1. Welcome by the <strong>Project</strong> Coordinator and the local host (FRK) and introduction of the<br />

new WP5 Leader Alexander Schwille<br />

3.1. Amendment to the Grant Agreement procedure<br />

Application for amendment has been submitted to Bruxelles. Partners<br />

will be notified upon receipt of notification by Ms. Engdahl and are<br />

requested to act swiftly to potential requests by the EU project officer.<br />

3.2. 1 st Quarterly Progress Report<br />

Report submitted to Bruxelles.<br />

3.3. 1 st Risk Analysis Report<br />

Report submitted to Bruxelles. Second Risk Analysis Report will no<br />

longer provide tolerance for non-performers.<br />

4. Progress report by WP Leaders:<br />

4.1 WP1 / B. Schneider<br />

• Disaster Management issues have been integrated into the FRK<br />

questionnaire by using EvaSys Software.<br />

• Design of Database DTIC progressing in accordance with Work<br />

Plan<br />

4.2 WP2 / J. Urbanek<br />

• Field tests of personal protective equipment (PPE) have<br />

neither been started, nor planned yet; UDB can test only Czech<br />

PPE, which is easily available to them.<br />

• PC expressed serious concerns regarding the deadline for the<br />

Deliverable 2.1 (31 December 2009), since it is very unlikely that it<br />

can be met given the current work progress.<br />

• HFSC contacted Urbanek, but received no reply.<br />

• HFSC offered Urbanek help and advice regarding the aspects of<br />

PPE testing they, as first responders, are interested in.<br />

• Urbanek submitted 3 <strong>CAST</strong>-releated presentations for security<br />

meeting in Israel in early January 2010 (abstracts acccepted); coauthors<br />

from consortium identified. Urbanek will provide first draft<br />

to co-authors.<br />

4.3 WP3 / F. Steinhäusler<br />

• Work by WP members focused on drafting the different reports<br />

representing the WP Deliverables<br />

• Deliverable 3.1 Comprehensive overview of weapons used and<br />

explosives suitable for WMDi terror attacks: first draft provided by<br />

Steinhäusler to WP members for internal review<br />

• Deliverable 3.2 Critical review of available software for analysis<br />

of effects of WMK on structures: no results provided by<br />

Urbanek<br />

• Deliverable 3.4 Overview on weapons and explosives suitable for<br />

WMK: first draft provided by Pirolt to WP members for internal<br />

review<br />

• Deliverable 3.6 Overview on threats to first responders and<br />

countermeasures in case of WMD: first draft provided by Mieling to<br />

WP members for internal review<br />

4.4 WP4 / N. Eisenreich<br />

• For details see Appendix 1<br />

4.5 WP5 / A. Schwille<br />

• Report on the progress concerning the Questionnaire, which has<br />

been sent out on 17 Nov 2009 to about 120 members of fire fighters<br />

and paramedics in EU Member States. Only 10 addresses were<br />

available for police, therefore the questionnaire has not yet been<br />

sent out to law enforcement agencies. So far, only 3 completed<br />

questionnaires have been returned to the FRK. FRK has set three<br />

deadlines for completing the questionnaire (all in December 2009).<br />

• At this low rate of return this issue may become a high risk for the<br />

project and FRK conducted an emergency meeting regarding the<br />

issue. It was decided to approach military FR (staff officers) in<br />

Austria and Hungary with the request of questionnaire completion.<br />

• Ms. Sturm emphazised the need for an incentive to encourage FR<br />

to fill in 24 pages of the questionnaire. FRK will compile a list of<br />

possible incentives to offer to potential providers of information to<br />

serve as incentives.<br />

4.6 WP 6/ I. Mieling<br />

• For details see Appendix 3<br />

4.7 WP 7/ E. Schrank<br />

• Preliminary Report on biofeedback tests and training. Altogether 90<br />

persons from the Austrian first responder community have undergone<br />

the tests so far. They assessed the tests as being very useful<br />

and important for their work. Most frightning, dramatic experience<br />

was associated with viewing beheading of persons, self-mutilation,<br />

and corpses of babies and children. Additional training will be<br />

offered in April 2010. 870 hours were used up in this WP, another<br />

290 hours are left. The large pool of accumulated data will be<br />

analyzed (cost: 4600 EUR till 19 Dec. 2009 for personnel for<br />

statistics).<br />

• Additional input from Tecnatom has been received by DSTS.<br />

Cooperation with Tecnatom is planned regarding test persons in<br />

Spain.<br />

• A coordination meeting between SAAB and DSTS took place in<br />

Baden on 2 nd December 2009. Biofeedback system supplied by<br />

SAAB did not work as well as that of DSTS. It could not be used in<br />

its current form for the biofeedback tests conducted by the DSTS.<br />

• DSTS suggests that SAAB shifts some person-months to WP7 to<br />

compensate for the work and expenses incurred by DSTS as a<br />

result of lack of participation by SAAB. SAAB representative<br />

apologized for SAAB’s failure. DSTS will prepare a list of manmonths<br />

and equipment expenditures for compensation by SAAB.<br />

• Virtual Reality is still a high risk, because neither SAAB, nor<br />

Diamond can provide such a tool. SAAB does not have a<br />

solution yet and sees a need to work out a common approach<br />

to solving it.<br />

• SAAB proposes a virtual vehicle (2 to 4 chairs) with commands,<br />

sounds. HFSC and DSTS caution that car driving simulation and<br />

control room simulators are nothing new. They exist already. One<br />

needs complete immersion (see the accident, smell the burning<br />

material and bodies, hear sirens and cries for help, etc.). HFSC will<br />

provide SAAB with the description of what first responders need.<br />

DSTS will provide threat scenarios to the SAAB to help in<br />

developing the simulator in accordance with the legal specifications.<br />

• Steinhäusler stresses the contractual requirements that it has to be<br />

a driving simulator with visual and motion simulation.<br />

4.8 WP 8/ N. Andersson<br />

• Andersson sent out a report on the work implementation on<br />

1 st of December and expects to receive comments from the WP<br />

partners by 14 December 2009.<br />

4.9 WP9 / I. Wieser<br />

• Collection of information on international training curricula for first<br />

responders has been initiated. Mr. Kopatschek (ISCC),<br />

responsible for this task, contacted Urbanek on this issue, but<br />

received no reply.<br />

4.10 WP 10/F. Steinhäusler<br />

• Communication of classified data: in view of significant EUrequired<br />

regulations it is advisible to keep the exchange of this<br />

kind of data to the absolute necessary minimum.<br />

4. Preparation of 2 nd Quarterly Progress Report<br />

• PC reminded the consortium members about the approaching deadline:<br />

31 December 2009.<br />

• In addition to the scientific progress, the contributions should also include<br />

all the relevant meetings, publications and outreach activities.<br />

5. Communication between <strong>Project</strong> Office and consortium members. No suggestions to<br />

change the current mode have been made.<br />

6. Report on current status of project finances.<br />

• Auditing is to be conducted only for those consortium members with funds over<br />

€ 375 000. (For details see:<br />

(ftp://ftp.cordis.europa.eu/pub/fp7/docs/financialguide_en.pdf).<br />

• Financial expenditures overview of funds spent until now and time sheets<br />

need to be provided to the <strong>Project</strong> Office.<br />

7. Report by consortium members on preparation of publications.<br />

• PC requested that all <strong>CAST</strong>-relevant publications and PowerPoint presentations<br />

be sent to PO for the subsequent production of a special folder and<br />

shared with other project partners.<br />

8. Report by consortium members on participation at conferences.<br />

• WP4 Leader (Eisenreich) reported that a conference will be conducted in<br />

Germany in September 2010, which could be used as a venue for <strong>CAST</strong><br />

publications and presentations.<br />

• Red Cross offered to mention <strong>CAST</strong> in its current publications.<br />

9. Report by consortium members on public outreach activities.<br />

• Stix suggested that the PO should provide an official presentation about<br />

<strong>CAST</strong> to all members, which could then be used by all <strong>CAST</strong> partners. Stix<br />

volunteered to create some 10 slides, which will be approved for<br />

correctness and distributed to all <strong>CAST</strong> partners for future use by the PO.<br />

• DSTS will deliver a summary overview of all outreach activities and<br />

meetings with regard to this WP.<br />
