The Ontario Sires Stakes (OSS) Program was established in 1974. 

The objective of the program is to promote the breeding of 

Standardbred horses in Ontario and to provide economic 

incentives for breeders, owners and trainers to breed, buy and race 

horses in Ontario. 

The program is split into two tiers of racing, Grassroots and Gold 

Series. Each tier has a series of races for two and three-year-old 

trotters and pacers. See page 10 for description of Gold and 

Grassroots Series. 

To be eligible to the OSS, foals must be sired by a stallion standing in 

Ontario and registered for the OSS program for the breeding year.The 

nomination payment is due in the horse’s yearling year.To maintain its 

eligibility, sustaining payments are due for the two and three-year-old 

seasons if the horse is expected to race in the OSS. 

PROGRAM ADMINISTRATION & RESPONSIBILITY 

Since the inception of the program in 1968, the Ontario Racing 

Commission (ORC) has had responsibility for the Ontario Horse 

Improvement Program (HIP). The Ontario Sires Stakes is a breeders’ 

incentive program under HIP. 

In 1968, the Government of Ontario made funds for HIP available, 

using revenue from a tax on wagering.The program was developed in 

a partnership between the industry and the government. As the 

Crown Agency for the Government of Ontario, responsible for 

regulating horse racing in the province, the ORC worked with the 

many industry representatives to develop the program to “further the 

goals and requirements of Ontario’s racing industry”. Through 

extensive consultation with the industry, the program evolved to be 

used for purse supplements, breeders’ incentive programs and 

support for equine research. 

The ORC and the Ontario Horse Racing and Breeding Industry are 

proud of the many HIP programs and the ORC relies heavily upon 

input from the industry to design, manage and administer the 

programs. 

Security and administration of the program funds in trust to ORC are 

audited and reviewed by the accounting firm of BDO, the results 

of which are published each year in an Annual Report of the 

Horse Improvement Program available on the ORC Website at 

www.ontarioracingcommission.ca. Any comments or concerns about 

the administration of the program can be addressed to the ORC.

LAMPMAN CUP 

The Lampman Cup was established in 1987 in memory of long time 

Ontario Jockey Club harness racing publicist Jim Lampman. The Cup 

is annually presented to the leading driver in the Ontario Sires 

Stakes based on the following point system. 

One point is awarded for each OSS start. Four extra points are 

awarded for a win; three extra points for a second and two extra 

points for a third.

JOHNSTON CUP 

The Johnston Cup was founded in 1993 in memory of Bruce 

Johnston, the publisher of The Canadian Sportsman. 

It is awarded yearly to the leading trainer in the Ontario Sires Stakes 

based on the same point system as listed above for the Lampman Cup.

CHANGES AFFECTING THE OSS IN 2012 

• When a Gold Elimination is not required because there are not 

more horses entered than can compete in the Final, the $40,000 

elimination purse will not be added to the Gold Final purse. 

NOTICES 

• Participants in the OSS Program acknowledge that the Ontario 

Racing Commission (ORC) shall not be held liable for any costs 

associated with any changes to the OSS Program. Further, the 

ORC, as Program Administrator, reserves the right, at its sole 

and absolute discretion, to make any adjustments, changes 

and cancellations to the current OSS Program. 

• All OSS races shall be conducted in accordance with the Rules 

of Standardbred Racing and individual track rules approved 

by the ORC. Racetrack retention barn rules may apply. All 

participants are strongly advised to make themselves familiar 

with rules specifically related to the OSS. 

• Gold and Grassroots events are numbered 1 through 5 and 

horses are eligible to be entered in EITHER the Gold OR 

Grassroots event of the same number, but NOT BOTH. Because 

in each category there are 6 Grassroots events as opposed to 

5 Gold events, two of the Grassroots events will have the same 

number and will be referred to as either “A” or “B”. For 

example, when the Grassroots events with the same number 

are 3A and 3B, horsepeople entering the Gold #3 event will 

have to miss both Grassroots 3A and 3B. 

• Horses for the Gold Finals will be drawn on the night of the 

eliminations following the last elimination race. Anyone 

qualifying for the Gold Final but not wishing to participate 

must notify the Race Secretary before the draw is made. Three 

Also Eligible horses will be drawn in case of early scratches but 

only 2 AE horses will be programmed. 

• Regardless of points earned in Gold and Grassroots races, 

horses must still be entered in Gold Super Finals, Grassroots 

Semi-Finals and Grassroots Finals. There are no starting fees 

for any of these types of races. 

• Starting Fees are still due in the event that a horse must be 

scratched for whatever reason. 

• The number of starters allowed to compete in each Grassroots 

Semi-Final and Final shall be governed by the number of 

horses that the host track can accommodate on the starting 

gate. However, there will always be a minimum of 8 horses 

drawn for each of these events.

OSS PROGRAM 

GOLD EVENTS 

The 2012 OSS Program is scheduled to include a series of forty (40) 

Gold events with five events in each of the eight categories of 

age/sex/gait. The ORC, as Program Administrator, reserves the right, in 

its sole and absolute discretion, to make any adjustments, changes or 

cancellations as deemed required. By participating in the OSS Program, 

the participants acknowledge and agree that the ORC will not be held 

liable for any costs associated with any changes to the OSS Program. 

If needed, each Gold Final shall have eliminations that will be raced 

approximately one week prior to the Gold Final. The eliminations will 

be held at the same track as the Final whenever possible. The 

elimination races are to qualify the starters in the field for the Gold 

Final. If there are not more horses declared to the elimination than can 

compete in the Final, the elimination will be cancelled and all horses will 

be considered declared directly into the Final to be held the next week. 

Determination of Eligibility to the Gold Finals: The starters for the 

Final will be determined by the order of finish in the elimination race(s). 

For the number of starters permitted for the Final, please refer to page 

32.When more than one horse is eligible to the last starting position by 

virtue of its finish in the elimination races, a draw by lot will be 

conducted to determine the final starter. 

A dead heat may not cause the number of starters to increase. Horses 

finishing in a dead heat are considered to have finished the same. 

Horses finishing in a dead heat will be ranked behind horses finishing 

in the same position but not in a dead heat. 

Horses for the Gold Finals will be drawn on the night of the eliminations 

following the last elimination race.Anyone qualifying for the Gold Final 

but not wishing to participate must notify the Race Secretary before the 

draw is made. Three Also Eligible horses will be drawn in case of early 

scratches but only two Also Eligible horses will be programmed. 

GOLD SUPER FINALS 

The existing program calls for eight (8) Gold Super Final Races, one for 

each age, sex and gait. Rules for the Super Finals appear on Page 13. 

GRASSROOTS EVENTS 

Currently there is a series of forty-eight (48) Grassroots events with six 

events in each of the eight categories for age, sex and gait. 

If more horses declare to start in any event than is permitted at that 

track, the event shall be split into the appropriate number of divisions 

with entries seeded by lot. For maximum number of starters for each 

track, see Page 32. 

GRASSROOTS SEMI-FINALS AND FINALS 

Under the existing program, after the last scheduled Grassroots race, the 

top horses entered in each age, sex and gait category compete in two 

Grassroots Semi-Final divisions. Rules for the Grassroots Semi-Finals and 

Finals appear on Page 12. 


STARTING FEE 

The Starting Fee is due and payable one-half hour prior to post time. 

Cheques should be payable to “Ontario Sires Stakes”. The Starting Fee is 

still due in the event that a horse must be scratched for whatever reason. 

RACING CONDITIONS 

All races shall be conducted in accordance with the rules of the Ontario 

Racing Commission (ORC) and all participants are strongly advised to 

make themselves familiar with the rules. 

Horses sustained to the OSS program may be subject to testing under the 

Out Of Competition Program. 

Should conditions beyond the control of the ORC prevent the racing of 

any event, the ORC reserves the right to declare the event off and to 

distribute the money and points to the current eligible horses or to 

transfer the event to another date, or to another track, or to do both. 

If a Gold Elimination race has been contested, but circumstances, in the 

determination of the ORC, prevent the Final from being raced at that 

track, the Final may be moved to another track or the ORC may declare 

the event off and distribute Final purse money and points to horses 

eligible to the race and pay Breeders’ Rewards as determined. 

In the event of a “No Contest” in an OSS race, the purse and points for 

that race will be split evenly between all unoffending horses. 

MONEY DIVISION 

5 or more starters: 50-25-12-8-5%; 4 starters: 50-25-15-10%; 

3 starters: 60-30-10%; 2 starters: 65-35%; 1 starter: 100%. 

PURSES 

The purse of an Ontario Sires Stakes event includes funds from a 

number of sources. The Horse Improvement Program (HIP) receives 

funds from levies on wagering in addition to a percentage of the 

horsemen’s share of the racetrack slots program revenues. Nominating 

fees, sustaining fees, stallion levies and starting fees are also included 

in the purse for each event. 

BREEDERS’ REWARDS 

Ontario Bred Rewards: 

Currently both two and three-year-old Ontario Bred horses racing in the 

OSS Program earn rewards under the Ontario Resident Mare Program. 

Ontario Bred Rewards amounting to 15% of OSS earnings are paid to 

the person who enrolled the dam in the Program. 

Ontario Sired Rewards: 

Currently the Breeder of Record of horses racing in the OSS Program 

receive Ontario Sired Rewards equal to 5% of what the horse earns 

in the OSS Program. 


GRASSROOTS SEMI-FINAL & FINAL RULES 

1. Currently each of the eight categories of age, sex and gait have a 

Grassroots Semi-Final and Final. The Semi-Final consists of two 

divisions. Approximately one week later a Grassroots Final is 

contested at the same track. 

2. In each category, points are awarded in all Grassroots Series race 

divisions as follows: 

First Place 

Second Place 

Third Place 

Fourth Place 

Fifth Place 

50 Points 

25 Points 

12 Points 

8 Points 

5 Points 

In the event of a dead 

heat, both horses will 

receive the points awarded 

for their finish position. 

3. Points are updated daily on the Standardbred Canada computer 

system and on the OSS website (www.ontariosiresstakes.com). 

4. A horse must start in a minimum of two Grassroots Series events to be 

eligible to enter the Semi-Final. 

5. The number of starters allowed to compete in each Grassroots Semi- 

Final shall be governed by the number of horses that the host track can

the box closes. 

7. The two Also Eligible horses will be drawn from the next highest point 

earners declared in and they will be the same for both Semi-Final 

divisions. In the event of a tie in the standings for the Also Eligible 

horses, they will be drawn by lot. 

8. The number of starters allowed to compete in each Grassroots Final 

shall be governed by the number of horses that the host track can 

accommodate on the starting gate. However, there will always be a 

minimum of 8 horses drawn for each Final. In 2012, at Grand River 

Raceway, there will be 8 horses drawn for each Grassroots Final.

11. Any horse may enter its respective OSS Gold Super Final, or OSS 

Grassroots Semi-Final, but it cannot enter both, unless it was Also 

Eligible and did not draw into the Grassroots Semi-Final. 

Note: Regardless of the points a horse has earned, if it has a minimum of 

two starts in the Grassroots Series for the appropriate season and is 

considered competitive, it should be entered in the Grassroots Semi-Final. 


GOLD SUPER FINAL RULES 

1. Any horse may enter its respective OSS Gold Super Final, provided 

it has started in at least two separate Gold events in the 

appropriate year, OR has earned a minimum of 20 points in OSS 

Gold events in the appropriate year. 

2. In each category, points are awarded in both OSS Gold eliminations 

and OSS Gold Finals as follows: 

First Place 50 Points 

Second Place 25 Points 

Third Place 12 Points 

Fourth Place 8 Points 

Fifth Place 5 Points 

In the event that a Gold elimination is not required, the points will 

be distributed evenly among the horses that were entered for the 

elimination. 

In the event of a dead heat, both horses will receive the points 

awarded for that finish position. 

3. Points are updated after each Gold event and are maintained by 

Standardbred Canada’s computing system. The point standings 

may be viewed on the OSS website (www.ontariosiressstakes.com). 

4. The top ten (10) point earners declared in will contest the Super Final. 

5. In the event of a tie in the point standings after the entry box has 

closed, horses will be selected by: 

First: Most wins in OSS Gold Finals 

in the appropriate season; 

Second: Most wins in OSS Gold eliminations 


Third: Drawn by lot. 

6. The two Also Eligible horses will be the 11th and 12th highest 

point earners declared in. In the event of a tie in the point 

standings after the entry box has closed, horses will be 

selected by: 

First: Most wins in OSS Gold Finals 


Second: Most wins in OSS Gold eliminations 


Third: Drawn by lot. 

7. There will be no Starting Fee for the Super Finals. 

8. Any horse may enter its respective OSS Gold Super Final or OSS 

Grassroots Semi-Final, but it cannot enter both unless it was Also 

Eligible and did not draw into the Grassroots Semi-Final. 

Note: If a horse has started in at least two separate Gold events OR has 

earned a minimum of 20 points in OSS Gold events for the appropriate 

season and is considered competitive,it should be entered in the Super Final. 


RULES OF STANDARDBRED RACING 

HIGHLIGHTS PERTAINING TO OSS 

Rule 11.02.01 (Qualifying Times) 

If a horse meets the conditions of Rule 11.01 it will be considered qualified 

and eligible to be declared to added money event races provided that one 

of its last three charted lines is a clean line in a purse, qualifying or 

schooling race, not more than forty-five (45) clear days before the closing 

of declarations and its individual time in that clean charted line meets the 

following standards for age and the size of the track where it raced or 

qualified after the judges have given appropriate allowances for track 

conditions on that day:

Rule 11.02.02 

Notwithstanding the provisions of 11.02.01 no horse shall be considered 

qualified and eligible to be declared to added money event races if that 

horse, since having obtained the clean charted line referred to in 11.02.01, 

is required to qualify in accordance with the rules, including Chapter 12 

where applicable, or is on the Judges’ List or is otherwise ineligible to race. 

Rule 12.09 

A horse making a break in or off a qualifying, matinee or schooling race 

must qualify again unless the break was an equipment break or caused by 

interference or unless the horse is declaring into an Ontario Sires Stakes 

event or other added money event. 

Rule 12.10.01 

A horse making a break in each of two consecutive races must 

qualify unless the breaks were equipment breaks or caused by 

interference. 

Rule 12.10.02 

A horse making a break off a qualifier or its second consecutive break in a 

row in an elimination heat will be allowed to race in the Final. 

Rule 17.12.02 

If 17.12.01 (a) or (b) applies to an owner, the horse may race as a 

separate betting interest, with the approval of the Judges, if the 

owner is not required to be licensed under the rules, or it is an added 

money event. 

Rule 17.15 (a)(iii) 

If the horse omitted by error was declared to a stake, futurity, early closing 

event or late closing event, the race shall be re-drawn provided the error is 

discovered prior to the printing of the program.
