I am delighted that you have expressed an interest in <strong>the</strong> <strong>Director</strong> <strong>of</strong> <strong>the</strong><br />
<strong>Neuroscience</strong> <strong>Institute</strong> at Hamad Medical Corporation (HMC). Qatar has one <strong>of</strong><br />
<strong>the</strong> highest GDPs in <strong>the</strong> world and one <strong>of</strong> its strongest economies. It is a rapidly<br />
expanding community, with <strong>the</strong> population growing from 600,000 to almost 2<br />
million from 2000 to 2012, with a very large growth in <strong>the</strong> expatriate workforce.<br />
It is against this backdrop that we are transforming how we deliver healthcare<br />
across Qatar.<br />
Today <strong>the</strong> Emir, His Highness Sheikh Hamad Bin Khalifa Al-Thani’s vision is<br />
to provide high quality healthcare services to all, which meet <strong>the</strong> best global<br />
standards <strong>of</strong> quality and outcomes. Consequently, this is an especially exciting<br />
time for healthcare provision in <strong>the</strong> State <strong>of</strong> Qatar.<br />

Hamad Medical Corporation<br />
Hamad Medical Corporation (HMC) is <strong>the</strong> premier not-for-pr<strong>of</strong>it<br />
healthcare provider in Qatar. Established by Emiri decree in<br />
1979, <strong>the</strong> Corporation has developed highly specialised medical<br />
facilities capable <strong>of</strong> providing state-<strong>of</strong>-<strong>the</strong>-art diagnosis and<br />
treatment <strong>of</strong> diseases that previously could only be managed<br />
in overseas medical centers. Today <strong>the</strong> Emir, His Highness<br />
Sheikh Hamad Bin Khalifa Al-Thani’s vision is to provide high<br />
quality healthcare services to all, which meet <strong>the</strong> best global<br />
standards <strong>of</strong> quality and outcomes. Consequently this is an<br />

The backdrop to <strong>the</strong>se transformational changes is a rapidly<br />
expanding population in Qatar. Key health conditions in Qatar,<br />
aside from trauma injuries, are cardiovascular disease and<br />
hypertension, diabetes, respiratory conditions and asthma,<br />
obesity and o<strong>the</strong>r chronic conditions with related and costly<br />
long term care implications.<br />
The health system in Qatar is almost totally government funded<br />
but <strong>the</strong>re are recent developments in private sector provision.<br />
There are o<strong>the</strong>r initiatives in place covering health insurance<br />
models and also <strong>the</strong> introduction <strong>of</strong> an element <strong>of</strong> self pay for<br />
non Qatari nationals.<br />
Current Service Provision<br />
Hamad Medical Corporation is an integrated and growing<br />
healthcare delivery system that currently provides 90-95%<br />
<strong>of</strong> acute and sub-acute care services in Qatar. It is <strong>the</strong> largest<br />
employer in Qatar, with over 20,000 staff (rising by several<br />
thousand by <strong>the</strong> end <strong>of</strong> 2013), and is one <strong>the</strong> largest healthcare<br />
providers in <strong>the</strong> Middle East.<br />
At <strong>the</strong> current time, its portfolio includes seven hospitals, a<br />
comprehensive ambulance service and Home Healthcare Services.<br />
All hospitals are JCI accredited, having been awarded initial<br />
accreditation in 2006 and having received re-accreditation<br />
in subsequent years to date.<br />

Emergency Medical Services (EMS) attended to more than<br />
85,000 incidents last year with <strong>the</strong> Life Flight Air Ambulance<br />
service responding to 600 calls requiring critical care support.<br />
Home Healthcare, which formally launched in 2009 and<br />
received JCI accreditation in 2010, undertook over 9,000<br />
home visits.<br />
HMC no longer administers <strong>the</strong> 23 Primary Healthcare Centers<br />
in <strong>the</strong> State. PHC has been established as a Department <strong>of</strong><br />
<strong>the</strong> Supreme Council for Health but HMC provides support on<br />
Clinical Education, IT, Facilities Development and Materials<br />
Management to a sector that is expected to see rapid<br />
development over <strong>the</strong> next decade.<br />
New Facilities<br />
HMC is embarking on one <strong>of</strong> <strong>the</strong> biggest and most ambitious<br />
master facility plans ever seen in international healthcare,<br />
with a range <strong>of</strong> facilities opening this year or being planned<br />
for future years.<br />
Qatar’s Public Works Authority (ASHGHAL) and South Korea’s<br />
Hyundai Engineering & Construction Company have signed<br />
a QR1.9 billion deal for furnishing and equipping three<br />
state-<strong>of</strong>-<strong>the</strong>-art hospitals and a research center.<br />
The planning <strong>of</strong> <strong>the</strong> hospitals is taking into consideration<br />
<strong>the</strong> highest medical standards and <strong>the</strong> latest international<br />
technologies to make <strong>the</strong>m <strong>the</strong> best pioneering healthcare<br />
facilities in <strong>the</strong> region. Work began in early 2011 and is<br />
scheduled for completion in 2013.<br />
As <strong>the</strong> master plan is implemented, by 2013, a Women’s<br />
Hospital with 190 private rooms, a Minimally Invasive Day<br />
Surgery Center, a Rehabilitation Hospital and a Translational<br />
Research building will be opened to introduce new services<br />
and significantly increase <strong>the</strong> capacity <strong>of</strong> our system to meet<br />
our population’s growing demand.<br />

The Academic Health System<br />
The healthcare system in Qatar is state funded and available<br />
to all at little or no cost via a network <strong>of</strong> hospitals and<br />
healthcare centers delivering healthcare. Although most <strong>of</strong><br />
<strong>the</strong> hospital system is integrated through Hamad Medical<br />
Corporation, primary care and <strong>the</strong> various academic institutions<br />
also need to be aligned with <strong>the</strong> hospital sector to provide<br />
optimal pathways <strong>of</strong> care and programmes <strong>of</strong> research.<br />
The Academic Health System initiative is designed to achieve<br />
this, aligning <strong>the</strong> various strands with a single mission and<br />
vision. These health systems are a potential solution to<br />
integration problems because <strong>of</strong> <strong>the</strong>ir unique combination<br />
<strong>of</strong> teaching, research, and patient care. Their strength results<br />
from <strong>the</strong> seamless integration <strong>of</strong> <strong>the</strong>se central activities to<br />
improve health and well being, search for innovative<br />
healthcare solutions, and ensure a modern, flexible, and<br />
sustainable workforce. The Academic Health System<br />
partnership will enable multidisciplinary teams to address key<br />
research questions and ensure rapid translation into clinical<br />
practice. To be leading organisations <strong>of</strong> <strong>the</strong> future, Academic<br />
Health Systems should be focused directly on <strong>the</strong>ir communities<br />
and regions. This focus involves development <strong>of</strong> a social<br />
conscience and provision <strong>of</strong> tangible economic and personal<br />
health benefits to <strong>the</strong> community. These social determinants <strong>of</strong><br />
health include an individual’s social circumstance, environment,<br />
and behavioural patterns.<br />
With this approach HMC aims to identify new ways <strong>of</strong><br />
working, which will make <strong>the</strong> Qatari population less dependent<br />
on hospitals, by harnessing modern technology and a flexible<br />
and skilled workforce to help shift <strong>the</strong> emphasis from<br />
secondary care to primary care and prevention. The Academic<br />
Health System initiative website has information about <strong>the</strong><br />
partners, governance arrangements, strategy, and its<br />
distinguished international advisory board. Each institution<br />
will remain legally independent, but united with a shared vision<br />
and an overarching strategic plan.<br />
We have developed a translational research institute at Hamad<br />
Medical Corporation to complement <strong>the</strong> o<strong>the</strong>r biomedical<br />
research facilities in Qatar, including state-<strong>of</strong>-<strong>the</strong>-art core<br />
research facilities at Weill Cornell Medical College in Qatar.<br />
The <strong>Institute</strong> will host <strong>the</strong> Qatar Biobank, funded by <strong>the</strong> Qatar<br />
Foundation, which will include a prospective epidemiological<br />
study <strong>of</strong> <strong>the</strong> Qatari population (in collaboration with Imperial<br />
College, London, UK) and a disease-specific tissue repository.<br />
The indigenous Qatari population provides a potentially<br />
important study group because it is stable and derived from<br />
three main genetic sources – <strong>the</strong> Arabian Peninsula, Iran,<br />
and Africa.<br />

Qatar has a unique opportunity to embrace this concept and<br />
develop a distinctive Academic Health System, which will<br />
allow <strong>the</strong> diverse academic institutions and healthcare<br />
providers to work in harmony for <strong>the</strong> public good, and seek<br />
sustainable and affordable healthcare solutions. This<br />
development includes embedding <strong>of</strong> a public health system<br />
and exploration <strong>of</strong> innovative health system designs and<br />
new models <strong>of</strong> healthcare delivery.<br />

Details about <strong>the</strong> role<br />
Background <strong>of</strong> <strong>the</strong> <strong>Neuroscience</strong> <strong>Institute</strong><br />
In collaboration with Weill Cornell Medical College in Qatar,<br />
Hamad Medical Corporation (HMC) has begun development<br />
<strong>of</strong> specialised institutes, which will improve health outcomes<br />
for Qatar’s population by focusing on conditions that are<br />
particularly relevant to <strong>the</strong> local population. Using an<br />
integrated approach to research, training and clinical activities,<br />
<strong>the</strong> institutes will deliver and unite inter-pr<strong>of</strong>essional clinical<br />
service programs across various specialties. At present,<br />
institutes are planned across cardiovascular disease, metabolic<br />
disease, cancer and neurosciences.<br />
Neurological and Neuropsychiatric disorders represent a major<br />
healthcare problem for Qatar. Although no prevalence study<br />
has taken place in Qatar, HMC clinical data identifies <strong>the</strong> main<br />
disorders as epilepsy, brain injury (trauma, stroke, demyelination,<br />
tumours and degenerative disease), headaches, spinal cord<br />
injury, neuromuscular disorders, peripheral nerve injury<br />
(particularly diabetic neuropathy), depression, schizophrenia<br />
and movement disorders. The incidence <strong>of</strong> stroke, in particular,<br />
is likely to increase over <strong>the</strong> next decade as it is inextricably<br />
linked with type II diabetes and hypertension.<br />
The <strong>Neuroscience</strong> <strong>Institute</strong> will provide a framework to apply<br />
<strong>the</strong> latest developments in neuroscience to <strong>the</strong> study and<br />
management <strong>of</strong> nervous system disorders. It will bring toge<strong>the</strong>r<br />
an inter-pr<strong>of</strong>essional network <strong>of</strong> clinicians and neuroscientists<br />
who are actively collaborating on a range <strong>of</strong> research<br />
initiatives. The ‘virtual institute’ structure will draw in members<br />
from across <strong>the</strong> Academic Health System (AHS) to work<br />
toge<strong>the</strong>r to improve <strong>the</strong> care <strong>of</strong> patients with neurological<br />
disorders by embedding research and education into everyday<br />
clinical practice.<br />
Functionalities<br />
In <strong>the</strong> initial phase, <strong>the</strong> <strong>Neuroscience</strong> <strong>Institute</strong> will establish<br />
clinical, educational and research programs relevant to <strong>the</strong><br />
disease patterns and trends prevalent in <strong>the</strong> population <strong>of</strong><br />
Qatar. This will require close cooperation with <strong>the</strong> AHS<br />
partners to ensure that all <strong>the</strong> components <strong>of</strong> <strong>the</strong> tripartite<br />
mission (clinical care, education and research) are delivered<br />
within <strong>the</strong> context <strong>of</strong> multidisciplinary teams and programs.<br />
The clinical programs will be based on international best<br />
practice and academic partners will work closely with clinical<br />
teams to ensure that <strong>the</strong> educational programs can train and<br />
develop pr<strong>of</strong>essionals with <strong>the</strong> appropriate skill mix. The<br />
emphasis will be on flexible teams that can adapt to new<br />
methods <strong>of</strong> working as <strong>the</strong>y evolve to ensure that Qatar’s<br />
population will receive <strong>the</strong> highest quality and safest care<br />
available. While <strong>the</strong> <strong>Institute</strong> will need to be comprehensive<br />
and serve all neurological patients, initial focus will be placed<br />
upon <strong>the</strong> development <strong>of</strong> centers <strong>of</strong> excellence that can<br />
compete on an international level. These areas are likely to be:<br />
• Brain injury (including stroke)<br />
• Epilepsy<br />
• Depression, schizophrenia and mood disorders<br />
• Neural stem cell research<br />

These programs will need <strong>the</strong> support and fur<strong>the</strong>r development<br />
<strong>of</strong> a number <strong>of</strong> cross cutting technologies such as functional<br />
genomics, clinical trials, imaging and stem cell biology. O<strong>the</strong>r<br />
possible clinical programs include:<br />
• Neurogenetics<br />
• Pediatric neurology<br />
• Geriatric neurology<br />
• Headache and pain<br />
• Neurodegenerative disorders<br />
• ICU neurology and neurosurgery<br />
• Movement disorders<br />
• Spine disorders (including tumours and spinal cord injury)<br />
• Pain management<br />
In addition, <strong>the</strong> <strong>Institute</strong> will develop research programs that<br />
break new ground in clinical pathways and <strong>the</strong> rehabilitation<br />
<strong>of</strong> neurological patients. The aim will be to reduce <strong>the</strong> burden<br />
<strong>of</strong> disability within <strong>the</strong> population and <strong>the</strong>re will need to<br />
be a strong collaboration between <strong>the</strong> <strong>Institute</strong> and <strong>the</strong><br />
Rehabilitation Hospital. These research programs will be<br />
undertaken in collaboration with <strong>the</strong> AHS partners and will<br />
be facilitated through HMC’s forthcoming Translational<br />
Research <strong>Institute</strong> (TRI).<br />
Long-term, sustainable partnerships with leading international<br />
neuroscience centers will be a key element in <strong>the</strong> success<br />
<strong>of</strong> <strong>the</strong> <strong>Institute</strong>. The center will facilitate international<br />
neuroscience research collaborations in <strong>the</strong> region including<br />
<strong>the</strong> potential for pharmaceutical/biotechnology companies<br />
to initiate research programs and transfer technology.<br />
Facilities<br />
At <strong>the</strong> outset, <strong>the</strong> <strong>Neuroscience</strong>s <strong>Institute</strong> will be virtual,<br />
with a focus on integrating clinical, education and research<br />
activities across <strong>the</strong> spectrum <strong>of</strong> neurological specialties.<br />
The <strong>Institute</strong> will incorporate and build upon <strong>the</strong> existing<br />
facilities, personnel and infrastructure available within each<br />
<strong>of</strong> <strong>the</strong> clinical specialty areas. At present, within <strong>the</strong> <strong>Institute</strong>’s<br />
developmental phase, plans are being developed to audit and<br />
identify additional human and physical capital which will be<br />
required to develop a framework for world-class clinical care,<br />
education and research within <strong>the</strong> <strong>Institute</strong>. The physical<br />
structure may ultimately include inpatient wards, outpatient<br />
clinics, multidisciplinary disease oriented programs,<br />
a specialised neuro-intensive care unit, a clinical<br />
neurophysiology diagnostic laboratory, an advanced neuroimaging<br />
facility, a sleep-epilepsy monitoring unit, neurosurgical<br />
operating rooms, basic neuroscience laboratories, and any<br />
o<strong>the</strong>r facilities that may be developed in <strong>the</strong> future.<br />
At a later stage, <strong>the</strong> <strong>Institute</strong> will be linked to HMC’s TRI.<br />
Scheduled for completion in 2014, <strong>the</strong> TRI will provide<br />
state-<strong>of</strong>-<strong>the</strong>-art core research facilities to facilitate internationally<br />
competitive outcomes in translational (bench to bedside) and<br />
clinical research. With a focus on <strong>the</strong> fields <strong>of</strong> cancer, trauma,<br />
infectious diseases, neuroscience, diabetes, obesity,<br />
cardiovascular disease, and women’s and children’s health,<br />
<strong>the</strong> TRI will provide researchers with ready access to facilities<br />
which would o<strong>the</strong>rwise be unavailable, leading to <strong>the</strong><br />
translation <strong>of</strong> basic biomedical discoveries into new diagnostic<br />
biomarkers and <strong>the</strong>rapies.<br />
The facility will consolidate research groups across HMC and<br />
<strong>the</strong> AHS partners, and encourage collaboration and innovation<br />
through a number <strong>of</strong> crosscutting <strong>the</strong>mes such as bioinformatics,<br />
ethics, molecular imaging, functional genomics, proteomics and<br />
metabolomics, clinical imaging, clinical trials and biostatistics.<br />

The Role<br />

Summary <strong>of</strong> <strong>the</strong> role<br />
The <strong>Director</strong> <strong>of</strong> <strong>the</strong> <strong>Neuroscience</strong> <strong>Institute</strong> will provide<br />
leadership and direction across all areas <strong>of</strong> <strong>the</strong> <strong>Institute</strong>.<br />
The <strong>Director</strong> will report to <strong>the</strong> Chief <strong>of</strong> Medical, Academic<br />
and Research Affairs and will have responsibility for preparing<br />
regular reports on progress to <strong>the</strong> Academic Health System<br />
Joint Steering Committee and to an Executive Committee<br />
consisting <strong>of</strong> representatives from <strong>the</strong> various AHS partners.<br />

The Candidate<br />
The ideal candidate will be a Clinical Scientist with a track<br />
record in senior medical or scientific leadership gained ei<strong>the</strong>r<br />
in an Academic Medical Center or in a complex healthcare<br />
setting such as an international teaching hospital. He/she<br />
will have gravitas and presence as well as <strong>the</strong> ability to act<br />
as a role model and support staff and student development.<br />
