Academic Affiliations
& Clinical Partnerships
The Academic Health System
The healthcare system in Qatar is state funded and available
to all at little or no cost via a network of hospitals and
healthcare centers delivering healthcare. Although most of
the hospital system is integrated through Hamad Medical
Corporation, primary care and the various academic institutions
also need to be aligned with the hospital sector to provide
optimal pathways of care and programmes of research.
The Academic Health System initiative is designed to achieve
this, aligning the various strands with a single mission and
vision. These health systems are a potential solution to
integration problems because of their unique combination
of teaching, research, and patient care. Their strength results
from the seamless integration of these central activities to
improve health and well being, search for innovative
healthcare solutions, and ensure a modern, flexible, and
sustainable workforce. The Academic Health System
partnership will enable multidisciplinary teams to address key
research questions and ensure rapid translation into clinical
practice. To be leading organisations of the future, Academic
Health Systems should be focused directly on their communities
and regions. This focus involves development of a social
conscience and provision of tangible economic and personal
health benefits to the community. These social determinants of
health include an individual’s social circumstance, environment,
and behavioural patterns.
With this approach HMC aims to identify new ways of
working, which will make the Qatari population less dependent
on hospitals, by harnessing modern technology and a flexible
and skilled workforce to help shift the emphasis from
secondary care to primary care and prevention. The Academic
Health System initiative website has information about the
partners, governance arrangements, strategy, and its
distinguished international advisory board. Each institution
will remain legally independent, but united with a shared vision
and an overarching strategic plan.
We have developed a translational research institute at Hamad
Medical Corporation to complement the other biomedical
research facilities in Qatar, including state-of-the-art core
research facilities at Weill Cornell Medical College in Qatar.
The Institute will host the Qatar Biobank, funded by the Qatar
Foundation, which will include a prospective epidemiological
study of the Qatari population (in collaboration with Imperial
College, London, UK) and a disease-specific tissue repository.
The indigenous Qatari population provides a potentially
important study group because it is stable and derived from
three main genetic sources – the Arabian Peninsula, Iran,
and Africa.
For the AHS website, see http://www.hmc.org.qa/ahs
Qatar has a unique opportunity to embrace this concept and
develop a distinctive Academic Health System, which will
allow the diverse academic institutions and healthcare
providers to work in harmony for the public good, and seek
sustainable and affordable healthcare solutions. This
development includes embedding of a public health system
and exploration of innovative health system designs and
new models of healthcare delivery.
HAMAD MEDICAL CORPORATION | 9

Details about the role
Background of the Neuroscience Institute
In collaboration with Weill Cornell Medical College in Qatar,
Hamad Medical Corporation (HMC) has begun development
of specialised institutes, which will improve health outcomes
for Qatar’s population by focusing on conditions that are
particularly relevant to the local population. Using an
integrated approach to research, training and clinical activities,
the institutes will deliver and unite inter-professional clinical
service programs across various specialties. At present,
institutes are planned across cardiovascular disease, metabolic
disease, cancer and neurosciences.
Neurological and Neuropsychiatric disorders represent a major
healthcare problem for Qatar. Although no prevalence study
has taken place in Qatar, HMC clinical data identifies the main
disorders as epilepsy, brain injury (trauma, stroke, demyelination,
tumours and degenerative disease), headaches, spinal cord
injury, neuromuscular disorders, peripheral nerve injury
(particularly diabetic neuropathy), depression, schizophrenia
and movement disorders. The incidence of stroke, in particular,
is likely to increase over the next decade as it is inextricably
linked with type II diabetes and hypertension.
The Neuroscience Institute will provide a framework to apply
the latest developments in neuroscience to the study and
management of nervous system disorders. It will bring together
an inter-professional network of clinicians and neuroscientists
who are actively collaborating on a range of research
initiatives. The ‘virtual institute’ structure will draw in members
from across the Academic Health System (AHS) to work
together to improve the care of patients with neurological
disorders by embedding research and education into everyday
clinical practice.
Functionalities
In the initial phase, the Neuroscience Institute will establish
clinical, educational and research programs relevant to the
disease patterns and trends prevalent in the population of
Qatar. This will require close cooperation with the AHS
partners to ensure that all the components of the tripartite
mission (clinical care, education and research) are delivered
within the context of multidisciplinary teams and programs.
The clinical programs will be based on international best
practice and academic partners will work closely with clinical
teams to ensure that the educational programs can train and
develop professionals with the appropriate skill mix. The
emphasis will be on flexible teams that can adapt to new
methods of working as they evolve to ensure that Qatar’s
population will receive the highest quality and safest care
available. While the Institute will need to be comprehensive
and serve all neurological patients, initial focus will be placed
upon the development of centers of excellence that can
compete on an international level. These areas are likely to be:
• Brain injury (including stroke)
• Epilepsy
• Depression, schizophrenia and mood disorders
• Neural stem cell research
HAMAD MEDICAL CORPORATION | 10

Details about the role
These programs will need the support and further development
of a number of cross cutting technologies such as functional
genomics, clinical trials, imaging and stem cell biology. Other
possible clinical programs include:
• Neurogenetics
• Pediatric neurology
• Geriatric neurology
• Headache and pain
• Neurodegenerative disorders
• ICU neurology and neurosurgery
• Movement disorders
• Spine disorders (including tumours and spinal cord injury)
• Pain management
In addition, the Institute will develop research programs that
break new ground in clinical pathways and the rehabilitation
of neurological patients. The aim will be to reduce the burden
of disability within the population and there will need to
be a strong collaboration between the Institute and the
Rehabilitation Hospital. These research programs will be
undertaken in collaboration with the AHS partners and will
be facilitated through HMC’s forthcoming Translational
Research Institute (TRI).
Long-term, sustainable partnerships with leading international
neuroscience centers will be a key element in the success
of the Institute. The center will facilitate international
neuroscience research collaborations in the region including
the potential for pharmaceutical/biotechnology companies
to initiate research programs and transfer technology.
Facilities
At the outset, the Neurosciences Institute will be virtual,
with a focus on integrating clinical, education and research
activities across the spectrum of neurological specialties.
The Institute will incorporate and build upon the existing
facilities, personnel and infrastructure available within each
of the clinical specialty areas. At present, within the Institute’s
developmental phase, plans are being developed to audit and
identify additional human and physical capital which will be
required to develop a framework for world-class clinical care,
education and research within the Institute. The physical
structure may ultimately include inpatient wards, outpatient
clinics, multidisciplinary disease oriented programs,
a specialised neuro-intensive care unit, a clinical
neurophysiology diagnostic laboratory, an advanced neuroimaging
facility, a sleep-epilepsy monitoring unit, neurosurgical
operating rooms, basic neuroscience laboratories, and any
other facilities that may be developed in the future.
At a later stage, the Institute will be linked to HMC’s TRI.
Scheduled for completion in 2014, the TRI will provide
state-of-the-art core research facilities to facilitate internationally
competitive outcomes in translational (bench to bedside) and
clinical research. With a focus on the fields of cancer, trauma,
infectious diseases, neuroscience, diabetes, obesity,
cardiovascular disease, and women’s and children’s health,
the TRI will provide researchers with ready access to facilities
which would otherwise be unavailable, leading to the
translation of basic biomedical discoveries into new diagnostic
biomarkers and therapies.
The facility will consolidate research groups across HMC and
the AHS partners, and encourage collaboration and innovation
through a number of crosscutting themes such as bioinformatics,
ethics, molecular imaging, functional genomics, proteomics and
metabolomics, clinical imaging, clinical trials and biostatistics.
