Zaitseva,
• Urbanek (3 December 2009, from 9:30 hr onwards)
• Schrank: (3 December 2009; 09h00 to 12h00)
• US subject matter experts:
Francis Edwards (San Jose State University, CA, USA)
Dan Goodrich
Results:
1. Welcome by the Project Coordinator and the local host (FRK) and introduction of the
new WP5 Leader Alexander Schwille
2. Adoption of the Draft Agenda
3. Discussion by the PC of:
3.1. Amendment to the Grant Agreement procedure
Application for amendment has been submitted to Bruxelles. Partners
will be notified upon receipt of notification by Ms. Engdahl and are
requested to act swiftly to potential requests by the EU project officer.
3.2. 1 st Quarterly Progress Report
Report submitted to Bruxelles.
3.3. 1 st Risk Analysis Report
Report submitted to Bruxelles. Second Risk Analysis Report will no
longer provide tolerance for non-performers.
4. Progress report by WP Leaders:
4.1 WP1 / B. Schneider
• Disaster Management issues have been integrated into the FRK
questionnaire by using EvaSys Software.
• Design of Database DTIC progressing in accordance with Work
Plan
3
4.2 WP2 / J. Urbanek
• Field tests of personal protective equipment (PPE) have
neither been started, nor planned yet; UDB can test only Czech
PPE, which is easily available to them.
• PC expressed serious concerns regarding the deadline for the
Deliverable 2.1 (31 December 2009), since it is very unlikely that it
can be met given the current work progress.
• HFSC contacted Urbanek, but received no reply.
• HFSC offered Urbanek help and advice regarding the aspects of
PPE testing they, as first responders, are interested in.
• Urbanek submitted 3 CAST-releated presentations for security
meeting in Israel in early January 2010 (abstracts acccepted); coauthors
from consortium identified. Urbanek will provide first draft
to co-authors.
4.3 WP3 / F. Steinhäusler
• Work by WP members focused on drafting the different reports
representing the WP Deliverables
• Deliverable 3.1 Comprehensive overview of weapons used and
explosives suitable for WMDi terror attacks: first draft provided by
Steinhäusler to WP members for internal review
• Deliverable 3.2 Critical review of available software for analysis
of effects of WMK on structures: no results provided by
Urbanek
• Deliverable 3.4 Overview on weapons and explosives suitable for
WMK: first draft provided by Pirolt to WP members for internal
review
• Deliverable 3.6 Overview on threats to first responders and
countermeasures in case of WMD: first draft provided by Mieling to
WP members for internal review
4.4 WP4 / N. Eisenreich
• For details see Appendix 1
4.5 WP5 / A. Schwille
• Report on the progress concerning the Questionnaire, which has
been sent out on 17 Nov 2009 to about 120 members of fire fighters
and paramedics in EU Member States. Only 10 addresses were
available for police, therefore the questionnaire has not yet been
sent out to law enforcement agencies. So far, only 3 completed
questionnaires have been returned to the FRK. FRK has set three
deadlines for completing the questionnaire (all in December 2009).
• At this low rate of return this issue may become a high risk for the
project and FRK conducted an emergency meeting regarding the
issue. It was decided to approach military FR (staff officers) in
Austria and Hungary with the request of questionnaire completion.
4
• Ms. Sturm emphazised the need for an incentive to encourage FR
to fill in 24 pages of the questionnaire. FRK will compile a list of
possible incentives to offer to potential providers of information to
serve as incentives.
• For details see Appendix 2
4.6 WP 6/ I. Mieling
• For details see Appendix 3
4.7 WP 7/ E. Schrank
• Preliminary Report on biofeedback tests and training. Altogether 90
persons from the Austrian first responder community have undergone
the tests so far. They assessed the tests as being very useful
and important for their work. Most frightning, dramatic experience
was associated with viewing beheading of persons, self-mutilation,
and corpses of babies and children. Additional training will be
offered in April 2010. 870 hours were used up in this WP, another
290 hours are left. The large pool of accumulated data will be
analyzed (cost: 4600 EUR till 19 Dec. 2009 for personnel for
statistics).
• Additional input from Tecnatom has been received by DSTS.
Cooperation with Tecnatom is planned regarding test persons in
Spain.
• A coordination meeting between SAAB and DSTS took place in
Baden on 2 nd December 2009. Biofeedback system supplied by
SAAB did not work as well as that of DSTS. It could not be used in
its current form for the biofeedback tests conducted by the DSTS.
• DSTS suggests that SAAB shifts some person-months to WP7 to
compensate for the work and expenses incurred by DSTS as a
result of lack of participation by SAAB. SAAB representative
apologized for SAAB’s failure. DSTS will prepare a list of manmonths
and equipment expenditures for compensation by SAAB.
• Virtual Reality is still a high risk, because neither SAAB, nor
Diamond can provide such a tool. SAAB does not have a
solution yet and sees a need to work out a common approach
to solving it.
• SAAB proposes a virtual vehicle (2 to 4 chairs) with commands,
sounds. HFSC and DSTS caution that car driving simulation and
control room simulators are nothing new. They exist already. One
needs complete immersion (see the accident, smell the burning
material and bodies, hear sirens and cries for help, etc.). HFSC will
provide SAAB with the description of what first responders need.
DSTS will provide threat scenarios to the SAAB to help in
developing the simulator in accordance with the legal specifications.
• Steinhäusler stresses the contractual requirements that it has to be
a driving simulator with visual and motion simulation.
4.8 WP 8/ N. Andersson
5
• Andersson sent out a report on the work implementation on
1 st of December and expects to receive comments from the WP
partners by 14 December 2009.
4.9 WP9 / I. Wieser
• Collection of information on international training curricula for first
responders has been initiated. Mr. Kopatschek (ISCC),
responsible for this task, contacted Urbanek on this issue, but
received no reply.
4.10 WP 10/F. Steinhäusler
• Communication of classified data: in view of significant EUrequired
regulations it is advisible to keep the exchange of this
kind of data to the absolute necessary minimum.
4. Preparation of 2 nd Quarterly Progress Report
• PC reminded the consortium members about the approaching deadline:
31 December 2009.
• In addition to the scientific progress, the contributions should also include
all the relevant meetings, publications and outreach activities.
5. Communication between Project Office and consortium members. No suggestions to
change the current mode have been made.
6. Report on current status of project finances.
• Auditing is to be conducted only for those consortium members with funds over
€ 375 000. (For details see:
(ftp://ftp.cordis.europa.eu/pub/fp7/docs/financialguide_en.pdf).
• Financial expenditures overview of funds spent until now and time sheets
need to be provided to the Project Office.
7. Report by consortium members on preparation of publications.
• PC requested that all CAST-relevant publications and PowerPoint presentations
be sent to PO for the subsequent production of a special folder and
shared with other project partners.
8. Report by consortium members on participation at conferences.
• WP4 Leader (Eisenreich) reported that a conference will be conducted in
Germany in September 2010, which could be used as a venue for CAST
publications and presentations.
• Red Cross offered to mention CAST in its current publications.
9. Report by consortium members on public outreach activities.
• Stix suggested that the PO should provide an official presentation about
CAST to all members, which could then be used by all CAST partners. Stix
volunteered to create some 10 slides, which will be approved for
correctness and distributed to all CAST partners for future use by the PO.
• DSTS will deliver a summary overview of all outreach activities and
meetings with regard to this WP.
