DLMC meeting and
urged the executing departments
to avoid duplicity while taking up
new schemes, besides
maintaining quality of the works.
He told the executing department
to bring supporting photographs
of all the ongoing schemes in the
next DLMC meeting to make it
more meaningful and transparent.
He further urged the administrative
officers to monitor all the projects
in their respective jurisdiction and
submit the report. The work
departments were asked to hand
come up for the cause of the hill
people whenever needed.
On the occasion, the visiting
dignitaries also planted locally
needed plants in front of the Donyi
Polo Dere.
Earlier, in his welcome address
Pakjum Ete, President Donyi Polo
Trust Committee said that we all
look forward to the sentinel of the
mountain as our friend and
protector. He informed that the
tribal people are nature worshiper
and hence try to preserve our
culture through orally transmitted
literature from generation to
generation. He added that the
people have superstitions and
taboos, some of which are being
reformed to suit the present day
scientific ways.

agency as and when the work got
completed so that the objective of
the project was achieved.
The executing agencies
were also suggested to coordinate
and discuss with each other
before taking up any new schemes
to avoid duplicity of schemes.
Earlier, in his welcome
address, the DPO cum Member
Secretary DLMC, Longding Okep
Tayeng, informed that the
government has made it
mandatory to conduct the meeting
quarterly and said that in order to
streamline the monitoring
process, the government has
notified the Circle Level Monitoring
Committee, Sub Divisional
Monitoring Committee and District
Level Monitoring Committee. He
further urged the Executing
Departments to show their work
through power point in the future
meetings.

Nyokum Yullo celebrated with pomp & gaiety
ROING, February 26:
Nyokum Yullo was celebrated with
traditional pomp and religious
gaiety by the employees of the
Nyishi community residing in
Lower Dibang Valley district at the
Multi-Cultural Centre, Roing.
Laeta Umbrey, MLA Roing,
while attending the festival as
chief guest said that the festival is
an occasion to showcase,
preserve and promote our rich
heritage culture and traditions
besides merry making. He further
said that the Nyishis, being the
largest tribe of the state has the
responsibility to shoulder in
leading the people of the state in
right direction. Narrating a story of
war during the reign of King Ahom
in which the Nyishis had defeated
the expedition team sent by Ahom
King in Nyishi inhabited areas; he
said that the Nyishis were known
as Great Warrior in the book of
history. He also extends Nyokum
Yullow greetings to all the people
of the community.

honour said that there is
similarities between different
tribes of Arunachal Pradesh in

Nyokum Yullo, the most popular
festival of the Nyishis was jointly
celebrated by the Nyishi employees
serving in Tirap and Longding
districts on February 26 at Khonsa
with gaiety and much fanfare.
People from all walks of life
including government officials and
general public actively participated
in the celebrations.
Speaking on the festive
occasion, local MLA Kamthok
Lowang appreciated the organizers
for celebrating the festival in such a
cultures and customs and further
highlighted similarities between
Nyishi and Idu community in
particular which reflect the spirit
of oneness among the various
tribes of the state. He further
opined to encourage inter-tribe
marriage between different tribes
of the state in order to bind people
of all the tribes in brotherhood and
bond of blood relatives.

Speaking at the Nyokum
Yullow celebration on February 25
last at Kameng club, Bomdila,
Sidisow said that the youths with
their vision, strength and sincerity
can pave the way for the
betterment of the society and
called upon them to stick to their
roots and work tirelessly for the
upkeep of the rich culture and
traditions that have been
inherited from our ancestors. It
an objective to improve rural
livelihoods by reducing poverty in
the area. The project will also offer
opportunities for other income
generation activities through
fisheries, livestock, etc, he added.
The MLA said that his
developments are village-centric
as without developing rural
economy, no real development
can take place. It is in the rural
areas that problems like roads,
drinking water, health- care and
sanitary continue to plague and
which need to be addressed
effectively, he said adding that
visible developments have taken
place in villages during the last
two decades but much more
needed to be done to bring about
a change in the rural economy.
Dabi urged upon the officers to
work with a missionary zeal for the
welfare of rural masses.
The educationist turned
politician further advised the
students to be hard working and

A Tour Diary of Director (Border Affairs)...
After having launch at
Kamengbari, I inquired Nima
Dorjee as to how many
Sherdukpen houses are there at
Kamengbari ? Nima Dorjee told
me that there are about 40
Sherdukpen houses, but hardly a
few stay at Kamengbari. He told
that Kamengbari is the winter
homes of the Sherdukpens.
During the summer season they
retreat to Shergaon, Rupa, Jigaon
etc to escape from the extreme
heat in the plains and return in the
winter to escape from the severe
cold in the hills. Then I humoured
Nima Dorjee by telling that the
Arunachal
Pradesh
Administration should reward you
and Takuk Kamum by appointing
both of you as GB of the respective
village. Nima Dorjee said, “No
thanks Sir”, If I am appointed as
GB, the Bodo militants will kidnap
me and demand ransom money.
I am safe here so long the Dogra

here. I reached back Itanagar at
`1730 hrs concluding the first
phase of my tour programme.
Lumpo visited
After visiting Kamengbari in
West Kameng District on
December 25, 2012 my next
destination was Lumpo in East
Siang District where an Agency
from Assam has constructed
reportedly a School building
complex without consent of the
local people.
On December 28, 2012, I left
Itanagar at 0730 hrs and arrived
Nari at 1130 hrs, but the Sub-
Divisional Officer, Nari Sub-
Division was out of station. Then I
met Shri Ebom Jirdo, Senior
Manager (APRB), Sille Branch
who hails from Nari. I requested
Shri Jirdo to contact with Shri Jomi
Bomjen, Head GB of Lumpo
village about 2 KM south of Nari
and fix a time for my visit to the
disputed site in question and then
I left for Pasighat. Nari is Sub-
Divisional Headquarters and is 7
KM from Baikuntapur on NH-52.
On December 29, 2012, Shri
Ebom Jirdo confirmed me over his
mobile phone that my visit to
Lumpo has been fixed for January
2, 2013 and that I should report to
his private residence at Nari by
0900 hrs positively. As such, I
visited the villages of Borguli,
Seram, Namsing and Mer under
Mebo Sub-Division and halted at
Pasighat till January 1, 2013.
On January
2, 2013, I left Pasighat at 0730 hrs
and arrived Nari at 0900 hrs. Shri
Ebom Jirdo dropped me at the
private residence of Shri Tako
Dabi, Hon’ble MLA of Nari-Koyu
Assembly Constituency where
Jomi Bomjen Head GB Lumpo,
Shri Tabom Eshi GB Lumpo, Shri
Tatum Kaye Ex-ASM Lumpo and
Shri Taji Eshi Chairman (Village
Community) Lumpo were waiting
for my arrival.
Shri Jomi Bomjen narrated
to me that before the Great
Earthquake of 1950, he lived at
present Rest Camp (PWD),
Assam which is 5 KM south of NH-
52 at Baikuntapur. Late Tojo
Bomjen and late Giri Bomjen had
grocery shops there where late
Tamik Dabi, Base Superintendent
(now Circle Officer) used to visit.
The Great Earthquake of 1950,
blockaded the Gangai river
flowing west of present Nari
township due to falling of the hills
into the river. After a few days, the
stagnant waters of Gangai river
burst out flooding and inundating
whole of the peripheral areas
including Rest Camp, except Tako
Gitung (A hillock with full of Tako
tree). When the flash flood of
Gangai river receded the people
of Rest Camp shifted their
settlement to Tako Gitung
considering the place as safety
from the natural disaster and
renamed the site as Adi Tako. Shri
Jomi Bomjen has further shifted
his settlement from Adi Tako
village to Lumpo village later on.
Shri Jomi
Bomjen, further explained that in
early 1970s, the Nepalese started
occupying present Laimekuri area
of Assam and Lumpo area of
Arunachal Pradesh clearing the
jungles to cultivation. At this, the
Adis and the Mishings unitedly
attempted to push back the
Nepalese, but they were helpless
as the encroachers out numbered
them. Therefore, they appealed to
Arunachal Pradesh and Assam
authorities for help. Accordingly,
Arunachal Pradesh and Assam
conducted a join eviction drive
against the Nepali encroachers.
In course of the operation an
Assam Police Battalion camp was
set up near Lumpo village and
Shri Oshong Ering, a retired IAS
Officer from Pasighat was the
Magistrate on duty. By 1972, the
Nepalese were successfully
evicted and Assam Police
Battalion withdrawn from Lumpo.
In 1976, the North Eastern
Council (NEC) funded
construction of a road from
Baikuntapur in Assam to Dari in
West Siang passing through Adi
Tako, Lumpo, Nari, Koyu, Kora etc.
By 1978, the construction of the
NEC road was in full swing which
arrested the covetous eyes of
Assam. Taking the advantage of
road connectivity, Assam has
established an Assam Police BN
Border Out Post (BOP) where
Assam Police BN personnel
encamped in 1972. It is clear cut
aggrandizement from the side of
Assam.
After having a fruitful
interaction with Shri Tako Dabi,
former Minister(Home) of
Arunachal Pradesh and present
MLA, I inspected the disputed site
in question. Construction of the
School building complex adjacent
and south of Assam Police BN
BOP is in full swing in reality. It is
said that the plot of the building
complex belonged to late Tamo
Miro, Head GB, Lumpo village, but
he sold his land to one Mula Pegu
from Assam. Hence, I returned to
Itanagar.
Taraso and Kudh Nallah
visited
On January 5, 2013, I left
Itanagar at 0830 hrs and reached
Taraso in Papum Pare district at
1120 hrs via Bedeti on NH-52 in
Assam. Taraso is 18 KM from NH-
52 and a Circle Headquarters
bordering East Kameng District.
The Circle Officer, Taraso was out
of station on that day. I fortunately
met on Shri Tok Radi, a smart
young man and brother of late Tok
Taso, GB, Upper Taraso who
possesses incredible knowledge
about the border problems of the
area.
Shri Tok Radi explained to
me that the main areas of dispute
in question are Sanggo, Karbi
Colony, Metaka and Talumso
villages under Lower Taraso.
Assam claims these four villages
as belong to it. Government
Higher Secondary School Jollang
in Lower Taraso is also under
constant threat from Assam. Thus,
the main areas of dispute are in
Lower Taraso. The CO office
stands on the foot hill in Upper
Taraso. The river Taraso flows
down from east diving Taraso into
Lower and Upper Taraso. Lower
Taraso is situated north of
Rajghar Ali claimed by the Nyishis
as the natural boundary between
Assam and Arunachal Pradesh.
Shri Tok Radi further
informed me that a Boundary
Pillar (BP) erected by Survey of
India still exists on Rajghar Ali.
The alert young man refused to
show me the said BP stating that
the villagers of Lower Taraso will
reveal that BP before the Tri-partite
Commission (Centre, Assam and
Arunachal Pradesh) when the
Commission visits the area to
prove that the claim of the Nyishis
is genuine and constitutional. So,
I reached back Itanagar at 1640
hrs.
On January 6, 2013, I left
Itanagar at 0930 hrs and reached
Kimin in Papum Pare District at
1120 hrs. I called on the Circle
Officer, Kimin at his official
residence. Shri Liken Koyu, CO
explained to me that Assam is
claiming entire Kimin township
upto Khud Nallah where
Arunachal Police Inner Line
Check Gate stands. The intelligent
Circle Officer lamented that the
undivided Subansiri District
Administration should have
erected the Check Gate at the
entry point of Kimin township
itself. The entry point of Kimin
township happens to be the Army
Cantonment Area. It was perhaps
allotted to the Indian Army by NEFA
Administration, because the
Government of Arunachal
Pradesh receives the land
revenue of the area. The Indian
Army Cantonment Area is
presently occupied by Indo-
Tibetan Border Police (ITBP)
headed by an IGP.
Inside the Army Cantonment
Area, there is a daily market called
“Bhut Bazar”. I asked one Misss
Maya Thapa, daughter of late
Krishna Bdr Thapa, Ex-Assam
Rifles man in a pan Gumti as to
whether Bhut Bazar belongs to
Arunachal Pradesh. She replied
that Bhut Bazar belongs to Assam
but it is not true. It may be recalled
that in 1960s, the NEFA
Administration rehabilitated and
resettled Ex-Army personnel at
Seijosa, Kimin and Vijay Nagar
and the Department RR, Govt. of
Arunachal Pradesh is looking
after the welfare of Ex-Army men.
On the way back to Itanagar,
I visited Gumto of Doimukh Sub-
Division. Shri Habung Nilo, GB,
Gumto-II told me that he is
originally from Gulajuli in Assam.
His cultivated fields and bamboo
grooves are still in existence there.
Even Doulahat in Assam was a
Nyishi village where late Tana
Tama was the GB known as Dafla
GB. Bishnupur Ronga Reserved
Forests of Assam was also
peopled by the Nyishis. The
Nyishis migrated to Gumto and
other areas to avoid harassment
meted out to them, because
Assam Police used to arrest them
on any pretext and they had to
expend their entire earnings of life
on the court cases in North
Lakhimpur. I returned back to
Itanagar at 1630 hrs.
Likabali visited
On January 7, 2013, I left
Itanagar at 0900 hrs and arrived
Likabali at 1150 hrs. ShriTayom
Bage, SDO was busy in his office
chamber conducting a meeting in
connection with celebration of
Republic Day. So, I had to interact
with Shri Jumkar Karbi,CO.
Shri Jumkar Karbi explained
to me that Assam Administration
reposed problem during the
celebration of Malini Mela at
Malinithan in April, 2012 last. The
SP of Dhemaji District arrived
Likabali with force and warned
SDO, Likabali not to construct any
pendal for celebration of Malini
Mela. Since the celebration of
Malini Mela has been an annual
and regular affair, SDO Likabali
went on his programme of
celebrating Malini Mela. Shri
Jumkar Karbi, CO was entrusted
with the responsibility of organizing
the Mela as organizer. In the mean
time, the ADC, Dhemaji arrived
Likabali and summoned Karbi to
Assam Police BN Camp. On
refusal, the ADC reached the spot
at Malinithan and asked the CO,
Likabali to obtain a written
permission from the Deputy
Commissioner, Dhemaji District
assuring full co-operation from
Assam in successful conduct of
Malini Mela. On refusal again,
Assam destroyed the pendal
constructed by CO, Likabali in the
concluding night of the Mela. Shri
Jumkar Karbi, CO further stated the
Mishings from Kuntor and Pale of
Assam have destroyed Arunachal
Reserved Forests in Likabali area
and the Mishings have extracted
timber from Kangku area in
December 2012 last. SDO, Likabali
is helpless without vehicle, Police
force and local support.
Likabali is a Sub-Divisional
Headquarters in West Siang
District and stands on a beautiful
hillock overlooking the plains of
Assam. It is 7 KM from Silapathar
in Assam. Malinithan is 1 KM east
of Likabali. It is a temple complex
of Orisan style which was probably
built by Dharam Pala in 11 th and 12 th
century AD who came from West
Bengal.

Library here today. The workshop

Outlining the importance of
the workshop, Smti Y. Kena, DILO
said that the main objective behind
annual workshop is to inculcate
reading interest among
children towards library as a
source of information to fulfill their
needs.
There are treasure troves of
books in the library which can hold
the young minds together, she
said adding that ‘once the habit is
normal deliveries and caesarean
operations, besides free drugs
and consumables to sick new
born, free diet and free
transportation for pregnant
women(up to 30 days after birth)
in government health institutions.
He educated the audience on
AIDS, prevention from malaria,

maintaining birth spacing.

KHONSA, February 27:
Like in all other district of the
state the Biometric attendance
system has been installed at
DC’s office, Khonsa from today.
Tirap is the first district to do so
as per the stricture form the state
government. It covers the staff of
DC’s office and the nearby
offices. The staff members are
seemingly enthusiastic about
the new system and are excited
as they are using such modern
electronic gadget for the first
time.
It may be mentioned here
that the Biometric users are
monitored by CCTV which was
installed in the month of
August’2012. The district
administration has kept some
incentives for the most regular
employee who is punctual and
hardworking in attending the
office. All HoDs will recommend
one employee from their
department and after that an
Employee of the Month will be
chosen at the end of every
month.
The use of the Biometric has
been made mandatory for all the
office staff including the HODs.
This has been done to ensure
that the government officials are
regular and punctual in attending
office. This will also improve the
work culture. The Biometric
system has been painstakingly
installed by DIO Ajay Singh.

Taloh visits historic Komsing village
PASIGHAT, February 19:
Four OBT houses at Banskota in
Pasighat were reduced to ashes
in a massive fire accident that
broke out at 3.30 a.m this
morning. The nearby RCC house
of one Talem Siram was also
badly damaged. The fire also
destroyed all the household items
of all the four families.

market for the tea and horticulture
cultivation (products) and the
varied altitude is ideal for
cultivation of a variety of herbs
which can be used in the
manufacture of medicines,
cosmetics and aromatic products.
The minister further said that we
need good road communication
for market outlets and assured
immediate road connectivity to the
village. He informed that the long
felt Sangam motor-able
suspension bridge over Siang
River will be completed within next
year.
Reiterating that the
hydropower generations could
bring prosperity in making the
state wealthy, Taloh said that the
vast potentials in the state can be
utilized for the economic growth
of the state. It would decrease
poverty and unemployment rates
besides implementing all the
developmental plans and
programs successfully; he said
and urged the people to come
forward for larger interest of the
state.

issue with the concerned ministry
on priority for rehabilitation of the
victims and appealed to the
neighbors to come forward to
extend their help to the fire victims.
Deputy Commissioner
R.K Mishra granted Rs 15000/- in
total to the fire victims (for all five
families) as immediate relief from
his Disaster Management fund.
Fire accidents are the most
common one that cause huge
damages to life and property but
these can be curbed to a great
extent following certain simple
measures, he said. He informed
that police investigation is on to
unearth the actual cause of the fire
mishap.
