joys and sorrows, work and enjoyment to be sure.<br />
It is with conviction that I tell you our association<br />

As we are so fond <strong>of</strong> saying lately: many<br />
hands make small work. And that is certainly true<br />
in Realtor® business.<br />

NAR Director’s Report<br />
“<strong>2008</strong> REALTORS® Conference & Expo”<br />

The National <strong>Association</strong> <strong>of</strong> <strong>Realtors</strong> met in<br />
Orlando, Florida November 7-11th for it’s<br />
<br />
in our industry and all the economic uncertainties,<br />
we had a strong turnout from all our states and<br />
<br />
Conference attendees were invited to a private<br />
concert with Lionel Richie who gave a great performance.<br />
We were all inspired by Lance Armstrong<br />
at the General Session who told the story<br />
<strong>of</strong> his battle with cancer and how he overcame it<br />
to win the Tour de France a record seven times in<br />
spite<br />
how tough things are. He stated, “Cancer is<br />
the best thing that has ever happened to me. The<br />
disease taught me how to live, taught me how to<br />
<br />
remarkable when you consider he was diagnosed<br />
with advanced testicular cancer at the age <strong>of</strong> 25,<br />
was then told it had moved up through his abdomen,<br />
into his lungs and then into his brain. He<br />
tends<br />
to come out <strong>of</strong> retirement to tackle the Tour<br />
de France once again. We all wish him well with<br />
the race, his foundation and his mission to raise<br />
awareness about cancer survival.<br />
As usual, the convention facilities were<br />
<br />
<br />
worth attending just for that. There are acres <strong>of</strong><br />
opportunites to learn new techniques, to purchase<br />
new products, and also network with every possible<br />
vendor that deals with our industry. For you<br />
volleyball and Olympic fans, Misty May-Treanor<br />
and Kerri Walsh were on hand as guests <strong>of</strong> NAR<br />
4 <strong>Alaska</strong> REALTOR® • <strong>December</strong> <strong>2008</strong><br />
to meet members and sign autographs. These two<br />
stars boast one <strong>of</strong> the most impressive winning<br />
streaks in pr<strong>of</strong>essional sports and have won two<br />
Olympic gold medals in a row without losing a<br />
set.<br />
Before we talk about the work part <strong>of</strong><br />
the conference I should also mention the <strong>Realtors</strong><br />
night out at Universal Studios. The park was<br />
closed for a private party for conference attendees.<br />
NAR brought in Kool and The Gang for a private<br />
concert singing their incredible string <strong>of</strong> hits,<br />
allowing some <strong>of</strong> us to relive the good old days.<br />
Closed to the public meant short lines for rides<br />
and a great time for all. This event, when added<br />
to Epcot, Disney World and all the other parks,<br />
made this conference great fun for our members<br />
and families alike.<br />
NEWS FROM REGION 12<br />
Our region (<strong>Alaska</strong>, Idaho, Montana, Oregon<br />
and Washington), met in caucus on November<br />
9 to take care <strong>of</strong> regional business. Needed<br />
bylaw changes were approved and nominations<br />
approved for members <strong>of</strong> the candidate endorsement<br />
committee. Regional RPAC Chair, Gary<br />
Wright, reported that Region 12 set a per capita<br />
donation record <strong>of</strong> 123% <strong>of</strong> the established fair<br />
share amount. A recent survey undertaken by and<br />
for Region 12 <strong>Realtors</strong> will be released soon and<br />
will give great insight into the thought processes<br />
and plans <strong>of</strong> our members. This was an in-depth<br />
and pr<strong>of</strong>essional survey that I urge you to take<br />
advantage <strong>of</strong>. Due to it’s proprietary nature, it<br />
will not be generally available. Please contact the<br />
<br />
the information.<br />
RPAC UPDATE<br />
A goal <strong>of</strong> $10,000,000 from all sources<br />
was set for this year, an incredible increase from<br />

previous years. As <strong>of</strong> the end <strong>of</strong> October, we had<br />

which was 107% <strong>of</strong> goal, and over $3,400,000<br />

There is no doubt that we will hit our goal by<br />
the end <strong>of</strong> the year. These dollars are critical in<br />
our commitment to being the most effective lobbying<br />
group in Washington, D.C. <strong>Alaska</strong> should<br />
be proud <strong>of</strong> itself for recognizing the importance<br />
<strong>of</strong> RPAC. We were the second highest per capita<br />
contributor in the nation with a fair share amount<br />
that equaled 230% <strong>of</strong> goal! If you have not given<br />
in the past, please give money to RPAC with the<br />
knowledge that that donation helps keep this industry<br />
safe and sound.<br />
RPIC UPDATE<br />
The Realtor® Political Involvment Committee<br />
is the grass roots side <strong>of</strong> our lobbying<br />
effort. The RPAC money is very important, but<br />
the equation is not complete without our members<br />
speaking out as constituents with a common<br />
voice. When we send hundreds <strong>of</strong> thousands <strong>of</strong><br />
e-mails to our Senators and Congessmen, they listen.<br />
Please do not forget that when you receive a<br />
call for action, it only takes 2 clicks to send your<br />
message. It is simple and effective. In the past we<br />
had a dismal response rate from our members <strong>of</strong><br />
under 2%. We were up to over 9% for most <strong>of</strong><br />
this year, and then dropped back to 4% on one<br />
call. Please help increase these numbers. If you<br />
are a broker, please consider signing up for the<br />
broker online campaign. This enables you to have<br />
the call for action go directly to your agents addressed<br />
from you, with or without your edits. This<br />
has been very successful in raising our response<br />
rates.<br />
REALTORS FEDERAL CREDIT UNION<br />
On November 7, <strong>2008</strong>, the National Credit<br />
Union Administration approved the charter for<br />
our member owned credit union. It is scheduled to<br />
open in May, 2009 and will be open to all mem-<br />

NAR Housing Stimulus Plan<br />
“Call for Actions”<br />

Sometimes it is good to live in a state that is so<br />
far away from the contiguous 48 that we are<br />
forgotten. Sometimes.<br />
Sitting at the Board <strong>of</strong> Directors meeting in<br />
Orlando with the rest <strong>of</strong> the <strong>Alaska</strong> Delegation, the<br />
<br />
better term) was whether or not the Board <strong>of</strong> Directors<br />
would support NAR’s Four-Point Housing<br />
Stimulus Plan. This is the plan that, once approved,<br />
is then given to our lobbying team so that they know<br />
what we as an <strong>Association</strong> want in a stimulus plan<br />
when lobbying the Congress.<br />
The guts <strong>of</strong> the plan as outlined were as follows:<br />
<br />
credit available to all buyers and eliminate repayment<br />
requirements. The credit’s limited availability<br />
and repayment requirement severely limits the<br />
credit’s use and effectiveness.<br />
2. Make the <strong>2008</strong> FHA, Fannie Mae and Freddie<br />
Mae loan limits permanent. New rules for 2009 will<br />
reduce them. Now isn’t the time to limit mortgage<br />
affordability.<br />
3. Get the Treasury relief program back on track<br />
and target more funds to mortgage relief. Create<br />
a federal mortgage interest buy-down program<br />
to lower rates to 4.5% or lower and stabilize<br />
home prices. The proposal calls for a shortterm<br />
government buy-down <strong>of</strong> mortgage rates<br />
<br />
rate mortgage (down from current rates <strong>of</strong> ap-<br />
<br />
would apply to the purchase <strong>of</strong> all new and/or<br />
<br />
There are a number <strong>of</strong> ways in which the government<br />
ultimately could decide to structure and<br />
fund this program, which could be addressed as<br />
part <strong>of</strong> the stimulus packages currently being<br />
discussed in Washington.<br />
4. Permanently bar banks from engaging in<br />
real estate brokerage and management. The<br />
banks have proven they have enough to do to<br />
simply manage the loan process. Do we really<br />
want them to manage home sales and purchase.<br />
<br />

Points were the right marching orders for our<br />
lobbyists. No one argued that the fourth point<br />
<br />
NAR still believes that banks should not be in<br />
the real estate business (and aren’t we glad they<br />
aren’t in it now)!<br />
Several wanted to make this bill inclusive<br />
<strong>of</strong> commercial real estate; that idea died<br />
after much discussion. The anticipated price<br />
tag for including commercial was not investigated<br />
and therefore the directors did not want<br />
<br />
this point. The Leadership Team heard loud and<br />
clear that we need to also pay close attention to<br />
the credit crunch in the commercial sector as<br />
that is closely aligned with the residential sector.<br />

Speaker after speaker rose to give stories<br />
as to how bad the markets were in their areas;<br />
Florida and California were the two states that<br />
spoke most <strong>of</strong>ten. They spoke <strong>of</strong> housing prices<br />
plummeting 50% or more and foreclosure rates<br />
skyrocketing. (Aren’t you glad that you aren’t trying<br />
to make a living in real estate there?!?)<br />
During the previous afternoon at our Region<br />
12 Caucus (<strong>Alaska</strong>, Washington, Oregon,<br />
Idaho and Montana) we discussed this plan in<br />
depth. Even within our Region we could see that<br />
there are many in our <strong>Association</strong> who just want<br />
<br />
what the consequences; no matter what the long<br />
term cost to the economy. Several well-spoken<br />
<strong>Alaska</strong>ns (like Amy Krier <strong>of</strong> Fairbanks) ques-<br />
<br />
several <strong>of</strong> the plan’s points, such as giving free<br />
<br />
buyers.<br />
Luckily for us in <strong>Alaska</strong>, our markets<br />
throughout the state are OK. They may be a little<br />
slower than the past couple <strong>of</strong> years in some areas,<br />
but in other areas <strong>of</strong> the state they are strong<br />
and vital. More inventory means more choices<br />
for residential and commercial buyers and tenants.<br />
Credit is indeed a bit tighter but there are<br />
<br />
is lucky.<br />
No doubt there are many areas <strong>of</strong> the<br />
dential<br />
as well as commercial markets. Remember<br />
too, some areas <strong>of</strong> our country never did see<br />
<br />
5 years.<br />
So what happens now when you receive a<br />
NAR Call to Action asking you to support all or<br />
part <strong>of</strong> the NAR Housing Stimulus Plan?<br />
Please don’t just delete it. Open it. Read it<br />
carefully. And vote your conscience. Send it on if<br />
you agree. If not and you can take the time, write<br />
a note and send NAR your comments. NAR is<br />
trying to look at the economy on a national basis,<br />
but they need to know how you feel and what you<br />
think about an issue. It will only take a moment<br />
<strong>of</strong> your time but it may help to change and shape<br />
NAR’s policies in the future.<br />

OTHER ACTIONS BY THE<br />
BOARD OF DIRECTORS<br />
*President Gaylord read a resolution in tribute<br />
and remembrance <strong>of</strong> past National Director Dave<br />
Feeken. It was a touching moment for many <strong>of</strong> us<br />
who have worked with and have been friends with<br />
Dave through the years. The Directors moved to<br />
adopt the resolution and make it a permanment<br />
part <strong>of</strong> our record.<br />

much better than most. I talked at length with the<br />
President <strong>of</strong> the Georgia <strong>Association</strong>. He knows<br />
<strong>of</strong> many <strong>of</strong> his members that are hanging in there<br />
by working second and third jobs. He has members<br />
waiting tables and working in car washes in<br />
an effort to keep their licenses, or as he said if, “to<br />
<br />
all <strong>of</strong> us and our members in trouble around the<br />
<br />
time. We can do it if we stand together, make sac-<br />
<br />

comissioned Hebert Research to conduct a survey<br />
<strong>of</strong> Region 12 REALTOR® members. Hebert<br />
Research interviewed 1,200 REALTORS® <strong>Association</strong><br />
members in Washington, Oregon, <strong>Alaska</strong>,<br />
Montana, and Idaho. The questionnaire was<br />
prepared by Hebert Research and was reviewed<br />
mittee<br />
prior to the commencement <strong>of</strong> interviews.<br />
The <strong>Association</strong> provided Hebert Research with a<br />
membership list which was used to conduct telephone<br />
interviews with brokers and agents who<br />
were <strong>Association</strong> members <strong>of</strong> Region 12. Survey<br />

Compared to the other states, a smaller percentage<br />
<strong>of</strong> <strong>Alaska</strong>n respondents earned less than $25,000<br />
last year. <strong>Alaska</strong> also had the highest percentage<br />
(18%) <strong>of</strong> realtors earning over $150,000, followed<br />

<strong>Realtors</strong> are currently facing. Out <strong>of</strong> these diverse<br />
responses, several common themes emerged. First<br />
was the current economic situation in the United<br />
States, particularly the credit and mortgage crises.<br />
<br />
at the media’s portrayal <strong>of</strong> the economic situation.<br />
Third, there were a number <strong>of</strong> comments about<br />
personal struggles with working long hours for<br />
<br />
representative sample <strong>of</strong> the comments.<br />

*“The government, their deception. In the<br />

and stupid loans. I had someone come in and tell<br />
me that the lender told them the seller would pay<br />
all the closing costs! Then they had 80/20 loans<br />
and loaned people that shouldn’t have had loans.<br />
They told them they qualify for a 120K house and<br />
then I ask them if they would like to go to a show,<br />
if their car needed repair, would they be able to<br />
repair it? By maxing out the lenders, they did<br />
them a disservice.”<br />
*“The sellers need to be realistic about<br />
the price they list their homes for, and also getting<br />
buyers to understand that even though the prices<br />
are going down, they can’t steal the property.”<br />

Annual RPAC Report<br />

Congratulations and thank you to all <strong>of</strong> our<br />
members on another successful year for<br />
the <strong>Alaska</strong> <strong>Realtors</strong> Political Action Com-<br />
<br />
<br />
target goal on the State level.<br />
However, we were down from last year’s<br />
<br />
in percentage <strong>of</strong> goal and actual contributions.<br />
Unfortunately we were also down in member participation.<br />
This is somewhat understandable with<br />
the current state <strong>of</strong> the national economy. Hopefully<br />
we can all work on the rest <strong>of</strong> membership<br />
to help us increase the participation from the remainder<br />
<strong>of</strong> our membership.<br />
At the State Convention this year we had<br />
another wonderful and lively auction event that<br />
<br />
were already in the process <strong>of</strong> spending. At the<br />
Convention the ARPAC Trustees met and endorsed<br />
and sent contributions to candidates for<br />
many <strong>of</strong> the State House and Senate races.<br />
A quick word on how we arrive at the deci-<br />
<br />
candidate. We generally take into consideration<br />
the comments and recommendations <strong>of</strong> the local<br />
Board, from their interview process. Occasionally<br />
the ARPAC Trustees will decide to endorse<br />
a different candidate, based upon past help in our<br />
issues and/or the candidates’ viability to win the<br />
race that he/she is running.<br />
but who did win their race. This year the candidates<br />
that we endorsed won between 85 to 90%<br />
<strong>of</strong> their races. Of the candidates we endorsed,<br />
<br />
were Democrats. All <strong>of</strong> the candidates we supported<br />
were the ones that we thought would best<br />
be in favor <strong>of</strong> our issues in Juneau. In many <strong>of</strong><br />
these cases we have already had very strong support<br />
from these people in the past.<br />
Nationally, NAR has lobbied for maintaining<br />
the Mortgage Interest Deduction, maintaining<br />
<br />
banks out <strong>of</strong> the real estate industry and we continue<br />
to press for health care insurance availability<br />
for our membership.<br />
On the state level we have been successful<br />
in enacting legislation to safeguard principal<br />
residences from eminent domain procurement by<br />
municipal entities and continue to work toward<br />
eminent domain protection for second and recreational<br />
properties. We continue to be vigilant in<br />
ensuring that the legislature does not take action<br />
to make purchase price disclosure a requirement<br />
for buyers and sellers at closing.<br />
Please remember, we cannot continue to<br />
have the impact in our state and federal legislative<br />
branches without your continued support. We<br />
also need to have more support from more <strong>of</strong> our<br />
membership. This is YOUR Real Estate career.<br />
One <strong>of</strong> the best ways to maintain and enhance<br />
YOUR career is to invest in the Realtor Party by<br />
donating to the <strong>Alaska</strong> <strong>Realtors</strong> Political Action<br />
Committee.<br />

threads in how the associations can help<br />

As I write this I am still in Florida enjoying<br />
my grandkids after the NAR Convention<br />
in Orlando. This year’s convention was<br />
great. Lots <strong>of</strong> classes and, <strong>of</strong> course, the business<br />
<strong>of</strong> running the organization. One <strong>of</strong> the highlights<br />
from those meetings; is that CRS is international<br />
and you can send and receive referrals to a CRS<br />
in many countries like Brazil, South Africa, Spain,<br />
France and Australia to name a few. While many<br />
trade magazines are going internet, “The Residen-<br />
<br />

and you will be seeing it on our schedule<br />
in the future. The CRS Member Connect website<br />
has been redesigned with more content on the front<br />
page and throughout. The Pro Plan has been rein-<br />

average production with at least 40 transactions.<br />
The CRS 210 Sales course was quite a success.<br />

and Land Magazine, providing refreshments and<br />

At our annual membership meeting we<br />
elected the 2009 slate <strong>of</strong> board members: Lisa<br />
Conner as President and she will serve as President<br />
elect for 2010 also, Connie Heyworth, Vice<br />
<br />
ratt, Treasurer; Denny Wood, Past President; and<br />
<br />
Jarratt, Vivian Coleman, Cheri Marston, Mike<br />
Messick, Andrea Gribbin, Jamie Harvey, Honey<br />
<br />
rie Duffy, and Angie Newby. Please congratulate<br />
these folks and if you ever have a question about<br />
CRS, look one <strong>of</strong> us up.<br />
As I end my term serving as your president<br />
I can only think <strong>of</strong> what an honor it has been<br />
to serve you and to work with such a wonderful<br />
board. Our sponsors have been solid supporters<br />
and we can never thank them too much. Please<br />
support them with your business. Lisa Conner<br />
will be a super president; she has amazing<br />
energy and is such a can-do person with many<br />
new ideas. The <strong>Alaska</strong> CRS Chapter is in very<br />
capable hands. I want to wish Lisa and the 2009<br />
board <strong>of</strong> directors a very successful year.<br />
If you are working on your CRS designation,<br />
keep going, it is well worth it. Those who<br />
have earned their CRS designation, congratulations<br />
and I encourage you to bring someone with<br />
you into the fold and continue to enhance our<br />
pr<strong>of</strong>essionalism. Get involved in your chapter<br />
and make it even better than it is.<br />
